years as Chair of the Board for the Hillsboro Chamber what our greatest a c c omp l i shme nt w a s d u r i n g m y tenure . Without a d o u b t , I w i l l point to Hil lHub! What a wonderful c u l m i n a t i o n o f effort, courage and

tenac i t y . Th i s i s the first of its kind i n Oregon…a co-working facility that

is a part of a chamber of commerce u t i l i z ing a l l o f our educat iona l , mentorship and connection capacity.

I would like to recognize and thank my fellow Board members who saw the vision and opportunity to invest in a facility the Hillsboro Chamber could offer emerging and growing small businesses. HILLHUB CO-WORKING/ ENTREPRENEURIAL CENTER LAUNCH

The foundat ional work that was developed and delivered to the Mayor and City Council in November 2017, began the process of the Hillsboro Chamber determining how it could play a more prominent, intentional role in business creation and growth.

The then Smal l Business Counci l morphed to the Sma l l Bus iness Entrepreneurial Council (SBEC) and the process began. Monthly meetings led to the development of a business and financial plan and two meetings with the Board of Directors. Members of the SBEC include:

Following a presentation and discussion with Tim Nesbitt, Interim Executive

Director, at their February Board Planning Session, Hillsboro Chamber Board of Directors voted to join the Pers Solutions for Public Services Coalition.

PRINCIPLES FOR PERS REFORM

Keep the promise for all benefits earned to date – for public employees who are retired and for those still in the workforce. This is both a legal requirement and a commitment to fairness.

Maintain the basic retirement benefits of the PERS pension plans for those in the current system. These basic benefits are based on years-of-service formulas that provide 45-50% of an employee’s “final average salary” after 30 years of employment. With Social Security providing an additional 20-40% of final salary, these benefits meet the test of adequate, even generous, retirement benefits.

Recognize that there are excesses in the current system that can and should be corrected on a going forward basis.These excesses, like the Money Match program for pre-2003 employees, continue to produce pension payouts far above the system’s years-of-service formulas. Ditto for the use of unused sick leave and retirement to boost benefits for older employees. These add-on features can and should be changed prospectively without reducing the basic benefits of the system’s pension plans.

Ensure that employees share in the cost of supporting their retirement benefits, consistent with standard practices in both public and private sector plans. This used to be the case for the PERS pension plan until 2003, when employee contributions were shifted to a separate retirement savings plan. Employee support for the pension plan is needed to re-establish fairness for taxpayers and consistency with benefit practices in the public and private sectors.

Work with current compensation plans and bargaining agreements so that reforms do not reduce employee paychecks. Employer “pick-ups” of employee contributions are a legitimate form of compensation when negotiated in lieu of salary.

Give employees choices to tai lor their retirement benefits to their career plans. Many employees will be better served with 401(k)-style defined contribution plans. Others who expect to spend their careers in public service may prefer a traditional pension plan.

Control the liabilities of the system going forward. If current and future employees are to continue to have the option of a pension plan, employers should be expected to manage their compensation systems so as not to boost future payouts and shift costs to future generations of employees and taxpayers. Also, the system’s managers should be required to establish feasible investment targets so as not to understate the true costs of the promised pension benefits.

Commit that all cost savings stay in public budgets to expand and improve public services and attract a new generation of public employees. The purpose of reform is not to back money out of public budgets but to free up funds that would otherwise be diverted to chasing the rising liabilities of the PERS pension plans. With or without new revenues, these funds will be needed to add school days and reduce class sizes in our schools and to maintain competitive salaries and benefits for a new generation of public employees.

In the fall of 2017, a diverse team of Hillsboro residents including Elizabeth

Case and Kipperlyn Sinclair participated in the Civic Leadership Academy through the City of Hillsboro. This six week program taught civic engagement, leadership and how to engage with the city of Hillsboro. Since 2016, 11 Academy graduates have gone on to serve on City boards and commissions, including Councilor Beach Pace, a 2017 Academy graduate.

Part of the program included researching, answering a question and presenting their findings to city council. The topic was “What can Hillsboro do to help entrepreneurs and creative-minded youth develop their ideas into job-creating companies?”

The cohort spoke with entrepreneurs, city employees, the Hillsboro School District and companies and organizations of all sizes in town. They identified that with the right Partners, People and Spaces - bringing an entrepreneurial incubator space to Hillsboro was a great idea. The findings and suggestions were reported to city council and within six months the city partnered with the Oregon Entrepreneurs Network to hire a Venture Catalyst.

