2020 COVID-19 Guidelines for the Midwest Un-Fair Horse ShowThe following COVID-19 Guidelines must be adhered to when competing and/or attending this competition. In addition, all JLC, Federal, State, and local laws that

may be applicable must be followed.

THESE GUIDELINES ARE SUBJECT TO CHANGE AT DISCRETION OF MANAGEMENT AND TO ENSURE COMPLIANCE WITH APPLICABLE GUIDELINES

FROM RELEVANT LOCAL, STATE, AND FEDERAL AGENCIES. Failure to follow guidelines may result in expulsion from the show grounds. The

best way to prevent illness is to avoid being exposed to the virus.(See www.cdc.gov/coronavirus)

If you plan to come on the competition grounds, you must be able to assure management that neither you, nor anyone in your household:1. Has tested positive or has been presumed positive for COVID-19 at any time during the past 14 days preceding your arrival at the show.2. Has been advised by a healthcare professional to self-quarantine at any time in the last 14 days preceding your arrival at the show.3. Has been in close physical contact with someone who has tested positive for COVID-19 or who has been presumed positive for COVID-19, during the past 14 days preceding your arrival at the show.4. Is subject to a quarantine order or a recommendation of a healthcare professional that, in either case, would make it inadvisable to attend a public event or competition.5. Has within the past 72 hours exhibited any of the following symptoms: fever of 100.4 or greater, cough, shortness of breath, or new loss of taste or smell.

Each participant, trainer, caretaker and attendee will be required to sign a waiver that includes specific COVID-19 information. Upon completion and

submission of the waiver, a wristband will be given that must be worn throughout the remainder of the competition. Individuals not wearing a

wristband will be denied entry into the horse show office, show ring area and make up ring.

* Social distancing guidelines must be followed at all times. Current guidelines call for 6’ minimum spacing between unrelated individuals. Do not gather in large groups of unrelated people.*Wash your hands often with soap and water for at least 20 seconds. If soap and water is not available, use a hand sanitizer that contains at least 60% alcohol.* The horse show office may offer additional specific procedures that will be posted and announced.* Barns will need to designate ONE person to handle the entire barn’s interface with the show office.* No more than one stable designee will be allowed into the show office at a time.* Masks must be worn at all times when in the show office.* Entries would be preferred online to limit in person office time.* Paper entries, adds and scratches will also be accepted if electronic means are not available.* In order to reduce crowding in the office it is requested that an appointment be made with the office to pick up your entry packet, appointments can be made by calling or texting the show secretary.* Restrooms and common areas will be disinfected frequently.* Sanitizing stations will be placed throughout the show grounds and in high traffic areas.* Trainers will be held responsible for barn conduct and expect to adherence to the rules and guidelines set forth during the competition. Trainers/and or barns are subject to expulsion from the grounds without refund if guidelines are not followed. Please discuss the importance of following these guidelines and the direction of horse show staff with each individual that affiliates with your stable.

For Your Horse:All horses shipped into the State of Iowa must have the required health certificates issued by a licensed veterinarian. A negative Coggins test is required for each horse whether the horse is normally kept in-state or is shipped to the show from out of state. These certificates must be available for inspection during the show and be in accordance with Iowa State Law. Horses not in compliance with this rule may be required to leave the competition grounds.

Horses that exhibit signs of illness, injury or lameness can be inspected by a licensed veterinarian atany time during the show at the direction of show management or the competition judge. If a horse is considered too lame or injured to exhibit the horse can be precluded from entering competition. If a horse is considered to be at risk of carrying a communicable disease the horse will required to leave the competition grounds.

The Un-Fair Horse Show, it’s hosts and management will not assume any responsibility for damages to persons, animals, vehicles or property at the show, nor will it be liable for any accident or injury sustained by a person or animal on the show grounds at any time. Signature of exhibitor, trainer, and guardian on liability waivers as well as the COVID-19 waiver is required for participation in the show. Horses must be kept under control. If they are not, they may be barred from competition and entry fees will be forfeited. Based on applicable governance classes will generally follow the rules and specifications of the current US Equestrian Federation rules, proposed US Equestrian Federation rules, traditional ASHA class definitions, rules of affiliated organizations or sponsoring organizations (example: AHHS Medallion), or the rules as specified in this prize book. Any questions regarding class definitions and rules may be directed to show management.

A single judge will be used for all classes. The show, through its management and officials, will adjudicate all disputes and protests. Show management reserves the right to interpret all questions and conditions in regard to, or arising of, or incidents to the show without claim for damages or recourse of any kind. No dispute will be discussed while the show is in session.

