HELPLINE
If members of staff are experiencing issues relating to the transfer of services
from Pennine Care Foundation Trust (PCFT) to Northern Care Alliance (NCA),
which cannot be resolved locally, a helpline will be in place for the first 28
days, please call 01706 517917
The purpose of the Services Transition Helpline is to ensure staff are fully
supported through the transfer from PCFT to the NCA.
In the first instance it is recommended that staff consult the welcome pack that
has been issued to all staff, which contains information on support service
arrangements post transfer. If the answer to the query is not clear from the
welcome pack, it is recommended that staff consult their line manager initially
to discuss a solution.
The helpline is not intended to replace existing routes of escalation for
operational matters within teams, nor the day to day support arrangements
which exist for corporate services (for example the IT helpdesk).
It provides a route for escalation for any urgent issues which could disrupt day
to day operations.

Most of you will continue to do the same job, in the same place. However, we understand
that there will be various things for staff new to the Northern Care Alliance (NCA) to get to
grips with in the first few weeks after transfer. This pack is intended to provide you with as
much information as possible to guide you through. We have been working hard to ensure
the transfer is as free from disruption as possible for you but equally we know that

Welcome to Bury and Rochdale Care Organisation
Fairfield General Hospital and Rochdale Infirmary have come together to create a care
organisation with a true focus on community based care. Innovative ways of delivering
patient centred care used in our award winning Stroke centre at Fairfield and the pioneering
Heywood Middleton Rochdale Emergency Assessment and Treatment Team (HEATT) care
service developed at Rochdale demonstrate that this care organisation is one that provides
a unique service for the surrounding population.
Bury Division of Integrated Care
Fairfield General is located two miles from the centre of Bury and 10.5 miles north of
Manchester, it is Bury’s only hospital. It is the main site for elective surgery in North
Manchester and is one of three primary stroke units in Greater Manchester.
The Trust has invested £2m to improve facilities in the hospital's accident and emergency
department. The improvements include a new, dedicated Children's A&E department and
these new facilities were launched in summer 2014.

Heywood Middleton & Rochdale Division of Integrated Care
You will be joining the Rochdale Division of Integrated Care (as
part of the Bury and Rochdale Care Organisation) and so join
existing teams of innovative and integrated community health
and care services. There is strong and trusted partnership
working within the Borough of Rochdale and we are at an
exciting time in our transformation and local care organisation
development plans. The management and leadership teams

Rochdale Infirmary is situated close to Rochdale town centre
and lies 14 miles north east of Manchester. We provide a range
of hospital services including a 24/7 Urgent Care Centre (UCC),
short stay inpatient Clinical Assessment Unit, Oasis Unit for
acute medical patients with dementia, day surgery, a specialist
Pennine Rheumatology Centre, x-ray and blood testing,
antenatal services, early pregnancy unit, outpatient clinics, and a specialist Eye Unit. The
infirmary is also the main base of our community borough-wide therapy services,
community IV therapy team and Urgent Community Care Team.

and Therapy Services are based in the community in our six
neighbourhood bases across Heywood, Middleton &
Rochdale.

Northern Care Alliance
Pennine Acute Hospitals NHS Trust and Salford Royal NHS Foundation Trust have joined
together to create a new Group of hospitals to deliver a variety of local health and social
care services. This is known as The Northern Care Alliance.
The Alliance is being developed to fully align and be consistent with the priorities of the
strategic themes of the Greater Manchester Health and Social Care Partnership. It will
develop new ways of working that will ensure patients receive consistently high standards
of care.
Salford Royal and the hospitals and community services that make up Pennine Acute have
now become individual Care Organisations managed under The Northern Care Alliance.
To enable the safe delivery of high quality care at scale, a leadership team of directors has
clear accountability and authority to govern each Care Organisation. The new leadership
teams ensure healthcare services are clinically and financially sustainable across a number
of localities.
This means that patients, no matter where they are treated across The Alliance, will
experience personalised care that is based on need and consistently high standards of care.
Each Care Organisation leadership team consists of a Medical Director, Director of Nursing,
Managing Director, Finance Director and Director of Integrated Community Services where

appropriate. Together they manage and are responsible for the day to day running of the
hospitals and community services of their Care Organisation. Additionally one of the four
members of each leadership team is appointed as the Chief Officer.
This new site-based operational management model has been designed to strengthen and
improve senior leadership support at hospital level, strengthen engagement with staff and
clinical teams, and take operational decisions for each site and service included in its area.
The leadership teams are also able to focus on strengthening relationships and joint working
across health and social care with local care partners including local authorities, local
commissioners, and the local community and voluntary sector in Oldham, Bury, Rochdale,
North Manchester and Salford.
From 1 April 2017, the Trust Boards of both organisations at Salford Royal and Pennine
Acute Trust delegated their functions to The Northern Care Alliance “Committees in
Common”. While the two Trusts currently remain statutory bodies, The Alliance
Committees in Common will effectively manage both Trusts.
Together as an Alliance of local healthcare providers we will be one of the largest NHS
organisations in the country, serving a population of over 1 million people across our local
communities.