With the completion of the Civic Leadership Academy, E l i zabeth Case met w i th Deanna Palm, President of the Hillsboro Chamber of Commerce, to talk about

opportunities to get involved with the Chamber. Deanna mentioned that the Small Business and Entrepreneurs Council were researching the feasibility of “space” from the Academy’s report and bringing a physical location for entrepreneurs to work and have access to people, partners and resources from across the city and region. Elizabeth was thrilled that the work done in the Civic Leadership Academy was going to continue and she jumped at the opportunity to join the SBEC. Soon after Kipperlyn Sinclair, joined the SBEC.

Over the next nine months, the SBEC learned about other coworking and incubator spaces across the country, including Startup Spokane where Case had the opportunity to visit and learn about the operation of the space. They looked at Chambers around the country doing similar co-working endeavors and had a field trip to regional co-working spaces. Fortuitously, the office space directly behind the Chamber was on the market for lease and became the perfect fit for HillHub.

After a lot of research, working out budgets, time and effort, the SBEC presented their recommendations to the Chamber Board in October of 2018. They unanimously approved the support of starting HIllHub, Hillsboro’s Startup Community. (continued on next page...)

THE SPACELocated in a 3,500 square feet of space adjacent to the Hillsboro Chamber offices, HillHub is offering a variety of workspace options both private and communal. Three fully-furnished private offices are available for teams of two to three people. Five private cube spaces and fifteen private desks offer members the benefit of a dedicated workstation with storage options, while still allowing them to enjoy a shared workspace feel. For those looking for a purely collaborative workspace option, HillHub offers eight seats at their Community Table where business professionals and entrepreneurs can work and engage with their fellow HillHub members. All workspace options are offered on a monthly basis at affordable price points.

The space also offers communal lounges, access to office supplies and printing, a kitchen with endless supplies of coffee and tea, as well as access to a fully-furnished conference room with seating for 14.

AT THEHELMFinding the right person to lead HillHub was not a simple process. Chamber President Deanna Palm with support of the SBEC spent several months looking for someone with the right background in co-working and business development. “My mother used to tell me that good things come to those that wait. Well, she was so right!” said Palm. In late February, the Chamber found Sara Zwicker, who had recently relocated from Austin, Texas. Sara’s passion for community and small business development led her into the co-working industry early in her career. Her background in shared workspace and community management made her the perfect fit. On the concept behind HillHub, “Having an attractive workspace for people to come and work in is great but often members lack supportive programming and avenues for professional and business development in their space. With HillHub, we can offer both to our members, resources to grow their ideas, and a really cool space to do that in.”

HillHub is offering businesses in the community opportunity to become sponsors at various financial levels.

Founders Level --$10,000 (5 available)Founding Sponsors will be given extensive access to the HillHub community with the first right opportunity to provide educational workshops, counseling and support services. They will be invited to and introduced at all professional and social events held at HillHub. They receive access to the HillHub space and conference room for any onsite workshops and meetings with HillHub members. And as added thanks and in recognition, Founding Sponsors will also have their logo prominently displayed on the Founders wall at HillHub.

Conference Room Naming Opportunity--$7,500 (1 available): Just as described, HillHub will provide the naming rights and logo display to the fully-finished 10-person conference room onsite as well as invitations to all HillHub events, and monthly connection opportunities with HillHub members.

Supporting Sponsors--$5,000 (10 available): Supporting Sponsors will be given 3 event opportunities a month for providing HillHub members with events/sessions of their choice (counseling, workshops, lunch and learns, etc.), access to the HillHub space for these services and their logo featured on the Founders wall. They will also receive invitations to all HillHub events.

Contributors--$2,500 (12 available): As well as being listed on the Founders wall, Contributors will have 1 event/service opportunity per month to connect with HillHub members.

Friends of HillHub--$1,000 (unlimited): Sponsors at the Friends level will receive a name recognition on the Founders wall and invitations to various HillHub events throughout the year.

MENTORING AND COUNSELING

Members of the community are also welcome to get involved by sharing their business knowledge with the HillHub community through professional mentoring and counseling. HillHub will help match mentors with members who have similar business development interests and host onsite meetings.

