    The recently released International Housing Affordability Survey last month reported that Saskatchewan incomes are lagging behind hous-ing costs, making both Regina and Saskatoon almost as unaffordable as Calgary. Obviously, based on the admitted use of limited criteria its difficult to place much weight on the statements coming out of this work. Even only slightly more robust methodology would have produced results that clearly con-tradict the overstatements from the report.

    For Saskatchewan, the survey only reported for the two largest cities. In the Demographia Report, affordability was measured by di-viding median house price in a community by median household income, which created a median multiple.

    Housing affordability is rated on a scale, with anything over 3.0 be-ing unaffordable; the survey rated Saskatoon at 4.3, an increase over last years 4.0; the median house price is 4.3 times the median house-hold income. Regina was measured at 3.8 for the median multiplier, slightly better than Saskatoon.

    However, when looking closely at the data used to calculate the me-dian multiples, the housing prices used were from the third quarter of 2012; the median household in-come, though, is from 2006.

    The median house price in Sas-katoon is reported at 2012 levels of $283,200; while the median house-

    hold income is reported at 2006 lev-els of $66,500. For Regina, the mul-tiplier used a median house price of $266,000 and the 2006 household income of $70,900.

    As Saskatchewan has experi-enced a strong and growing econ-omy over the last seven years, it is fair to assume the median income will have increased, especially in Regina and Saskatoon, given employment strength and surg-ing housing production, which has clearly softened housing price growth.

    The reality is that Saskatchewan residents are receiving better wages and living more comfortably, while the economy remains strong and the province continues to prosper as jobs are created and the tax base expands along with the population.

    Residents in Saskatchewan en-joy competitive and relatively low utility costs, one of the lowest un-employment rates in Canada and a high base personal exemption for provincial income tax.

    In 2013, the basic personal ex-emption or amount of income not subject to Saskatchewan income tax is $15,241. According to RBCs Housing Trends and Affordability Report from November 2012, there is little evidence of undue afford-ability-induced strain.

    The RBC report states, While properties continued to appreci-ate for the most part in the third quarter in the province, gains were comparatively more modest (condo prices even fell slightly) and any hit on affordability was easily off-set by rising household income.

    Increasing housing prices have been mitigated by an increase in supply.

    We shouldnt be too offended when we realize that the data used for these misleading statements was also used for all Canadian cit-ies that were cited in the report.

    This suggests to me we really

    should ignore the results for the Canadian cities surveyed in this international report. However, it must be made clear that such reports, while seemingly only mis-leading, have the potential to cause harm, interfere with market activ-ity and result in unintended conse-quences. Economic developers and those most engaged in investment attraction and recruitment are now expected to respond to unsup-ported accusations.

    Often hours and possibly weeks of intense efforts and expenditure of resources to advance the busi-ness case in Saskatchewan are at risk while we defend our strong case against statements that are not supported by facts.

    Not too long ago, in fact in Au-gust 2008, a similarly flawed re-search report from Merrill Lynch suggested that home prices on the Prairies, and particularly in Re-gina and other Saskatchewan com-munities, were overvalued and would result in a rapid decline in both the value and the sales activ-ity of homes in Saskatchewan.

    History and facts clearly show the opposite has been the case and the strong fundamentals of the Saskatchewan economy offer a strong case for home ownership and investment in the province.

    To create a relaxed atmo-sphere, replace 100- and 75-watt light bulbs with soft 40-watt ones. Replacing your regular switch with a dimmer can also give you

    more control in setting the mood. Add some candles to illuminate the table. While taper candles are most often associated with a romantic dinner, opt for a more modern twist by using tea lights in small glass holders.

    Eliminate distractions

    Clear the dining room of any unromantic items that can distract from the mood youve created.

    If your dining room is also used

    as the childrens homework space or is where you pay your bills, hide all the evidence in a drawer or drape a satin fabric around the room to cover it up.

    Dress the part

    You may be dining at home, but your sweatpants and favourite hoodie can quickly spoil a roman-tic mood. Youve gone through all the trouble to dress up the table, why not dress yourself up, too?

    Its no secret that lots are get-ting smaller and homes are being built closer and closer together. You can tell just by looking at older subdivisions and Im not even talking that old, just 20 to 30 years and comparing them to new ones.

    Attached living spaces, like townhouses and condos are also on the rise. Most ma-jor cities across the country are seeing this huge push for more multi-unit living spaces. This all spells out one thing: Were living closer to our neighbours.

    And the closer we get, the more likely noise is going to be an issue and the more popular soundproof products and materials will be.

    When noise becomes an issue between neighbours it can be a real nuisance. You can feel awkward bringing it up to a neighbour if their noise disturbs you. Youre probably going to be telling the kids to keep it down more often, which isnt fun for any-one. You might feel like you have to whisper and limit noise-making activities such as vacuuming or play-ing music to certain times so you dont bother anyone. It can feel like being a prisoner in your own home.

    Its really no ones fault just poor construction.

    You could have the quiet-est neighbours. But if the walls between your homes arent properly constructed, you will hear the footsteps, the talking, the kids.

