And as much as we complain about getting asked to participate in a survey, surveys are valuable tools and lead to improvements. It is also shown that people on either end of the bell-shaped curve (5 percent) are the ones who most often complete a survey rather than the 95 percent majority. I hope to make the case as to why you should participate in surveys conducted by your profession and your educational program. The mission of the ASCP Board of Certification (BOC) is to provide excellence in certification of laboratory professionals on behalf of patients worldwide. Chair’s Corner: Survey Says…Walter Oliveira, MLS(ASCP)CMSI

There is no shortage of surveys circulated by companies through email, snail mail, landlines, and even mobile devices. And as much as we complain about getting asked to participate in a survey, surveys are valuable tools and lead to improvements. It is also shown that people on either end of the bell-shaped curve (5 percent) are the ones who most often complete a survey rather than the 95 percent majority. I hope to make the case as to why you should participate in surveys conducted by your profession and your educational program.

The mission of the ASCP Board of Certification (BOC) is to provide excellence in certification of laboratory professionals on behalf of patients worldwide. Many of our certification examinations are considered entry level and allow students to take the test after completion of a course of study or specified timeframe. We have just completed a Practice Analysis survey that went to individuals who entered the profession within the last two years. Using the content outline of the certification exam, we wanted to know if the time spent learning theory in specific sections translated to what new employees were performing in practice. The result of the survey for each exam was the driving force to change the content outline and, therefore, the exam itself. For example, the phlebotomy exam included questions on point of care testing (POCT). Finally, program directors labor to create and conduct educational training opportunities that meet the growing needs for laboratories. The Joint Annual Survey of Program Directors (a collaborative effort of ASCP-BOC, NAACLS, and the AMA), is a survey that program directors are asked to complete as a requirement for accreditation provides important information on enrollment, attrition, and job placement for all types of educational programs. For example, the information on the number of new graduates entering the field combined with the data from the vacancy studies helps make the case for more support for educational programs. It is only when students give honest and constructive feedback that positive change can be realized. Every program also conducts surveys to find out what worked well and what did not in the hope of fine-tuning their program for the benefit of the student and, ultimately, the patient.

So next time you get a survey that is connected to your profession, job, or education, I hope you will give serious consideration to providing valuable feedback. It is rewarding to make your voice heard and realize someone is listening, and that your efforts truly do make a difference.

The Board of Certification (BOC) Board of Governors met on April 14–15, 2012, in San Antonio. Highlights from this meeting were:

InternationalMedicalLaboratoryTechnician,MLT(ASCPi)andInternationalMedicalTechnologist,MT(ASCPi)While the eligibility requirements under each of these certification categories remain the same, the requirements have been rewritten so the wording is consistent in each of the routes. The approved requirements are listed below:

InternationalMedicalLaboratoryTechnician,MLT(ASCPi) Route1: Minimum of a two-year diploma in Medical Laboratory Technology,* which includes Blood Banking (Immunohematology), Chemistry, Hematology, and Microbiology from an accredited/ap-proved educational institution,** OR

Route2: Minimum of a two-year diploma or equivalent in any biological science or chemistry from an accredited/approved** educational institution AND successful completion of a Medical Laboratory training program.** The training program must include Blood Banking (Immunohematology), Chemis-try, Hematology, and Microbiology, OR

Route3: Minimum of a two-year diploma or equivalent in any biological science or chemistry from an accredited/approved** educational institution AND three years experience including all aspects of the clinical laboratory in an accredited/approved*** laboratory facility. If legal action is taken against a certificant that results in a conviction that violates these guidelines, and the Board of Certification is notified of such action, the case will be referred to the Board of Gov-ernors’ Ethics Review Committee for their consideration and decision. The formal appeals process will be followed.

U.S.andInternationalCertificationMaintenanceProgram(CMP)RequirementsforInactiveStatusTo accommodate certificants who are granted inactive status for CMP and allow them an additional year to complete required points for CMP after inactive status has expired, the Board of Governors approved the following revised requirements for inactive status:

Inactive Status for Individuals Required to Participate in CMPInactive Status for Individuals Certified Beginning in ASCP 2004/ASCPi 2012If you wish to request inactive status, you must submit a $40 fee, a letter describing in detail the rea-sons for your inactive status, the length of time you are requesting, and documentation of extenuating circumstances for your request.