Salford, Oldham, Rochdale, Bury and North Manchester.
It is planned that North Manchester General Hospital will join the new city-wide hospital
Trust for Manchester following the merger of Central Manchester Foundation Trust and
University Hospital South Manchester to create a Single Hospital Service (SHS).

Complaints
We are keen to resolve patients’, relatives’ and carers’ concerns at a local level whenever
possible. Therefore, if you are aware that a patient, relative or carer is unhappy with any
aspect of their care we would encourage you to support them or refer them to the most
appropriate person in your department as they are best placed to assist in resolving any
issues immediately.
We would encourage any complaints and concerns about care or treatment to be raised
with the staff in the service or department at the time of occurrence. We believe that
frontline staff providing care and assistance are best placed to address the issues raised
immediately and, where possible, resolve them.
Health & Safety
The NCA is committed to ensuring the Health, Safety and Welfare of all our staff, visitors,
contractors and members of the public.
We aim to prevent workplace accidents and cases of work related ill health, and to maintain
a safe and healthy working environment.
Each Care Organisation has a well-established Health & Safety Committee. The function of
these across the NCA is to resolve any health and safety issues that are site specific, and act
as part of the wider consultative process in relation to policies and procedures and to keep
the NCA leadership teams informed as to local business and matters of concern.
This encourages a proactive approach to the management of health and safety risks at local
level. The committees meet regularly and are attended by Trade Union health and safety
representatives, managers and the Health & Safety Advisors. These committees are chaired
by the Care Organisation Associate Director of Governance.

Incident Reporting and Datix
The NCA uses Datix for incident reporting and management. This includes Near Misses,
Never Events and Serious Incidents across all categories of incidents including Information
Governance, infrastructure, patient and/or staff incidents (This is a change from the Ulysses
system used by Pennine Care Foundation Trust).
The Datix system is available to reporters via the Community Health Services Staff Transfer
Hub at https://www.pat.nhs.uk/community-health-staff-transfer-hub.htm
Training is not required for staff reporting incidents. Reporters do not need a log in to
report incidents.
Managers who will be accessing the system to manage incidents and/or risk will require a
log on and training. Managers should receive a log in on Day 1 from the Datix team if they
need it. If not, a request can be submitted to [email protected].
There will be a training session at each hospital site per month with additional sessions
planned to support the transfer.

Infection Prevention and Control
The Infection Prevention and Control (IPC) service is a corporate function of the Northern
Care Alliance (NCA). Its aim is to identify and reduce the risk and impact of healthcare
associated infections (HCAIs) for service users, staff and visitors, improve patient safety,
inform both local and national strategy and support the delivery of an evidence-based,
innovative consistently reliable model of IPC across the NCA.
The NCA IPC Model provides the ability to develop consistency and establishment of best
practice at scale through central development of key policies and strategies, with delivery
and assurance provided by local Care Organisation teams.
Structure
Each Care Organisation has its own local Infection Control Team, led by a Lead Nurse for
Infection Prevention and Control, supported by a team of Infection Prevention and Control
Nurses and other support services (surgical site infection nurses, surgical site infection
officer, administration).
Each Care Organisation Infection Control team is responsible for:
• Delivering and providing assurance on the infection control programme and
strategy within their Care Organisation
• Providing an annual plan based upon each Care Organisation’s annual plan
• Reducing variance
• Contributing to the development of national Infection Control initiatives
• Contributing to the development and implementation of policies and procedures
within their Care Organisation
• Undertaking nationally mandated surveillance and other appropriate audits
• Producing trends reports and supporting the development of root cause analysis
of HCAIs
• Identifying and supporting innovations in practice
The Lead Nurses of the four Care Organisations Infection Control Teams are overseen by the
Group Associate Director of Infection Control. The Group Associate Director of Infection
Control is responsible for the overall running of the NCA Infection Control team, and is
directly accountable to the NCA Deputy CEO/Executive Director of Infection Control/Chief
Medical Director and to the Director of Governance and Corporate Nursing. This structure
enables local support and knowledge whilst ensuring overall alignment, consistency and

reliability throughout the group, as well as providing knowledge sharing and learning
opportunities over a wider population.
Assurance and reporting
Each Care Organisation has its own assurance structure, with the Infection Prevention and
Control Committee (IPCC) reporting into the Clinical Effectiveness Committee (CEC), which
in turn reports into the Care Organisation Assurance and Risk Committee (CO ARC) and up
to the Group Risk and Assurance Committee (GRAC), and ultimately the Committees in
Common (CiC).
Performance reports are prepared on a monthly basis by each IPC CO team and submitted
to the CO IPCC, CO CEC and CO ARC. Exception reports are submitted to the Group Infection
Prevention and Control Committee (GIPCC) and GRAC.
Lessons learnt from across the Care Organisations are shared via the IPCC reports and at
GIPCC to promote shared learning. Water Safety and Decontamination and Ventilation
report into the IPCCs, and ultimately to GIPCC.