Entries are requested by August 7th. Entries not containing all necessary documents to verify eligibility for horse/rider/owner/trainer/handler will be considered incomplete. Copies of registration papers showing proof of current ownership, copies of current Coggins, vaccinations and ASHA membership cards must accompany entry blanks, which must include the REQUIRED three signatures and complete addresses for owners and trainers.

The show committee reserves the right to decline any entry and return the entrance fee. This committee may prohibit any one from attending or showing a horse. It also may remove any owner, stable employee, or horse from the ring or grounds without liability.

The show committee reserves the right to combine or divide a class should this be in the best interest of all. Notification of intent to divide a class will be made one hour prior to the class. For classes that are breed specific a copy of registration papers showing proof of ownership must be presented to the show office before the show number can be released. A photocopy of both sides of the registration paper must accompany each entry.

Any exhibitor canceling any entry after August 10th forfeits the entry fee. Stall fees are not refundable unless a horse is excused by veterinary notice and the stall has not been occupied.

During the course of the show, an entry fee may be refunded only if the horse is examined by the official show veterinarian. No refunds will be made during the show and no stall fees will be refunded. Stalls that are reserved but not occupied do not qualify for a refund.

A championship entry must be entered and paid for in the show office before the horse will be permitted to show. This also applies to stables with open checks. To be eligible to show in a stake or championship a horse or pony must be properly entered and shown & judged in a qualifying class in the same division. An exhibitor who qualifies more than one horse for a stake may elect to show only one horse back without penalty.

It is the responsibility of the exhibitor to scratch an entry for a class in which he or she does not intend to participate. Entries not scratched are responsible for the entry fee.

The office will be closed one hour before each performance. Check posted office hours for additional closings.

Permanent stabling at the National Cattle Congress grounds consist of a combination of wood and masonry walls. There are stall doors. Stalls will be assigned at the discretion of the show management. Each horse entered must have a stall. Payment for horse-occupied stalls and tack stalls must be received at the time of entry. Each horse-occupied stall must purchase a minimum of 3 bags of bedding. Pre-ordered bedding will be delivered to your assigned stall area prior to movein. Additional bedding can be ordered at any time from The Scoop Feed & Supply. The National Cattle Congress prohibits cross-tying in the aisles. If safety concerns are identified the Stabling Manager should be contacted immediately for assistance.

The horse show will be held in the Hippodrome. The warm-up area will be in the Pullin-Simonsen covered arena as well as the transit path to the Hippodrome between barns 3 and 4. Footing consists of dirt, sawdust and woodchips and will be groomed by facility staff at regular intervals. All electrical connections must be registered with the show office, be approved by National Cattle Congress officials and must meet state and national codes. The facility manager will be advised of violations and will notify the offender. If corrections are not made, power will be disconnected.

Parking of trailer, campers, and similar vehicles will be assigned by the show office. A permit will be required to park an RV or other vehicle with living quarters on the grounds. A limited number of 30 amp RV hookups with water are available on the grounds. It is recommended that RV hookups be reserved when entries are made for the show.

Dogs are not permitted to be loose on competition grounds and must be on a leash, in a kennel/crate, or otherwise contained. Individuals must not lead dogs on a leash while mounted.

Emergency medical attention should be summoned by dialing 9-1-1.

Motorized Vehicle Statement: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

