Healing Parish Council

NOTES FOR september 2020

The Council meeting for August was held under the new regulations and

took the form of a virtual meeting. The portal used was Zoom and all

members present were able to participate both by video and audio means.

Members of the public also joined in with the meeting.

Highways and Footpaths

The TRO which prevents parking on verges and footways in the Village is

now legally in force, however enforcement cannot take place until the

necessary s igning is in place, which hopefully will be erected during Sep-

tember. A period of warning from enforcement officers should be in plae

for approximately 14days from the signs being in place, after that official

enforcement will take place. This enforcement date will be advertised on

social media etc. when it is known.

Police Matters

The Parish Council continues to receive its monthly police report, which is

published in the News each month.

Planning Applications

The planning applications considered at the meeting for August2020 were

as follows:

Planning Application Reference: DM/0461/20/FUL Proposal: Alterations and first floor extensions to provide living accom-modation at first floor Location: 16 Radcliffe Road Healing Objections and supporting residents in their concerns of flooding, overlook-

ing and loss of privacy etc.

Planning Application Reference: DM/0551/20/FUL Proposal: Alterations and erect single storey extension to the existing church hall Location: St Peters And St Pauls Church Stallingborough Road No objections but asking for conditions re car parking etc.

The Parish Council members do check on the NELC Planning Portal for plans and

Village Hall Project

The Parish Council has now accepted an offer for the sale of the Village Hall and

revisited building costs for its new project. It is hoped that the sale goes through

smoothly and it is possible that building works on the new facility could com-

mence in early 2021.

Future Dates and Reports

All events within the village arranged by the PC, all scheduled training and other

meetings with outside bodies etc. have all been cancelled due to the current re-

strictions.

The Village Hall has now reopened to several of its hirers. Please check your

group for details of when your classes may be restarting.

Parish council notes continued…..

Parks and other siites

Grass cutting at the PC sites continues during this period. Removal of a diseased

tree has been scheduled from Cornflower Copse. Also, it was agreed that redun-

dant machinery owned by the Council be advertised for sale within the village

first. NELC has confirmed that it will repay the claim for approx. £6,000 which

the PC submitted for reimbursement of essential park maintenance during the

year.

The playground annual safety inspections have been done with a couple of issues

on equipment at Fords Avenue Park—these are being actioned as appropriate.

October holiday cub is looking very unlikely at the moment.

The members agreed not to take part in the nationwide Clean Up campaign due

to Covid-19 concerns.

It is hoped that Remembrance Day Parades and Services will be allowed to go

ahead but the PC is awaiting an update from NELC on this issue.

Finance

The Council has amended its accounting statement part of the Annual Return

and this has now been submitted to the external auditors as agreed.

POLICE REPORT

Wolds Ward Healing Update August

Crime

There were 37 reported crimes across the Wolds Ward during July, of which six occurred in Healing.

During the early hours of 3rd July a home on Radcliffe Road was en-tered via an insecure bedroom window. Jewellery and bank cards were stolen.

Other crime include: Four assaults, two of which were counter complaints from the same domestic related incident. A report of a drone seen to be hovering outside the window of a home in the village which appeared to be spying on the occupant.

There has been one report into August to date (11th). An unknown male dropped his shorts exposing himself to another male in the Heal-ing layby.

There have been no reports of ASB.

Your local Neighbourhood Policing Team appreciates the importance of being in the right place, at the right time, for the right reasons to reas-sure the public, improve public confidence and reduce crime and anti-social behaviour in the area in which we all live and work. We encourage all residents to call and report any issues where they live so that we can deal with any issues and also step up our patrols in the area. PARISH COUNCIL MEETING DATES

The next meetings of the Parish Counciil will take

place as follows:

7.00 PM.

All meetings will take place virtually, through the

Zoom Portal, for the present until further notice.

All meetings are open to the press and public and an

agenda for the meetings is placed on the Parish

Council website approximately one week before

each meeting date.

For virtual access to the meetings please contact the

Clerk to arrange this. Meeting access codes are pub-

lished on the official agendas posted on the website.

Members of the public can access the meetings via

Zoom or also on the telephone if they prefer and

this can all be arranged prior to the meeting with

HEALING AND KEELBY METHODIST CHURCH

SEPTEMBER 2020

As we are still in lockdown, all church-based activities are suspended until

further notice.

We are currently holding worship on Zoom at 10.30 a.m. on a Sunday morn-

ing. Further details can be found on the Healing and Keelby Methodist

church website.

Those words leave you the Christian in no doubt that if you trust God he will always be at your side and your life is planned out not by pandemic or personal tragedy but by God who al-ways has the best for you in his heart. View from the Pew

As new easing of lockdown measures are brought out and we all scram-

ble to get life back to normal, whatever normal will mean from now on, it

strikes me that we will never be the same again. As a journalist I learnt

very quickly that life and situations moved at an incredible pace even in

the 90’s, I worked on the special publications desk which included motor-

ing, business and farming. Even in the apparently slow-moving farming

industry things never stood still for long. When I lived on a farm in my

youth, harvest time was mainly a hand operated function with many farm

workers spending long hours collecting and processing mainly potatoes,

grain, and sugar beet. By the time I left the newspaper industry to be-

come a minister there were beet harvesters which could take up six rows

of sugar beet at a time and drop it straight into a lorry for transporting to

the factory if necessary. We now have harvesters which can tell the oper-

ator what tonnage that are getting per hectare and are accurate to the

square metre, we even now have remote controlled tractors, what next?

The world has never stopped changing and this pandemic is another

change in the world’s constant movement allegedly forward. When this is

over as it will be in time what will be next thing that will make us change

our way of life again? It may not be a pandemic on a world scale but

something more personal, the loss of a loved one or some other personal

tragedy that will change your world for ever.

Amongst all this are the words from Ecclesiastes Chapter 3 in which it says, “There is a time for everything, and a season for every activity un-der the heavens:”. All that sounds a bit cliché but as you read through for me as a Christian it gives some real insight into how we should be living and how God sees his care of us. It is the second part of the chapter that give us this insight, it says “9 What do workers gain from their toil? 10 I have seen the burden God has laid on the human race. 11 He has made everything beautiful in its time. He has also set eternity in the human heart; yet[a] no one can fathom what God has done from beginning to end. 12

Christmas Shoebox Appeal

You may have seen in the Grimsby Telegraph that the Samaritan’s Purse/ Oper-ation Christmas Child Appeal is no longer operating from Grimsby, as of the 31st of July. Covid 19 has put a stop to activities at the Ice House for the time being, as social distancing brings so many limitations to consider.

We will be supporting a charity called Jacob’s Well which sends shoeboxes to needy children at home and abroad. At this stage we are not sure if we will be up and running for this Christmas.

Healing Village Hall

At the time of going to press, the Village Hall has reopened for

regular hiring groups, although not all of those have yet re-

turned. Please check your individual group providers for dates.

At the moment, parties aren’t allowed, but obviously this is sit-

uation is changing as restrictions continue to be gradually lifted

and/or changed.

Please keep an eye on our social media and website for news of

any changes etc.

VILLAGE WALK

Hello everybody. I hope you are keeping well and are getting out for some regular exercise so that when we can actually meet to-gether as group you will be raring to go. As yet in view of the un-certainty I am not suggesting a date for such a walk. Will contact you in due course.

These are being offered to residents first, as part of the

Parish Council’s ongoing localism policies, and anyone
