STATEMENT OF INTENT

SCHOOL NAME Llanfyllin High School

INTRODUCTION The Governing Body believes that ensuring the health and safety of staff, pupils and visitors is essential to the success of the school. We are committed to:

Preventing accidents and work related ill health.

Compliance with statutory requirements as a minimum.

Assessing and controlling risks from curriculum and non-curriculum work activities.

Providing a safe and healthy working and learning environment.

Ensuring safe working methods and providing safe working equipment.

Providing effective information, instruction and training.

Consulting with employees and their representatives on health and safety matters.

Monitoring and reviewing our systems and prevention measures to ensure they are effective.

Setting targets and objectives to develop a culture of continuous improvement.

Ensuring adequate welfare facilities exist throughout the school.

Ensuring adequate resources are made available for health and safety issues, so far as is reasonably practicable.

PART TWO

ORGANISATION

INTRODUCTION In order to achieve compliance with the Governing Body’s Statement of Intent the school’s normal management structure will have responsibilities assigned to them as detailed in this part of the Policy THE GOVERNING BODY The Governing Body has the following responsibilities to ensure:

A clear written policy statement is created which promotes the correct attitude towards safety in staff and pupils.

Responsibilities for health, safety and welfare are allocated to specific people and that persons are informed of these responsibilities.

Persons have sufficient experience, knowledge and training to perform the tasks required of them.

Clear procedures are created which assess the risk from hazards and produce safe systems of work.

Sufficient funds are set aside with which to operate safe systems of work.

Health and safety performance is measured both actively and reactively.

The school’s health and safety policy and performance is reviewed annually. THE HEADTEACHER The Headteacher has the following responsibilities:

Be fully committed to the Governing Body’s Statement of Intent for Health and Safety.

Create a clear written local Policy for Health and Safety.

Ensure that the Policy is communicated adequately to all relevant persons.

Ensure appropriate information on significant risk activities is given to visitors and contractors

Ensure appropriate consultation arrangements are in place for staff and their Trades Union representatives.

Ensure that all staff are provided with adequate information, instruction and training on health and safety issues.

Attend County Council organised courses as required.

Make or arrange for risk assessments of the premises and working practices to be undertaken.

Ensure safe systems of work are in place as identified from risk assessments.

Ensure that emergency procedures are in place.

Ensure that equipment is inspected and tested to ensure it remains in a safe condition

Ensure records are kept of all relevant health and safety activities e.g. assessments, inspections, accidents, etc.

Ensure arrangements are in place to monitor premises and performance.

Ensure that all accidents are investigated and any remedial actions required are taken or requested.

Report to the Governing Body annually on the health and safety performance of the school.

SCHOOL HEALTH AND SAFETY CO-ORDINATOR The School Health and Safety Co-ordinator has the following responsibilities:

To co-ordinate and manage the annual risk assessment process for the school.

To co-ordinate the annual general workplace monitoring inspections and performance monitoring process.

To make provision for the inspection and maintenance of work equipment throughout the school.

To manage the keeping of records of all health and safety activities.

To advise the Headteacher of situations or activities which are potentially hazardous to the health and safety of staff, pupils and visitors.

To ensure that staff are adequately instructed in safety and welfare matters in connection with their specific work place and the school generally.

Carrying out any other functions devolved to him/her by the Headteacher or Governing Body.

NB All Secondary Schools will designate a member of staff as the Health and Safety Co-ordinator. This person shall hold a position of authority to assist them in undertaking the role of Health and Safety Co-ordinator. In addition this person will be trained to the level of IOSH Managing Safely course. STAFF HOLDING POSITIONS OF SPECIAL RESPONSIBILITY This includes Deputy Headteachers, Assistant Headteachers, Curriculum Leaders, Key Stage Leaders, Clerical Supervisors, Technicians and Caretakers. They will have the following responsibilities:

Apply the school’s Health and Safety Policy to their own curriculum area or area of work and be directly responsible to the Headteacher for the application of the health and safety procedures and arrangements.

