See related story on page 18. GrandRapid’s IncomeTaxBallot Proposal GR citizens ar e be ing as ked to voteonMay4 to temporarily raise the City Income Tax rate. The tax increase would be effective for ive years, returning to the current City Income Tax rate on July 1, 2015. The ballot proposal would increase the City Income Tax rate from 1.3% to 1.5% for residents and from 0.65% to 0.75% for non-residents and provide approximately $7 million in new revenues. The City Commission amended the City Code to require restoring ten Community Police Oficers and recalling ifteen Fire Fighters to create a ire squad to respond to all structure ires if citizens approve the ballot proposal. A successful ballot proposal would stabilize funding for police and ire services, permitting the City to transform its operations to lower costs, consolidate services, and realign expenditures with revenues. In two special January meetings,the Heritage Hill Tour Committee andthen a combined Tour Committee andHeritage Hill Board member gathering,the proposed moving of the AnnualWeekend Tour of Homes to spring wasconsidered and discussed. Followingthese discussions, and the fact that thepros of doing so far outweigh the cons,the Heritage Hill Board in their Februarymeeting unanimously accepted theproposal to move the Annual Tour toMay with exact dates or weekend to bedetermined. This year’s fall Tour will goon as planned, the 2nd and 3rd of October.The change to the new May date will not occur until 2011.

The annual Heritage Hill Tour of Homes is the largest fundraiser for theHeritage Hill Association. Nearly 400volunteers contribute to making the

weekend a success with all proceedsgoing right back into programs for theHeritage Hill neighborhood. Someof these programs include block cluborganizing, crime prevention, communityeducation and resources, land-useplanning, and preservation of thedistrict’s historic character. And whileit’s sometimes more complicated thanthat, more often than not, the programsare simply focused on helping neighborsmaintain and/or improve their quality of life in Heritage Hill.

We repeat this same message yearafter year for two reasons: One, we arealways welcoming new neighbors intothe Hill who need to know why the Touras well as other fundraising events areconducted, and two, the causes whichprovided impetus for the formation of theHeritage Hill Association 40-some yearsago are no less important today than theywere then. And with state and federalinancial cuts to neighborhood programs,the monies this Tour and the otherfundraising garners are more important than ever.

The Heritage Hill Association andthe many neighbors and friends whocomprise the Heritage Hill neighborhood

hope you or someone you know might be interested in opening your home(s)for the annual Tour. The search for ahomeowner’s “pride and joy,” a “work of art” or even an interesting “work inprogress” goes on all year round.

This year’s search for Tour HomeHosts will be particularly challengingdue to the fact we are looking for Tourofferings for TWO Tours because of theshort search span afforded us followingthe October 2010 Tour.

When members of the Tour

Committee, or my wife and I, come visit some of you in these next couple of months, please consider the generous act we ask of you: Opening your home forthe 2010 edition of Heritage Hill’s AnnualWeekend Tour of Homes, or if this is toosoon and another winter might it moreinto your comfort zone, the May 2011 Tour.

If you’re interested but feeling a littleuneasy about the thought of opening yourhouse, but would like more informationor would like to be put into contact with aprevious Tour host, please call the oficeat 459-8950.

NoworintheFutureAnd please remember, though we

are looking for Tour homes this year,more importantly, we are also lookingto create a list for upcoming years. TheTour committee wants to work with

any perspective Tour homeowner andschedule a date that can be met without creating too much anxiety on the part of those preparing the home. For some, that may mean this October, or next May, oreven two to three years away. We want to put your name on the list and to let you know we appreciate the involvement regardless of your dateline. It is you,the homeowner, after all, that makes the“ultimate donation” to the Heritage Hillassociation by having your home opento the public for two days. While thereare many people and organizations that 

receive thanks each year for tour, none aremore important than those who actuallyopen the doors of their homes for thepublic to view.

The Heritage Hill Association is over

40 but we are still shaking it here boss! Having just attended an intense

and 4 hour meeting last night with

neighbors, I am tired but renewed with

what it means to live in community 

and in Heritage Hill. I have the added 

beneit of working for and with this

neighborhood and get energized 

with the passion and commitment of 

neighbors. Do we always get what 

we want? – Sometimes. Sometimes

we just get some of what we want.

But most all times, the product of 

the process is the best thing we get! 

Bringing neighbors together to take

care of our neighborhood together is

If the ballot proposal fails, illing the $7million gap would likely result in closing

the City’s parks, closing a ire station, andlaying off approximately 80 employees,

including Police Oficers and Fire Fighters.

Additionally, on the May 4 ballot, the Cityis seeking to amend the City Charter to

eliminate the deinition of a workday asbeing eight hours. This would give the

City greater lexibility in assigning its

workforce to lower costs while remainingfair to employees.