* All classes at the Un-Fair Horse Show are considered “Open” to amateurs and professionals of all ages and horses of all breeds unless limitations are indicated in the class specifications (example: limit class), by the rules of the sponsoring organization (example: AHHS Medallion classes), or by the division itself (example: Country Pleasure classes are open to amateur exhibitors). Direct any questions regarding eligibility to show management.* Masters classes are limited to as any rider age 50 and over.* Veteran horse classes are limited to horses 12 years and older.* Fine Harness division is listed under Saddlebred classes but for this horse show they are OPEN classes available to any breed showing in the correct equipment and performance style.* Limit classes are open to horses not having won 6 blue ribbons in the same performance division.*Training classes are allowed to show in full or single-bit bridles, running or German martingales, and shin or bell boots. Set tails are allowed. Blinkers hoods are allowed but are discouraged. Riders to wear show attire.* AOTR classes are limited to the registered owner of the exhibited horse where the exhibitor is an amateur and the horse is primarily trained by the registered amateur owner.* Trail classes may feature a jump obstacle – equal performance credit will be given to jumping the obstacle at speed or a clean step-over at the walk.* Six ribbons will be awarded in all classes. No paybacks are offered.* First place qualifier ribbons, champion and reserve champion ribbons will be presented in center ring for still and victory pass pictures. Other ribbons are available for self-service pickup from a ribbon board at the in-gate.* Texting the show office is considered an acceptable way to make additional entries and scratches so long as your stable has an open check on-file with the horse show office and your change is ACKNOWLEDGED by return text. If your change is not do not assume the change has been made.* No exhibitor will be permitted to confer with a judge unless he or she is accompanied by the one of the horse show committee members.* To keep the class schedule at reasonable length many divisions have a common championship class; all horses that competed and were judged in a qualifier are welcome in the championship class, but the first three ribbon winners of each championship class are strongly encouraged to return to the championship.* One two-minute timeout will be allowed per exhibitor per class. A second timeout will result in the exhibitor being excused from the class.* The Judge can excuse a horse from competition for any reason including safety and soundness. An exhibitor can ask to be excused from competition prior to the Judge submitting their placings by asking permission.* A two-minute gate will be observed for all classes that enter the arena together. Failure to appear within the allowed two minutes will be considered forfeiture of the ability to compete in a class and the entry fees.* A five-minute farrier timeout will be allowed for any shoe cast in the ring or in the warmup. If a cast shoe cannot be replaced or repaired in the allotted 5 minutes the exhibitor can select to finish a class without a shoe or be excused.* Stake and Championship classes are not differentiated and neither will be asked to strip.

Judging Standards: THE HORSE IS NEVER TO BE JUDGED IN AN ACADEMY CLASS. The purpose of the Academy Division is to create an enjoyable and affordable experience for the beginning rider. SAFETY IS PAR-AMOUNT. To ensure the safety of all riders, any out of control horse is to be immediately excused. The judge must stop the class until the horse and rider have been assisted out of the ring.

Exhibitors are judged on their skills in effectively controlling the horse and showing the horse to its best ad-vantage.

Horsemanship/Showmanship/Pleasure classes are to be judged on the rider’s performance ability; i.e., how well they show/present the horse.

Equitation classes are to be judged on the rider’s basic equitation skills; riding on correct leads and diagonals, conveying an impression of effective and easy control, etc.

Horses should not be asked to back, to perform an extended trot or hand gallop.

Headers are permitted in the line-up in all Academy classes at the trainer’s discretion; no towels or whips allowed in the ring.

General: Classes may be split into appropriate age groups as determined by the horse show organizer. Management is encouraged to divide 10 and under classes into 9-10, 7-8 and 6 and under groups whenever possible and entries warrant.

The Exhibitor: Entries are limited to beginner and intermediate riders who have shown in academy classes only. Once riders have shown in regular performance classes (except driving or in hand) other than at a one day, open breed saddle club type show, they are no longer eligible to show in Academy classes. A rider who has shown & been judged in Walk/Trot classes is no longer eligible to return to Walk/Trot classes. A Rider who has shown & been judged in Walk/Trot classes is no longer eligible to show in Lead Line. Age of the rider is determined by the age as of December 1 of the previous year.

Academy drivers may be accompanied in the cart by an experienced adult who is not allowed to coach. Only a 2-wheel cart/buggy is permitted in Academy driving classes.

The Horse: Academy Division horses must be regularly used by more than one rider as a lesson horse in a professionally operated lesson program. A horse may be owned or leased by the lesson program as long as the horse is used regularly by others as a lesson horse. Horses shown inAcademy classes cannot be in show training with a professional trainer.

Hoof blacking is optional; no ribbon braiding allowed. Lesson horses may cross enter into regular classes at the same show. Any breed of horse or pony is eligible.

Tack: Equipment is optional; saddle and bridle should be appropriate to the style of riding.

Rider Attire: Attire should be appropriate to the style of riding or driving. Judhpurs, breeches, dark pants, long sleeved shirt with color, tie, gloves, vest (sweaters or sweater vests are permissible). Derbies, riding suits and jackets are prohibited. Chaps are prohibited except in Western classes.No logos or stable names are allowed on any rider’s clothing or on the horse or saddle pads.All riders age 17 and under must wear protective headgear that meets or exceeds ASTM safetystandards. RANCH DIVISIONThe 2020 Un-Fair Horse Show is proud to be the first horse show to offer Ranch Division Classes according to the class specifications and rules under consideration by USEF. The entire proposed specification is provided below so that participants can familiarize them-

selves with the opportunity.

