VisionThe Philippine Merchant Marine Academy envisions through its academic programs and quasi-military training to produce a balanced personality out of every graduate, i.e. an internationally acceptable officer and gentleman who can function efficiently in their field of endeavor and contribute to the development and progress of the Filipino nation.
MissionTo educate and train midshipmen / women to become qualified and competent merchant marine officers for shipboard and shore-based positions, in response to the global requirements of the expanding international maritime industry, as well as to become competent and capable naval officers who can serve as naval and military auxiliaries in times of war and national emergencies and to contribute to the improvement of maritime education and the pool of ship business managers through graduate school programs.
The Philippine Merchant Marine Academy (PMMA) stands as one of the oldest and most illustrious institutions in the Philippines today, particularly in the field of maritime education. Originally known as Escuela Nautica de
Manila, the PMMA was created by virtue of Spanish Royal Decree issued on January 1, 1820 thru the recommendation of the Spanish Consulate of Commerce.
Founded as school of merchant marine officers, it was inaugurated on April 5 of the same year in its first location inside the walled city of Intramuros, Manila.
The school was temporarily closed during the Philippine Revolution in 1986 but was reopened by the American authorities on December 15, 1899. Recognizing its value as nautical school, it was called “Nautical School of Philippine Islands” during the American Occupation.
It was renamed as the “Philippine Nautical School” (PNS) under the supervision of US Navy Commanders. All facilities, equipment, and other instructional materials were provided by the government in an effort to raise the standard of the institution. It was closed sometime in 1907 due to lack of support.
In 1913, it was reopened upon the recommendation of the President of the Ship-owners’ Association to answer the urgent need for trained merchant marine officers. It was established as a unit of the Philippine School of Arts and Trades.
With war clouds hovering over the Pacific, the PNS was transferred from the Department of Education to the Department of National Defense. The outbreak of World War II did not see the closure of the school; rather, it was expanded into a bigger educational establishment that included not only training of

nautical officers but also of marine engineers and
ordinary seamen.
After the war, the PNS encountered many problems resulting in the reduction of the school’s standard, paving the way for private marine schools to flourish as a business enterprise.
In 1963, Republic Act No. 3680 converted the PNS into what is now known as the “Philippine Merchant Marine Academy”; enabling it to confer the degree of Bachelor of Science in Marine Transportation (BSMT) major in Navigation & Seamanship or in Steam Engineering & Electricity which are now four-year degree courses.
In 1997, the PMMA was placed directly under the supervision of Commission on Higher Education (CHED) by virtue of Republic Act No. 7722 known as the Higher Education Act of 1994 and also maintained its status as an attached agency under the protective mantle of the Department of Transportation and Communications, as stated under the 1987 Administrative Code of the Philippines.
After three decades of unforgettable and fruitful say in Fort Bonifacio, Makati City since 1968, the PMMA was resettled in a 60 hectare land of the Former American Radar Base in San Narciso, Zambales on January 31, 1998 under Presidential Decree No. 937 and was inaugurated on May 25 of the same year.
Today the PMMA stands as a pillar among maritime institutions in the country. It has developed the Quality Standard System (QSS) in compliance with the requirements of the 1995 International Convention on Seafarers’ Standards of Training Certification and Watchkeeping (STCW ’95) and the Policies, Standards and Guidelines for Maritime Education of the CHED.
The PMMA has not lagged behind in its quest of producing competent and qualified merchant marine officers known worldwide. With a dynamic QSS, it is hope that those who will follow in the footsteps in managing this prestigious institution will be inspired and guided accordingly and continue to improve and build upon legacy – a world famous merchant marine institution known for quality performance with standards of management and training comparable only with the best.

An institution that has pioneered in marine education, the Philippine Merchant Marine Academy has rendered invaluable service to the nation since the early 19th century when it was known as Escuela Nautica de manila. It has continued to produce master marines, chief engineers, shipping executives, educators, and trainers now serving in marine and marine related industries in the Philippines and in other countries.
This year’s graduating students can be proud of such a solid tradition of service to the maritime industry that the Philippine Merchant Marine Academy has exemplified for many years. Thus, it is incumbent upon the graduates to make their alma mater proud them and whatever contributions they will make in whatever task they take on.

No man is an island, as the saying because one of the basic needs of a human being is the need to relate, to belong, to bond. But first of all, what constitutes a bond? For many people, a bond can have many meanings, but its premises are the same: it is something that binds people together. What makes these bonds will also differ, it may be shaped by experiences and circumstances, possibly held together by blood, sweat, smiles and/or tears, may not be even be a deliberation action, but its existence is, and will be, present and undeniable.
The real question, however, it is not what a bond is, or how it was made, but for how long will it last. Bonds can be quickly made, but it can be easily destroyed as well. To make these bonds last will require effort and time, not just from oneself. Most importantly relationship should not be taken for granted. It is in valuing these bonds you made with your fellow midshipmen and women, both of the past and present, which makes it stronger, that makes your experiences real and will enable you to move forward.
Certainly, PMMA graduates in their four years of being together were able to build amity with one another. This relationship was built through undergoing hardships, challenges, victories and accomplishments especially now that you are about to leave the portals of this institution. And it is my wish that you graduates would cherish the camaraderie you built until embarking to your respective career.

Looking at this bunch of the youngest and the newest breed of naval & maritime officers of this country will have, it is felt that this is such a touching moment. This means the end of their reign and the new generation will take place in leading PMMA’s Corps of Midshipmen. But do not be blinded to what virtue there is, that however and whenever you go outside the portals of your Alma Mater – you have in your veins its warmth and prestige… But again let this not blind you from realizing the bigger to be accountable for whatever actions and actuations you may exude… as it will definitely make or break PMMA’s image in the eyes of the maritime society.
It is always true that in times of challenges and difficulties, one may feel like giving up; but after overcoming such tough times, one is made better and stronger and triumphant.

Truly, there is only one PMMA in the country – the home of the unsung heroes.
