Barry Proctor Combat Correspondent The newly opened Hazardous Material Minimization Center, a center designed to manage the use of HAZMAT, saved the Aviation Support Element here more than $25,000 in costs for haz- ardous materials and dis- posal in its first project in late July. This same program saved naval operations in Hawaii $4.3 million in HAZMAT wastes in 1996 and is planned to start up here soon , said Schmitz. Items such as grease, oil and paint were intended to be wasted because their shelf life had expired, but personnel from the HAZMINCEN, MCB Hawaii Hazardous Waste Center and the Fleet and Industrial Supply Center, Pearl Harbor, evaluated the materials and retained 60 percent of the HAZMAT for reuse, said Gerald J. Schmitz, environmental specialist, HAZMINCEN. Although the center isn't ready to be opened base- wide, the it will expand its personnel and facilities over the coming months and the Hazardous Material Consolidation Program will eventually integrate in to each unit on base, according to Schmitz. In partnership with FISC Pearl Harbor, HAZMINCEN and ASE are establishing a fully- functional center to begin compliance with a recent- ly released policy from Headquarters Marine Corps, said Schmitz. Unfortunately, the Base Housing Department issues at least 20 to 30 cita- tions-a day to residents here who choose the irresponsible route, according to Eddie W. Kerr, lead inspector, BUD. "Every resident is given a housing manual which outlines responsibilities that come with base housing," Kerr said. "All they have to do is read through the book, take care of the responsibilities and take pride in their quarters." As a whole, Kerr said the majority of base residents take pride in where they live and keep their areas tidy and presentable. That's why awards like Yard of the Month were created. "Many of our residents do a great job with their yards," said Kerr. "A lot of people just have green thumbs that make their yards stand out. But you don't have to be a green thumb to just maintain your facility." 'We have almost 2,000 families on this base," said SSgt. Michael G. Hastings, chief inspector, Base Inspector's Office, here. `Thirty seven of them got enough citations to be reported to us this year. That sounds like a large number, but compared to the number of people living here, it's a very small percentage." The 37 people reported to the inspec- tor's office this year have all received more than three citations each in a six- month period for their yards alone. Nine were evicted, according to Hastings. Dozens of other citations were distrib- uted, but the residents took care of their problems. Probably the most important responsi- bility, because it's the first thing noticed by passers-by and neighbors, is lawns, Kerr said. "All occupants need to perform mainte- nance at least every two weeks," he added. "That includes mowing the lawns, trimming edges, cutting hedges and ensuring the areas are not cluttered. It all common sense responsibilities." When residents are issued citations, Kerr said Housing receives all types of excuses from temporary additional duties to being on leave. Security awareness must begin with user

Security measures took top prior- ity when the Information System Management Office here conduct- ed computer awareness training classes Monday at the Staff NCO's club,

The class covered information security concepts, outlined the. responsibilities of information users and provided computer users helpful guidelines for maintaining computer and information securi- ty, according to SSgt. Anthony M. Grantham, ISMO security chief.

"Most units here have comput- ers connected to a network and the internet which makes com- puter-based information easily accessible," said Grantham. "Where it is convenient for mem- bers here to use, it is also easy for hackers to gain access to."

These security violators, or "hackers," break into government systems to steal confidential infor- mation for a challenge, or personal or financial gain, said Grantham. Hackers are not only outside, but inside the government, too.

Several acts including the Privacy

Act of 1974, Computer Security Act of 1987 and Computer Fraud and Abuse Act of 1986 prohibit wrong- ful use of government computers, according to Grantham. Severe punishment accompany violation of these laws, he said.

Even though security systems work to keep security violators out of government systems, they are not totally effective, said Grantham. Security awareness must begin with the individual user.

Computer users need to take pre- cautionary measures to make it tougher for a would-be violator to crack into the system, Grantham said.

"They can do this by never let- ting others know their password and creating a difficult word to guess," said Grantham.

