REGULAR PROGRAM/SPECIAL CONCERNS
Training on Health and Wellness: Herbal and Soybean Production and Processing for Senior Citizens of Paracelis, Mt. Province –July 26-28, 2016 @ Amangyen’s Residence, Poblacion, Paracelis, Mt. Province
This training was a proposal of LGU – Paracelis, Mt. Province which was approved and funded by the Center. This was also co-facilitated and implemented with the Agriculture Office
of the municipality.
Municipality of Paracelis has a total of 1200 senior citizens. Out of these, 1077 (89.75 %) are enjoying a monthly pension of 500.00 barely enough to defray expenses on food, medicine and other social needs. The amount is small, but in one way or the other help eases the
caretakers from financial burden as they take good care of the elderly. With this training, the senior citizens are expected to gain knowledge, skills and attitude in managing their health
conditions through the preparation and use of available resources in the area, and by doing friendly exercises while in their
homes.
An overwhelming number of senior citizens in the municipality have attended
this training as it is expressed as their need given their situation. With the help of the Federation officers of senior citizens in
the municipality, the training was a success. A total of 208 senior citizens
completed this course rating the training as very satisfactory.

ORGANIC AGRICULTUR E PROGRAM
Two (2) Trainings in Support to Organic Agriculture-Internal Control System Phase 2
For the month, training on OA-ICS Phase II was undergone by two (2) OA organizations from the province of Benguet, the Sablan Organic Practitioners Association (SOPA) and the
Traditional Raisers Organic Farmers Association (TROFA). This two (2) organizations have completed their ICS Phase I on April 14-16 and May 2-4, respectively.
This was a five-day training composed of lecture discussions, workshops, video showing, sharing of experiences and insights and lessons learned. The organization was tasked to draft their ICS manual to serve as guide for the farmer members of the organization.
ICS is a system being implemented to small holder group of organic practitioners cultivating small areas. The ICS manual contains all written policies, procedures and forms
which the group has to ascertain so that organic integrity is preserved throughout the whole product chain. The ICS manual serves as a document that would guide each member on what is supposed to be done when certain situations arise.
According to Mr. Charlie C. Sagudan, OA Focal Person, since the individual certification fee is quite high and the areas cultivated by most farmers in Benguet are smaller as compared to
the other provinces, they have to organize into a group so that they can avail of the group certification instead of the individual certification thereby lessening the certification cost.
Among the 26 organized Organic Agriculture groups in the Cordillera Administrative Region in 2011 there are already 10 groups endorsed for 3rd party certification, Sagudan added.
Sablan Organic Practitioners Association (SOPA)
The organization composed of 32 members coming from the
different barangays of Sablan, Benguet.
“It is good at least we were able know that there are different committees in an
organic association and it is also nice since we learned from the
workshops how to craft a manual, the policies and
regulations in inspecting a farm.” These were some of the insights of Mr. Marlon Mariano,
Chairman of the SOPA.
Mr. Sagudan, who served as
RP was rated excellent (4.55) for being approachable, smiling face and for using simple language. Overall, the activity was rated very satisfactory (4.33).
The training utilized 96,066.64 pesos.
The ICS Phase III for the SOPA is scheduled on the last quarter of 2016 as agreed by the group during their planning session.

Traditional Raisers Organic Farmers Association (TROFA)
The organization composed of 28 farmer-member of the TROFA from the municipality of Bakun, Benguet. "Thank you very much for your cooperation so that our objective for this training were attained. Let me just quote what Mayor Abraham Akilit of Bauko Mt. Province has said, "Awan met siguro ti rason no inaramid tayo ket kayat na saoen a ket suroten tayo". The organizations' product list are unique and I would say are potential products that can make the
farmer-members and the municipality proud. Let us therefore work for its success so that it will come forth”, Mr. Charlie Sagudan stated in his closing message. Mr. Sagudan was rated excellent (4.58). Overall, the activity was rated very satisfactory (4.19). The activity utilized a total cost of 84,027.63 pesos. HVCD
Training Course on Good Agricultural Practices on Coffee for AEWs of CAR – July 26-28, 2016 @ ATI-CAR
The Cordillera region is very conducive to coffee growing due to its terrain and weather, as it was ranked as a major coffee producer in the Philippines until the eighties, recently it
landed only as sixth coffee producing region surpassed by Bukidnon, Davao, Calabarzon, Western Visayas and Western Mindanao.
To revitalize the coffee
production in the region, expansion of production
areas, increase the productivity and profit of
farmers and entrepreneurs and most of all improve the coffee bean quality based
on the ASEAN standard has to be done. The quality of
the coffee beans will be
improved through compliance of coffee growers on
the GAP set by DA-BAFS. With this, technical assistance to coffee producers as to the
implementation of GAP is very much necessary. Thus, this training is conducted for AEWs to adequately provide them technical background
and information on the standard code of practices for coffee production, GAP implementation,
compliance and certification to be re-echoed to coffee producers in the region.