Extenuating circumstances include, but are not limited to: serious, incapacitating illness over one year in duration; or military assignment over one year duration in a location with no access to or opportu-nity to complete online/onsite continuing education. Financial hardship and personal/family-related responsibilities are not considered extenuating circumstances. If approved, you will be granted one additional year (after inactive period has expired) to complete, and submit the required CMP points for your category.

To be reinstated, you must submit a completed Declaration Form documenting all points earned within the extended period granted to you as required for your certification category. You will also be required to pay the current CMP fee(s) (available at www.ascp.org/cmp).

At the end of the extended period, if you fail to participate, and do not submit compelling reasons for continuing inactive status as described under the Appeals Procedure, your certification will no longer be valid, and you may no longer use the ASCP/ASCPi certification designation after your name.

ReinstatementofInternationalCertification For individuals with international ASCP certification who are living and working in resource-limited countries, scholarship fees will apply for certificants who re-instate their certification after it has expired. Detailed information on reinstatement of certification and fees is provided on the website under International CMP.

RevalidationofQualificationsinCytometry(QCYM),Immunohistochemistry(QIHC),LaboratoryInformatics(QLI),andLaboratorySafety(QLS)Individuals who allow their qualifications to expire will be permitted to reinstate their qualification by completing the revalidation from, completing the required points, and submitting the current revalida-tion fee as well as a reinstatement fee of $50. If the qualification has expired more than 10 years, the individual must retake the online examination or submit a project, depending on the qualification category.

Practicing laboratory safety is the responsibility of every laboratory technologist regardless of their specialty. Everyone should be at the top of their “safety game” while present in a laboratory.

Question: Howcanyoustayatthetopofyour“safetygame”?

Answer: You can stay at the top of your safety game by diligently practicing good safety proce-dures and successfully completing the requirements for the ASCP Board of Certification, Qualification in Laboratory Safety (QLS).

Question: WhatistheBOCQLS?

Answer: The BOC QLS represents a process that begins with accumulating experience within the last five years in four of the eight following areas:

•Biohazard control (e.g. bloodborne pathogens, infection control)•Chemical safety•Ergonomics•Fire safety•First aid•Physical and environmental (e.g. electrical, equipment, spills, waste management, shipping)•Safety management (e.g. risk assessment, monitoring, safety committee)•Training and education

Next an application must be completed that includes appropriate documentation of the applicant’s experience. Finally, the applicant must successfully pass a computer adaptive examination that consists of a 50-question multiple choice test that must be completed within a 90-minute time period. The test is self-administered on your own computer at the date and time of your choice within the 60-day time period indicated on your admission letter.

Question: WhatarethebenefitsofparticipatingintheQLS?

Answer: Participation in the QLS is beneficial to both the laboratory technologist and their respective clinical laboratories. Successful completion of the requirements for QLS serves as a form of personal enrichment and also provides the laboratory professional with a sense of pride and continued dedication to the field. It also presents an opportunity to update and expand your knowl-edge base in the area of laboratory safety. The credentials may also assist in fulfilling continuing education requirements necessary for compliance with state, federal, and laboratory regulations. Furthermore the qualification can be applied to the ASCP BOC Certification Maintenance Program (CMP) as 12 CMP points are awarded for successful completion.

Completing the QLS can also serve as an additional credential for promotion and merit considerations in your laboratory. It may also be used as a source of recognition among your peers that instills in you a sense of pride and accomplishment. Many clinical laboratories select an individual to serve as the safety “officer” and liaison between the hospital safety officials and laboratory. Obtaining this qualifica-tion in laboratory safety may position you as a top candidate for this assignment. Another interesting aspect of this assignment lies in the possibility of participating in a hospital-wide safety committee or emergency management committee. These assignments will allow you to interact and network with people outside the lab, and you can become a participant in a more global fashion within your institution.

Bob Sunheimer started as a lab safety guy and now serves as an active member of State University of New York Upstate Medical University’s campus-wide emergency management committee repre-senting all of the academic colleges on campus. He works alongside the hospital staff to ensure that the University has a unified plan in case of an emergency occurring anywhere on campus.

