Office of Sustainable Development Fall 2012 | USP 540 | Memo #3 MEMORANDUM DATE: November 27, 2007 TO: City Council FROM: Lisa Harrison, Director, Portland Office of Sustainable Development RE: Alternative Building and Energy Implementation Strategies _________________________________________________________________________________________________________________________ The leading world scientists calculate that to avoid cataclysmic climate change on a global level, greenhouse gases must cut to 50 to 85 percent below 2000 levels by 2050. The United States is responsible for more greenhouse gases, on a per capita basis, than any other country, so we must strive for the higher end of the range. Accounting for over 40 percent of carbon emissions, buildings in Multnomah County are the single largest contributor to total greenhouse gases. To remain on track for achieving the 80-percent carbon reduction goal in our Climate Action Plan, the first objective in Buildings and Energy section is to Reduce the total energy use of all buildings built before 2010 by 25 percent.” We are already seeing the early positive impacts of “green buildings,” but in truth, over two-thirds of buildings that will be standing in 2030 will have been built before 2010. Retrofitting existing buildings with energy efficiency measures is necessary to achieve the aggregate building efficiency improvements we need to hit our carbon-reduction target. Outlined in this memorandum are four implementation alternatives that we have filtered through the critical “AAA” components of mitigation and adaptation: awareness, analysis and action. Loans A key piece of the existing buildings solution is connecting supply and demand as the City scales up clean energy jobs. With a focus on clean energy and supporting businesses to scale and grow in this new economy, the resources and manpower will be in place to roll out a loan program. The goal is to establish a public-private investment fund that will allow citizens to implement energy efficiency upgrades to their homes with no upfront costs. On-bill repayment would allow us to stretch the loan term really far so the energy savings can help cover their loan amount while citizens pay it back via their

Loans

AkeypieceoftheexistingbuildingssolutionisconnectingsupplyanddemandastheCityscales

upcleanenergyjobs.Withafocusoncleanenergyandsupportingbusinessestoscaleandgrowinthis

neweconomy,theresourcesandmanpowerwillbeinplacetorolloutaloanprogram.Thegoalisto

establishapublic-privateinvestmentfundthatwillallowcitizenstoimplementenergyefficiency

upgradestotheirhomeswithnoupfrontcosts.On-billrepaymentwouldallowustostretchtheloan

termreallyfarsotheenergysavingscanhelpcovertheirloanamountwhilecitizenspayitbackviatheir

utilitybill.Thetargetaudienceforthisprogramwouldbetheresidentialsector,withspecificbenefitsfor

low-incomehouseholdsthatcouldnotaffordtheretrofitsotherwise.Byprovidingzerodownfinancing,

low-interestloanstohomeownersforenergyefficiencyimprovementstoreducetheirannualhousehold

energyusebyat10%,weenvisionthisprogramasanimportantsteptoachievingourlong-termcarbon-

reductiongoals.Atthistime,financinghasbeensecuredforapilotprogramincollaborationwithEnergy

TrustofOregonandMultnomahCounty,butweintendtoapplyforfederalgrantsfromtheAmerican

RecoveryandReinvestmentAct(ARRA)tobroadenthescopeoftheprogram.

TaxExpenditures

Thesecondimplementationstrategywearerecommendingistaxbreaks.Ourtargetaudiencesfor

theimplementationstrategyarethebusinessandresidentialsectors.Energyefficiencyimprovementsin

anybuildingtypewillgenerallysavemoremoneythantheirupfrontcosts.Unfortunately,alotofthese

improvementshavenotbeenadoptedduetothe“stickershock”ofupfrontcosts.Offeringtaxbreaksand

rebatesreducesthosehighupfrontcostsandprovidesincentivesandresourcestobusinessesand

residentstoimplementcarbon-reductionmeasuresinexistingbuildings.Taxbreakscanalsoserveasa

marketsignal.Asothercities,countiesandstatesthathaveutilizedtaxexpenditurestrategieshave

shown,thereisahighlevelofinterestandactioninboththepublicandprivatesector.

PublicInformation

Ourthirdrecommendedimplementationstrategyispublicinformationintheformof

benchmarkinganddisclosureofenergyperformanceratings.Webelievepublicinformationisthedriver

forlastingchangeandmarketsneedinformationtofunctionproperly.Requiringenergyperformance

benchmarkingforallcommercialandindustrialbuildingswillcreateamarkettransformation.Thiswill

beagiantleapforgreatertransparency.Ourtargetaudienceisthebusinessandindustrialsectors,

wherebenchmarkingisacommonpractice.Bycomparingafacility’slevelofenergyefficiencywiththat

ofasimilarfacilitywillhelpprioritizeenergy-efficiencyimprovementsovertime.Benefitsincludehigher

netoperatingincomes(NOI),greaterassetvalues,andbettertenantretentionandacquisition.Inspiteof

documentedsuccessesinothercities(SeattleandAustin),mandatoryratingshavetriedandfailedatthe

countyandstatelevelinOregon.ThePortlandchapterofBuildingOwners&ManagersAssociation

(BOMA),apowerfulinterestgroupinthecommunity,hasleveledtremendousoppositiontowards

mandatoryratings.Wearetherefore,recommendingthisstrategyasavoluntaryprogram,building

partnershipsandsuccessfullocalcasestudiesthatcaneventuallyleadtoamandatoryprogram.

RightsCreation

Thefourthimplementationstrategytobediscussedistargetedfortheresidentialsector

(renters/purchasersandhomeowners)andaddressestheconsumer’srighttoknow.Weare

recommendingmandatoryenergyauditsanddisclosureofperformanceratingsonhomesand

apartments.Webelievethiswillcorrectamarketfailure.Inotherconsumergoodcategoriesthereare

ratingsystemsinplace,suchaswhenbuyingmajorappliancesthatbeenratedbytheEnergyStar

program.Whenapersonisshoppingforamotorvehicle,theycertainlywanttomakeaninformed

decision,whichincludesfuelmileageefficiency.Weseethehousingmarketasanaturalfitforarating

system.TheU.S.DepartmentofEnergyhasahomeenergyscorewithaneasytoreadscalethatgives

consumersinformationaboutthathome’senergyefficiency.AlthoughprogramsintheUnitedStatesare

stillfairlynew,studiesdoneinAustraliaandDenmark,wherethesehomeenergyscorecardshavebeen

inplaceforoveradecadeshowgreatsuccessinguidingconsumerstorent/purchasehomesthatare

moreenergyefficient.Twokeychallengesthatwillneedtobeaddressedareenforcementandclarityof

information.Inthecasestudiesmentionedabove,themarketdidnotshiftuntilthepenaltieswerehigh

enoughtopromotecompliance.

Webelievethesefourarethemosteffectiveimplementationstrategiestoactivatetheenergy-

savingmeasurestomeetourgoalofreducingtotalenergyuseinallexistingbuildingsbuiltbefore2010

by25percentby2030.