Completing this training were 45 AEWs of the region and two (2) SUC representatives.
Dr. Cristine Esnara, ATI-CAR’s GAP focal encouraged the participants saying, "As
extension workers, we are to lift our farmers, help them to be ready and competitive with the other ASEAN farmers. Let us believe on ourselves, together we can make change for our
region.”
The Resource Persons were given the following ratings:

Overall, the activity was rated 4.23 which is a very satisfactory one utilizing a total cost of
104,925.24 pesos.
CORN AND CASSAVA PROGRAM
Training Course on Good Agricultural Practices on Corn for Farmers
For the month, two (2) proposals on Training Course on GAP for Corn Farmers were approved and funded by the Center implemented by the TOT program graduates on GAP Corn.
These proposals were from MLGU-Luna, Apayao and MLGU-Tabuk City, Kalinga.
Training on the Installation of Internal Control System (ICS) on GAP-Corn for Group Certification for AEWs and Farmer Organizations of CAR – Phase 3 – July 19-21, 2016 @ TAMPCO Inn and Training Center, Tabuk, Kalinga This training was a continuation of the ICS Phase 1 and 2 that was conducted in May 29-June 3 and an additional batch that was conducted in June 21-24. This phase was completed by 27 farmers, nine (9) AEWs and two (2) SUC representatives, a total of 38 participants. Mr. Edwin Dicksen who served as Resource Person for the whole duration was rated excellent. Overall, the activity was a very satisfactory one as rated by the participants. Training on the Installation of the Internal Control System (ICS) on Good Agricultural Practices for Cassava Farmer Organizations/Associations of CAR Phase 1 and 2-July 25- 29, 2016
Phases 1 and 2 on the Installation of GAP-ICS for Cassava Farmer organizations were
conducted consecutively at Ifugao State University, Potia, Alfonso Lista, Ifugao. This was
attended by 30 farmer representatives from various organizations of the municipalities of
Aguinaldo and Alfonso Lista, Ifugao.
The participants drafted their own GAP-ICS manual which they will finalize in the next phase
of the training.

Mr. Dicksen and Mr. Ronan Soriano served as the Resource Persons of the training. Both were rated very satisfactory.
Overall, the activity was rated very satisfactory.
A total cost of 54,609.60 pesos was utilized in this training.

Adopt a Farm Youth (4-H) Training for CAR cum NC I on Vegetable Production: Growing Them Young, Growing Them Green: ATI-CAR Launches 2016 Adopt-a-Farm Youth (4-H) Program – July 29-August 31, 2016
“Our farmers are aging and the number of young people engaged in agriculture is
declining.” This was emphasized by Mr. Cristino E. Balancio, Sr. Agriculturist, during the launching of the 2016 Adopt-a-Farm Youth (4-H) Program at the Learning Site of LGU Tublay
located at Tublay Central, Tublay, Benguet on July 29, 2016. This program will include an assessment and certification to be conducted by the TESDA where the participating farm youth will receive a National Certificate I (NC I) on Crop Production after passing the TESDA
assessment.
This year, five (5) farm youth from the Cordillera Region responded to the invitation of the ATI-CAR to participate in the said program which will run from July 29, 2016 to August
31, 2016. They are Mr. Jasem T. Seg-iden and Mr. Fidel A. Seg-iden both from Bokod, Benguet, Ms. Carem A. Olida and Mr. Raffy M. Kingay both from Tublay, Benguet and Mr. Jeperson C. In-
uyoy from Alfonso Lista, Ifugao.
The participants will be hosted by the LGU-Tublay Learning Site and the Cojoran Farm
Learning Site in Daclan, Tublay, Benguet. Engr. Jeffrey Sotero, Municipal Agriculturist of Tublay welcomed the participants to their new home. He emphasized that for them to learn the most from their stay in the learning sites the participants should establish camaraderie
among themselves, with the farmer and the farm workers who in turn will be their teachers and companions during their stay. The participants who were both eager and excited to
explore the Learning Sites pledged their commitment to learn the most from the activities in the farm and establish a good working relationship with their host farmers.
Farm visits to the Apunan Farm Learning Site and Andrew Bandiwan’s farm will also be
a part of the month-long training to enhance and diversify the experience of the participants. After graduating from the Adopt-a-Farm Youth (4-H) Program, the participants are expected
to bring home and practice the knowledge, skills and values they acquired from their host farmers. They are further pressed to help increase their family’s farm productivity and
profitability and inspire their fellow youth to become agripreneurs.

Staff Development
Training of Trainers for Rice Crop Manager &RCM Health Care, Use and Operation
These training was successfully completed by Mr. Maximino Aromin, ISS Head. According to him, the course is very helpful to him as one of the advocate of RCM because it gave him
more in depth knowledge. Thus, as his action plan, he plans to conduct a Regional Training of Trainers on RCM in CAR in partnership with the Regional RCM focal Mr. Edwin Franco.
ISO Preparation
As part of the Center’s quest for ISO Certification, face lifting of the Center was fully started. Landscaping at the Center’s entrance was made, bulletin boards and signage were updated and relocated, and additional bulletin boards were installed. Walls were also
repainted for a brighter look at the Center. Also, re-arrangement of furnitures were made.

Mr. Sagudan discussed ATI’s support to the beekeeping industry in the region. He emphasized the continuing collaboration of ATI-CAR and SLU-EISSIF.

The accreditation as ESP of SLU-EISSIEF is going to expire on November 2016. Thus, this evaluation was undertaken as a requirement prior to its renewal.

Training Course on Heirloom Rice Seed Production through Informal Seed System for Prospective Seed Growers and LGU AEWs under the Heirloom Rice Project
Mr. Sagudan discussed values formation, in particular the values of integrity. This is in line with their aim of producing quality heirloom rice seed for the members. Rightfully, the value of integrity should be followed and practiced.

Region CAR prepared an extension strategic plan on weather variation and risk reduction like development of IEC materials on the La Niña; utilization of SOA programs as means of information dissemination on La Niña; coordination with LGUs and; incorporation of weather updates on trainings.
