Describe your proposed project. Include any background information you think would be useful to the assessors such as previous projects, similar projects and research that feeds into your proposal.
Include the equipment your project will use. What is its sizing or rating, and what is the rationale behind this sizing?
Describe any operational inputs it takes, e.g. biomass, water, etc. How much of each input will be required each year? Where will you get it from?
What outputs does it make, e.g. electricity, hydrogen, heat, biogas, biochar, etc.? How much of each output will be produced each year? Who will purchase and utilise these outputs?
Where will your project be located (e.g. at a mine site) and what makes it a good fit to the situation?

4.2 Project eligibility

Is the project a clean energy project?
The project must be a project that deploys or applies a technology that reduces greenhouse gas emissions from the production or use of stationary energy. This could include energy control or management systems, renewable energy, energy storage and/or energy efficiency.
Is the amount of funding requested between $250,000 and $4 million?
The maximum funding level available for individual projects is $4 million. Applications requesting more than $4 million will be considered on merit and will not be excluded on this basis; however government may offer less funding than the amount sought by an applicant and may attach conditions or requirements to any funding offer.
Is the grant amount requested of the Clean Energy Future Fund equal to or less than 25% of the total eligible costs?
The maximum proportion of eligible costs for the project that can be contributed by the Fund in a competitive round is 25%.
Information on which costs are eligible is available in the Applicant guidelines available on the CEFF website.
Will the project take place primarily in Western Australia?
Identify significant project elements that do not take place within Western Australia.
5 MERIT CRITERIA Value for money is a key underlying principle in the expenditure of public funds. This means gaining the best possible outcome for every dollar spent, by assessing the overall costs and benefits to Western Australia. The Assessment Panel will consider cost and non-cost factors (as identified below), to assess the merit of each application.

5.1 Financial model template
The Department of Water and Environmental Regulation (DWER) has developed a financial model template spreadsheet and a worked example. It is recommended that you look at the worked example and complete the template for your project. This will provide much of the information required for the reducing emissions and business case sections and may identify some risks that need to be managed. It contains a validation section with various eligibility and consistency checks. If you choose not to use this template, you should ensure that the financial modelling you submit provides the same information. Please submit any modelling you provide as a spreadsheet, not page images or PDF files.
The information you provide in this application form should match your financial modelling.
5.2 Fund objectives
The fund objective is given below. You should bear this in mind as you answer the merit criteria questions in this section.
The objective of the Clean Energy Future Fund is to provide a source of funding to support the implementation of innovative clean energy projects in Western Australia that offer high public value by contributing to one or more of the outcomes listed below:
significant, cost-effective reduction in greenhouse gas emissions below projected (or baseline) emissions as a direct result of the clean energy project.
design, deployment, testing or demonstration of innovative clean energy projects likely to deliver community benefits or lead to broad adoption and significant reductions in greenhouse gas emissions.

5.3 Reducing emissions (30%)
Show the quantifiable direct and indirect greenhouse gas emissions reductions expected to be achieved by the project. This should include the number of tonnes of carbon dioxide equivalent saved each year and the number of years the project is designed to operate. If your project offsets emissions from fuels or the electricity grid, you can use the national greenhouse accounts factors (https://www.industry.gov.au/sites/default/files/2020-07/national-greenhouse-accounts-factors-august-2019.pdf) to calculate the emissions reductions. If you use different factors, give your reasons.It is recommended that you use the financial model template spreadsheet (see section 5.1) to capture this information.If other elements of the process either create or avoid emissions, account for these too.

5.4 Business case (20%)
Financial model
This section requests a range of information regarding the financial model of the project. The CEFF financial model template and worked example spreadsheets are provided as an option to capture this information and perform any necessary calculations. Both are available on the CEFF website. You can also use your own modelling provided all the requested information is provided. If you use your own format, please indicate which sections of your document relate to the categories [5.4.1-5.4.7] below. If you do use the provided spreadsheet template or your own spreadsheet, please submit your information as a spreadsheet rather than in PDF format.
5.4.1 The project’s implementation costs
The total cost of the project showing major components and identifying which costs are eligible as indicated in section 5 of the applicant guidelines.
5.4.2 Sources of funding
Breakdown of funding by type such as WA government grants, other grants, debt, your equity and others’ equity. For debt, indicate the interest rate, and for equity indicate the threshold return on investment required. Provide your overall weighted average cost of capital and your discount rate.
5.4.3 The project timing
The expected start date and operational life of the project.
5.4.4 The milestones
A description of each milestone and which costs relate to it. The number of months from project start for each milestone to complete.
5.4.5 The project’s operational outputs and inputs
Any energy generation, emissions saving, or cost or revenue stream linked to a milestone completion. The project’s lifetime energy generation and emissions saving.
Operational costs potentially including land or equipment rental, labour, materials, maintenance and intellectual property costs. Exclude financing costs such as interest and dividend payments as these are covered in the weighted average cost of capital.
All revenues potentially including sale of energy and other products. Do not include depreciation. If you have included tax as a cost, you can include the tax shield of depreciation.
5.4.6 The project’s financial viability
You should calculate the internal rate of return, the net present value and the payback period for the project both with and without CEFF funding.
5.4.7 Justification for assumptions
Provide the status of agreements with funders, suppliers and customers and level of confidence in prices. If you intend to supply electricity to a network operator, indicate what engagement you have had with the operator.

Provide information on expected sources of the funding identified and the status of these sources (signed agreement, memorandum of understanding, early discussions, shortlisted for grant, etc.). For the funding you will contribute, provide evidence of your ability to provide these funds.
For costs and revenues, indicate what is included and what assumptions are used to get the value provided in the financial model.
5.4.8 Justification of the need for government assistance

5.6 Risk Management (10%)
5.6.1 Risk management plan
How will risks be managed and monitored during the life of the project so that any material change in their impact or likelihood will be reported to DWER?
What process will you follow to manage risks over the life of the project?
5.6.2 Risk register
Provide a risk register outlining details of the risks associated with the project. Such risks include but are not limited to compliance, health, safety, environment and quality considerations, conflicts of interest, technical, planning, delivery, counter-party and financial. A risk register template is provided on the CEFF website. If you use the financial model template provided, you should review the “Justification of assumptions” tab for risks.
5.6.3 Insurances
It is a condition of your grant that you have adequate insurance to cover potential liability in conducting activities in relation to the project, including those funded by the Clean Energy Future Fund.
Provide details of insurance held (type of insurance/s, provider, value insured and expiry date) or planned, along with quotes and attach relevant documents.
(Relevant insurances may include: workers’ compensation; director’s and officer’s liability, public liability; personal accident insurance for volunteers; contents/mobile plant & equipment).

5.7 Potential for wider adoption (20%)
5.7.1 Not common practice

5.8 Public good (10%)

5.8.1 Knowledge sharing
Outline the quality and extent of the knowledge sharing information about, and resulting from, the project that the applicant proposes to make publicly available to build capacity amongst others, support learning-by-doing and/or demonstrate the feasibility of new technologies or processes.
5.8.2 Economic development
Detail how the project is anticipated to deliver economic benefits to the state. For example, outline the number of jobs expected to be created by the project and/or the extent to which the project represents a new industry or business practice in the state. Include any identified economic, environmental and/or social benefit, such as greenhouse gas emissions reduction, estimated jobs created (part-time, full-time, volunteer positions) and flow-on benefits to the WA community.

‘Shovel ready’ clean energy projects that will reduce emissions and create jobs in Western Australia.
Projects which enhance energy efficiency and materially reduce emissions from the built environment or manufacturing.
Clean energy projects that support the replacement of diesel with renewable energy.