The City has a long road ahead to

transform itself to better serve citizens.The City can no longer continue to

operate as it has in the past. The Cityneeds to innovate, become self-reliant,

understand what citizens truly value, andbecome inancially sustainable. The City

must continue to increase transparency,engage citizens, improve customer

service, and seek new partnerships

and consolidations. The City is askingeveryone to remember to vote on May 4.

A design charrette on February 20drew 100 neighbors and kids to voice

their ideas on the design of a park at the

corner of Madison and Pleasant. Thepurpose of the charrette, sponsored by

Friends of Grand Rapids Parks, South Hill

Neighborhood Association, Heritage HillNeighborhood Association and the Cityof Grand Rapids Parks and Recreation

Department, was to present ideas for

the park to design consultants O'Boyle,Cowell, Blalock & Associates.

“We held some pre-charrettemeetings with a small planning team, we

have a Facebook group for the park and

we tapped into that energy, and we put out a pre-survey online, all to get ideas

so the designers had some ideas for themeeting,” says Steve Faber, executive

director of Friends of Grand Rapids Parks.

“The property is partly in HeritageHill and partly in South Hill and the neigh-

borhoods didn’t want water playgroundsor basketball courts,” Faber says.

Faber says the neighbors want clear sight lines across the park for

neighborhood safety, so most of the park 

will be open space. One section features aplayground for kids ages two to 10; other

sections have walking paths, a small slopefor sledding and a proposed perennial

exchange garden. Architectural elements

at the entrance at Madison and Pleasant will draw from architectural inluences of 

the surrounding neighborhoods.Four City High students studying

sustainable playgrounds asked the

children at the charrette to designtheir ideal playground. Faber hopes to

incorporate some of the high schoolstudents’ indings in the park design.

The park plan was added to the CityParks and Recreation Master Plan in

order to qualify for possible state grants,

brownield tax credits and other funding.That approval process is proceeding.

Heritage Hill Association because the

Craig’sListscam that had renters send-

ing hundreds of dollars to a person who

said he was renting this apartment whileworking as a missionary in Africa. He had

copied an actual Craig’s list ad and addedhis own contact information. The Asso-

ciation warned neighbors about this scamin July of 2009 when a local victim sent a

$300 money order security deposit but never heard from the “missionary” again.

condo at 34 College SE. That address does

not exist except on Craig’s List. The per-

son placing the ad asks renters to ill out 

a credit report on line that is then used togain access to their accounts.

reported rats coming up in toilets! TRPhunts for vermin habitats where shelter

(junk piles) and food (garbage) exist.

our City’s budget crisis. NeighborhoodAssociations are working with the city on

As one of the community organizersfor the Association I talk with neigh-

bors who are renters about coming

to a block meeting or another event and they often say, “I’m not the owner.

I just rent here.” It drives me crazybecause they seem to think they don’t 

count. Yet, fully 70 percent of the

people living in the Hill are tenants.Can you imagine paying a tax bill of 

$10,000 without a few tenants tohelp out? Most of those 4000 square

foot homes are simply too big for one

Mark, what would you like your Heritage Hill neighbors to

know about VanDerKolk Painting?

 Tom seems to take a genuine interest in your property. He wants to do the

What impressed you most about VanDerKolk Painting’s craftsmen?

 They work as a team and respect what each is doing, knowing it all is part

of achieving a good job. I never noticed the haughty "pecking order" I

have seen with past work crews.

How was your budget addressed for your painting project by

 VanDerKolk Painting?

Well, good work is not going to be inexpensive. I think with painting you really

do "get what you pay for." While VanDerKolk "talks the talk," they deliver

what you pay for. Let's face it, once a crew takes over your property, you are

pretty much at their mercy. As the days went on, I felt better and better that I

budgeted higher for my job because VanDerKolk delivered what I paid for.

Overall, how would you grade VanDerKolk Painting’s quality,

value and customer service?

I was pleased with the detail work, meaning the prep work; anybody can

spread paint. The value of a good job takes some time to appreciate.

 Tom communicates well; it is not a one way street. He calls you and stays

in touch during the job's progression. This is becoming rare and I knew I

made the right decision because the communication did not stop after the

contract was signed.

On April 22, 2010, The Environmental Protection Agency (EPA) will enforce a new law that all contractors must have

proper certification for dealing with lead on homes built prior to 1978. For example, pressure washing for paint removal willbe outlawed. VanDerKolk Painting's paint shaving system utilizes HEPA equipment to safely contain lead based paint.