Patient and Service User Experience
Patient and Service User Experience are extremely important to the Northern Care Alliance
(NCA). The Patient Experience Team supports all Care Organisations and sits within the
Quality Improvement (QI) Division.
The Patient Experience Team help to coordinate action planning based on results from
national and local surveys including Friends & Family Test feedback. The team encourage
staff to ask, listen and act on feedback, for instance by regularly implementing ‘You said, we
did’ as QI tests of change.
The Patient Experience Team promotes the importance of local Patient Experience
Committees, helping these collaboratives to work on on-going improvements, the outcomes
of which are reported into the relevant Senior Leadership Teams.
Following widespread engagement, the Patient Experience Team has coproduced the new
NCA Plan to Deliver Person-Centred Care, Support & Treatment 2019-2022, to be launched
in summer 2019. The Patient Experience Team will encourage teams to embed this three
year plan (with KPIs), supporting them to develop bespoke Always Events, such as the
‘Hello, my name is’ campaign, which will help to deliver ‘what matters most to our Service
Users’ and improve overall care.
Safeguarding Adults and Children
We have a statutory duty to make arrangements to safeguard and promote the welfare of
children, to protect adults at risk from abuse or the risk of abuse and support the Home
Office Counter Terrorism strategy, CONTEST, which includes a focus on PREVENT
(preventing violent extremism/radicalisation). We also recognise our responsibilities under

Section 11 of the Children Act (2004) to co-operate with the relevant local authorities and
share responsibility for the effective discharge of the function for safeguarding and
promoting the welfare of children.
The Safeguarding Operating Model in place is accountable and managed at a Northern Care
Alliance (NCA) Group level reporting to the Board via the Director of Governance and
Corporate Nursing and the Chief Nurse whilst providing a robust management infra-
structure, expertise and specialist support to Local Care Organisations (LCOs).
Provision of the service is through a comprehensive framework, including subject expert
staffing for both statutory and specialist posts; robust policies including compliance with
Greater Manchester (GM) Safeguarding procedures for use by all practitioners; and
comprehensive training and development packages.

Staff guide to Police requests for statements or release of medical
records
On occasions you may be approached by the police to give a statement or be interviewed
regarding a patient or your work. This guide gives you practical tips on what to do if
approached by Greater Manchester Police (GMP) to complete a statement. This guide also
gives you advice on what to do if you are asked for medical records on a patient.
What to do when approached for a
statement?
•If you are approached directly by the police
to provide a statement ask for what purpose
it is being provided and ask for the request to
be redirected via legal services to ensure
adequate support is provided and to ensure
an appropriate template is provided. Do not
provide a statement without speaking to the
legal team on [email protected] or
What are statements requested for?
•Possibilities include a criminal investigation
or at the request of the Coroner;
•In the case of live patients request that the
police either provide consent from the patient
to provide the information or other legal
justification. Always speak to the legal team
if you are unsure why you are completing a
statement;
•Agree a convenient time with the police
officer to give the statement, this is a
mutually agreed timeframe and does not have
to be straight away;
•Arrange for someone, for example your
manager or a colleague, to be with you;
•In some cases it may be appropriate to offer
to prepare a statement and ask that the police
come back to you if they have further
questions;
•Ensure that you review the records, any
other relevant documents, policies etc. before
the interview. If possible, have them available
to you at interview (it is not a memory test);
•Agree at the beginning of the interview that
you will be provided with or can take a copy
of your statement;
•If the police officer writes out the statement
do not feel you have to sign it immediately.
The Trust recommends that you ask for time
to review the draft statement with a clear
head. It can be stressful being interviewed by
the police and there is also a tendency to skim
read when going over sentences you have
recently said meaning that you are less likely
to notice mistakes;
•Following review, you should request any
appropriate amendments you wish to make to
the statement;
•Preferably the police officer will go away and
type the statement and then provide it to you
to check;
•If during the interview the police officer
stops and says you are now under caution say
that you wish to seek advice before
continuing;
•Get back in contact with the legal team who
will advise on next steps should you be placed
under caution
The organisation is here to support staff and
staff should not feel pushed into providing an
urgent statement without discussing with the
legal team and their manager first.

Communications
The NCA Corporate Communication Department is based at all sites across our Care
Organisations.
The Team advises on and oversees internal staff communications, campaigns and corporate
events, PR and publicity, high profile visits, external stakeholder management, social media,
digital communications, and manages all press and media enquiries. We are also responsible
for the corporate branding, visual identity and marketing of the NCA Group and services.
Intranet access
Our staff intranet (internal website) can be accessed from any networked PC, laptop, tablet
or phone. The intranet can be remotely accessed from home, but only through a network
NCA device.
The intranet contains news updates, information and contact details for clinical and non-
clinical departments, and information about HR/workforce guidance including handy topics
such as car parking, sickness and absence, expenses and other subjects. It is also the
gateway to all clinical and non-clinical IT systems.
We currently have two staff intranet platforms; one for the NCA and one for Salford Care

Community services staff transferring with an nhs.net email may have not have immediate
access to our NCA intranet. This will be addressed by our IM&T department in the near

Access to the Staff Transfer Hub
Staff transferring to the NCA from Pennine Care can, however, access the Staff Transfer Hub

This is available from any web or mobile device via the internet. The Hub contains lots of
useful information for new staff including a frequently asked questions section, welcome
video, telephone hotline, and a place to submit any questions you have about the transfer.

