The CEO Report on Operations is a regular report that is published by the Hobsons Bay City Council. The purpose of this report is to inform Council and the community of recent issues, initiatives and projects undertaken across Council. The report is provided on a monthly basis.

CEO Update During the period November 2017 to January 2018, the Chief Executive has participated in meetings and discussions about a range of matters relevant to Hobsons Bay and the local government sector. The Mayor and CEO participated in high level discussions with the State Government about Hobsons Bay’s concerns regarding the West Gate Tunnel project and its impacts on our community. The discussions resulted in commitments to explore resolutions to many of these concerns, and support for ameliorating negative impacts on amenity and community wellbeing through a package of improvement and enhancement works. In addition the CEO and Mayor attended a meeting of Mayors and CEOs from across metropolitan Melbourne reporting on progress with the Resilient Melbourne project after the completion of the first year of the Resilient Melbourne Strategy. The CEO and Corporate Management Team conducted a strategic planning day, looking at work plans and planned projects for the next 12 months, all of which go toward delivering on the Council Plan. Delivering for our community GOWEST 2018 GOWEST is a regional celebration of queer culture in Melbourne’s west. Celebrated as part of the annual Midsumma festival, the 2018 GOWEST program delivers 17 GLBTIQ inclusive events throughout the region, seven of which will be happening in Hobsons Bay. GOWEST is a cross-collaborative effort with participation from Libraries, Youth Services, Community Development and Arts and Culture.

Up/Youth Hobsons Bay City Council have been granted $100,000 from the Department of Education and Training to deliver programs through Engage!. Youth Services will be delivering Link UP, with a focus on engaging young people in Laverton and the surrounding areas. Link UP aims to consolidate and build on the success of the Linking Leaders program funded previously by Engage! and provide leadership training camps, community projects designed and delivered by young people, celebration activities and a range of youth led annual programming that responds to the needs and aspirations of young people. A partnership framework between Orygen Youth Health and Hobsons Bay City Council has been signed, covering the 12 month period the Department of Health and Humans Services are funding Orygen Youth Health to work with Youth Services to improve youth mental health service accessibility and increasing levels of secondary support.

School Focused Youth Service The Department of Education and Training have granted the partnership between Hobsons Bay City Council and Wyndham City Council $615,000 to continue delivering the School Focused Youth Service for 2018-19. These partnerships aim to develop targeted intervention projects to address service gaps

for vulnerable children and young people, with an emphasis on planning and coordinating evidence based interventions within local schools. Local youth band, and winner of Hobsons Bay Battle of the Bands, Hollow December, have gone on to win the Regional Battle. They will compete at the state level during the St. Kilda Festival on 11 February 2018. Altona Early Years Hub The tender process for a Not of Profit management provider to operate the Altona Early Years Hub commenced in December 2017 and closed on the 19 January 2018. Council officers will review submissions with interviews occurring on 31 January 2018. Family Day Care (FDC) The team is focusing on reviewing the Quality Improvement Plan. This plan will be the first document requested when we are issued with notice of the date for the pending Quality Rating & Assessment process within the next couple of months. Summer School Holiday Program A total of 39 events were held across the first three weeks of January for the libraries’ Summer School Holiday Program. Children and young people enjoyed everything from a Mad Hatter’s Tea Party to Rainbow Storytime to crash courses in coding.

Kindergartens The Altona North Children’s Centre located in Ronald Ave, Altona North underwent significant renewal works during January. Works included roof replacement, internal cooling, and outdoor modifications to the all abilities playground. Yooralla manages the service and provides three and four year old kindergarten programs, playgroups and office space for specialist staff.

Delivering for our community Planning is underway for the annual early year’s Committee of Management Training day. This training will be held in February and will provide new committee members will an overview of the key areas required to manage a kindergarten/early years’ service such as governance, fiscal management and parent/caregivers engagement strategies.

Youth Counselling 25 young people are currently engaged in the counselling service with 66 counselling sessions being provided throughout December 2017. 11 secondary consultations were delivered and emergency relief was provided to two young people and their families. The main presenting issues for young people over the past month were mental health issues including depression, anxiety and eating disorders (43%), Anger Management (13%) and Social/Relationship Issues (12%). Currently there is an eight week waiting list with six young people. The waiting list has increased due to the Christmas and school holiday period disrupting normal service delivery. Smalltalk Playgroups Smalltalk Playgroup facilitators have been given approval by the Department of Education (DET) to conduct in-home visits over the holiday period when playgroups are not operating. This has been very successful and has provided the opportunity to maintain engagement with vulnerable families. Maternal and Child Health (MCH) The MCH team received 218 birth notices over the last two months. During December, Council’s Immunisation Team gave 761 immunisations to 337 clients at regular preschool scheduled immunisation sessions and home visits. The Immunisation Team are working in partnership with local schools to complete preparation for the 2018 Year 7 Secondary School Immunisation Program. Planning is underway for the Year 10 Meningococcal ACWY immunisation program for secondary schools students in our municipality. Pre School Field Officers (PSFO) In December 2017 the team focused on supporting children finalising arrangements for a 2nd year of Kinder, as well as those transitioning between 3 and 4 year old kindergarten programs and from kindergarten to school in 2018. The PSFOs are using