    Sound is measured in deci-bels, so pros will use a decibel

    metre to measure how much noise travels through a sur-face, like a wall or ceiling. We use STC or sound transmis-sion class to measure how much sound moves between the exterior and interior of a home and between living units. The higher the STC rating, the better. A wall built to minimum code should be able to block 46 STCs.

    The problem is that there are high and low frequencies. High frequencies are easier to eliminate. Homes built to minimum code can block out high-frequency sounds. Its the low frequencies that are harder to deal with. Low fre-quencies are the bass or the boom you hear when people walk. To get rid of those you have to spend money.

    So what can you do to solve the problem?

    A contractor interested in a quick fix might tell you to add another layer of drywall right over the existing dry-wall, which will help. But Id

    rather use a better drywall product that gives a lot of soundproofing for not a lot of material.

    Soundboard is one option. But some drywall products are equivalent to eight sheets of drywall. One type has vis-coelastic polymer on both sides of a thin layer of metal. The viscoelastic polymer eliminates sound by convert-ing acoustic energy into heat. This product will stop sounds such as yelling and scream-ing, or the phone ringing all high frequency sounds. It will also stop any low-decibel bass. But if you have a high-decibel bass where you crank the volume to the levels of a concert speaker, youre going to need more than just better drywall to stop the sound.

    If sounds and noise are getting into your home the culprit is usually missing insulation. You want to use a proper, safe insulation on a shared wall. This serves two purposes: One, it stops

    sound. Two, it stops fire. You dont want to hear your neighbours and you dont want a fire on their side to spread to your side. Makes sense to me.

    Many attached living spac-es will have a double wall. That means theres one wall on one side and another wall on the other side, and both walls are divided in the mid-dle by drywall. Minimum code says that if you have a double wall only one of them needs to be insulated. But as long as we build to minimum code things arent going to work properly. If you want to make it soundproof, add more insulation.

    After going through the trouble of taking down dry-wall and adding extra insu-lation, you might as well go the extra mile. I would use sound wrap on any electrical boxes and receptacles along a shared wall. These are weak points that allow smells and sounds to travel. But sound wrap is like a putty; it sticks to any surface. And when you wrap it around electri-cal boxes and receptacles it doesnt let sound travel through.

    You really get what you pay for. You could have a beautiful home with ma-jor noise issues. But if you spend a little more money you could stop the problem. The best solution is building it right the first time. I think most homeowners would be willing to pay for that extra silence if builders gave them that option. Because putting your money in the right place makes living at home sound a lot better.

    Twenty years ago, I bor-rowed $10,000 from my RR-SPs, under the federal gov-ernments Home Buyers Plan, to help me purchase my first home.

    Since then, I have always been an advocate of the Home Buyers Plan. Its a great deal for those looking to purchase their first home because they can borrow up to $25,000 from their RRSPs. Under the plan, you do not pay tax on the withdrawal because its like a loan that has to be paid back into the RRSP over a 15-year period. Each year, you have to pay back one-fifteenth of the bor-rowed amount. If you dont, then the required payment becomes taxable that year.

    Here are two scenarios to illustrate how RRSPs and the Home Buyers Plan can be used to advantage.

    NO RRSPS?Mark has been working for

    three years, since graduating from university. He has saved $10,000 toward the purchase of his first home. His parents will match his savings and give him another $10,000.

    I suggested that Mark take both his $10,000 and his par-ents matching contribution and put it into to his RRSPs. After 90 days, he can get the money out through the Home Buyers Plan. This is advantageous because his $20,000 contribution creates a significant tax savings.

    Lets assume Mark is in a 32-per-cent marginal tax bracket. That means that a $20,000 RRSP contribution will give him a tax refund of $6,400. That $6,400 can be used toward the down pay-ment, or it can be used to

    deal with all the other costs like legal fees, moving costs, utility hook ups, etc.

    By contributing the mon-ey to the RRSPs first, Mark is creating $26,500 for his home purchase.

    FORMER PENSIONStan has only saved $6,500.

    He has an RRSP at the bank worth about $3,500 and he has $8,000 in a defined con-tribution pension plan from one of his previous employ-ers. Stan was thinking about cashing in this pension but normally pension money cannot be cashed out. But because the balance of the pension is less than 20 per cent of the current Yearly Maximum Pensionable Earnings, he can. The prob-lem is that Stan will have to pay tax on the withdrawal. Instead of getting $8,000, af-ter paying tax he would only have $5,450. However, in-stead Stan is able to transfer the pension to his RRSP. He wont get a tax deduction, but he can use the entire $8,000 toward the down pay-ment of the home through the Home Buyers Plan.

    After transferring the $8,000 pension into the RRSP, he should also con-tribute his cash savings of $6,500 to it, as well. With the $3,500 already in his existing RRSP, he would then have $18,000 in the RRSP that can be pulled out through the Home Buyers Plan. In addi-tion, his $6,500 contribution would result in a tax refund of approximately $2,000. This scenario will give Stan $20,000, compared to only $15,450 if he cashes out the pension and does not put the $6,500 into the RRSP.