Carry out regular health and safety risk assessments of the activities for which they are responsible and submit reports to the Headteacher or the School Health and Safety Co-ordinator as necessary.

Resolve health, safety and welfare problems members of staff refer to them, or refer to the Headteacher any problems to which they cannot achieve a satisfactory solution within the resources available to them.

Carry out regular inspections of their areas of responsibility to ensure that equipment, furniture and activities are safe and record these inspections where required.

Ensure, as far as is reasonably practicable, the provision of sufficient information, instruction, training and supervision to enable other employees and pupils to avoid hazards and contribute positively to their own health and safety.

Prepare an annual report for the Headteacher on the health and safety performance of his/her area of responsibility.

SPECIAL OBLIGATIONS OF CLASS TEACHERS Class teachers are expected to:

Exercise effective supervision of their pupils and to know the procedures in respect of fire, first aid and other emergencies, and to carry them out.

Give clear oral and written instructions and warnings to pupils as often as necessary.

Follow safe working procedures personally.

Require the use of protective clothing and guards where necessary.

Make recommendations to their Headteacher or Head of Department on health and safety equipment and on additions or necessary improvements to plant, tools, equipment or machinery.

Integrate all relevant aspects of safety into the teaching process and, where necessary, give special lessons on health and safety in line with National Curriculum requirements for safety education

Avoid introducing personal items of equipment (electrical or mechanical) into the school without prior authorisation.

Report all accidents, defects and dangerous occurrences to their Headteacher, Head of department or Business Manager.

SCHOOL HEALTH AND SAFETY REPRESENTATIVES The Governing Body and Headteacher should recognise the role of Health and Safety Representatives appointed by a recognised trade union. Health and Safety Representatives will be allowed to investigate accidents and potential hazards, pursue employee complaints and carry out school inspections within directed time but, wherever practicable, outside teaching time. They are also entitled to certain information, for example about accidents, and to paid time off to train for and carry out their health and safety functions. However, they are not part of the management structure and are not carrying out duties on behalf of the Headteacher or Governing Body. OBLIGATIONS OF ALL EMPLOYEES Apart from any specific responsibilities, which may have been delegated to them, all employees must:

Act in the course of their employment with due care for the health, safety and welfare of themselves, other employees and other persons.

Observe all instructions on health and safety issued by the County Council, School or any other person delegated to be responsible for a relevant aspect of health and safety.

Act in accordance with any specific H&S training received.

Report all accidents in accordance with current procedure.

Co-operate with other persons to enable them to carry out their health and safety responsibilities.

Inform their Line Manager of all potential hazards to health and safety, in particular those, which are of a serious or imminent danger.

Inform their Line Manager of any shortcomings they consider being in the School’s health and safety arrangements.

Exercise good standards of housekeeping and cleanliness.

Know and apply the procedures in respect of fire, first aid and other emergencies.

Co-operate with the appointed Trade Union Health and Safety Representative and the Enforcement Officers of the Health and Safety Executive.

All employees who authorise work to be undertaken or authorise the purchase of equipment will ensure that the health and safety implications of such work or purchase are considered. Employees entrusted with responsibilities for specific aspects of health, safety and welfare must satisfy themselves that those responsibilities as appropriate are re-assigned in their absence. The Headteacher or Health and Safety Co-ordinator must approve such re-assignments. PUPILS Pupils, in accordance with their age and aptitude, are expected to:

Exercise personal responsibility for the health and safety of themselves and others.

Observe standards of dress consistent with safety and/or hygiene.

Observe all the health and safety rules of the school and in particular the instructions of staff given in an emergency.

Use and not wilfully misuse, neglect or interfere with things provided for their health and safety.

