Using the principles identified in the Cardiff University Organisational COVID-19 risk assessment , this assessment highlights the hazards linked to COVID in this building and identifies local appropriate control measures to ensure, as far as practicable, a COVID- secure workplace is maintained. This assessment is supported by the overarching ‘Building Reoccupation Proposal for Social Distancing’ and ‘Building Re-Occupation and Re-use Pre-requisite Requirements and Assurance Checklist’ documents which set out operational detail. COVID-19 building risk assessment – McKenzie House (Floor 3: rooms 3.16 /17/18/19/27/28 and general areas of all floors)

Covid-19 is a new viral illness that can affect your lungs and airways. Symptoms vary and can be mild, moderate, severe or fatal.

This is a COVID-19 secure building risk assessment for Mackenzie House for dealing with the current Covid-19 situation in the workplace. Using the principles identified in the Cardiff University Organisational COVID-19 risk assessment, this assessment highlights the hazards linked to COVID in this building and identifies local appropriate control measures to ensure, as far as practicable, a COVID-secure workplace is maintained.

This assessment is supported by the overarching ‘Building Reoccupation Proposal for Social Distancing’ and ‘Building Re-Occupation and Re-use Pre-requisite Requirements and Assurance Checklist’ documents which set out operational detail.

A schematic representation of the management of the movement of people per floor of McKenzie House can be found in Appendix 1. (Internal access routes)

Control of building access and movement of people

Staff, students, visitors.

PAC control of building access in place managed by Security. Only authorised staff, students and Contractors are able to work onsite.

Security staff will be present onsite whilst during normal working hours. Core hours: All staff must use the designated entry and exit

points. Entry – Main entrance on Newport Road designated “Entry

Only”. Exit - All other external doors to the building will be “Exit

Only”. Other times: Out of hours/periods of minimal occupation

enter via the front entrance door on Newport Road. Sanitising gel will be available for use upon entry. Porter staff on site Monday to Friday on rotas to ensure social

distancing and hygiene requirements are met within the reception /security lodge.

Local Security management onsite to ensure that staff, students and visitors can be guided through the necessary critical/ building-specific control measures.

Building access no earlier than 8am, Monday to Friday (in line with cleaning and hygiene protocols below).

All occupants to display their University ID card. NB: Children not allowed into University buildings.

Physical distancing in the workplace – Cleaning and hygiene

Staff Staff access begins at 8am to give cleaning staff time to clean and sanitise key areas before staff enter.

Touch points and heavily used areas will be prioritised for repeat cleaning throughout the day.

Toilets will close for short periods during working hours for additional cleans to be carried out.

Sanitising stations will be provided at entrances and key areas, with sanitising solution and paper towel available for cleaning desks and shared equipment.

Instruction on how to sanitise areas in place in each of the rooms.

Specific risk assessments and protocols for cleaning processes

COVID-19 building risk assessments communicated / available to all occupants.

Task specific risk assessment taking account of, and in support of, the building risk assessment in place.

left on the third floor to access rooms 3.16; 3.17; 3.18; 3.19; 3.27 and 3.28. The exit route is via the rear stairs for room 3.19 and the middle staircase for the others. Vacating one row at a time and 2 meters social distance and follow the one-way system out of the building.

Seminar Rooms are accessed via 2-way corridors. Access / egress to / from Room 3.19 is via a 1 way system.

Building egress is via a 1 way system leading to the 2 emergency exits.

Local directional signage in place to ensure safe routes are indicated.

Staff and students are expected to take responsibility for any desks they use including wiping down surfaces and shared equipment after use.

Workstations and desks will be arranged with a minimum separation between them –screens are in place at the building reception.

COVID-19 specific signage or routes. Prompt evacuation will take priority over social distancing considerations. At assembly points, staff should take every care to maintain physical distancing whilst being within visual sight of any Fire Wardens.(Please note: Initially few trained Fire Wardens are likely to be present, so evacuate immediately, do not await instruction).

Under no circumstances should fire doors be propped open. Should staff or a student feel unwell with potential COVID-19

symptoms whilst in the building, they should inform Security staff and leave the premises, returning home and follow government guidelines.

Guidance for first aiders can be found here. For minor injuries such as small cuts, staff may be asked to self-administer if advised by a first aider. First aid kits are available at the Reception.

Appendix 2: McKenzie House, Newport Road.  