the January period to collaborate with other early years officers to collate and plan local training and network opportunities for early years educators and providers in Hobsons Bay for 2018. Your Summer Reads Your Summer Reads, a new initiative, launched on 1 December 2017. The community was invited to complete a short survey about their reading interests to receive hand-selected, personalised summer reading lists from expert librarians. More than 60 people received their curated list of titles in the first month. The program will continue throughout summer. My Muslim Mate Homegrown Hobsons Bay writer Amal Abou-Eid launched her new book ‘My Muslim Mate’ at Altona North Community Library on Friday 12 January. The picture book features friends Charlie and Khaled who discuss and embrace their cultural differences promoting tolerance, acceptance and embracing diversity.

Early Years The Early Years and Learning Communities teams have collaborated to involve Try Youth by providing out of hours childcare over a six month period at the Altona Gate Kindergarten to support participation in a Women’s Community Leadership Program entitled ‘Cultivate Leadership’. The Early Years team are working in partnership with Koorie Engagement Support Officers (KESOs) from the Department of Education and Training to explore opportunities for training and support for services in Hobsons Bay for the year ahead. This partnership aims to build educator’s capacity to support the inclusion of Koorie children and their families in early years services.

The Substation

The Substation announced its 2018 Season One program, bringing new arts presentations into Hobsons Bay. Featured in Season One are connections to significant arts festivals, including Next Wave, Festival of Live Art, Melbourne International Jazz Festival, Midsumma Festival and MONA. At a local level, programming into the community utilising Newport Mechanics Hall and Holy Trinity Anglican Church. A significant new exhibition will open in March presenting the work of contemporary Asian-Australian artists living in Victoria. Creative Victoria’s artist funding round announced grants to several artists who have been involved at The Substation in various residencies and opportunities. The Philadelphia-based collaboration of musician and poet Moor Mother and writer and activist Rasheedah Phillips performed for the first time in Australia at The Substation in January, travelling as part of Tasmania’s MOFO Festival. The Substation participated in the Go West / Midsumma program.

Heritage and Cultural Collections Conservation and object maintenance works have been undertaken to the AT Clark statue and the heritage entrance gates, both at Williamstown Botanic Gardens. Restoration work has been completed on the heritage lamp posts and the Dennis Memorial Drinking Fountain, which are ready to be reinstalled at the Williamstown Town Hall forecourt. Council assisted with the safe removal of several heritage items from the former Williamstown RSL, including the significant bluestone First World War memorial stone. These items will remain in the temporary care of Council. An EOI was issued to relevant community groups to participate in the 2018 National Trust Heritage Festival (18 April-20 May).

Temporary public art Council partnered with The Arts Centre Melbourne in its ‘Play Me I’m Yours’ temporary public art piano installations. A public piano was situated at Commonwealth Reserve Williamstown from 19 January to 4 February. Touring internationally since 2008, this artwork by British artist Luke Jerram has reached millions of people worldwide, including in Melbourne in 2014, when it also appeared for a season at Logan Reserve, Altona. The Williamstown piano is painted by the Western English Language School (WELS) based in Footscray.

Play Me I’m Yours is the 5th project in the Betty Amsden Participation Program.

Sister Cities Yarrabah artist Elverina Johnson, recipient of the National NAIDOC Artist of the Year Award is planning a design of the front cover for the upcoming Hobsons Bay City Council Reconciliation Action Plan. 2018 marks the 30th anniversary of the relationship between Anjo and Hobsons Bay. Funding is provided to the Hobsons Bay International Friendship Association in support of its exchange program. A Hobsons Bay delegation is scheduled to visit Anjo in April with a reciprocal visit to Hobsons Bay in October.

Woods Street Arts Space The January – July 2018 program of events and workshops was released, with new programs and workshops on offer.

Arts and Events Marketing A flyer, advertisement and poster were distributed promoting the Christmas events taking place in the city, including Carols, markets and procession. The Events in Hobsons Bay January and February booklet was published and distributed. Plans for the announcement of Council’s summer events program were finalised, with the program being featured in The Age, on 3RRR, and in The Star Newspaper. Council’s Art in Public Places Facebook page has transitioned and will now be known as ‘Creative City Hobsons Bay’, in order to enable a year round platform to support the arts in Hobsons Bay.

Hobsons Bay Arts and Events e-news was distributed to approximately 2,000 subscribers.

Festivals and Events

Civic Events Council provided a response to the mass gathering on The Strand on New Year’s Eve which included the provision of additional waste, cleansing and toilet facilities, support from local laws officers and the implementation of a road closure along the Strand and local streets in support of community safety. Local operations plans for the Commonwealth Games Queens Baton Relay which travels through Hobsons Bay on Saturday 10 February are finalized. A call out was made for groups to be involved in the Celebration Community activities planned for Altona and Williamstown.

Council Produced Events Two Movies by the Bay evenings took place during January, in both Williamstown and Altona. These events aim to support local businesses in the vicinity. Summer Sounds Laverton was cancelled due to wet weather, however Summer Sounds Williamstown took place at Commonwealth Reserve on 20 January with a large crowd in attendance.