– Mike Clark briely discussed the 196project to take place from 131 to Fuller

beginning in April of 2010. The ramp/overpass closures and rebuilds may/will

push more trafic into the north Hill areaas well as creating unique obstacles for

travel from one side of the highway to the

other. Also mentioned was the street andsewer reconstruction coming this summer

and in 2011 in Cherry Hill and south of Wealthy blocks.

NewBusiness: New Lead Exposure

Notiication Ruling affects anyconstruction/maintenance/painting that 

disturbs/compromises any lead paint surfaces. How it will be administered/

policed is yet to be determined.

Wayman Britt, University Prep Academyboard member, presented renovation

plans and design of a new addition at the

former City High Building for use as the

U Prep School. GRPS will sell the building

to UPrep for $1.00 and hold a 20 year

option to purchase. Renovation will cost $8M and is privately funded. Smaller class

sizes are the impetus for the addition.A 2.5 story addition off the south will

house 8 classrooms (advisories) and anew entry will be built on the College

Avenue side. Board members questionedbringing an already unsightly/modernbuilding (c.1971) closer to the homes on

Fountain. The planned addition’s setback is providing a clear sticking point for any

type of approval. UPrep will be before

HPC March 3. The following points were

sent in a letter to HPC outlining the HHABoard and neighbors’ concerns.

The Heritage Hill Association Board of 

Directors must voice our concern to the

 proposed expansion of the existing 1970’s

building at 121 College NE. While we

support the educational concept of the

applicants, the Grand Rapids University Preparatory Academy, we believe the

 placement and proposed design of the new 

addition is not in keeping with historic

setback patterns and fabric of Heritage

Hill. We believe the proposed design will

have a negative impact to the architecture

of the surrounding historic buildings, to

the traditional open spaces, and to the

residential quality of our neighborhood.

Our reasons are as follows:

1. The proposed addition disrupts the

setback pattern of the Central High

Campus and the residential block of 

Fountain Street. Both sides of this

street have very large setbacks that 

create an open vista. The setback 

of the new development is out of scale with this historic pattern and 

speciically the adjacent Central High

School. This difference in setback 

accentuates the new expansion rather 

than complementing the current 

campus. The addition will protrude

into the neighborhood rather than

blending with the surrounding

buildings and streetscape.

  2. There are several examples of campus-

like settings in Heritage Hill that 

have deined the historic pattern.

The former Davenport or GRCC East Campus, Central Reformed Church, and 

Vandenberg School all share this same

design. Large or multiple buildings

are somewhat centered on the parcel 

with large open spaces surrounding

the buildings. This distinguishes these

institutional uses in neighborhood and 

separates them from the surrounding

residential homes. The proposed 

Grand Rapids University Preparatory 

 Academy addition does not mirror this

historic placement.

3. With regard to the speciic design of 

this addition, the massing of windows

and solid masonry end walls are much

like a storefront or an ofice building.

This is a radical change from the

existing buildings that maintain a

more traditional window placement

and articulated walls. The proposed 

3 inch mullions separating the tall 

rectangular windows do little to

change the building’s appearance of 

an ofice/storefront look. The stark 

side walls block all of the current open

vistas.

4. The designers of this project have

expressed a goal of transparency with

the mass of windows that will allow 

students to look out and be connected 

with the community. While we too loveto look at our beautiful neighborhood,

this massing of glass will relect a

very different pattern. With sunlight 

and when interior lights will be on

during winter months and evening

 functions, this wall of glass will 

illuminate this building. We believe

this pronouncement of this building

will be a detriment to the signiicant 

architecture of its neighbor, Central 

High School. It will also detract from

the residential homes on Fountain

Street.

5. There are trees, mounds and green

space that buffer the existing 1970’s

building. Much, if not all of that green

space, will be lost to make room for 

this addition in its current form.

6. If there is a need to expand at this

site, we believe that the north side of 

the structure should be explored. This

would maintain the historic setbacks

of the campus and concentrate the

buildings. The expansion would sit 

between the elementary school to the

North and the existing structure to

the South. Bus trafic could be routed 

along College with off-street lanes. A

reorganization of the current parking

lots, including the current lot on Lyon,

could accommodate the loss of parking

at this location.

The Historic Preservation Commission

denied the addition at its March 3

hearing. Subsequent meetings with

all parties have been occurring

and plans are to present a revised 

design to HPC on April 7, 2010.

saying “for Salvation Army” You do not have to have a sale to put out stuff to be taken away!The Salvation Army operates the ARC (Adult Rehabilitation Center) West Michigan. ARC is a long-term

residential treatment program for men & women who wish to reclaim their lives after being overwhelmed

by substance addictions. It receives no funding of any kind, relying entirely on the processing and sale of donated items in our family thrift stores to keep the program and facilities operating. Donations received from your Neighborhood

Annual Garage/Yard Sale and neighborhood pick-up drive will be greatly appreciated!