Steps to Synchronize MultipleCertifications/Qualifications for CMP

Certificants with multiple certifications/qualifications can now synchronize the completion of their re-newal process if they choose to do so. Here are the detailed steps to follow.

STEPSTOSYNCHRONIZEMULTIPLECERTIFICATIONS:

A completed declaration may be submitted at an earlier date within the three-year cycle to coincide with another certification cycle as long as the three-year cycle for any one certification category is not exceeded.

For Example, two certification CMP expiration dates are shown below:

Medical Laboratory Scientist (MLS)–October 2013 Specialist in Blood Banking (SBB)–March 2014

Step1.Choose the earliest end date. This will be the date you will use in the future. Why the earliest date? You must complete all points within a three-year period. If you chose March 2014, your MLS certification would expire before then.

Step2.Contact the BOC office in writing by email to [email protected] and explain your intent. Include your full name, customer ID number, and certification categories.

Step3.After confirmation from the BOC office, complete the required points for both MLS and SBB recertification before October 2013. (Remember you may use some of the same points for more than one certification category.)

Step4.Submit declaration forms for both MLS and SBB recertification before October 2013. (Pay $75 for the first one and $15 for the second form, a savings of $60.)

Step5. Your certifications for both MLS and SBB will now expire in October 2016.

For details and instructions on completing the CMP, please refer to the CMP Procedure Booklet on the ASCP BOC website.

In September 2010, in response to the demand for International Technologist in Molecular Biol-ogy MB(ASCPi) certification, the Hong Kong Society for Molecular Diagnostic Sciences’ (HKSMDS) launched a Molecular Biology preparatory program. The program was specifically designed to cater to the training needs of medical laboratory technologists. Participants in the program advanced their pro-fessional competency in the practice of molecular diagnostic testing and in various clinical laboratory specialty areas. Programmatic sessions were conducted through a series of lectures, tutorials, and workshops. Participants accumulated knowledge of the scientific principles of molecular diagnostics, as well as the technical and procedural aspects of the discipline. A total of 58 laboratory profession-als and five pathologists participated in the program. As of Feb. 23, 2012, ASCP BOC has received 43 applications for the MB(ASCPi) certification examination from Hong Kong with 29 successful Hong Kong MB(ASCPi) certificants to date. “The attainment of the MB(ASCPi) credential not only boosts the confidence of our medical laboratory technologists and scientists, but it also serves as a recogni-tion of their professional status,” said Chris Wong, PhD, Chair, Hong Kong Advisory Board.

Staff Spotlight Christy DeBauge

In November, ASCP Board of Certification (BOC) welcomed Christiane (Christy) DeBauge to its staff. She is the new Manager of Evalu-ation and Statistics. A key player in keeping BOC examination, licensure, and qualification statistics, she also acts as a survey method-ologist, providing guidance on sampling and survey design issues. Ms. DeBauge is cur-rently working on ASCP’s biannual Wage and Vacancy surveys, and the Joint Annual Survey of Medical Laboratory Science Programs. She is also the staff liaison to the Qualification and Laboratory Informatics Work Group and works closely with the Examination Oversight Com-mittee in the area of researching new certifica-tions.

Ms. DeBauge has a bachelor’s degree in French from Baylor University and while pursu-ing her masters degree in Educational Psychol-ogy at Baylor, took her first statistics class and has been hooked on data ever since. She went

on to complete a masters degree in measure-ment, evaluation, statistics and assessment at the University of Illinois at Chicago. Raised in Kansas, she spent a lot of time in Texas and admits to using an occasional “y’all” or “fixin’ to.” While her BOC colleagues smile at her oc-casional southern drawl, Ms. DeBauge won-ders if they’ve yet to notice that “It’s a rare day when I come to work and am not wearing some type of animal print.”

While she once spent a summer doing photo-documentary work for an archaeological study on the island of Crete off Greece, these days when not at work, she spends time with her family and learning capoeira, a Brazillian mar-tial arts that combines aerobatics and dance.

When asked how her first few months in the BOC have been she said “ASCP has so many staff members who are dedicated to the profes-sion. If I have questions, I know I can easily find someone who has the expertise to give me insights needed for survey design, data analy-sis, and reporting.”