Major Events Funding The WOW Open Water Challenge and Victorian Open Water Challenge took place on 17 December at Williamstown Beach. Organised by the Williamstown Surf Lifesaving Club. More than 4000 people attended or participated in this FINA-accredited event. Essential Theatre produced Twelfth Night at the Williamstown Botanic Gardens on 3 January. Altona Village Traders Association held its Australia Day in Altona on 26 January in support of local businesses and community groups. Despite the wet weather later in the day, an estimated 8,000 people attended free activities in the Altona beach precinct.

Local Events and Festivals Funding Altona Lifesaving Club hosted its first Lifesaving Victoria Junior Carnival, receiving funding support for road closures to help provide a safe environment for participants and spectators. Five community organised Christmas carol events took place in Laverton, Altona Meadows, Altona, Newport and Williamstown during December 2017.

Small/Short lead funding The Immaculate Conception Social Club Procession took place on 10 December in Altona. The event has a long tradition, and has taken place for the past 33 years.

Event Applications and Permits Seven events permits were issued during the period.

Street Banners International Day of People with a Disability, Christmas flags, Summer Events flags and corporate flags have been on display during this period.

Filming January is traditionally a quiet time in the film industry. One filming permit and four low impact permissions were issued.

Venues Altona Theatre The annual Dance School Season was completed by 9 dance schools. During January Altona City Theatre Company have been in exclusive use presenting their production of ‘Rock of Ages’ which was originally scheduled for October 2017 and postponed due to fire damage. In total 22 performances and 15 rehearsals were held in the venue over the period, with more than 5,000 people in attendance.

Old Laverton School Approximately 400 people used the venue attending various activities in December 2017. The building will be closed from January to May 2018 to enable works including roof repair, access improvements and upgrade of some of the internal amenities.

Williamstown Mechanics Institute Regular users Williamstown Film Society, Williamstown Musical Theatre Company, Williamstown Historical Society and the ParkingSong group utilised the venue throughout the period. In December, MDX Academy staged the annual Voice Recital and Natyakalabhavan hosted a Children’s Concert both experienced sell-out crowds. Council is liaising with user groups in advance of planned repairs and restoration works which will commence in 2018.

Williamstown Town Hall Bookings continued while the external works to create a new public space in the Town Hall forecourt progressed. Bookings included the Red Cross Blood Bank, program usage by Toastmasters and All Aboard Club, casual bookings by Sunshine Wisdom Lodge, KC Dance Depot, Jesus Wonderful Church and St Mary’s Primary School. In total: 12 meetings/workshops/forums/ rehearsals, 16 performances, 5 fundraiser balls/events were held, facilitating approximately 9,000 people using the venue.

Community Signboards Approximately 35 organisations utilised the two council managed locations of Newport and Altona to display community signboards during 2017.

Hobsons Bay Visitor Information Centre (VIC) For the two month period from 1 December 2017 to 31 January 2018 the VIC experienced 9,168 visitations an increase of 333 visitors for the same period the previous year. 39% of these visitors were from within Victoria, 35% from overseas, 17% from interstate, and 9% from Hobsons Bay. Council was represented at the Victorian Visitor Information Centre Reference Group meeting. Five volunteers were recognised for 10 years’ service at the VIC, and two volunteers for five years. These volunteers were presented with years of service pins and certificates at the VIC end of year volunteer function.

Business Support and Economic Development Projects and Programs The Hobsons Bay Business eWorks December edition went out to approximately 8,000 local business contacts. The West is Best business improvement networking group had a successful networking lunch at Hellenic Republic in Williamstown on Friday 1 December. Council officers organised for a representative from each of the 2017 Hobsons Bay Business Excellence Award winning organisations to have a seat at the table. The Mayor met with Carol Fox (photo on left), Chair and President of Women Sport Australia and a local baton bearer for the 2018 Gold Coast Commonwealth Games Queen's Baton Relay, and Klara Sabotkoski (photo on the right), CEO of Klara Cosmetics. On 6 December, the Economic Development Strategy for the West of Melbourne was launched. This Strategy was produced by the West of Melbourne Economic Development Alliance (WoMEDA), which is chaired by the Hon Steve Bracks AC. Liaison continued with local hospitality businesses to be part of Eat Drink Westside, for the 2018 Melbourne Food and Wine Festival (16-25 March) and in partnership with the western metropolitan Councils. Kodama Café, Hellenic Hotel, Hudsons Road Wine Bar and Quazi Design will participate. The program will be distributed in February.

Trader Associations

Officers attended meetings of the Altona Village Traders Association; meetings were also held with representatives of the Laverton Traders Association, and Newport Traders Association. Williamstown Chamber of Commerce held its Christmas Night Market, which was a highly successful event.