PART THREE

PROCEDURES AND ARRANGEMENTS

INTRODUCTION The following procedures and arrangements have been adopted to ensure compliance with the Governing Body’s Statement of Intent. Emergency procedures: Fire: The School Fire Safety Co-ordinator and Officers will ensure that:

Fire alarms and emergency lighting are tested and maintained

Fire extinguishers are tested annually and are free from obstruction

Fire evacuation notices are displayed in all classrooms rooms

Fire drills are carried out and recorded each term

Fire and Safety signs comply with legal requirement

Monthly inspection of escape routes is carried out

All staff have their own responsibility in event of fire – see separate Fire Action Document, which is annually reviewed and available at Reception. First Aid: The school has a number of qualified First Aiders – see separate list. First Aiders will:

Ensure that First Aid Boxes are appropriately stocked and checked regularly

Ensure that accidents and incidents are recorded and reported as per separate Accidents and Illness Procedures

Administer treatment where applicable as per separate Accident and Illness Procedures

Administration of Medicines:

The school agrees to administer medicines to a child providing the following safeguards are observed:

A doctor’s note should be received, preferably delivered by the parent, confirming that it is necessary for the child to receive medication during the school day and the required dosage.

Parents should inform the school if their child has a medical condition or long term illness and this information should be included in a child’s records’.

Medicines, not prescribed by a doctor, should not be administered and medicines, in the smallest practicable amount, should be taken to the school by the parent and delivered personally to the Headteacher or an appropriate member of staff.

Medicines should be clearly labelled with the child’s name, contents and dosage and should be kept in a locked cupboard away from children.

Where a Headteacher agrees responsibility for the administration of medicines to children, the form of indemnity on FORM MED2 must be prepared by each school, signed by the parent and retained in the pupil’s record file (Form is available from Reception or the Key Stage centres) Please see flowchart below regarding the administration of medicines.

Risk assessments: The Management of Health and Safety at Work Regulations 1999 require a general risk assessment of all risks in the workplace. They require employers to look at what hazards could reasonably be expected to cause harm and assess them accordingly. Regulations require the school to prepare particular risk assessments for the following:

Fire

Working with Visual Display Units

Manual Handling

Hazardous Substances Please see separate assessments of the above which are stored with the Business Manager. Other assessments have also been completed for other hazards within the school environment – again copies can be located in the Business Manager’s office. Reference should also be made to the LEA’s Health & Safety Manual for Schools, Section 3, which s available on the PCC Intranet. Inspection and Testing of Equipment: Equipment is tested on a regular basis as recommended by the LA – this is organised either centrally by the Technical Support Office (which the school monitors), or directly by the school. Portable Electrical Appliances are recorded and tested in accordance with Electricity at Work regulations, and a full Fixed Electrical test is completed every 5 years. Inspection of Premises: The premises are inspected regularly for any hazards, and all required repairs are completed immediately. All staff are encouraged to report any health and safety defects that they observe. Control of Contractors: Reception staff will ensure that all contractors are identified before being allowed access to school premises. All visitors to the school must sign in at Reception, and during normal school hours when pupils are in school visitors’ badges will be issued so that unknown individuals can be identified. Visitors and contractors will not be allowed unsupervised access to school unless they have been thoroughly vetted by means of DBS check.

Educational Visits: The Educational Visits Co-ordinator will ensure that:

Risk Assessments have been carried out prior to a visit

Parental consent has been obtained

Adequate supervision ratios are in place

Emergency communication is in place, together with a contact list

First Aid is available

Competent organisations are running activities where applicable

Consent has been obtained from the LA for activities that are beyond the school day or deemed hazardous

PART FOUR

MONITORING AND REVIEW

All staff will be made aware of the Health and Safety policy and their responsibilities detailed within. An annual audit encompassing all areas of Health and Safety will be undertaken and an action plan formulated as necessary. The Governing Body’s Health and Safety sub-committee will meet regularly to review all issues relating to the health and safety of school staff, pupils and visitors.
