01 : INTRODUCTION 01. INTRODUCTION

This design and access statement has been prepared by HONE Studio, in support of an application for Full Planning and Listed Building Consent at 28 Chilworth Street, London W2 6DT. The proposals relate to the raising of the existing pyramid roof and development of the loft space to create an additional 2 bedroom residential unit. This requires raising of the existing pyramid roof, with new secondary pitched roof underneath to create the necessary headheight.

In preparing this statement account has been taken of PPG15 (Planning and the Historic Environment), paragraph 3.5 in particular: the special architectural and historic importance of the building; the particular features of the building that justify its designation as a listed building; and the building’s setting.

The statement aims to demonstrate how the physical characteristics of the scheme have been informed by a process of: assessment, involvement, evaluation and design. It provides the background information for the existing situation, design development and the culminating proposals, and has been prepared following a study of the site and surrounding context and appraisal of available options.

1.1 PROJECT TEAM

The document should be read in conjunction with the application drawings and supporting documents as submitted, which include advice from specialist consultants forming the Project Team listed below:

1.2 PROPOSAL OVERVIEW

The proposal relates to the raising of the existing pyramid roof and addition of a new secondary pitched roof underneath to create a new 2-bedroom loft apartment in addition to the existing five private residential apartments.

The intention is to create additional habitable space through a new fourth storey that is modest in scale and set back from the existing façade. As the original roof and roof structure will be rebuilt, damage to the existing fabric will be minimal, and the additional ‘skirt’ of steeply pitched roof provides a way to lift the existing roof up, creating the head height required without taking away the building’s original historical and architectural features. New traditional dormers are proposed to front and rear, but these will be located fully within the new section of roof, with no impact on the existing fabric.

Previous separate applications for full planning and listed building permission were submitted and approved in 2015 & 2016, in respect of alterations to the upper floor apartments; and the ground and basement floors of the building, comprising the Cleveland Arms public house.

2.1 SITE AND HISTORY

Cleveland House is a Grade II listed building near Cleveland Square falling within the Bayswater Conservation Area of the City of Westminster. Located on Chilworth Street, the property is situated north of Kensington Gardens and south-west of London Paddington train station which is a short walk away. It is close to the busy and vibrant west London district of shops, restaurants, public houses and private gardens and squares.

2.2 CONTEXT & EXISTING BUILDING

The character of the area is predominantly residential, with numerous mansion blocks, and many of the larger houses converted into flats. There is also a variety of local shops, and a series of open spaces with fine trees and formal squares, all forming essential elements in the townscape composition and character of the area.

Cleveland House was built in 1852 as part of a terrace forming the north side of Chilworth Street when the area was first developed, with the pub on the ground and basement floors and residential accommodation above. The upper floors over the pub bridge the southern entrance to Gloucester Mews West. The building was listed as Grade II in April 1975 and the National Heritage list entry description reads:

‘Public house. Mid C19. Yellow brick, stucco dressings. Roof not visible. 4 storeys. 4 windows wide. Plastered ground floor, altered C1900; with segmented carriageway to right. Canted bay to centre and left; decorative tiles to entrance reveals. Square-headed windows, architraved above ground floor. First floor windows pedimented and flanked by Ionic pilasters. Second floor windows corniced. Sashes, glazing bars. Interior not inspected.’

The existing building is five storeys including the basement. The pub occupies the ground floor and basement levels. The remaining three storeys were most recently let as private residential accommodation.

While no drawings of the original building exist, later records and site investigations suggest that the upper floor layouts have been altered from what would have been originally built to provide 18 no. small residential units with a mix of en-suite and communal bathroom facilities, before the more recent development which restored some of the original room proportions and reduced the number of residential units to five.

To create space for an additional 2 bedroom unit, without taking away the building’s original historical and architectural features.

03 : THE PROPOSAL 3.3 DESIGN

USE:The proposed scheme will add and retain the residential use of the upper floors of the property located within the predominantly residential Bayswater Conservation Area.

The new 2 bedroom apartment is dual aspect and face onto Chilworth Street to the front and onto the existing residences in Gloucester Mews West to the rear.

AMOUNT:The proposed redevelopment of the roof space will create an additional 74m2 of usable space to the building.

LAYOUT:As this is a new floor in the position of the existing loft space, there is no historical layout to follow. However, it is proposed that the pattern established on the lower floors will continue into the new floor. Access to the floor will be via an extension of the existing stairs, at the top of which a landing and entrance door will be located to access Flat 6. The bedrooms for the flat will be located to the rear, with the kitchen/living/dining space occuping the whole frontage of the building, in a similar layout to Flat 1 on the first floor.

SCALE:The roof development offers 1.9m increase in total height of the overall building - modest in relation to the overal size and scale of the building. The roof will still be largely hidden from from street level, as can be seen from 3D views in Appendix A of this document.

APPEARANCE:The existing pyramid roof is to be raised and rebuilt using all the original materials, including the original slate roof. The additional steep-pitched roof under the pyramid roof will be clad with traditional slates to match existing. The timber dormer windows will match the style, pattern and proportions in keeping with existing original windows, and the top and cheeks of the dormer structure will be clad in traditional lead sheet. There are many examples of sloped roofs with dormer windows in the immediate vicinity of Cleveland House, and as such the proposed roof development would be consistent with the surrounding architecture.

STRUCTURE:The original structure of the pyramid roof will be retained in its entirety. Underneath this, a new steel structure will be installed to lift the pyramid roof 1.9m higher and allow the insertion of new steep-pitched roof around the edge of the pyramid roof. Refer to structural engineers drawings for more information.

3.5 AMENITY

The proposed roof development has little impact on the building’s setting. Views of the building are marginally changed from upper levels of neighbouring buildings and do not affect the character of the wider context. The nearest public open space is Kensington Gardens, a short walk south of the site.

As is evident in the details of the proposals, existing amenity and noise levels are not materially affected.

The new roof development has no significant impact on neighbouring properties.

3.6 REFUSE

The new unit would share the existing existing General and Recycling Waste Store at the rear of the building.

3.7 VEHICULAR & TRANSPORT LINKS

Access to Cleveland House will remain as at present from Gloucester Mews West via Chilworth Street to the south-east. The upper residential floors have a separate entrance on Gloucester Mews West which will be retained and used by residents and their visitors / guests.

3.8 INCLUSIVE ACCESS

Being a listed building with existing spatial and site constraints, the arrangements in terms of inclusive access will remain unchanged.

There is no level access from street level and the upper floor apartments are accessed via existing staircases only. The existing configuration does not allow for provision of lift access without significantly altering the existing listed building.

04 : CONCLUSION

The proposals for 28 Chilworth Street have been carefully considered and it is felt that the discreet roof development offers sensitive treatment of the existing building while allowing for maximum use of available space. In addition, the slightly altered roof form will match the finish and footprint of the existing original roof, and will be a seamless addition to the existing building.

In conclusion, this Design and Access Statement together with accompanying drawings and supporting documentation demonstrates how the proposed alterations to Cleveland House aim to improve an existing Grade II listed building and add a new 2 bedroom unit within the heart of London.