What is the Ranch division?Ranch is new division that has been approved by ASHA and sent to USEF for inclusion in the ASB section of the rulebook. The offering at the Un-Fair Horse Show is the FIRST IN THE NATION Saddlebred ranch classes offered at a show. We are extremely proud to support the versatility of our breed. The ranch division is an extremely popular division

adopted by other breeds. The horse should reflect the versatility, attitude, and movement of a working ranch horse. The horse should be well-trained, relaxed, quiet,

soft and cadenced at all gaits. The ideal ranch horse will travel with forward movement.

What classes are offered?We are offering two of four divisions: ranch riding (pattern only) and ranch rail pleasure. Ranch riding is a pattern with a series of maneuvers designed to showcase a horse that would be pleasure to ride as a means of conveyance from one ranch task to another. Five patterns are suggested or the judge may be create a pattern with required ele-ments. It is different from a trail class in that very few obstacles are included and the

emphasis is on transitions and maneuverability. Ranch rail pleasure is a rail class only. The trot and lope should be more forward moving then a western pleasure class, and the

horses will also be asked to show an extended trot and extended lope which should be ground covering and show a true extension of stride.

What’s different from Western?Think of a working horse on a ranch, outside the confines of an arena. What would you

want in a horse? Likely you envisioned a horse with a natural headset and a comfortable ground covering stride. You would want a responsive, agile horse with nice manners. This

is the type of horse that is rewarded in ranch horse classes and the skills needed are designed to showcase these attributes. Look for quality of movement and responsive

transitions.

How should my horse be presented?Good working tack without silver should be worn. A horse can be clipped or unclipped and hoof black is discouraged. The horse should have a natural main and tail and no

artificial devices (tail switch etc.) should be used.

What should I wear for ranch horse classes?A long sleeve collared shirt with jeans and boots and a hat or helmet is appropriate.

Chaps or chinks are permitted as are scarves or wild rags. Bright colors are permissible but riders should avoid sequins and other overly

ornate details.

I. RANCH RIDING SECTION. Ranch Riding is a pattern class where each horse and rider team performs the pattern individually. There is no rail work – only pattern. The following description is from the USEF Ranch Riding section of the rulebook, Subchapter WS- Ranch Riding Section. This description includes pattern elements, attire/equipment, gaits, and penalties.

a. Eligibility The purpose of the ranch riding class is to measure the ability of the horse to be a pleasure to ride while being used as a means of conveyance from performing one ranch task t to another. The horse should reflect the versatility, attitude and movement of a working ranch horse riding outside the confines of an arena. The horse should be well-trained, relaxed, quiet, soft and cadenced at all gaits. The ideal ranch horse will travel with forward movement and demonstrate an obvious lengthening of stride at extended gaits. The horse can be ridden with light contact or on a relatively loose rein without requiring undue restraint, but not show on a full drape of reins. The overall manners and responsiveness of the ranch riding horse to make timely transitions in a smooth and correct manner, as well as the quality of the movement are of primary considerations. The ideal ranch riding horse shall have a natural head carriage at each gait.b. For horses three years of age and older, offered as a junior, senior or all-age open division class, and an all age class for amateur, and youth. BOD 1/20/18 Effective 12/1/18

