Second, frontlinework-ersshouldbegivenpriority;thisgroupwillincludestateandcen-tral police department, armedforces,homeguard,civildefenceorganisationsincludingdisastermanagement volunteers andmunicipal workers. This groupis estimated to be around twocrore.”The Health Secretary said

    that the third recommendationof theexpertcommitteeis“thatthere should be age-stratifiedpriority groups” of about 27crore people. “The prioritisedage group includes persons ofage 50 years and persons lessthan 50 years associated withcomorbidities.”BhushansaidtheCentrewill

    start providing additional coldstorageequipment to thestatesbeginning December 10.“Currently, in India, there are85,634equipmentforstorageofvaccines at about 28,947 coldchain points. The current coldchain is capable of storing aCovid-19 vaccine required forthefirstthreecrore,thatishealthcare and frontlineworkers.Wehavealreadyassessed theaddi-tional requirement for coldchain storage after consultingstates. The first supply of such

    additional equipmentwill startfromDecember10.”Bhushan said 1.54 lakh vac-

    cinators will be utilised for thedrive.“Wehavearound2.3lakh-trained vaccinators across thecountry.However,ourpriorityisalsothattheroutinehealthserv-iceincludingroutineimmunisa-tion should not be impacted.Therefore, wewill only utilise1.54lakhANMs(auxiliarynursemidwives)fortheCovid-19vac-cinationdrive,”hesaid.The Health Secretary em-

    phasised that states andCentrewill develop a communicationstrategy on the vaccinationdrive. “The most importantthing is there should be trans-parent, effective and sustainedcommunicationonthevaccina-tiondrive.Goodcommunicationwith the people is crucial. Wehave to explain topeople aboutthe implementation. We also

    havetopreparepeopletoacceptsomeadverseeffectsashappenswithallvaccines;wehavetotellpeople what the governmentwill be doing on adverse eventreporting,”hesaid.

    drew sharp responses fromBharti Airtel and Vi, both ofwhichwerebythenunderpres-sure following therulingonad-justed gross revenue (AGR). InOctober 2019, the SupremeCourtruledthatBhartiAirtelandVimust pay long-pending AGRdues, the penalty for non-pay-ment over the past years, andthe interest onpenalty for non-payment.     A 32-year-old doctor, whowaspracticinginAustralia,diedlastyeardaysafterafterunder-going arthroscopic surgery atthe institute inDelhi.Her father in the complaint

    alleged that necessary pre-op-erativeandpost-operativecarewasnotprovidedtothepatient.It was alleged that the doc-

    tors completely disregardedmultiple factors which in-creased the risk of deep veinthrombosis.The doctors challenged the

    registrationof casebeforeHighCourt."Undeniably, there is no ex-

    pert opinion on record, whichexpressly states that the peti-tionerswerenegligentor,primafacie, appear to have beenneg-ligent in this case. Thus, thisCourt isof theviewthatthepro-cedure as prescribed in by theSupreme Court in JacobMathew v State of Punjab andAnotherhasnotbeenfollowed,"JusticeVibhuBakhrusaid intheorder.However, thecourtalsosaid
