Goal: stabilization of greenhouse gas concentrations, prevent dangerous anthropogenic interference with the climate system.

Target: average reduction of 5.2% from 1990 levels by the year 2012.

Kyoto Protocol

Page 5: Hong Kong Environmental Protection And Policy Development

China don’t need to follow this protocol as it is categorized to developing country

Hong Kong, as a part of China, also don’t need to follow this protocol

Is necessary to produce such amount of Electricity> CO2 ?

Question

Difference = 30%!Generation – Output = 1398GWh

CLP Annual Report 2008

Page 11: Hong Kong Environmental Protection And Policy Development

For reservation

Under Scheme of Control Agreement(Soc), the policy made them tend to invest more in their fixed assets, CLP and HKE bought new equipment that can generate more electricity but that is not necessary need.

Why they need to produce excess electricity?

Page 12: Hong Kong Environmental Protection And Policy Development

Electricity-Interlink between HKE and CLP (proposed by research in 2006 (ECC, Energy Consultation Committee)).

Encourage them to produce less electricity by bonus or by proportion of environmental friendly project.

Restrict them to invest in new equipment under adequate electricity by policy making.

Suggestions

Citizen how to minimize they electricity use?

Other Aspect

Page 14: Hong Kong Environmental Protection And Policy Development

Interaction and Corporation between Hong Kong & Pearl

River Delta Area

Page 15: Hong Kong Environmental Protection And Policy Development

Hong Kong investors are the main factories’ owners in Pearl River Delta Area.

Developing the PRD Region into a Green and Quality Living Area can enhance the appeal and competitiveness of the Region.

Main Issue: emission reduction arrangements.

Background

Page 16: Hong Kong Environmental Protection And Policy Development

Deterrent regulations and policies to combat invalid and over emission.

Provide financial assistance and tax preferential benefit to enhance investors to improve the factories’ Pollutant Treatment.

<<Kyoto Protocol>> --Emissions Trade

Suggestions

Page 17: Hong Kong Environmental Protection And Policy Development

Emissions Trade A total “credit limit” (emission limit) is set for a region.

A “credit limit” will be assigned to each manufacturer.

If the manufacturer want to discharge more than its limit, it should buy the remained limit from the other manufacturers.

The policy can control the total emission and enhance manufacturers to reduce emission.

Page 18: Hong Kong Environmental Protection And Policy Development

Environmental Protection and Stop Climate Change are Global problems.

Hong Kong should push the work forward in the Pearl River Delta, or even the whole mainland China.

Sustainable and long-term development plan and goal should be set.

Conclusion