Sara recently moved to Portland from Austin, TX along with her husband and their dog, Stella. Sara is originally from Houston, but spent the past 8 years in Austin where she studied Business at Southwestern University. Sara's passion for hospitality and client care led her to the co-working industry, most recently running a boutique shared workspace in downtown Austin. An avid foodie and newly-minted hiker, Sara spends her spare time exploring new trails with her dog and new restaurants with her husband.

AT ITS MARCH BOARD OF DIRECTORS MEETING, THE HILLSBORO CHAMBER VOTED UNANIMOUSLY TO ADOPTED THE FOLLOWING PRINCIPLES.

TAX REFORM PRINCIPLES

As representatives of Oregon’s leading private-sector employers, we recognize that the Legislature intends to pass significant new taxes this year, most of which will fall on Oregon’s businesses, small and large.

As we consider tax proposals, our organization will be guided by the following principles:

1. Gross receipt taxes are bad for consumers. The pyramiding characteristics of a GRT distorts the true tax rate, unfairly impacting some products and industries more than others. With a GRT, many products can be taxed multiple times before they reach the final consumer, resulting in higher prices that will be borne by all Oregonians on such critical items as food.

2. Short-term and long-term stable funding for schools is critical, and must be in connection with cost containment efforts. We support targeted revenue to improve education outcomes, but new revenue is only part of the equation. Tax increases must be accompanied by cost control, starting with PERS, which has been draining money away from classrooms for years. Schools will not be helped unless the ever-increasing PERS burden is addressed. Before raising taxes on any Oregonians, the Legislature must act to control costs.

3. Tax reform requires a comprehensive review for business and employees. We will participate in conversations about tax reform that take a broad view of

Oregon’s tax system rather than focusing singularly on one new tax concept. And we ask for recognition that any major tax reform will require a years-long transition, with thoughtful planning and execution for all parties.

4. New taxes should be fairly assessed. We will consider tax options that are broad based, recognize the needs of low-margin businesses and maintain a level playing field when it comes to competitive relationships.

5. Reforms should have a positive effect on Oregon’s economy. We will insist that the impact to Oregon’s economy, and particularly the ability of private-sector businesses to grow and retain jobs, be considered carefully, not only in terms of a new tax proposal, but also in light of the cumulative costs of all of the legislation expected to be passed in 2019. As the state economists warn of an economic slowdown in 2020, the potentially negative impact of major tax increases must be weighed.

6. We will oppose a gross receipts tax.

As representatives of the business community, we are making a good-faith effort to understand the tax proposals on the table during this legislative session, so that we can participate in the conversations effectively and ensure the impact to Oregon’s employers are understood. We request the Legislature keep our principles in mind as they develop a revenue package and that they include us, as representatives of the private-sector employer community, in those discussions.

Mock interviews give high school students a chance to practice Interviewing skills in a supportive

setting. Volunteer interviewers from the community at large, provide students with feedback on their resumes, ask them common Interview questions, and even work with them on how to do a proper handshake. We want the students to leave feeling confident and more equipped to go out into the real world.

School to Career works with high school College & Career Counselors in Washington County and beyond to assist in the recruitment of volunteers and to provide schools with sample rubrics and questions for duplication and use during mock interviews.When I asked one of our regular volunteers Staffing Specialist, Blanch Rivera from Tosoh Quartz, Inc. why she participates in mock interviews she quotes “Tosoh Quartz, Inc. has been in business in the Greater-Portland area for 62 years and we enjoy being an active participant of the community! As a long-term area employer, what better way to contribute than to work with our possible future employees and community leaders? By being a participant in the School to Career Program, Tosoh Quartz, Inc. has a great opportunity to provide students with information on career options and means to accomplish their goals and earn a bright future right here in our community!”

When asked the same question another one of our volunteers Dominic Bentley from First Tech Federal Credit Union said,” Leaving school can be a daunting time, I remember how hard it was to find the right direction. By participating in the School to Careers mock interview program, I feel that I’m playing a small part in helping the high school studentS of Washington County develop the professional skills needed to achieve their goals.

The March Leadership Hillsboro Healthcare and Social Services Day was a day of tours as the class toured

the mobile mammography van at Tuality Healthcare, the Kaiser Westside Hospital and the Oregon National Primate Research Center. They had a presentation by the Oregon Food Bank as well as heard from a panel of researchers from the Primate Center.