For example, the password should be different from the user's name. Other safeguards include logging off when they leave the computer and accounting for all hardware and software, according to Grantham.

evaluation took 1/3 squads 11 hours each to com- plete, according to Ross. While physically and mentally fatigued, they faced water survival train- ing, pugil stick fighting, the leadership reactionary course, military operations in urban terrain, nuclear, biological and chemical defense training, prisoner of war handling, patrolling and examina- tions in more than a dozen other vital skills.

Squads were evaluated and received a score at each station, according to Ross. The results were used by unit leaders to pinpoint precisely what each squad needs to work on. And with so many aspects covered, the squads can work to be as pro- ficient as possible. "The reason we designed the evaluation to cover

so many aspects is because you can't teach Marines a few things and expect them to do well on the battlefield," said Ross. "They have to be pre- pared for anything that could pop up. And, in many cases, they have to be able to combine all these skills and be proficient with them.

"We will continue to use this type of evaluation because the skills it covers are all perishable," he continued. "Our new Marines will get some experi- ence with their new teams and their leaders while the more experienced Marines dust off their skills." "It looks like the other battalions here will prob-

ably adopt it as well," said Ross. "I hope the rest of the Marine Corps will pick it up and make it a standard. It's an excellent test for teamwork, good for leaders to pinpoint strengths and weaknesses and it builds the squads' confidence in their lead- ers because they watch them perform under stress."

At the end of the tiring evaluation, the sweaty, exhausted Marines slipped the packs off their backs, scrubbed the dirt and mud from their gear and went back to business as usual. But if America comes calling, they said her 9-1-1 force has been evaluated and is ready to roll.

embassy duty." Career planners also got

their hands on a new, high- tech system for processing and tracking reenlistment and lateral move requests - a system which gives Marines a faster reply and tracks their packages through the entire process.

The Total Force Retention System is so accurate, it will

tell career planners whose desk the package is sitting on at any given time during the process, said Capt. Patrick Lavigne, head of the Retention Unit at HQMC. "It also provides up-to-the- minute updates on boatspaces available to Marines who want to reenlist, and cuts the turnaround time significant- ly."

The Marine Corps Reserve began testing the TFRS in June, and according to Lavigne, active duty career planners will be on line by Dec. 1. "All we're waiting on is the hardware," he said.

Career planners will be equipped with laptop comput- ers, making them capable of submitting and tracking reen- listment packages from any-

where, including the field, using Lotus Notes or an Internet browser.

"We got a chance to do some on-the-job training on the sys- tem at the conference," said Shaw. "I like it. It will give us a two- to three-hour turn- around time on a reenlist- ment request, if everything at Headquarters Marine Corps is in place."

What is professionalism? We should think before reacting or giving out advice to younger Marines

Tere are different levels of "pro- fessionalism" within the Marine Corps, often defined by the par- ticular Marine who feels he or

she is "displaying" it. Although it isn't defined as one of the leadership traits in the Guidebook for Marines, professional- ism has hard, definable points, dealing with attitude and how you treat people. Then there are the other, less tangible

points of professionalism, such as how we respond to situations. When something goes wrong, do we fly off the handle and

do and say things which have no bearing on the situation and do nothing to resolve it? For instance, let's look at when a young Marine makes an honest mistake, and typically, doesn't realize he made it.

How should an older, wiser and far more experienced Marine, react? Give up on the Marine, or even his section because of one mistake? Perhaps ignore everyone else within the section, despite not being directly involved in the situa- tion? What would our professional rela- tionship with the Marine and his section be after the mistake, even if it was atoned for?

Shouldn't the response be, "Perhaps this young Marine doesn't know all the nuances of how the Marine Corps oper- ates. Maybe I'll call his NCOIC and let him know, or perhaps I'll school him." After all, what better teacher is there

than experience? Certainly, the latter seems the sensible

choice, but we don't all act sensibly all the time.

Acting sensibly is an innate part of pro- fessionalism. To act sensibly, no matter what the situation, is considered a profes- sional attitude and is expected from good leaders. Sure, we've all had our share of butt-chewings, and in a way, that's profes- sionalism, too, because experience and knowledge are being used to teach another Marine the correct way - albeit in a very loud and clear tone of voice.

