Heart of Illinois Human Resource Council Newsletter Issue I Jan/Feb 2014 HR. Connected. Welcome to a new year with the Heart of Illinois HR Council! I am excited about the possibilities and plans for our chapter in 2014. We kicked off the year with a great program from J. Reed Roesler of Davis and Campbell, LLC. I always look forward to his legal updates and great stories about how things really happen in the world of law. As we move forward with our programs this year, a theme that has come to mind for me is “connections.” As a council, we hope to facilitate those connections within our membership. Over the last couple of meetings, I have been introduced to several new members, and I have been drawn in by their enthusiasm and desire to become involved with the chapter. So, if you see a new face, say hello! Invite them to have a seat at your table. Exchange business cards. Make a connection! Not only do we plan to make connections within our membership, we also plan to connect our members with the information they need to address real-world HR issues. Our meeting topics range from HR Stra- tegic Partnerships to Retention to HR Metrics—all topics suggested by our members during our annual survey. If you have a PHR or SPHR designation, don’t overlook the value of our meetings—they are a great way to earn those recertification credits at an extremely reasonable cost. (In addition to the value of the relationships and networks you are building!) Through our jobs as human resource professionals, we connect our companies with the information, re- sources, and talent that allows them to succeed. If you are interested in helping to build that talent pool while also giving back to our community, I invite you to join us in our work with the ELITE program. Through ELITE, local high school students receive training on communication skills, resume writing, and interviewing techniques to help them find that first job. Many are placed in positions with local employers through a job fair coordinated by the ELITE program. There are a variety of volunteer positions available, such as critiquing resumes, conducting mock interviews, or speaking to classes about job fair etiquette. Welcome to a new year with the Heart of Illinois HR Council! I am excited about the possibilities and

Making Affirmative Action, Equal Opportunity and Diversity Recruitment

Strategies Work for Your Company

Affirmative action and diversity hiring regulations change often. Now, with a focus on veteran employment, the

OFCCP clearly defines what companies must do to prove they are targeting and hiring veterans when available. These

regulations can be daunting for covered employers.

Beyond the regulations, companies are finding that having programs targeted at specific groups such as veterans or the

disabled are great recruitment strategies that greatly enhance their workforce.

In this session, Sabrina Baker will provide Human Resource professionals with information necessary to help them

understand and create diversity recruitment strategies that are legally compliant and enhance their current talent pool.

Key Learnings:

Attendees will be given a basic understanding of updated AA and OFCCP regulations.

Attendees will be given ideas for where and how diversity recruitment strategies work best.

Attendees will be given ideas suitable to creating a diversity recruitment strategy.

Attendees will be given ideas for how to target these special interest groups both online using social media and

offline.

This session is great for individuals who are required to put together affirmative action plans or those just looking to

incorporate more targeted diversity recruiting into their overall recruitment strategy.

Sabrina Baker, PHR is a Human Resource Consultant and Social Recruiter in Chicago. Her business, Acacia HR

Solutions helps businesses attract, develop and continually engage employees best suited for their business. She

sits on the Illinois State Council of SHRM board serving as the annual conference chair. She is also a member of

the SHRM press team for the SHRM annual conference and a regular contributor to the SHRM We Know Next

blog. Sabrina is an avid volunteer who is passionate about helping job seekers navigate the tough job market.

Sabrina often speaks and trains recruiting and job search topics in an effort to help the two groups find each other.

LEGISLATIVE UPDATE FROM SHRM®

Budget Compromise Passed by U.S. Congress

A week after the budget conference committee, led by Rep. Paul Ryan (R-WI) and Sen. Patty Murray (D-WA), released their recommendations the U.S. Senate passed the Bipartisan Budget Act of 2013, by a vote of 64-36. The 19 member bi-partisan committee has been at work on a budget compromise since the Congress ended the 16-day government shutdown in October. The budget bill initially passed the U.S. House of Representatives on December 12 by a biparti-san vote of 332-94. The deal lays out a two-year framework for funding the federal government that sets discretionary spending at $1.012 trillion for 2014 and $1.014 trillion for 2015 for all feder-al agencies. The bill will also provide some relief from the automatic sequestration cuts, and give the federal agencies an extra $63 billion over two years. In order to offset these automatic se-questration cuts, revenue was raised by: Increasing the premiums paid by corporations to the Pension Benefit Guarantee Corp (PBGC), which guarantees pension benefits; Increasing airline security fees starting July 2014; Increasing federal pension contributions paid by federal civilian workers; Reducing the retirement benefits for military retirees who are under the age of 62; Extending Bureau of Customs and Border Protection user fees; and Capping annual salaries for government contractors at $487,000, indexed to inflation;

Of the revenue raising provisions in the bill, the most problematic for employers will be the in-crease premiums to be paid to the PBGC. Currently, employers who sponsor a defined benefit plan are paying increased premiums through 2014. The new budget bill will continue to raise pre-miums through 2016. After that, premiums will then be indexed for inflation. President Obama is expected to sign the bill by the end of the week. Once the House and Sen-ate convene after the holiday break, appropriations bills will need to be passed to specifically fund all government agencies for the fiscal year. The government is currently funded through Jan 15 as part of the Continuing Resolution that was passed in October. Both appropriations bills will need to be passed and signed in order to keep the government running after Jan 15. NLRB Gives Up on Controversial Notice Posting Rule – 1/14/14 – The NLRB announced on 1/6/14 that it will not seek Supreme Court review of two Circuit Court of Appeals decisions invalidating the agency’s Notice Posting Rule, which would have required most private sector employers to post a notice of employee rights un-der the NLRA.