Tourism The Jubilee Sailing Trust tall ship Tenacious departed Seaworks for New Zealand in December, most appropriately over the International Day of People With A Disability period, making its way back to the northern hemisphere. The Tenacious arrived in Australia in August 2016, establishing its Melbourne base at Seaworks, with support from Council. From Hobsons Bay, Tenacious undertook 15 voyages with 607 crew (318 from Australia and 289 international travelers) and 26 day sails (with 780 voyage crew participating), several open days, evening events, and participated in major events. The direct benefit to the economy in relation to visitor spend is estimated at more than $400,000, and much more when local supplier use is accounted. The ship is one of only two in the world purpose built for people of all abilities to experience tall ship sailing. Laverton was profiled by Richard Cornish in The Age on 12 January 2018, in an article titled ‘Six Reasons to Visit Laverton’. Organisation Update

Australia Day Citizen of the Year Awards and Citizenship Ceremony A citizenship ceremony for 70 candidates was held at the Williamstown Town Hall on Australia Day, 26 January 2018. On Australia Day the Mayor also announced the Citizen of the Year and the Young Citizen of the Year. Citizen of the Year, children’s book author Mr Andy Griffiths was acknowledged for his outstanding service and commitment to the Hobsons Bay community, and his remarkable contribution to the promotion of literacy in Hobsons Bay and beyond. Ms Abby Jayde Brown was named 2018 Young Citizen of the Year and acknowledged for her outstanding service and remarkable contribution to the promotion of women in football in Hobsons Bay.

Planning, Building and Health Update

Planning Applications Received

Council received 83 planning permit applications for the month of December 2017 and 46 for the month January 2018. For the six month period from August 2017 to January, 467 planning permit applications were received, a 17 per cent decrease from the same period last year.

Planning Applications to Amend Permits Council received 41 planning permit amendment applications for the month of December 2017 and 32 for the month of January 2018. For the six month period from August to January, 2015 planning permit amendment applications were received, a one per cent decrease than the same period last year.

Planning Applications Determined Council determined 80 planning permit applications for the month of December 2017 and 75 for the month of January 2018. For the six month period from August to January, 515 planning permit applications were determined, a four per cent decrease than the same period last year.

Planning Amendment Requests Determined Council determined 35 planning amendment applications for the month of December 2017 and 31 for the month of January 2018. For the six month period from August to January, 196 planning amendment applications were determined, a six per cent decrease than the same period last year.

Planning, Building and Health Update Planning Enforcement Active and Significant Enforcement Matters 496 enforcement matters were recorded for the year 2017. Each officer dealt with 249 complaints, compared with 112 matters each in 2010. This is a 226% increase since 2010. There are currently 220 active and open enforcement matters this is 115 above the long term average. 30 enforcement matters were received in January. 1 infringement notice was issued.

Investigations of note include the unauthorised spread of construction works into Kororoit Creek Public Purpose and Recreation Zone. The material was removed. (below.)

Construction material was placed on top of nationally rare vegetation (spiny rice flower) in breach of the relevant planning permit. Investigations are ongoing. (below)

Two separate dust issues caused by an unsealed and poorly maintained access track and movement of earth fill in Altona North were detected and addressed. After a warning on 7 December 2017 one infringement notice was issued on 12 January to a repeat offender (see below.)

- All Municipal Building Surveyors were called to a meeting with the Victorian Building Authority (VBA) in December for an update on the process.

- An audit checklist is to be provided to councils and the audit is to be completed by July 2018.

- Initial information supplied to VBA regarding 29 buildings within the municipality.

Enforcement provisions of the Building Act 1993 have been updated with expanded powers of entry to monitor safety of buildings and greater powers to require evacuation of dangerous buildings.

Planning, Building and Health Update Public Health and Wellbeing Council’s Heat Health Plan was activated on Friday 19 January and included the following:

Gateway Community Services contacted those on the Council Community Register.

Stereo 974 activated their heat messaging, and also ran the heat messages in different languages.

Council’s Planned Activity Group handed out bottles of water to all clients. They also advised clients about staying in the cool.

Food Services staff sent bottled water out on Wednesday and their volunteers delivered the message of staying cool to all clients receiving meals over the two days. ‘Survive the heat’ flyers were handed out to clients.

Community Care staff and volunteers encouraged clients to stay cool and hydrated.

Gambling

The Hon. Colleen Hartland MLC wrote to Council in December in response to previous correspondence regarding the Gambling Regulation Amendment (Gaming Machine Arrangements) Bill 2017. While disappointed at the Bill’s passing into legislation, Ms Hartland thanked Council for its support. Following the passing of the Bill, Brimbank City Council Mayor (Cr Margaret Giudice) wrote to Hobsons Bay seeking support to contribute to a unified approach to harm minimisation and to develop a collective response to the legislation. Council has indicated its support for this approach.