It's funny how most of the time, despite someone flying off the handle, the situa- tion rights itself. Could it be despite the outburst, the Marine who made the mis- take kept pressing on, trying to correct it? Or maybe the mistake didn't matter, it was just blown out of proportion. "Playing games" with Marines, such as

ignoring them or putting them under micrornanagement in retaliation for corn- miting a wrong, does no one any good. Think about it -are we teaching, or are Marines getting the idea if they make a mistake, they won't learn anything - they'll just get abused? Sounds like the zero defect mentality at work. When a Marine makes a mistake, before

you act irrationally, stop and think about just being sensible. It usually works.

BAC discusses commissary, early child development

New electronic price labels at the commissary and new Child care initiatives were covered among other issues Tuesday night at the Base Action Committee meeting at the Pacific Hideaway here.

Both will go into effect in the near future, according to their respective representatives who briefed the group.

Electronic shelf labeling will allow commissary workers to check prices at the click of a button, said Jerry L. Copenheffer base commissary officer.

"There is a tremendous amount of labor that goes into changing all the labels in the store," he added. "We change nearly 7,000 prices twice a month. This will make our job much easier."

The commissary also plans to bring in new computerized reg- isters in 1.998, according to Copenheffer.

The meeting then shifted its focus from the commissary to the Early Childhood Education center here.

Buying a used car can turn into a game of Russian Roulette if you don't know what to look for. A slick salesman could pass off a beater for a Cadillac to an unsuspecting, mechanically- challenged individual. But armed with a few pointers

from a professional in the auto- mobile repair service, anyone can prevent themselves from falling prey to lemon dealers. "The biggest thing to look for in

a used car is the mechanical aspect," said James Coppage, Auto Hobby Shop supervisor. "What's the use of buying a pret- ty car if it doesn't run? It takes more than just kicking tires to decide if it's worth the money." For anyone who is "mechanical-

ly illiterate" the easiest thing to do is to take the car to a mechan- ic, recommended Coppage.

"Most mechanics will check out the vehicle. They'll check the drive-train, the engine, the breaks - pretty much the basic operating parts of the car," Coppage said. "Of course, some might charge a small fee, but if

you don't know much about cars, the few bucks are worth it."

A good bondo job and some new paint can make any dents or dings disappear, but a cheap magnet can reveal any body repair done on the automobile. "Most of the time, you can just

take a magnet across the car. If it doesn't stick somewhere, it's more than likely some repairs have been made to it," said Coppage. "You can also squat down in the front of the car and peer down the side to look for any ripples:" Bubbles under the

paint can indicate early signs of rusting. Wheel wells and win- dow moldings are usu- ally the first places to start rusting, accord- ing to Coppage.

The interior of an automobile should be inspected thoroughly as well. Nothing should be miss- ing, especially any kind of safety equipment, Coppage added. "Make sure everything works -

"Just take a look at the car and see how it was driven. It's easy to tell if the owner has taken good care of it," Coppage said. "Ask

Thai, U. S. Marines conduct beach raid

HAT YAO, Thailand - As Royal Thai Navy jets screamed by overhead, American and. Royal Thai Marines hit the beach here.

Heading for shore in Amphibious Assault Vehicles, the combined force landed just as the sun came up over this strip of beach on the southeast coast of the Gulf of Thailand.

More than 400 Marines, 120 of them "Ph ais, took part in. Cooperation Afloat Readiness and Training, a combined amphibious and air assault exer- cise about 13() miles southeast of Bangkok.

The Thais staged a surface to air assault, storming the left flank of "Blue Beach." Marines of Landing Force CARAT hit the right flank. Within minutes they were both chasing aggressor forces into the thick grass and undergrowth surrounding the white sand beach.

"This assault was a good demonstration of how well the

U.S. and Thais work together," said Maj. Derrek Knight, com- manding officer, LF CARAT. "High ranking officials viewed the exercise from a bill and were pleased. with the results."

The USS Frederick and the Thai Sichang launched the attack force, sending the Thai Royal Navy and the U.S. Marines ashore in AAVs.