Parking:  No parking on front area (exception: blue badge holders) No touch card access to main car park (authorised staff only) 

Front Entrance:  Access in to building, Only Access to Lifts: Queuing to right-hand side through front entrance lobby with floor stickers from outside, One lift user at a time. Access to Main Stairs: Keep to the left through front entrance lobby to access offices on all floor levels. Exit left to side gated area. Access to toilets in corridor behind lift and carry on one way to emergency exit to side gated area Leave space at doorways (pinch points) these could be hatched on the floor to keep clear. 

Movement on Floors:  Floors 4, 5, 6, 7, 8, 9, 10: Enter through main floor door and one-way anti-clockwise movement around floors.   Exit out through emergency exit to emergency staircase and ground floor exit to gated area. Floor 1: Enter through main floor door and social distance around floor. Rooms at front of floor exit through emergency exit past plantroom to gated area below. Rooms at rear exit through emergency exit to rear emergency staircase and ground floor exit to gated area Floor 2: Enter through main floor door and one-way anti-clockwise movement around floors Staff at front of floor exit through emergency exit past plantroom to gated area below. Staff at rear exit through emergency exit to rear emergency staircase and ground floor exit to side gated area Floor 3: Enter through main floor door, social distance around floor and exit out through emergency exit on to emergency staircase and ground floor exit to side gated area. Floor 11: Enter through main floor door, social distance around floor, as general layout is training rooms though there is a route through the Bay Room to give separate entry and exit points in that area and finally exit out through emergency exit on to emergency staircase and ground floor exit to side gated area.

Water & Food Heating/Welfare Space: 3rd Floor: Relocate vending machines alongside microwaves in main seating area with cleaning products for sanitation and layout furniture/mark floor for social distancing for queuing and seating. Entry from the Ground, 1st, 2nd and 3rd floors will be along the corridor from the main up only staircase. Entry from all higher floors will be down the central emergency staircase to join the two-way corridor opposite the 3rd floor toilet facilities. Exit back to the 1st and 2nd floors will be down the rear emergency staircase within the refectory area to re-join each floor Exit back to all higher floors will be back along the two-way corridor to the main up only staircase. Exit out of the building from the 3rd floor can be down either emergency staircase and out into the side gated area.  Note: Users will need their cards updated to enable them to operate the gated access to exit from the side of McKenzie House.  Office workstations:  Use workstations around perimeter with 2 metres between desks in front and behind workstation. E.G. 5th floor would seat approximately 20 staff. This maintains a 2-metre distance away from the anti-clockwise walkway around each floor. 

Reception or desks opposite floor access doors: Plexiglass (acrylic sheet) fitted across desks to isolate against foot traffic into each floor, users of the kitchen and staff queuing for the toilet facility. 

Staff Kitchen:  Queue from the left. One user at a time. Toilets Facilities:  Each floor uses the toilet on its own floor (re-designated to gender neutral) and one user at a time. Queue from the right side of the office doors within floor. Keeping the double floor access doors and lift corridor clear for anyone entering the floor or exiting the toilets or lifts. 

Notification Toilet in use: Lock fitted to outer toilet facility door. Install barrier/removable bollard or light in toilet/lift corridor to notify others that toilet is in use, so this is visible from office area without having to enter the corridor.

Additional External Toilets (for compliance, dependent on staff numbers):  Exit from emergency exit stairs to use additional toilets in the gated area. (Check drainage runs) re-entry to building will be via the front entrance. 

Meeting Rooms: Procedure required for use of 3rd floor meeting rooms or reserve for over-flow office space/visitor use. (Would anticipate meetings would be virtual) 

Deliveries:  Porters bring deliveries through rear emergency exit around to post room via rear corridor. Install external phone/intercom for couriers. 

Hand Sanitizer: Dispensers to front entrance and rear exit of building. Dispensers to entrance to each office floor entrance and outside lifts. 

Signage: Policy and operational use of building to include emergency evacuation. Directional wall and floor signs. Floor hatching at pinch-points Queuing/social distance signs on floor at toilet facilities, lifts, staff kitchens and main entrance. Printers: Queuing at printers with code set to data protect/retrieve printing.  General: Face Coverings: Could make face coverings mandatory when moving through the building or around the office floor and removal is optional when sat at your workstation where staff probably spend 90% of their working day. 

Peak Access Periods: Start and end of day: Set staggered start & finish times where possible Lunch times: Encourage staggered lunch breaks. 

Staff with Mobility Issues: Designate old cash office space on ground floor for staff with mobility needs/PEEP’s to avoid use of stairs or lifts and mitigate against difficulties during fire evacuation.