Connect
Connect is our weekly staff e-newsletter that is circulated to staff via email on Thursdays
and is also available on our intranet. It comprises group-wide news, key updates,
developments and information about events and stories related to each of our Care
Organisations. It also features staff and service achievements, and feedback from our
patients and service users.

Team Brief
Team Brief is a monthly staff brief for the NCA and includes group-wide news and key
updates. It is published on the second Wednesday of each month. It is briefed on each site
by our Care Organisation directors. These are one hour staff briefings where all staff are
invited to attend at our site education centres. Team Brief should then be briefed to all staff
through a cascade system of face-to-face meetings in local teams. Staff are encouraged to
feedback to their manager or [email protected]. Team Brief is available on our intranet

Loop
The Loop is our membership and community magazine which is sent out externally, but also
has a limited circulation within the NCA. The magazine is issued every four months.

Website
The Pennine Acute Trust website can be found at www.pat.nhs.uk. The website is an
important public facing communication channel, so it is essential that the content is kept up
to date so that patients, public and partners can access up to date and useful information.
The website acts as a repository for all of the Trust’s external public information including
information about the board of directors, news, events and practical information for
patients including car parking and travel information. This includes community services
information.
There are also websites for Salford Royal www.srft.nhs.uk and a brochure website for the
Northern Care Alliance www.northerncarealliance.nhs.uk.

The NCA has a variety of corporate social media channels. There is a dedicated NCA Twitter,
Facebook and LinkedIn platforms as well as a YouTube channel.

media to comment on a personal situation or criticise our hospital services/staff.

All user email
The Communication Team can consider requests for all staff user emails or Care
Organisation specific emails. These are for business critical or operational information only,
such as IT systems downtime or outage or urgent incident information. Email
Press office - Media enquiries
The NCA and our Care Organisations are committed to working with media organisations to
ensure that our services and activities are accurately represented in the media and to wider
audiences. The communications Team proactively issues news about service developments,
staff achievements, publications and reports and other Group-wide news, whilst also
responding to incoming media requests and enquiries.
Effective media relations are an important part of the Group’s communications strategy and
can help raise the NCA’s and Care Organisations’ profile, promote staff and services, and
manage and protect our organisational reputation. If you receive a media enquiry, are
aware of an incident that may generate media interest, or have a good news story that you
feel would warrant or benefit from publicity, please contact the Communication Manager
(Media and External Relations) or the Communications Lead for your Care Organisation. The
NCA has a Media policy.
VIP/high profile visits
The NCA has a policy for handling high profile VIP visits to the Care Organisations. This policy
is there to advise staff how to handle a high profile or VIP visit to the Care Organisations.
Should you like to organise such a visit then please refer to the policy. Please inform your
line manager if you are planning a visit and ensure that the visitor and their staff are
chaperoned at all times. Requests from the media to visit a ward or department are handled
by the Communication Team.
Branding guidelines
In order to project a professional corporate image in all our communications it is important
that staff adhere to our Corporate Brand Guidelines. These apply to Word documents that
are shared externally, PowerPoint presentations, posters, and any materials or publications
that are shared with patients, partners, the public and stakeholders. If you are unsure what
branding to use on your communications then please contact the Communications Lead for
your Care Organisation or a member of the NCA Group Communication Team.
Photography/Video
Where the Communication Team has capacity it can provide an ad hoc photography service,
however, this is for PR purposes only, i.e. for photos that will go in a press release or an

article in Loop or as part of a social media campaign. Medical photography is provided by
Medical Illustration. Any video requests should be directed to the Digital Communication
Manager. The Communication Team has a limited capacity to facilitate video production
requests, but can recommend freelance video production companies.
Design
The Communication Team incorporates Design Services, which is a Salford based service
focussed primarily on the production of Group design work including the Annual Report,
Quality Account, patient information leaflets and corporate design work. This team has a
limited capacity, however the Communication Team can recommend external freelance
design agencies. Pennine Acute also has a preferred supplier arrangement with a design
company which can provide posters / leaflets etc. Please contact the Supplies Team for
information.

Estates and facilities
Key messages
Properties will all be managed in the same way they currently are by PCFT either directly or
via already agreed landlords.
Nothing will change fundamentally on day one. Access to buildings, car parking, cleaning,
waste collection, sample collection, supplies ordering and delivery will all continue in the
same way.
There are no plans to introduce any new systems immediately, although this may change
over time as contracts are renewed.
Staff will continue to have access to the buildings they have previously accessed. No access
passes will be disabled.
Car parking
Car parking is dependent on the arrangements previously in place. This is something that
the NCA wishes to support as we are committed to staff paying reasonable amounts for
parking charges. If you currently have a valid Pennine Care car parking permit clearly
displayed in your vehicle these will be permissible on the NCA hospital sites of Fairfield,
Rochdale Infirmary, Salford Royal and The Royal Oldham Hospital.

Financial services
Welcome to the NCA from the Finance team.
Key things that will be different on 1 November
Procurement will be through to NCA’s E-proc system from 1 November 2019 for raising
requisitions and authorising orders and invoices. Please see the procurement section below
for further detail.
Payroll services will be provided by ELFS (East Lancashire Financial Services). Payroll and
Expenses claims are covered in the earlier Workforce section of this guide.