"The Thais performed quite well in the water," explained SSgt. Alvin Benskin, platoon sergeant, AAV detachment, LF CARAT. "The Thais from the AAV battalion were really easy to work with, as 'trackers' tend to think alike, no matter where you're from." After all was said and done, the

assault was completed and the objectives met. "This was a suc- cessful combined assault," con- cluded Knight. "We were able to plan a combined arms assault and make it work. The coopera- tion with the Royal Thai Marines was outstanding and we should look forward to doing this again next year.

A Marine reported to Military Police a Pioneer CD player was stolen from his 1987 Honda. Further investigation revealed, the Marine's car was left unse- cured and unattended in the parking lot of building 1632, 3d Marines. The Marine did not know the model or serial number of the items taken.

A Marine was arrested for drunk and disorderly behavior, assaulting a MP and resisting arrest after an incident at the H- 3 gate July 12. MPs saw the Marine vomiting out of the pas- senger door of another Marine's vehicle while it was parked at the H-3 gate. The driver stated the Marine's friends asked her to give

him a ride from the World Cafe nightclub in Honolulu, due to his drunken condition. She asked MPs to take the Marine to his barracks. While attempting to assist the suspect, he became combative. MPs used. Oleoresin Capsicum spray to subdue the man. MPs and Branch Medical. decontaminated him after he was arrested, then took him. to MP Department for processing.

Two women were arrested for fighting in the parking lot of the Commissary, building 1688. A

complainant stated the women were arguing inside when one threatened to harm the other. They went outside, where one woman kicked the other in the groin. MPs advised both women of their Miranda rights and both submitted a written statement. The victim declined medical attention. LOST AND FOUND The lost and found custodian has

in his possession bicycles, keys and other items. If you are miss- ing any of these items, contact

Sgt. Wildman at 257-1306. All unclaimed property is disposed of after 45 days.

Headquarters Battalion's soccer squad took the intramural champi- onships last year, mak-

ing them the team to beat. But it prevailed once again this year with a rock hard defense which took it to a 6-1 victory in the league.

The only loss went to the tough Navy team Monday, when Headquarters' defense was in shambles from absent players. But the loss wasn't enough to take away the trophy July 29, or pull the team from it's slot as the number one seed going into a round robin tournament this weekend.

"We have the strongest defense in the league," said Samuel Riosminera, HQBn. forward. `The defense makes the difference in a team. You can have a good 0 offense and score a lot, but you have to have a good defense to keep the other team from coming through and doing the same to you."

"Because the teams are put together without very many soc- cer players in the units to choose from, most of the teams only get about three good players with skills," said Philip Cady, HQBn. forward. "But we have at least six to seven good players with a lot of skill."

The reigning champions will take their skills into a three-day, double-elimination tournament this weekend. The schedule is still tentative, but it will be played Friday, Saturday and Sunday or Saturday, Sunday and Monday, according to Riosminera.

'We're probably going to have good com- petition with the Marine Corps Air Facility and i Navy teams," said Cady. "But if we keep the team togeth- er, no one will beat us.,,

CSSG. "Team ball, working it around will win it for

us," said Untalan McNair, Gung Ho coach. 'We can't really key on any one of their guys - they're all good."

Gung Ho started out the game strong, taking an early 5-3 lead and holding it until midway through the first half. Alfonzo Tyson got things going for them with one of his three three- pointers to put them on top. Tyson would finish with 16 points, high scorer for Gung Ho.

But the real story of the game was CSSG's center, Eric Nelsen. Nelson dominated on both the offensive and defensive boards and was high scorer in the game with 20 points.

"He ought to be drafted," said coach Larry rIbdd. "He's the difference between winning and losing." Not only did Nelson score and rebound, but he had three blocked shots at criti- cal points in the ball game. Derek Sangster and Samuel King supple-

mented Nelson's inside game with the long- range air attack, hitting two three-point shots apiece. Sangster finished the game with 15 points.

At halftime, CSSG held the lead, but only by a slim margin, 27-26. But when the second half started, Gung Ho fire. James Hewey put them in the lead with a 10-foot jumper seconds into the half Jerry White grabbed a loose ball moments later and made an easy fast-break lay up to make the score 31-27.