Inquiry into Electric Vehicles The Parliament of Victoria’s Economics and Infrastructure Committee is undertaking an inquiry regarding Electric Vehicles (EVs) and called for public submissions. The inquiry will undertake an analysis of the applicability of electric vehicles to Victoria’s transport needs through an examination of environmental, regulatory, infrastructure and employment options related to the use of electric vehicles. Key points made by Council include:

the benefits of EVs are inter-related, with zero exhaust emissions leading to a reduction in localised greenhouse emissions and noise and improvements to localised air quality and associated amenity and public health

the uptake of EVs can be increased through the use of various mechanisms such as altering the luxury car tax, reducing or removing the registration costs and providing publically available charging infrastructure

the ending of vehicle manufacturing at the Toyota plant in Altona has seen the transition of some employees to new positions. Within Hobsons Bay, we have the expertise, skills and equipment (subject to required adaptation) that can be utilised to assist in the manufacture and assembly of EVs and associated components in Victoria

Victoria Planning Provisions Council made a submission to the Reforming the Victoria Planning Provisions discussion paper. It broadly supported the intent of the proposed reforms and initiatives outlined in the paper. Council’s submission raised specific concerns in relation to the following matters:

integration of the Vicsmart provisions into the VPP structure

an integrated Planning Policy Framework

potential removal of planning triggers for licences premises and gaming machines.

Cumulative amendments to the VPP and local planning schemes over the past 20 years have led to increasingly long and complex planning schemes, resulting in complexity, duplication, delays and uncertainty. The changes proposed to the VPP are to address these issues, and designed to make the Victorian planning system the most efficient and responsive in Australia.

Plastic Ban Consultation In October 2017 the Victorian Government sought views from the community on banning single-use lightweight plastic shopping bags and future approaches to managing plastic pollution in Victoria. Council provided a submission to the discussion paper and the Hobsons Bay community were also encouraged to provide feedback via social media.

Waste to Energy Discussion Paper In October 2017 the Victorian Government released a discussion paper on converting waste to energy to support the development of new technologies. Waste to energy technologies provide a number of opportunities including increased resource recovery, reduced greenhouse gas emissions, and reduced reliance on landfills and supplementing the energy mix. Council provided a submission and also provided feedback to a submission coordinated by the Municipal Association of Victoria. Council’s submission highlighted the importance of the Victorian Government’s increased effort and funding into waste avoidance, reuse and recycling, and ensuring community acceptance of waste to energy facilities. The Victorian Government’s position will be finalised in early 2018 and support programs will be developed and implemented thereafter.

Electronic Waste Ban to Landfill In 2014 the Victorian Government committed to banning electronic waste (e-waste) from entering landfill and sought community and industry input on its approach. The proposed approach comprises both regulatory and non-regulatory measures. The regulatory component involves an amendment to waste management policy to include e-waste as a banned material from landfill and how e-waste must be managed. This will take effect from July 2018. Non regulatory measures include infrastructure support and e-waste education programs. Council prepared a submission which highlighted the implications of the ban on Council’s waste services.

Victorian State Government Budget 2018-19

A letter has been sent to the Victorian Treasurer to provide our considerations for the 2018-19 Victorian State Government Budget. These included; undertaking a feasibility of Melbourne Metro 2, further conversations with the state regarding funding partnerships to address large scale foreshore infrastructure protection needs, ensuring funds from the landfill levy and the Sustainability Fund are collected for the purpose in which they were created, and increasing funding to local government to increase council led sustainability, waste and resource recovery programs.

Government response to the Major Hazard Facilities Advisory Committee report The Minister for Planning released the Victorian Government’s response to the recommendations of the Major Hazard Facilities Advisory Committee (MHFAC) report. The government broadly accepts the intent of the MHFAC’s 17 recommendations. It proposes seven actions grouped under the four following themes to improve land use planning arrangements for areas around MHFs, minimise encroachment and to support MHFs’ ongoing operations by making clear what can occur around them. Strengthen Planning Policy

1. Recognise the importance of MHFs and surrounding land management in planning policy.

2. Consider response to pipeline issues response with the electricity and gas network safety framework review response.

Better Inform Land Rezoning 3. Require Worksafe Victoria/ EPA be notified of

rezoning proposals. 4. Review threshold separation distances and

operation. Avoiding sensitive-use encroachment

5. Manage sensitive-use encroachment with a particular provision planning control.

6. Investigate referral arrangements. Improve guidance and information

7. Develop a MHF planning practice note, determine best way to provide information.

In responding to the MHFAC’s recommendations, the government’s intention is that:

Major Hazard Facilities and other land uses that potentially pose safety and amenity risks to their surrounding communities continue to

operate to best-practice safety and environmental management standards

there is adequate separation of new MHFs from existing or future urban areas, drawing on the best-available information about potential hazards and risks to their surrounding communities

appropriate information to prepare, and keep current, an emergency management plan in relation to off-site consequences is made available to planning authorities and local communities

planning decision-makers use the best-available information and advice to identify and seek to protect areas close to an MHF from sensitive-use encroachment

Accessible Beaches This summer from Saturday 2 December 2017 to Sunday 1 April 2018, with support from Williamstown Swimming and Life Saving Club, Altona Life Saving Club, and local traders Council are providing beach matting seven days a week on both Williamstown and Altona Beach, and FREE to hire beach wheelchairs available on Saturdays and Sundays during surf life saving club patrol hours (12pm to 5pm). In addition, this year Council launched an online booking system for the beach wheelchairs as well as the accessible change facility with adult change table and hoist at Weaver Reserve, Altona.