The finance team for HMR Children’s services is based at Rochdale Infirmary with some
central support from finance departments at Turnpike House and SRFT.
The HMR Children’s finance team will continue to provide help and advice to budget holders
as well as financial authorisation for vacancies which are raised on TRAC.
Financial cost centre and expense codes will change, but will mirror the coding structure at
PCFT. A mapping document is available on request.
Budget holders will receive budget statements in PDF format via email.
Training on new systems
The e-financials system encompasses all finance and procurement functions. Once training
starts for the new requisitioning process, you will need access to this system for both
ordering and authorising. This will be set up prior to training.

Health Records
Key messages

login username and passwords you already have. Any new starters will also be able to have
User accounts set up for Digital Clinical records access.
Paper Records
Only active patient records will be transferred as part of this process. These will remain
where they are currently stored and staff will have access to these as they do now.
Archiving & Retrieval
All records for discharged patients prior to 1st November will be retained by PCFT and there
will be an agreed retrieval process should they be needed via Health Records. Going forward
from 1 November, discharged records will be kept on site for 12 months as has been
standard practice.

Staff will continue to refer to existing policies. There will be plenty of notice if any changes
to these are implemented so that staff can familiarise themselves with any new policies and

Information governance
Key messages
The Northern Care Alliance understands that Information Governance and Patient
Confidentiality are a key fundamental of all NHS team processes. While we are all beginning
to work in multi-disciplinary teams and across organisations, new ways of working are
developing. If you have any questions on this or general matters you will continue to be
supported by a central Information Governance function. Your key contact will be based at
Salford Care Organisation available by phone, by email or to attend site to offer required

here to support in times of need (no matter how small).
Key things that will be different on 1 November
As from 1 November, any staff who have not completed their Information Governance
mandatory training will need to complete this via your eLearning by your renewal
date. Those who completed prior to transfer will have records of attainment transferred
with them to NCA training systems. All staff are reminded that Information Governance
training is a mandatory training requirement, completed as eLearning on an annual basis.

Information Governance policies will be made accessible to all staff that have now joined
the NCA. If in doubt please drop us a question.
Data standards
All documents created from 1 November 2019, will now fall under the responsibility of
Salford Royal, this should not impact you on a daily basis. For patients with open cases,
their records will remain in locality to support continued care of those patients. For new
patients records created will continue to be held in localities.
Access to digital clinical live records (such as PARIS) will remain open to you, with the same
login username and passwords you already have. Any new starters will also be able to have
User accounts set up for digital clinical records access.
Staff are reminded that all incidents (which are actual or near miss) breaches of
confidentiality or Data Protection should continue to be reported in line with other reported
incident types.

account. Until all teams are using a single organisation email platform, there are
implications to staff on the ground. You are each asked to be mindful of the type of account
you are transferring personal data to, this could even include within your new structures.

FOI requests (Freedom of Information)
From the 1st November 2019 Freedom of Information requests will transfer to Salford Royal
NHS Foundation Trust as the legal entity to whom the NES Community Services are
transferring. The NCA has a central team who process all Freedom of Information
contactable on the details below.
For your part, you will be asked to provided content and response to enquiries over which
you are responsible. Staff are asked to note the tight timelines of this legislation (of 20
working days) and support a timely response when asked to support a specific request.
Should you or your service receive a local request under the Freedom of Information Act,
please forward these to the contact details below.
SAR requests (Subject Access Requests – persons asking for copy medical records)
Subject Access Requests as from 1 November will be processed by Salford Royal NHS
Foundation Trust as the legal entity to whom the NES Community services are
transferring. SARs for NES Community services will be processed through staff based at
Salford Care Organisation.
For your part, you will be asked to provided support in forwarding any requests received
locally to that team, to support with supply of copy records as required and potentially in
support or review of records prior to release for clinical harm and 3rd party content checks.

Interpretation and Translation Service
The Interpretation and Translation Department provides:
Face to face (Language & British Sign Language (BSL)) interpreting
Community Interpretation Services for external customers (Income generation) for
around 13 Organisations to cover NHS services e.g. Oldham CCG & Pennine Care.
Translation service for documents in written format e.g. letters, leaflets etc.
Bookings
Out of office hours: Interpretation service is covered by the Care Organisations
switchboard.
Telephone Interpretations can be accessed anytime without the need to book in advance.
Bookings need at least 3 clear days.
Bookings for deaf patients require at least one week’s notice as BSL interpreters are booked
up in advance and may not be available at short notice.