In the half-time huddle, lbdd sparked his players' motivation in an effort to give them the edge.

"Keep doing what you're doing out there - play good hard basketball, but don't give these guys any confidence," said ibdd. "You got to step up and stick it to them -let's hit it." After Gung Ho scored the first the of the half,

CSSG hit it hard. Walter Moore cut the lead down to two with a three-pointer from the top of the arc, and two plays later, took a fast-break pass from Marvell Brown to the hoop. Moore tallied 10 points in the game, seven in the sec- ond half Nelsen put back a rebound to put CSSG up by

two, and they never looked back. Moore hit another three to increase the lead to five. CSSG outscored Gung Ho 35-20 in the second half 'We were kind of fooling them in the first

half," said 'Ibdd. 'We wore them down and used this over-30 experience to get them in the second half"

CSSG finished the season undefeated and heads into the tournament as the top seed. Gung Ho fell to 8-7, but the record doesn't mat- .ter now, said McNair.

"Everybody goes into the tournament with a new record - anyone can win," said McNair.

BayFest '97 benefits shared by all Cpl. Steven Williams

After BayFest '97 ended here July 20, MWR and MCB Hawaii units had earned thousands of

dollars. The Morale, Welfare and Recreation

Division's profits for base funds were limited because of an estimated $115,000 cost for hosting event. However; units made their own money through working events, according to Sandra Zabriskie, MWR Marketing director.

"It was MWR's biggest fund raiser of the year to add revenues for our budget to support recreation and youth activi- ties here," Zabriskie said. "We factor some $80,000 into our annual budget to put into unit party funds. Without Bayfest revenues, that might not be possible."

While MWR was gathering green for quality of life programs, military work- ers at Bayfest filled their piggy banks.

By selling presale tickets, units earned $1 per every ticket sold. Because of interest in the event and good sales techniques, presale ticket

sales were up 72 percent from last year. Base units earned approximately

$2,000, according to Zabriskie. HQBn. and Combat Service Support Group 3 were the leaders with $290 and $250 earned, respectively.

Units also earned $4,000 working the BayFest tent, 50 percent of profits from the Dunk Tank and a percentage of overall profits for cleaning up and other details,

"BayFest was a big success," said Zabriskie. "But it couldn't have hap- pened with support from the com- mand."

My Own Country while ago, I wrote about what I would do when I make billions off my idea of making World Cup soc-

cer championships a pay-per-view event on my own channel. I stated I'd buy Peru.

Of course, I didn't mean to offend anyone of Peruvian. descent, and really; it's a far-fetched idea, but what if I really did have my own country? Would you, the average American, want to become a citizen dray one-man democracy?

Yes, and. I'll tell you why - my country would be SO cool.

For instance, I'd find a way to abol- ish the annual ritual of paying the government taxes. Instead, I'd charge businesses a monthly fee for the honor of doing business inside my borders. However, instead of paying all kinds of crazy fees and stuff, this flat fee would be the only fee they'd have to pay, so their costs would be negligible.

This in turn would bring more businesses within my borders. More businesses means more jobs. This in turn, means a booming economy. This, in turn, means less crime, because everyone would have a job and would be too tired from work to go out and commit criminal acts. Ibis, in turn, means I could hand- select my policemen, weeding out the Mark Fuhrmanns of the world.

In fact, my government would be privatized (but rigidly controlled by a hand-selected. commission, consist- ing of me and whoever my favorite cousin is at the time). I would hire a health care service to provide free health care for everyone (paid for by businesses from their business fees), a reputable investment firm to han- dle the finances (their pay would be generated from a percentage of the money they make for us), and a rep- utable construction company to build my country's roads and bridges.

Speaking of roads and bridges - speed limits in my country would be based on individual circumstances, such as whether the driver has corn-.

pleted a driving school (one which emphasizes performance and car control), the type of car, and the con- dition. of the car. Every car would have a visible rating sticker on the front and rear, indicating how fast they are legally allowed to drive. Even ifthe driver is Mario Andretti, he can only go as fast as the sticker on the car allows Performance modifications will be taken into con- sideration.

