Nepal Red Cross Society’s Mission in DM

To deliver quality services targeting to most vulnerable population and scale up its interventions for building safer and more resilient communities by mobilizing its nationwide networks in partnership with communities and other stakeholders

At times of disaster, impacts and losses can be substantially reduced if authorities, individuals and communities in hazard prone areas are well prepared and are equipped with the knowledge and capacities for effective disaster preparedness and response.

HFA Priority-5

HFA Priorities for Actions 5: Strengthen disaster preparedness for effective response at all levels NRCS Role:•Work as an auxiliary to government for the effective response through building institutional capacity at all levels•Build preparedness for the better response capacity of community and its network at National level•Implement response preparedness projects at the most disaster prone districts •Develop collaboration/partnership with different agencies and civil society organizations

Strong policy, technical and institutional capacities and mechanisms for disaster risk management, with a disaster risk reduction perspective, are in place.Contribution from NRCS as well as other sectors• National DRM strategy and policy (yet to be endorsed)•Development and sharing of DRR tool kits•NRCS DM Policy, DM strategy, CBDRR manual, relief manual and guidelines •Revised its response training curriculum to make it more effective and responsive (now we have specialized response unit- Assessment, Relief Management and emergency shelter unit-to be piloted next year)

Indicator 1:

• Over 650 communities established DRR/DP units and developed disaster preparedness and response plan•CBDRR programme implemented in over 52 districts so far

to build the capacity of the communities and its unit at National level

Disaster preparedness plans and contingency plans are in place at all administrative levels, and regular training drills and rehearsals are held to test and develop disaster response programmesContribution from NRCS• Developed NRCS EQ contingency plan and organized simulation exercises/drills at all levels•Contributed in developing District Disaster Preparedness and Response Plans (21 districts out of 60)• Developed DM, FA, DDRT, NDRT and LSAR trained human resources at all levels (FA 5271,DDRT1700, RDRT 37, NDRT 74 (Relief/shelter/WATSAN), FERST 3, ERU 1, FACT 2)

Indicator 2:

List of the trained HR• Participated and contributed in different DRM forum for developing/

sharing of preparedness and response plan • Developed cluster wise contingency plans

Financial reserves and contingency mechanisms are in place to support effective response and recovery when required. Contribution from NRCS :•Established Princep Relief Fund (21 million) at NHQs •Established emergency relief fund at entire district chapters level and CBDRR programme implemented communities•Established warehouses/depots in strategic locations and preposition of NFRIs• Established Emergency relief fund for volunteer management at NHQs

Procedures are in place to exchange relevant information during hazard events and disasters, and to undertake post-event reviews.Contribution from NRCS including other sectors

•National DRR plate form •Regular meetings and workshops coordinated by MoHA, UNOCHA and DPNet • Publication of National Disaster report•Emergency operation center established at NHQs•Regular meetings of cluster members along with line ministries

Procedures are in place to exchange relevant information during hazard events and disasters, and to undertake post-event reviews.Contribution from NRCS including other sectors•Regular CNDRC and DDRC meetings•National lessons learned/pre monsoon preparedness workshop•District and regional lessons learned workshops•HR roster developed updated regularly• Publication of CBDRR bulletin• GIS Unit established at NHQs and • Communication system established (VHF set, repeater tower)

Indicator 4:

• Investing one rupee in DRR will save losses of 15Rupees during/after emergencies (NRCS cost

benefit analysis)• Preparedness makes better response