Appraisals
Your appraisals at the NCA will come under the Contribution Framework 2.0 (or CF2 for
short) system. This is a relatively new approach for performance reviews that moves away
from a ‘one size fits all’ traditional appraisal process to a more person-centred, forward
focused approach. At the heart of CF2 is the premise that we succeed One Conversation at
a Time through a developmental and coaching approach.
You can expect to have an annual My Contribution Conversation with your manager as well
as three quarterly discussions, the purpose of which is to provide clear expectations on your
objectives as well as effective and regular feedback on how you are meeting these
objectives.
Anyone in a team leader role can be expected to conduct My Contribution conversations;
training is available to book on for appraisers over the next 6 months and further
information is available to support you adopting the new approach.
Your current appraisal is valid however please aspire to move over to the new CF2. All the
CF2 paperwork is available on the Community Health Services Staff Transfer Hub at

At the present time please continue to keep your local records of completion of your CF2

Apprenticeships
The Apprenticeship Service for the Northern Care Alliance is provided by the People
Development Team. We are one of only five NHS Trusts in Greater Manchester to become
an Employer-Provider to deliver in-house Apprenticeship training to existing and new staff
members. The People Development Team offers an Initial Advice and Guidance (IAG) service to all staff
to identify and access the right Apprenticeship programmes to meet skills gaps, service
needs and career progression aims. The People Development Team has been awarded the
Matrix Quality Standard for our IAG services. The team then manages the delivery of
Apprenticeship programmes using two delivery models:
1. Internal delivery of Apprenticeship training; this is through being accepted as an
Employer-Provider on the Register of Apprenticeship Training Providers (ROATP) and
an accredited centre for the delivery, assessment and IQA of related qualifications
contained with the new Apprenticeship Standards and existing Apprenticeship
Frameworks.
2. External delivery of Apprenticeship training; the team identifies an external training
provider through NHS Shared Business Services (NHSSBS) framework and agrees a
Service Level Agreement (SLA) with the external providers to deliver Apprenticeship
programmes the team does not have the capacity to deliver. We currently offer
around 20 different apprenticeships via this route.

Clinical skills training and state of the art simulation suites
Clinical skills and simulation training allows healthcare professionals (of all levels and
specialties) to acquire new skills through a range of different teaching methods, as well as
the opportunity to practice and refine existing skills. Training can range from face to face
taught sessions incorporating the use of ‘task trainers’ to hone a particular skill or by using
‘high fidelity’ simulators in order to improve the management of complex clinical situations.
Interactive e-learning programmes can also be accessed to support learning. This training
enables staff to provide competent, compassionate and safe clinical practice when
delivering care to patients.
Clinical skills training is conducted within all the Care Organisations: Salford, Oldham, Bury &
Rochdale and North Manchester.
There are three state of the art simulation suites within the Alliance: The Dinwoodie Centre
at The Royal Oldham Hospital, The Mayo Building at Salford Royal Hospital and The Limbert
Education Centre at North Manchester General Hospital.

As with all NHS organisations, NCA receives monies from Health Education North West to
support workforce developments. All non-medical staff are able to apply for externally
funded training and the Associate Directors of Workforce and your line manager will
consider applications in line with policy and workforce plans. Applications can be found in
the NCA policy or questions can be made through the CPD email address.

Dignity at Work Advisory Service – Bullying and Harassment
As an organisation we understand the awful impact bullying and harassment at work can
have on employee wellbeing and the wider impact this can then have on patient care. With
this in mind the ED&I Function are responsible for the running of a Dignity Advisor bullying
service. The service is run by volunteers who receive specialist training and support from
the ED&I Team to enable them to play an important role as active listeners, providing clear
signposting to specific sources of help/advice and in supporting staff to have the confidence
to raise issues of bullying and harassment at a very early stage.

Text Read & Write Trainers
Text Read & Write is an innovative software package that supports staff who may have
dyslexia, a visual impairment or another disability that impacts on their ability to utilise
word processing and other software packages on their local computer. To access the
software please contact the IT help desk who will be able to help you gain access to the
programme locally anywhere across the Group.
Equality Impact Assessments (EQIAs)
Here at the NCA we have built in EQIAs into both our Quality Impact Assessment Process
and Policy Approvals process meaning that for any service change, project or policy to be
approved they most first demonstrate that an EQIA has been completed and it has
undertaken a quality review which is overseen by the ED&I Team.

to provide a response as promptly as we can and within a maximum of four weeks in line

Accessing compliance records and reports
You can check your compliance by logging in to ESR and going to My Learning. You will see
a list of training to complete under the Competence Requirements heading.
The expiry date will be listed next to each course so you know when training is required. The
compliance status is colour coded so you can see courses that you have completed, those
that are required and those which are due for renewal.

be produced and distributed appropriately to managers.

Practice Education Facilitators (PEFs)
Student placements are managed across the NCA by a team of PEFs. This team will support
student placements that are transferring from Pennine Care. The Team will support staff in
the new assessor/supervisor standards and new nurse curriculum updates throughout the
next few months in preparation for September 2019.

Resuscitation and Simulation Training
The Resuscitation Team provides appropriate and effective resuscitation training to all
grades and disciplines of staff throughout the NCA. The team acts as a source of expert
advice and practical assistance on resuscitation matters.
For those staff wishing to attend a drop-in-session, they must access and undertake the e-
Learning package prior to attending.
Inductees must complete both the e-Learning package and attend the face-to-face Basic Life
Support (BLS) Course.