But watch it! If your sticker says your car can only go 70 and you get caught speeding, my cops (all stereo- typical Southern sheriffs, like "Buford T. Justice" in "Smokey and the Bandit") would be able to confis- cate your car (if it's not a sissy car) on the spot.

Me, of course, being 'The big kahu- na," could drive as fast as I want.

Sports would be an integral part of my country's allure. On Gude IN (free to all citizens), there would be channels dedicated to such sports as basketball, football, hockey, baseball, soccer, swimming, triathlons and other sports. Even golf would have a channel. And of course, we'd have ESPN. There would also be plenty of educational programs on Gude TV. We'd pirate the signal of the Discovery Channel and The Learning Channel.

My country would feature lots of holidays. June 22, my birthday, would be a holiday. In fact, I would officially declare June 22 to be the real first day of summer, not June 21. We'd celebrate every holiday the U.S. celebrates, because I was born in the U.S., and won't forget my toots.

I'd begin calling myself "Genghis" and me and my son would ride around in a convertible Ferrari (my wife doesn't like convertibles), escort- ed by guards in a phalanx of black BMWs, very happy and completely content. And you would be content too, in

Finally -a movie about the world beyond our own that does- n't have little green men with

phasers or morbid creatures with an appetite to control the universe.

"Contact" brought Hollywood back to earth -in a sense. With UFO sight- ings and unexplained phenomenons

Contact putting the country in fear of abduc- tion, invasion or some other extra ter- restrial interference, movies like "Independence Day" rake in millions of dollars at the theater.

But the "Contact" crew presented a more believable story of what may really be happening out there.

The aliens use mathematics to com- municate since it is a universal lan- guage. Jody Foster and her crew inter-

cept their signals. Here scriptwriters test the audiences common sense when the signal turns out to be a dia- gram for a space transporter.

Then, the scale of realism is really tipped when, by some miracle, the Unithd States funds and builds this fantastic contraption within Foster's lifetime.

I mean, ET built his little "phone home" thing over night, but "Contact's" device wasn't exactly a "Simon Says" game clustered with a bunch of junk. This was a gigantic machine filled with do-dads Einstein probably couldn't fig- ure out.

1st Radio Battalion wants you to take `STREND' Challenge' in August

rest the limits of physical endurance by entering the STREND Fitness Challenge Aug. 9 at 8 a.m. here. The Marines of 1st Radio Battalion challenge individu-

als and teams to enter this multi-sport event, consisting of six disciplines. Five tests are for upper body muscular STRength, the sixth is for cardiovascular ENDurance. Competitors have three minutes per discipline to perform as many repetitions as possible, and the 3-mile run begins after the competitor's start time.

A competitor's score, or STREND factor, is determined by adding total repetitions per- formed for the five upper body disciplines and dividing that number by the 3-mile run time. The greater the STREND factor, the better. Competitors may enter individualy in one of

three divisions, or as a team in the Open Division. A team consists of one male and one

female, with each member performing all six disciplines. Combined scores will determine the winners of Team categories. Awards will be given to the top three male and female in each division, as well as the top team in each catego- ry. The top finishing teams in which both mem- bers are from the same command will earn Commanding General's Fitness Cup Series points. Individual entry fees are $12 for DoD card-

holders and $15 for civilians. Team entry fees are $20 for DoD cardholders and $25 for civil- ians. A $5 late fee will be charged for entries received after Aug. 4 (entry fee includes t-shirt).

Despite the confusing tangle of real- ism and hard-to-believe-ism, "Contact" is a good flick. A story of a determined little girl reaching for the stars is entangled in a sci-fi plot. Her emotions

get battered, her ideas and fame stolen and her life work destroyed several times. But she continues to struggle for her dream.

I think it was Foster's character which really brought "Contact" to life. Its complex ideas and extension beyond our astronomical knowledge were good intentions. But it wouldn't have sur- vived on its twilight adventure alone.
