Foreword
The Hampshire Home Movers Survey 2010 is the latest in a series of
publications on housing market trends. The last survey was conducted in
2002 and covered the occupiers of new and previously occupied properties
and rented dwellings.
This report collates information about people who moved into homes in
Hampshire, Portsmouth and Southampton during the year 2008/09. It
explores where they previously lived, their reasons for moving, the type,
tenure and size of their new home, and their satisfaction with it. This insight
into the type, size and tenure of properties changing hands, and the new
occupiers’ origin, household size and satisfaction will assist population
forecasting and the formulation of new planning policies.
This survey has been undertaken by Hampshire County Council on behalf of
Hampshire district councils and the two unitary authorities of Southampton
and Portsmouth. Thanks are due to the Hampshire councils for providing the
sample addresses and to the individuals who completed the questionnaires.

1. Executive Summary 1. Executive Summary 1.1 The results of the Home Movers Survey show approximately half of
recent movers in Hampshire are owner occupiers with residents purchasing a variety of dwelling types; a significant decrease on previous studies. Over half of all purchases were either detached or semi-detached dwellings with the exception of Rushmoor, Southampton, Portsmouth and Gosport, which saw a dominance of flats. Most moves (regardless of tenure) were into two or three bedroom homes. Substantial numbers of larger dwellings are being occupied by small households. Most properties are being occupied by people that originated from Hampshire prior to their move.
1.2 There were some noticeable differences in the findings of this survey compared to the 2002 survey. The percentage of movers that are owner occupiers has reduced significantly from nearly 80% in the 2002 survey to 53% in this survey whilst the number of movers that are privately renting has increased from 9% in 2002 to 26%. There have also been changes in the types of dwelling chosen by home movers. The percentage of moves into detached dwellings has dropped from 40% in 2002 to 27% in this survey. The proportion moving into flats has increased from 20% in 2002 to 26% in this survey. When examining travel to work patterns nearly half (48%) of all adult movers’ place of work is in the same district in Hampshire as the one in which they live. This is over 10% greater than in the previous survey (at 37%). However, the number of movers that commute outside of Hampshire to work has increased from 17% in 2002 to 21% in this survey. 1.3 The key points of this survey are as follows: All movers:-
Just over half of all those who moved now owner-occupy (53%), a quarter (26%) rent privately.
17% have moved into social housing or a housing association property, 2% purchased a shared ownership property, and 1% moved into dwellings provided by their employer.
In every district except Portsmouth and Southampton there was a fairly even split of households moving into detached, semi-detached, terraced and flats.
In Portsmouth and Southampton, the picture is quite different, with over 40% moving into flats. Portsmouth also had an above average number of movers (35%) going into terraced dwellings.
3 and 4 bedroom properties accounted for half of all moves (50%), with almost as many moves to 1 and 2 bedroom homes (47%).
Properties with 5 or more bedrooms account for an above average number of moves in Winchester at 8%. Conversely, at least 60% of

the moves in Havant, Portsmouth, Gosport and Rushmoor were into 1 and 2 bedroom homes.
Across Hampshire, most larger households live in larger properties, but substantial numbers of dwellings with three or more bedrooms are being occupied by one and two person households.
The majority (nearly two thirds) of all movers already lived in Hampshire. The exception to this is Hart, where people moving from outside Hampshire took up 56% of all properties that changed hands (Hart is situated towards the north-east corner of Hampshire - see map contained in Appendix C).
Across Hampshire as a whole, only 3% of properties were occupied by people moving from Greater London; most in-migrants came from adjacent counties or from within parts of the UK which is outside the South East region.
People moved for a wide range of reasons; there was no single dominant one. The top five were: previous home too small, to be nearer relatives, to live in a more attractive area, able to afford a better property, and ‘other’.
Owner Occupiers:-
In Hampshire, over 66% of properties purchased were either ‘detached’ or semi-detached’.
13% of properties purchased by home movers were flats. Portsmouth had the largest proportion of owner occupiers moving
into terraced housing, at 42%. 15.8% of owner occupiers in this survey were first time buyers Owner occupiers’ previous place of residence, relationship of
household size to property size, and reasons for moving home are similar to ‘all movers’.
Privately Rented:-
In Hampshire, 35% of private renters moved into flats, with a remaining 64% into either detached, semi-detached or terraced housing
Data indicated that household size correlated with property size more closely for private rented homes compared to all tenures or owner occupied homes
37% of movers into private rented accommodation originated from outside Hampshire
10% of movers into private rented accommodation came from outside the UK
People moved for a variety of reasons, however a move related to a new job featured more highly, consisting of 18% of reasons provided