International Day of People with a Disability (IDPwD) The 2017 IDPwD activities were built on the success of last year, with Council hosting and cross promoting a series of local events and activities in and around the week of IDPwD. This included the train platform awareness decals, IDPwD municipal flags, Storytime and promotion throughout the libraries, supporting the farewell of Tenacious Tall Ship, launching the accessible beaches project, and a staff awareness session via Disability Sport and Recreation.

Summer by the Sea – Accessible Snorkeling The Summer by the Sea program is a Victorian Government initiative aiming to educate the community on Victoria’s precious coastal and marine environments, including its wide variety of species and habitats. This year Council ran thirteen activities including delivering a unique snorkeling experience for people with a disability at Altona Beach on 18 January.

Strategy and Advocacy The accessible snorkeling project was led by Disabled Divers Association (DDA) with the support of Department of Environment, Land, Water and Planning, Altona Life Saving Club, and volunteers. DDA are dedicated to encouraging and supporting people with a disability to access the sea and experience a day at the beach in a new light. Five participants had the opportunity to snorkel all the way to the end of Altona Pier and back. For some participants, this was the first time they had been in the water for fifteen years. Altona was chosen due to Council’s accessible beach infrastructure. The provision of matting, wheelchairs and an accessible changing facility enabled the group to access the water and stay at the beach for a significant length of time. Council received positive feedback in relation to the project and looks forward to hosting additional groups in the future.

Residential Solar Program The Residential Solar Program, offered in conjunction with Positive Charge, has now seen 44 residents register for installation of solar panels on their homes for a total of 176kW of power and a greenhouse gas reduction of 291 tonnes per annum.

2018 Environment Grants The 2018 Environment Grants have been awarded to the following schools and community groups:

Altona Beach Patrol – for promoting and educating the community about litter issues and the impact on the environment

Altona Meadows Community Centre – for empowering the community to grow their own food at home by running educative workshops and installing community garden beds

Altona Community Gardens – an artistic project featuring residents who grow food in their backyards to encourage sustainable practices and decrease food waste issues

Altona Primary School – to educate the students on the Marine Sanctuary, participate in beach clean ups and education on saving water

Friends of Skeleton creek – to run a native planting workshop with Seabrook Primary school along Skeleton Creek

Jawbone Marine Sanctuary Care group– for holding a series of workshops for local community groups and schools to formulate a joint plan to protect the Marine Sanctuary

Louis Joel Arts and Community Centre – holding exhibitions about endangered animals and an interactive display about what can be recycled and where

Seabrook Primary School – to educate students about the different types of sustainable waste disposal, including recycling and worm farming

Williamstown Community and Education Centre – to instigate a “Recycling made easy” campaign to simplify and centralise recycling that cannot go into residential recycling bins

There is one Environment Grant application still being considered.

Building Resilience to Climate Change Two four day workshops aimed at building resilience to climate change were delivered to 44 people at the Altona Meadows Community Centre. The average feedback rating was 9.3 out of 10. Most participants commented on how valuable the workshops were for increasing their confidence and productivity with food gardening and also for meeting like-minded people and increasing their sense of community. These workshops resulted in the submission of two applications for the 2018 Environment Grants. To continue on their journey of enhancing their knowledge of local food production, 21 participants from the two workshops registered for the My Smart Garden e-newsletter which provides a resource for the community in relation to growing food, enhancing canopy cover around homes, creating homes for local wildlife, using water more efficiently and recycling waste.

Strategy and Advocacy Corporate Greenhouse Strategy 2013-20 In November 2007 Council adopted the target of zero net emissions from its own operations by 2020, the Corporate Greenhouse Strategy 2013-20 is Council’s overarching strategy to achieve this. Works have predominately focused on Altona Library, which has a 65kw solar generation system. For the month of December this system offset the equivalent of 7.38 tonnes through clean energy production. This offset is the equivalent of 189 trees.

Target 2265 As part of Council’s commitment to achieving zero net emissions by 2020, Target 2265 – a four year emissions reduction plan, identified the installation of solar power generation system installations on several Council buildings. On Friday 1 December the Laverton Community Hub’s solar generation system was switched on. This work concludes the largest solar power generation system installation which resulted in an additional system being placed on four Council buildings. These buildings are the Altona Meadows Library and Learning Centre, Altona North Library, Laverton Community Hub and Williamstown Library. These systems will reduce our 2,265 tonnes of greenhouse gas emissions by over 14 per cent and may reduce our electricity costs in excess of $53,000 per annum.

Electronic Waste Recycling Event Council received the report on its electronic waste (ewaste) recycling event held on Saturday 18 November 2017 at Council’s Operations Centre. The event attracted 469 participants. Old televisions and computers were the most common of a wide range of ewaste collected for recycling on the day. The event collected 13 tonnes of ewaste with an average of 28 kilograms per participant. The ewaste collected was recycled by SIMS Recycling, an approved ewaste recycler under the National Television and Computer Recycling Scheme. Participants were appreciative of Council organising the event with 99 per cent of the respondents attending reporting satisfaction with the service. The next ewaste event will be held in November 2018.

