Homeowners’ Association News Summer 2014 Summer is almost here again, and things are looking better than ever in Rock Creek, our hometown. You may have noticed that our Architectural Committee and Board of Directors have been making some substantial changes to the appearance of the community. The Entry Modification Project, Phase I, is nearly complete, with new signs and landscaping. The board has received many compliments from residents and guests alike, who appreciate how the signs enhance the appearance of Rock Creek. After Phase I is completed, we will move forward with Phase II, involving West Lake Blvd. The Stirling and Flamingo Road sign is also slated for improvement, but technical planning issues may delay that work for some time. We will keep you posted about that. Please check out the new and updated Rock Creek website. Thanks to Susan Reyes, our Office Manager, for her efforts on this, in coordination with our web design vendor. With regard to vendors who perform work on your properties, we encourage you to use only licensed and insured vendors. To verify that a licensee is current with his licensure, you can call the following number: 1-850-487-1395. In addition, please remember that most exterior changes to your home or lot require prior written approval from the Rock Creek Architectural Committee. The application is available in the office or on our website. If in doubt, feel free to call the office or stop by, and the office staff will be happy to answer your questions. If you communicate in writing, please remember to sign your letter, so that the staff can properly reply to your inquiry. In response to some homeowner requests, the Board has reviewed its policy on storage units installed on our residential lots. The Board has always prohibited them. However, the Board created a committee of interested parties to make recommendations for a possible change, which would allow certain kinds of storage units, on condition that they do not affect the safety or visual aesthetics of our community. The Board adopted the committee’s recommendations at its May 2014 board meeting, and the new Resolution is now in effect. A copy is attached for your reference. The Board agreed that it will take no enforcement action for a period of 90 days from the date of the Resolution, in order to allow all owners to bring themselves into compliance. In the event that an existing structure does not meet the criteria of the Resolution, the owner will have an opportunity to remove it without penalty during the 90 day period. In the event that an existing structure meets the criteria of the Resolution, the owner will need to make application to the Environmental Control Board within 90 days and comply with all conditions of the Resolution, and any additional conditions of the ECB. The Board understands that not all existing structures will meet the criteria of the new Resolution, and that some will need to be removed. By delaying enforcement for 90 days, and by providing a mechanism for owners to have additional storage, while protecting the safety and the aesthetics of the Rock Creek community, the Board remains committed to preserving and enhancing the property values within Rock Creek. I am pleased to report again, as with previous years, that our independent Auditor issued an unqualified opinion regarding the Association’s 2013 audited financial statements. He noted at our last board meeting that the community came within about $900.00 of budgeted numbers for an annual budget of over $952,000.00 for the year 2013. Next month the Budget Committee will begin working with the Community Manager on the 2015 budget. As of the April 2014 financial statement, we have about $176,000.00 in Operating funds and about $580,000.00 in our Reserve accounts. All the best for a safe and quiet summer, free of any major storms and expenditures.