2. Methodology 2.1 This survey was undertaken by sending a questionnaire to the
occupiers of a representative sample (around 5,000) of properties which had changed hands during 2008/ 2009. The sample size of 5,000 was chosen as this was the same as that used in the 2002 Home Movers Survey. The response to the 2002 survey had produced a sufficiently large sample for analysis and the results were considered as being representative of all movers. The sample was obtained from Council Tax records held by City, Borough and District Councils. The only information passed to Hampshire County Council were the addresses of the sample of properties; names and other personal information were not involved. The questionnaires were address to “The Occupier” of the properties selected. A copy of the questionnaire is in Appendix A.
3. Validity of the results 3.1 A total of 901 questionnaires were used in the analysis, which is an overall response rate of 18%. Whilst this is below the 1627 questionnaires returned from the previous survey, it is still a large enough sample to be reliable at county level. 3.2 However, where data is reported at district level it should be borne in mind that the number of questionnaires in districts range from 125 in East Hampshire down to a mere 37 in Gosport, as shown in the following table. These numbers of returned survey forms show no similar proportionality to the number of dwellings in their respective districts. 3.3 Because of this, any district-level data that are then subsequently split into categories are best considered to be a broad indication of what the result could have been if all movers had been surveyed, rather than as a true representation of all movers. 3.4 The number of relevant questionnaires contributing to the results are shown with each table/chart in Appendix D.

3.5 The survey included new and previously occupied properties and
embraced both owner occupied and rented property. However, the number of rented properties was too small to enable statistically valid analysis of the rented sector at district level (given the small sample size). Thus this report presents information solely in respect of all properties, all owner occupied properties and the rented sector at county level only.
3.6 In interpreting the information in this survey, it should be remembered
that it relates only to those who moved home in 2008 and 2009. Whilst it provides an important insight into home movers – who drive the demand for new properties which is a principal issue for the planning system in relation to housing – the data is not necessarily representative of all properties nor the whole population of the area.

The remaining movers mostly went into privately rented homes which significantly increased from 9% in 2002 to 26% in 2009.
17% moved into social housing and 1% into properties provided by their employer.
13% of questionnaires stated that they were the first occupiers of their new property. Further analysis is possible, however, it should not be considered statistically significant due to the small numbers involved.
Key findings for districts: Just over half of home movers in each district are home owners, with the
exception of Havant, Gosport, Winchester and the cities of Southampton and Portsmouth. Southampton had the lowest proportion of movers into owner occupied properties, at 28%. East Hampshire has the highest proportion of owner occupiers at 67%.
Havant has the highest proportion of movers going into social housing at 43% which was significantly higher than all the other districts. Southampton has also a high proportion at of movers going into social housing (36%).

The proportion of movers going into privately rented properties was highest in Portsmouth, accounting for 43% of all movers. This pattern was also evident in the 2002, however, this sector has seen a marked increase from the previous figure of 22%.
Basingstoke and Deane contains the highest percentage of movers going into shared equity homes at 7%. This is much higher than the average for Hampshire at 2%.

of house type with similar proportions moving into flats and detached, semi-detached and terraced housing. This is a significant change from 2002, when 40% of movers were moving to a detached dwelling, (now 27%) and 20% moved into flats (now 26%).
Key findings for districts: Portsmouth and Southampton have the lowest proportion of movers going
into detached houses at 8%, followed by Rushmoor at 11%. Portsmouth and Southampton have the highest proportion of movers going
into flats at 42% and 41% respectively, a figure much higher than the average for Hampshire at 26%. This was the most common choice for movers in both cities – or further information into the housing stock and the nature of new builds in recent years (see Appendix B: New build completions 2008-2009)
Conversely New Forest registered the highest levels of movers into detached houses at 47%. East Hampshire was the second highest at 39%.
The highest proportion of movers going into terraced housing was in Portsmouth and Gosport at 35% and 31%.

dwelling amongst movers, accounting for 64% of dwellings changing hands. One and four bedroom properties account for 17% and 16% of movers respectively. Only 3% of all moves were into properties with five or more bedrooms.
Key findings for districts: Hart had the highest proportion of movers living in dwellings with four or
more bedrooms Conversely Southampton and Havant had the greatest proportion of one
bedroom dwellings amongst movers. Three bedroom properties comprise of 44% in Test Valley and 41% in
Basingstoke and Deane. This was closely followed by Fareham at 39% and Winchester 37%. Gosport had a far lower percentage of movers in this category at 19%.

70% of one bedroom properties were occupied by single households and 28% by two person households.
29% of all movers were single households, a further 38% were two person households. Approximately a third of all movers who responded were in households of three or more people.