The NCA Widening Participation Team (WPT) is a small team with the following remit across
the NCA:
To inspire our future workforce (work with schools, colleges and young people) –

Workforce
We are delighted to welcome you to the NCA family. To support you as you familiarise
yourselves with new systems and procedures, we have compiled some information here.
Absence recording
Absence at SRFT is recorded on the SMART timesheet system. You will no longer be able to
record any absence via ESR. It is recommended that managers and departments ensure
that appropriate paper or electronic records are held locally as well as recording the
absences electronically via the Smart timesheet system. All staff that have been identified
as a user of Smart timesheet will be communicated to separately with the relevant
information. Please see ‘SMART timesheets’, below.
Historical absence information cannot be viewed in ESR after the transfer date. Therefore, immediately after transfer we will be distributing information on historical annual leave and other absence taken, per employee, to managers. This will also include pre-booked future annual leave. Data can then be added to SMART if it relates to dates after transfer – unfortunately historical data cannot be entered on to SMART. For any urgent queries please contact your Care Organisation HR team (details are in this Welcome Pack).
Staff are reminded that only designated staff will have access to SMART for the purposes of recording annual leave and other absences on behalf of their team. SMART is not for staff in general. Where individuals used to record their leave on ESR self service, this will have to be recorded via an alternative method determined locally.

Annual Leave
Please see ‘absence recording’ above and if you require a copy of the SMART timesheet
training guide ‘Timesheet End User Guide’ please contact your line manager or the
Workforce Team (see contacts below). Information on annual leave entered on to ESR at
PCFT will not be available after 1st November – a separate report will be provided to
managers.
Appraisal
We will introduce our appraisal system, the ‘Contribution Framework’, following transfer.
See Learning & Organisational Development for further details.
Bank Workers
NCA currently uses NHS Professionals (NHSP) for bank staff.
Existing Bank registrants will transfer to NHSP via TUPE. Accordingly the relevant
information will be automatically transferred in line with this process.
In terms of attending training for the Bank, the training is provided free of charge but NHS
Professionals do not pay their Bank Workers to attend training.
Childcare Vouchers
Any staff currently using Sodexo will need to transfer to Fideliti if they wish to continue
using childcare vouchers. All such staff will receive correspondence from Fideliti direct to
explain the process. No new entrants are permitted as the scheme is now closed by HMRC.

Employee self service
Staff should be familiar with the utilisation of Employee Self-service and what can be
accessed via this system. SRFT utilise Employee Self Service (Limited Access) and details to
access the system will be sent separately to all staff. A training guide is available for all staff
to utilise and is entitled ‘New ESR Landing Portal End User Guide’. This guide will be made
available via the Community Health Services Staff Transfer Hub at
https://www.pat.nhs.uk/community-health-staff-transfer-hub.htm. Face to face training is
not provided for this system. However, please contact the Workforce Information Team if
you have any queries.

The transfer of your details from Pennine Care’s ESR system to the Salford ESR system will
be via an electronic process, so whatever details were contained on Pennine’s ESR should
transfer directly to Salford ESR. Although this process is automatic we do encourage you to
take the time to review your details in ESR.
NCA do issue smart cards. Some staff utilise Smart cards, but not all. For those jobs that
require a smart card, they will be issued when a new starter commences employment,
following an authorised request from their manager.
ESR System Access
Staff who use SMART cards should still be able to use these.
For those who access ESR via a log-in, please look out for an email from
‘[email protected]’ with your log-in instructions – you should
receive this no later than 5.00 pm 11th November 19.
For staff who will be utilising the SMART timesheet /absence recording system you will also
receive an email on or before 11th November 19 with instructions for accessing SMART
absence recording system.
The Change Form NCA ver 2 is to be submitted if there are any changes to hours, grade, etc.
The form is to be completed by the relevant manager and signed off by the approved
authoriser. This should be the same with the termination form. Both forms are on the
transfer hub.
Expenses due in November
Expenses incurred up to the end of October 2019 - PCFT will pay this at the end of
November 2019 and you will receive two payslips (one from PCFT for expenses and
enhancements, and one from SRFT for salary).
Expenses – general
These are claimed on the Selenity system which you use currently.
Expenses – mileage
To claim mileage costs staff need to complete the ‘Vehicle Set Up Form for Expenses and
submit it to the address on the form or to [email protected]. (Please note that the
‘2nd line manager’ on the form is the 90 day authoriser ie if the claim is submitted more than
90 days after an expense has been incurred that person needs to authorise the claim. If
your manager is not transferring please contact [email protected] for further
advice.
Excess Mileage

