Under Scheme of Control Agreement(Soc), the policy made them tend to invest more in their fixed assets, CLP and HKE bought new equipment that can generate more electricity but that is not necessary need.

Why they need to produce excess electricity?

Electricity-Interlink between HKE and CLP (proposed by research in 2006 (ECC, Energy Consultation Committee)).

Encourage them to produce less electricity by bonus or by proportion of environmental friendly project.

Restrict them to invest in new equipment under adequate electricity by policy making.

Hong Kong investors are the main factories’ owners in Pearl River Delta Area.

Developing the PRD Region into a Green and Quality Living Area can enhance the appeal and competitiveness of the Region.

Main Issue: emission reduction arrangements.

Background

Deterrent regulations and policies to combat invalid and over emission.

Provide financial assistance and tax preferential benefit to enhance investors to improve the factories’ Pollutant Treatment.

Suggestions

Emissions Trade A total “credit limit” (emission limit) is set for a region.

A “credit limit” will be assigned to each manufacturer.

If the manufacturer want to discharge more than its limit, it should buy the remained limit from the other manufacturers.

The policy can control the total emission and enhance manufacturers to reduce emission.

Environmental Protection and Stop Climate Change are Global problems.

Hong Kong should push the work forward in the Pearl River Delta, or even the whole mainland China.

Sustainable and long-term development plan and goal should be set.