General Picture: The majority of home movers have moved within the same district, at 53%,
or from elsewhere in Hampshire, at 19%. Of the remaining movers, the two most significant origins are the adjoining counties and the rest of the United Kingdom (excluding South East England). Few are moving from Greater London (see Appendix C: for a location map of Hampshire’s districts and the adjoining neighbouring authorities).
Key findings for districts: Hart had a significantly higher proportion of people moving into the district
from outside Hampshire, at 56%. Winchester and Havant have the highest proportion of people moving from
‘elsewhere’ within Hampshire, at 35% and 34% respectively. Test Valley had a significantly higher proportion of people moving within the
same district, at approximately 84%. This was followed by New Forest at 63%.

Sample Size: 1200 (respondents were allowed to give up to two answers each). General Picture: In Hampshire there is no one single overriding reason for moving. Rather
there is a split between several reasons. As respondents frequently choose ‘other’ as a reason for moving (20%), this
was sub-grouped further into categories, such as ‘health reasons’ and ‘change in personal circumstance’ to make best use of the data available. All the remainder of written answers were grouped as ‘other’ because no common theme was identified.
Even after this process, the most common reason for moving at 15% was ‘other’, which could include various reasons not included in the categories listed.
The second most common reason for moving was that the ‘previous home was too small’ at 14%.
Key findings for districts: ‘Other’ was the most common reason given in Southampton (28%) and
Gosport (26%). In Hart, a ‘move related to job’ was the most common reason,
corresponding to 25% of respondents. This is also one of the main reasons in Winchester.
In Rushmoor, the most common reason for moving was due to being ‘able to afford a better property’ at 17%.
In New Forest, the main reason for moving house is to ‘live near relatives’, corresponding to 17% of responses.

Hampshire to the one in which they live. This is much higher than in the previous survey (37%)
A further 31% of adult movers work elsewhere in Hampshire. The remaining 21% work outside of Hampshire, with a significant amount of
movers working in adjoining counties at 14%. 5% of movers work in Greater London, which is a decrease from 9% in the
2002 survey. Key findings for Districts: Adult movers living and working in the same Hampshire district constitute a
significant proportion in many districts, ranging from 18% in Hart to 84% in Southampton.
However, in over half of the districts the proportion of adult movers working in Hampshire but within a district that is different to the one in which they live was also significant. This is particularly evident in Havant (59%) and Eastleigh (59%) and Fareham (54%).
55% of workplaces for adult movers in Hart are located outside of Hampshire, followed by Rushmoor at 51%.
When examining those who work in Greater London, 25% now live in East Hampshire, 15% in Hart, 15% in Basingstoke and Deane, and 11% in Winchester. There are no recent home movers that work in Greater London and live in either Gosport or Southampton.

Where movers current housing aspirations have not been met, the most common reasons cited are that the home is too small at 24%. This was followed by concerns about off-street parking, type of house, small garden and a preference for living in the countryside

13% of properties purchased by home movers were flats. First Time buyers: 15.8% of home owners in the survey were first time buyers. Given the small
sample size, this data had not been analysed further. Key Findings for districts: Portsmouth has the largest proportion of owner occupiers moving into
terraced housing, at 42% New Forest has the largest proportion of owner occupiers moving into
detached houses at 62%, with a further 13% being semi-detached properties. The second largest proportion of owner occupiers buying a detached house was in the districts of Winchester and Hart, at 48%

of all moves occurring within the same district (as compared with 53% for all moves, regardless of tenure).
Key Findings for Districts: Havant had the lowest proportion of owner occupiers who previously lived
within the same district, at 19%. However, Havant had the highest proportion of owner occupiers from elsewhere in Hampshire at 59%. This was mostly from neighbouring authorities, such as Portsmouth (24%) and East Hants (13%).
Test Valley had a significantly higher proportion of owner occupiers from the same district at 81%. The second highest was Portsmouth at 67%. This was similar for all movers from all tenures.
Hart had the highest proportion of owner occupiers who had previously lived outside Hampshire, at 57%. Rushmoor followed with 38% of movers from outside Hampshire.

able to afford a better home, at 15%, very closely followed by being able to live in a more attractive area, at 14%.
Key findings for districts: The most noticeable feature of the district data was that 23% (10) of
Winchester respondents gave the reason for moving as ‘job related’, in comparison to the Hampshire average of 6%
‘retirement’ comprised 19% of moves in Gosport, followed by New Forest at 14%. At the other extreme, it accounted for none of the moves in Rushmoor, Hart or Portsmouth.
Caution must be given to some aspects of the data due to a poor response rate for owner occupiers in some districts.