Clean Up Australia Day 2018 Council is supporting Clean Up Australia Day on Sunday 4 March 2018 by encouraging community groups and residents to register a site or join a local clean up activity. Council will provide rubbish collection services

for registered sites with skip bins and support from Council officers on the day. Council’s promotion will aim to attract the wider community to get involved in registered sites to support community driven efforts. Promotion of individual sites will be through Council’s social media and website, when sites are registered with Clean Up Australia by site organisers. Registered local sites can be found at www.cleanupaustraliaday.org.au.

Amendment C88: Precinct 15, Altona North Strategic Site Amendment C88 proposes to rezone approximately 67 hectares of land on Blackshaws Road, Altona North from Industrial Zone to the Comprehensive Development Zone. This change would allow the site to be developed for housing, offices, retail and open space. The Amendment was exhibited for eight weeks over July, August and September 2017. A total of 103 submissions were received. A Planning Panel Hearing was held for Amendment C88 to consider all the submissions received and allow submitters to present their views directly to the Panel. The Hearing was held between 20 November and 14 December 2017. The Panel Report is expected to be available in March 2018.

Amendment C112: Local Gaming Policy Amendment C112 proposes to include a local policy on the location of electronic gaming machine venues within Hobsons Bay. The Amendment was exhibited for six weeks during November and December and received no submissions. Following adoption by Council the amendment will be submitted to the Minister for Planning for approval.

Tatman, R K Richards and Woods Street Reserves Members of the community attended drop-in sessions on Saturday 16 December at Tatman Reserve and R K Richards Reserve in Altona Meadows and on Sunday 17 December at Woods Street Reserve, Laverton to discuss and comment on the draft concept plans for each of the Reserves The concept plans outlined the play equipment upgrades, new park furniture, footpath connection improvements, new tree planting and fencing upgrades that were planned to be delivered at the Reserves. Council supplied a survey to those in attendance to gain insight into what the community values about each of the Reserves; their existing patterns of use of the Reserves and play equipment and what they would like to see improved at the Reserves. The community submitted over 30 responses at the drop in sessions and these results, along with the results received on the Participate website will be reflected in the final design for the Reserves.

Financial Management Each quarter the Council produces a detailed financial report which is presented to Council. The following information provides a snapshot of some key monthly metrics as supplementary information.

Financial Statistics The average balance of cash and investments during January 2018 was $69.121 million. This compares to the average balance of $74.487 million in December 2017 and an average balance of $65.811 million in November. The closing balance of cash and investments at the end of January 2018 was $63.369 million compared to $69.938 million at the end of December 2017 and $74.484 million at the end of November. Council investments at the end of January 2018 included cash and at call investments of $369,000 and term deposits of $63 million, with an average date to maturity of 216 days and an average interest rate of 2.50 per cent.

Accounts receivable amounts outstanding over 90 days at the end of January 2018 total $223,000 representing 17.3 per cent of total debts. The most significant debtor groups over 90 days include home care and city maintenance. The balance of outstanding debtors at the end of January 2018 was $1.292 million compared to an average closing balance of $1.314 million over the last year. The provision for doubtful debts at the end of January 2018 is $223,000 or 17.3 per cent of total debts.

Hardship Policy

Any person who currently requires financial assistance will be invited to enter into a payment arrangement or assessed for inclusion into the Council’s hardship group. Since the start of the financial year there has been one application approved and one account has been paid in full. As at 31 January 2018 there were a total of 51 ratepayers, including 25 pensioners, listed on the Council’s hardship register. Council has waived $9,595 in interest charges since the start of the 2017-18 financial year. One account has been approved for the deferment of rate payments. Council continued to receive regular payments in the months of December and January and the total amount outstanding as at 31 January 2018 is $374,000.

Revenue Statistics Rates income as at 31 January 2018 was $59.693 million, compared to the year to date budget of $58.932 million and the budget review of $59.418 million. This is made up of general rates ($55.348 million), waste collection charges ($4.018 million), payments in lieu of rates ($334,000) and supplementary income ($328,000). These are slightly offset against council rebates ($334,000). The Outstanding Rates Balance as at 31 January 2018 was $49.1 million. This is made up of general rates ($47.987 million), pension rebates to be collected ($739,000) and the hardship group ($374,000).

Enhancing our community

Williamstown Town Hall Carpark, Forecourt and Lenore Crescent The renovation of the Williamstown Town Hall precinct is nearing completion being the Carpark forecourt, and Lenore Crescent works of this major redevelopment project. The forecourt has been redeveloped incorporating the fully restored heritage fountain and light poles. The adjoining Town Hall carpark has also been completely redeveloped. This includes the construction of a new underground drainage system with a new Water Sensitive Urban Design garden bed, demolition of old asphalt and construction of a new asphalt surface to provide 25 carpark spaces. Some minor works, including the installation of landscaping in the carpark and kikuyu turf in the forecourt will be completed by early March. Lenore Crescent, adjacent to the carpark, has undergone rehabilitation including road resurfacing and the installation of a new underground drainage system.

Open Space Upgrades The Open Space Upgrade Program is now complete with the upgrade to 11 reserves, these include: Strand Ward: Craig Street, RJ Cooper and WJ Irwin Reserves Cherry Lake Ward: Cherry Lake and GF Stirling Reserves Wetlands Ward: Bladin Street, Bruce Street, Cropley, Henderson Street, Whittaker Avenue and Homestead Run Reserves.

