Regardless of causes, conditions, or financial means, anyone who walks through our doors will find a little lift or a lifetime of support. Together, we can take the first step toward stabilizing day-to-days and defining tomorrows.

“You work at RACSB?” she said. “I will always be grateful; you changed our lives.”

In Fiscal Year 2018, we weathered a lot of transitions and revisions in the world of behavioral healthcare. In some ways, it’s an exciting time to be in the field—we get to see some new services with a lot of promise. But it can also induce anxiety as we navigate changes to finances, regulations, and accuity of needs.

I am so proud that RACSB has been able to use ingenui-ty, flexibility, and a talented workforce to overcome new challenges and remain committed to our core mission: improving lives in our community.

And I’m excited to see what the next year brings.

Each year, the Stonewall Estates Group Home throws a luau for all of the individuals who use our developmental disability residential services.

Residential Services

Residents of the Wolfe Street Intermediate Care Facility enjoyed a trip to the National Zoo.

FY18 Highlights: The annual Journey of Hope features a night of dinner and dancing. College students bicycle across the country raising awareness of developmental disability. Rappahannock Adult Activities hosts the team in the last leg of its journey before reaching the finish line in Washington, DC.

Angie Ringersma, coordinator of the Parent Education Infant Development program, compared FY 18 to a

roller coaster. Things changed rapidly. Some moments were low, some were high, and some threw everyone for a loop. There was screaming and laughing—occa-sionally at the same time. But at the end of the track, riders felt exhilirated and ready to go for another ride.

Our early intervention program served 1,062 infants and toddlers in Fiscal Year 2018. Our caseload has increased significantly and we now serve more infants and toddlers in early intervention than all but two other community services boards in Virginia. While it can be challenging to keep up with that demand, our program managers are thrilled to see so many tiny tykes with developmental delays get the

treatment they need to grow to their fullest potential.

The ear l iest years are excit ing—fi l led with many f i rsts—smi les , words, steps. When your chi ld isn’t meet ing developmental mi lestones, i t can be scary and lonely. But fami l ies

don’t have to face developmental delays a lone. We can help determine i f a baby or toddler needs some extra support .

We wi l l schedule a screening, where the infant or toddler is assessed by our staff members from var ious f ie lds , inc luding ear ly chi ldhood specia l educat ion, occupat ional therapy, speech/language therapy, and physical therapy. These screenings are free. If a chi ld is e l ig ib le for services , those are provided based on abi l i ty to pay and no one

is denied services because of an inabi l i ty to pay. If a fami ly has pr ivate insurance, that company wi l l be bi l led for services.

We offer a wide range of services a imed to minimize any developmental delays. These services are provided in the home. Our staff work with parents to bui ld the chi ld ’s sk i l ls .

FY18 Highlights: The program welcomed 15 new residents, eight from Western State Hospital. The referral process from the hospital can be complex, but staff worked hard to make the transition as smooth as possible for adults with mental illness.

Guests often rave about peer support specialists, who provide guidance from people who’ve been in their shoes. Mindy Persutti and Lauren Ball are two peer support specialists who work at SLH.

Crisis Stabilization at the Sunshine Lady House for Mental Health and Wellbeing

FY18 Highlights: In addition to saving countless lives, SLH also saves trees. Staff and guests recycled more than 3,000 pounds of paper, and used conservation efforts to save an additional 2,000 sheets of paper.

“The Medical Team exercised awesome flexibility and adaptability as we managed the departure of several clinicians, hiring of others, loss of family members of staff, two surgeries for one clinician as well as celebrating a birth with two more babies due. Teamwork is the fuel to overcome adversity and at the same time is the cake of celebration.”

For residents of the greater Freder-icskburg area, the Rappahannock Area Community Services Board works to reverse the scary trend of overdose deaths by saving lives through prevention and treatment. The agency offers a range of sup-ports, including crisis intervention, Medication-Assisted Treatment, prevention training, and peer-run groups.

“When it comes to seeking help, earlier is better,” Executive Director Jane Yaun said. “But we are dedicated to sparking hope for every part of the journey—whether someone comes to us at the first steps or in the throes of a crisis.”

RACSB started offering med-ication-assisted treatment in July, with help from the Virginia Department of Behavioral Health

RACSB Substance Abuse Services providers talk about Medication-Assisted Treatment. and Developmental Services, which provided grants to fight the opioid epidemic. MAT mitigates withdrawal symptoms, diminishes cravings for opiates and helps the brain return to normal. Studies show that this is one of the most effective methods for treating opioid use disorder.

“We’ve already seen many success stories,” said Pat Bischoff, Fredericksburg clinic coordinator. “Individuals who have struggled for years are reclaiming their lives and working toward recovery.”

Additionally, RACSB offers REVIVE! training to the community, teaching area residents to reverse opioid overdoses and save lives. RACSB partnered with the Rappahannock Area Health District to offer a free dose of naloxone to people who complete the training.

One in five Americans has a mental illness, but many are reluctant to seek help or might not know where to

turn for care. Just as CPR helps people without clinical training assist an indi-vidual having a heart attack, Mental Health First Aid prepares participants to help someone experiencing a men-tal health crisis. Rappahannock Area Community Ser-vices Board offers Mental Health First Aid courses and was lauded for its ef-forts in to provide life-saving skills to the community. The National Council for Behavioral Health celebrates or-ganizations that taught five or more Mental Health First Aid courses be-tween June and September 2018. Rappahannock Area Community Ser-vices Board taught 10 courses during those three months, and is proud to champion the program.

“The organizations supporting Mental Health First Aid want all Americans to know how to identify and respond to someone who needs help,” said Linda Rosenberg, President/CeO of the Na-tional Council. “They play a critical role, giving MHFA instructors the opportu-nity to educate their communities, and that value can’t be understated.”

Mental Health First Aid teaches partic-ipants a five-step action plan to identi-fy, understand and respond to signs of mental health or substance use prob-lems and offer support and help. In 10 years, it has become a movement—more than 1 million people are certi-fied and that number grows every day.

RACSB started offering Mental Health First Aid in 2014. In the past two years, the agency added a higher education module and a public safety curriculum.

In Fiscal Year 2018, RACSB prevention staff taught 439 individuals in 22 differ-ent classes.

“Since the Rappahannock Area Commu-nity Services Board began offering this training in 2014, more than 1,300 com-munity members have become Mental Health First Aiders,” said Prevention Ser-vices Coordinator Michelle Wagaman. “This is important because mental health challenges are common and often mis-understood. The more we can do to in-crease knowledge and have a shared conversation, the more we can do to reduce the stigma around mental illness. We want to foster a community of well-ness that supports hope and recovery. ”

Poverty. Abuse. Neglect. Nearly 50% of American children have had an adverse experience before the age of 18. And, on average, people who experienced six or more traumatic situations in their childhood live about 20 years less than those with no trauma.Scientists have been studying Adverse Childhood Experiences for years, and the research shows that children who live in toxic en-vironments grow into adults who struggle with substance use dis-order, mental illness, suicidal tendencies, and other health issues. As an ACE score increases, so does the risk of serious health, social, and emotional issues. But it doesn’t have to be that way. One stable and caring relation-ship can mitigate the impacts of trauma. So, Rappahannock Area Community Services Board offers free training to help the public learn more about the effects of ACEs and the ways to build resil-ience in the community. Participants will learn how ACEs affect brain development and how that, in turn, affects behavior and health. Understanding ACEs will show the importance of being a positive influence and teach ways to help people overcome troubling ex-periences.