Staff who have to change base and consequently travel further to get to work can claim
excess mileages for up to 4 years. Please complete the ‘ELFS Excess Travel Claim Form All’.
The forms are available on the transfer hub.
Forms can be as soon as you receive your new assignment number, which is required on the
form.
Eye tests for VDU regular users Community Services staff are able to take advantage of the Display Screen equipment policy at Pennine Acute, where staff are able to request an eye test voucher if assessed as a regular user (VDU) which entitles them to a free eye test and £40 towards the cost of glasses if needed for VDU use. The vouchers can be used at any SpecSavers opticians. Eye test vouchers can be obtained from the following people: HMR staff - Chantelle Boyle [email protected]
Foundation Trust Membership
On transfer, staff will become a Foundation Trust member of the staff constituency unless
they wish to opt out. The staff constituency is divided into 4 classes as follows: Salford
Health and Social Care; Surgery and Neurosciences; Clinical Support Services and Tertiary
Medicine; Corporate and General Services. All staff transferred will become a member of
the ‘Salford Health and Social Care’ staff class; this class includes all community and social
care based staff. Staff will be eligible to stand as a staff governor for this class as elections
are held; the next election for Salford Health and Social Care is due to take place in 2020.
Please note that, via the Council of Governors, the composition of staff classes will be
considered over the forthcoming year and staff will be informed of any changes should they
take place.
HR policies and procedures
HR policies and procedures of Pennine Care Foundation Trust will continue to apply to you
and will be reviewed in due course, in line with the Trust’s own policy-review schedule. The
policies will continue to be available on the PCFT intranet, or via the locality HR team.
Line managers will need to be aware of PCFT policies and procedures and also some of
NCA’s policies and procedures to manage their staff. It will be the same for integrated
managers who are employed by local councils, the NCA will work to support those managers
and provide training as necessary.

ID badges
ID badges can be issued at Fairfield General in Bury, North Manchester General, The Royal Oldham, or Rochdale Infirmary. If you work at all 4 sites you will need 4 separate ID badges - a different badge for each site. Each site can only issue a badge for that specific site. You need a different form for each site, forms are available on the transfer hub and contain further details. When arranging a new badge please ensure you confirm that you are a recently transferred member of Community Services and require an NCA badge.

Lease Cars
Staff currently in a lease car scheme will continue unchanged.
Please be aware that if you intend to claim home to base mileage such as excess mileage
with a lease car there are significant tax implications and you are advised to consider this
very carefully before doing so.

Occupational Health delivers services across North Manchester General Hospital, Royal
Oldham Hospital, Fairfield General Hospital, Rochdale Infirmary and Salford Royal Hospital.
All of the departments are dedicated to Occupational Health and are located within the
grounds of each hospital site. All have disabled access and facilities.

We have made every effort to ensure November salaries are correct, based on information
provided to us by our PCFT colleagues and the automated data-transfer process in ESR.
However- we encourage all staff to check their November payslip which will be available to
view via ESR self-service on Monday 25th November 19. Should you have any queries please

please have your assignment number ready – this is on the top left corner of your payslip.
Any urgent changes to your pay must be actioned by our payroll team by 11.00 am. at the
latest, on 26th November 2019– in order for the correct amount to be transferred to your
bank account. Your bank will not process anything after this until the next business

Recruitment, including vacancy controls
The Resourcing Team are dedicated to supporting and enabling each of the Care
Organisations led by the Northern Care Alliance to recruit the right people, able to deliver
highly reliable care, in the right roles, at the right time. The Team provides support to
enable effective recruitment and support the candidate journey. The Team are based at
Turnpike House in Salford.
A service level agreement is in place which sets out the level of service you will expect to
receive from the department and what we expect of you.

Right to Work – Mandatory Checks for all staff
We are required by law to check that all staff have a right to work in the UK, even if they
have come to us as a result of a TUPE transfer. Please refer to the link below for a list of
acceptable ID documents. You will be required to provide an original off this list, in person,
as soon as possible after transfer and we will be providing further details of how you can do
this. There are no exceptions to this including staff who are not currently in work. Please
have your document ready.

Secondments
Now that staff have transferred, they will be regarded as NCA employees and have access to
the same personal development opportunities as all other NCA staff.
SMART timesheet
As Smart Timesheet has been used previously our understanding is that Smart inputters are
familiar with the system already and that limited training is required. However as you have
been inputting absences via ESR, we have a Smart timesheet guide - ‘Timesheet End User

Guide’ to help users input absence, such as sickness, annual leave etc into the Smart
timesheet system. The Guide is available on the transfer hub.

Tax on Enhancements in November
Please be aware that whilst PCFT will pay you for your enhancements earned in October and
payable in November, these will be taxed at basic rate. This will be corrected in your
December salary.
Termination & Change Forms for ESR
In order for staff changes or terminations to be actioned in ESR, manual forms are available
for managers to complete to advise of the relevant change and the effective date. These
forms are available via the Workforce Information Helpdesk or the transfer hub.
However should you have any queries in accessing these forms then please contact the
Workforce Information Team on 0161 206 8402 or email [email protected] to ask for a
copy of the form to be emailed directly. These forms will need to completed and sent in line
with the relevant payroll cut-off date. Failure to comply with these dates could mean the
change is not actioned and could potentially lead to under and overpayments.
Terms and Conditions
TUPE protects against change to terms and conditions for an indefinite period if the sole
reason for the change is the transfer. Northern Care Alliance has no right to change terms
and conditions at any time unless there is an ‘economic technical or organisational reason’
unconnected with the transfer. If in the future some organisational change is required for
any of the Northern Care Alliance services, which may result in changes to terms and
conditions then this would be done in consultation with the unions and staff. For further
details please contact your locality HR team.
Uniforms
Uniforms will remain the same if they don’t have the PCFT logo on them. For those that do
have the PCFT logo on them, there will be a gradual process of replacing uniforms.