Newport Taxi Rank Upgrade Council has received a grant of $120,000 from the Taxi Services Commission to support the upgrade to the taxi rank outside Newport Station. The upgrade will include CCTV cameras, lighting at the taxi rank and streetscape improvements. The works are expected to be completed by the end of February.

Second Avenue Streetscape Upgrade Project The shopping strip in Second Ave, Altona North will be upgraded. The works have commenced and will include the widening of the shop front footpath, new pavement with pram access, street furniture and tree planting for increased shade. The project is expected to be completed in May.

Weaver Reserve, Altona Public Toilet Refurbishment The toilet refurbishment at Weaver Reserve is now complete. The refurbished facility features new external showers, drinking fountain and upgraded toilets.

Enhancing our Community Flemings Pool, Altona

Last month sand renourishment works were undertaken at Flemings Pool. Approximately 100m3 of quarried sand was placed into Flemings Pool to restore the sand floor.

JK Grant Pavilion Upgrade

The JK Grant Pavilion redevelopment is now complete. The upgrade has substantially improved the pavilion’s social room, change facilities, toilets and the installation of a new storage facility. Council received state funding of $100k for the project under the Community Sports Infrastructure Fund. Landscaping works will take place in the cooler months.

Asphalt Road Resurfacing Program

Work began last month on the road resurfacing program. The program will resurface 70 streets across the municipality, with an estimated cost of $1.5M. The works are expected to be completed by the end of February.

Footpath Program

The Footpath Program for 2017/18 is on track, with a total of 11 footpaths due to be upgraded by the end of April.

Community Drop in Sessions

Two community drop in information sessions will be held in February for the community to learn about what is planned for our foreshore. The sessions are on Saturday 10 at Altona Lifesaving Club and 24 February at Weaver Reserve. Hobsons Bay has developed a Draft Sports Facility Needs Analysis to assist in determining the future planning and development of Council’s sporting infrastructure.

Council has also undertaken the Draft Tennis Needs Assessment to best address our city’s facilities, participation trends and future requirements. The informal drop-in sessions are scheduled for February 2018. For further details, go to participate.hobsonsbay.vic.gov.au Road Management Plan Hobsons Bay has developed its Draft Road Management Plan (RMP). The RMP presents a management system that priorities road functions, as well as maintenance and operational activities. Upcoming Winter Sports Ground Allocations Applications for winter sports ground allocations opened on February 1. Although the season does not begin until April 1, Council is working closely with winter sports clubs (AFL, soccer, lacrosse, rugby union, rugby league) in the lead up to the season, to ensure all teams have an appropriate venue for their activity.

Enhancing Our Community The Laverton Skate, BMX and Scooter event was held at the Laverton Skate Park on Wednesday 17 January with over 80 participants competing across three events. The next event will be held at Altona Meadows Skate Park on Saturday 17 February. Upcoming Traffic Projects Community consultation is continuing in February in relation to a proposed pedestrian crossing at the intersection of Parker and Cole Streets, Williamstown. The Council received TAC funding for a raised path connection, signage and line marking. The works are expected to start in April. Community consultation is also continuing on a proposed pedestrian refuge island located on The Esplanade, Williamstown adjoining Cole Street. A time-based No Entry to Nicholson and Orville Streets is being trialed at Altona Meadows Primary School. The purpose of the trial is to improve traffic flow during peak times. A pick up/drop off zone has been installed at Newport Gardens Primary School in Woods Street, Newport.

Summer by the Sea Program in Hobsons Bay The Summer by the Sea Program is a state wide community engagement program facilitated by the Department of Environment, Water and Planning (DELWP). Each year the Conservation Rangers participate in the Summer by the Sea Program. The Hobsons Bay program involves a number of community events aimed at raising awareness and appreciation of the coast and Port Phillip Bay. This is a summary of the activities that have run throughout January.

Bird Tours at Cheetham Four bird tours were run in partnership with Parks Victoria at Cheetham Wetlands, a RAMSAR listed site that is important habitat for migratory birds. The participants were fortunate to witness the hatching of a Red Capped Plover.

Lab Coat Learning Two Lab Coat Learning sessions were run by Sam Harrison. Lab Coat Learning is a story telling, activity based education package for children that emphasises catchment management in the protection of bays and waterways.

Wildlife Displays The Conservation Rangers, partly funded by a Mobil grant, hosted Wildlife Displays at the libraries throughout the municipality this summer. The displays aim to connect people with nature and provides a hands on experience so people can get up close to the animals.

Geocaching Geocaching is a modern treasure hunting game using GPS-enabled devices. Participants navigate to a specific set of GPS coordinates and then attempt to find the geocache (container) hidden at that location. Over 35 people gathered at Truganina Park to finish the Summer by the Sea by finding the hidden treasure.

The Williamstown Botanic Garden gates on the corner of Giffard and Osbornes Streets were recently repainted. The gates have remained black with gold trim and are part of the scheduled, regular maintenance and upkeep of these historic assets.