II. Class requirementsa. Each horse will work individually, performing both required and optional maneuvers, and scored on the basis of 0 to 100, with 70 denoting an average performance. Each maneuver will receive a score that should be added or subtracted from 70 and is subject to a penalty that should be subtracted. Each maneuver will be scored on the following basis, ranging from plus 1 1/2 to minus 1 1/2.: -1 1/2 extremely poor, -1 very poor, -1/2 poor, 0 correct, +1/2 good, + 1 very good, + 1 1/2 excellent. Maneuver scores are to be determined and assessed inde pendently of penalty points.b. Maneuvers may include a side pass, turns of 360 degrees or more, change of lead (simple or flying), walk, trot, or lope over a pole(s); or some reasonable combination of maneuvers that would be reasonable for a ranch horse to perform.c. The maneuvers may be arranged in various combinations with final approval by the judge.d. The overall cadence and performance of the gaits should be as those described in WS141 Gaits, with an emphasis on forward movement, free-flowing, and ground covering for all gaits. Transitions should be performed where designated, with smoothness and responsiveness.e. No time limit.f. One of the suggested patterns may be used (found on USEF website and copied below), however a judge may utilize a different pattern as long as all required maneuvers and the three (or more) optional maneuvers are included. Should a judge use one of his/her own pat terns, it is recommended to not have the stop following an extended lope.g. The use of natural logs is encouraged.h. IV. Gaitsa. In all gaits, movement of the ranch riding horse should simulate a horse needing to cover long distances, softly and quietly, like that of a working ranch horse with a natural topline with a bright, attentive expression, as a representation of the breed and conformation of the horse. The following terminology shall apply:b. Walk-The walk is a natural, flat footed, four-beat gait. The gait is rhythmic and ground-covering. As in all gaits, the horse should display a natural topline with a bright, attentive expression.c. Trot- The trot is a natural two-beat gait demonstrating more forward motion than the western -jog.d. Extended Trot- The extended trot is an obvious lengthening of the stride with a definite increase in pace. The horse should be moving in a manner as if it were covering a large area on a ranch with an above level topline.e. Lope- The lope is a three-beat gait. The lope should be relaxed and smooth with a natural, for ward moving stride.f. Extended Lope- The extended lope is not a run or a race but should be an obvious lengthening of the stride, demonstrating a forward, working speed. V. Ranch Riding Penalties a. A contestant shall be penalized each time the following occur:i. One (1) point penalties: Too slow/per gait 1. Over-Bridled 2. Out of Frame 3. II. RANCH RAIL PLEASURE SECTIONI. Open to all ASB horses three years of age and older.II. This class is intended as a rail class but individuals working off the rail will not be penalized.III. The ranch rail pleasure class measures the ability of the horse to be a pleasure to ride while being used as a means of conveyance from one ranch task to another and should reflect the versatility, attitude and movement of a working horse. The horse should be well-broke, quiet and willing to perform for the rider. The horse should be ridden with light contact and without requiring undue restraint. The horse should be responsive to the rider and make timely transitions in a smooth and correct manner. The horse should be quiet in the bridle and yield to contact from the rein. The ideal ranch horse should carry his/her head in a natural position comfortable for the individual at each gait. In all gaits, movements of the ranch rail pleasure horse should simulate a horse needing to cover long distances softly and quietly, like that of a working ranch horse. This class should show the horse’s ability to work at a forward working speed while under control by the rider. The overall manners and responsiveness of the horse while performing the maneuver requirements and the horse’s quality of movement are the primary consideration.IV. The following terminology will apply:1. Walk- The walk is a natural, flat-footed, four-beat gait. The gait shall be rhythmic and ground covering. As in all gaits, the horse should display a natural head carriage with a bright, attentive expression.

4. Lope- The lope is a three-beat gait. The lope should be relaxed and smooth with a forward moving stride.

5. Extended lope- The extended lope is not a run or a race but should be an obvious lengthening of the stride, demonstrating a forward working speed.V. Part of the evaluation of this class is on smoothness of transitions. A horse may be collected from the extended trot as the horse moves into the lope. The transition from the extended lope down to the trot is a transition to the seated trot not the extended trot. Therefore, an extra cue to achieve this gait is expected. Horses that complete this total transition within three strides calmly and obediently should be rewarded. Horses that attempt to stop or do stop prior to trotting will be penalized. Judges expect to see horses that have been trained to respond to cues. To see these cues applied discretely and the horse responding correctly could be a credit-earning situation.

VI. A horse in Ranch Rail Pleasure should be a willing, compliant partner with his/her rider but should never seem intimidated while performing any of the gaits or maneuvers.

Silver headstalls and saddles are discouraged.A. Hoof polish is not illegal but is discouraged.B. No braiding or banding of manes, no switches or tail extensions.C. Trimming of bridle path, fetlocks, or whiskers is allowed. A horse left in a nat-ural state is not to be penalized.D. Split or rommel reins are allowed.E. Riders shall wear long sleeved, collared shirt., cowboy hat or helmet and boots. Chaps or chinks are acceptable. Scarves or wild rags are allowed.

IX. Only one hand may be used on the reins, except for junior horses shown two-handed in a snaffle bit or hackamore/bosal. Hands must not be changed. For split reins, rider may place index finger between the reins. Rommel reins shall be held with fingers around the reins, no fingers between the reins. Posting at the extended trot is acceptable. Holding of the saddle horn at any extended gait is acceptable.

X. Class shall enter the ring at the trot. Class shall work both ways of the ring at all requested gaits. The class shall be required to work at least one direction at one extended gait (trot or lope) and may be asked to extend gaits in both direc-tions. Horses may be asked to halt as a maneuver during the rail portion of the class but it is not required. Horses may reverse to oraway from the rail. Horses are required to back either on the rail or when in line up.
