with your neighbors in an all-day community brainstorming session (a.k.a.

“charrette”) that will bring many stakeholders together to envision the built

spaces of the future in Charlotte.

Charrette Day attendees will be divided into small focus groups with

Community Design Center Rochester. The document will become the basis for a

comprehensive vision plan and will be used to demonstrate how the community

would like developers to approach projects in the area. A public forum will be

E very child has the right to streets that are safe for

active transportation and play. Unfortunately,

speeding cars are common on Rochester’s residential

streets. These cars make it dangerous for both children and

adults, and prevent people from getting the benefits of

outdoor physical activity. Every year, hundreds of bicyclists

and pedestrians are struck by cars in the City of Rochester.

It's time to lower the residential speed limit.

There is a movement underway to reduce the

residential speed limit in Rochester to 25 MPH to save

lives. Due to some complicated New York State legal

procedures and the current laws, lowering the local speed

limit below 30 MPH requires the State Legislature’s

permission. The first step in the process is having City

Council pass a resolution that requests permission from

the State Legislature before it reconvenes in January.

How fast we drive on our community streets impacts

that safety and quality of life for those who live, work, play

and shop along these streets. Around the country, cities

such as Cambridge, MA, New York City, and Seattle, are

lowering their speed limits to make residential streets

safer. Many are hoping Rochester will soon follow suit.

F ollowing the successful “Meet the Candidates Night” in

August where over 100 residents attended, a second

“Meet the Candidates Night” forum was scheduled for

Tuesday, October 3rd. The candidates for the offices of

Monroe County Sherriff and the Rochester School Board

were invited to attend. Invitations were issued in early

September. The School Board Candidates did not reply

until after the primary. After subsequent requests and

follow up, with negative results, the Board decided to

cancel the School Board Candidates portion of the forum.

When notified of this change, the Monroe County

Republican Committee decided to rescind Sheriff O’Flynn’s

participation because the new format was not agreed upon

and “more closely resembles a debate than a forum.”

Retired Greece Police Chief Todd Baxter was still willing to

meet with residents, but the Board decided to cancel the

forum altogether. This event will not be rescheduled.

Leadership Academy We welcomed our first group of 6th graders

this year! Welcome to the Leadership Academy Class of 2024!

Our Lions’ Reading Tour continues this year. High school students read to the younger students at School #7.

JROTC program hosted the first Red Cross Blood Drive of the year on October 11th.

The Leadership Academy continues our commitment to restorative practices and social justice with our first professional development session of the year on October 6th. Dr. Malik Muhammed worked with our staff to

develop strategies to help our young men.

Juniors and Seniors will be attending a number of local college fairs including the Historically Black Colleges & University Fair on 10/23, the Hispanic Heritage College Fair on 10/20, and the Rochester Area College Fair on

10/16.

10th graders will be taking the first college trip of the year on October 20th to Corning Community College.

25 Leadership Academy staff members are participating in an important research project with St. John Fisher College. The project focuses on trauma informed schools and teacher practices that support students.

towers are very spotty at best. Nearly 85% of the island still lacks electricity, 36% is without running water and only 8% of the roads have been cleared and are now passable. Our island has been decimated and without support from communities like Charlotte and the City of Rochester things would only be worse. The generosity, assistance and love from our local community to help the PR victims, family and friends is greatly appreciated. They continue to need our support and prayers.

O n October 4, I was thrilled to take a trunk full of items to the State Police station on Scottsville Rd

donated from the local Charlotte Community to assist Puerto Rico (PR) hurricane victims. The police officers had just completely loaded an airplane a few days prior with a tremendous amount of donations pouring in from the local community! Unfortunately, some items (medical supplies) were not suitable for this effort; since they were only accepting batteries, water and food. My abuela (grandmother), girlfriend and her son (all of PR heritage) knew how badly the medical items (hydrogen peroxide, rubbing alcohol, band aids, feminine hygiene products, etc.) were needed and were able to bring them to an amazing community event, where they will be forwarded on to the victims, on October 7 at Parcel 5 downtown. Many people in Puerto Rico still have not been reached; my grandmother has been unable to reach her sister who lives in the mountains, where traveling to cities is still too treacherous. Protecting Yourself from the Equifax Breach

T he recent Equifax data breach reportedly exposed

the sensitive personal and financial information of

143 million Americans and over 8 million New Yorkers.

According to Equifax, one of the nation’s three major

credit reporting agencies, the hackers accessed people’s

names, Social Security numbers, birth dates, addresses

and, in some instances, driver’s license numbers and

credit card numbers.

While state and federal authorities are investigating

this data breach, I encourage you to visit the Federal

Trade Commission’s website at www.consumer.ftc.gov to

see which steps you can take to protect your information

from being misused.

E lection day is quickly approaching! This year marks

the 100th anniversary of women’s suffrage in New

York State, which was one of the first states in the

country to pass legislation giving women the right to vote

prior to the passage of the 19th amendment. As the home

of Susan B. Anthony, who fought so passionately for the

right to vote for all citizens, it is especially fitting that the

Rochester community honors her legacy by showing up

to the polls on November 7. There are important

elections for many county, city, and town offices on the

ballot this year. Time and time again, we see some of

these races come down to the slimmest of margins. Every

vote counts, so be sure to make your voice heard!

Polls open at 6:00 AM and close at 9:00 PM on Election Day, Tuesday, November 7.

Northwest City Council Member

T he number one complaint I get from Northwest residents, no matter what neighborhood they live

in, relates to the amount of litter on our City streets. There are a number of ways that we must deal with this problem; like many public issues, we use a combination of education, engineering and enforcement. As examples, we educate our residents about the need to keep streets clean and the impact of litter on the environment; we engineer ways to make it easier for people to dispose of their garbage by putting toters where people litter most and we enforce by ticketing the most flagrant offenders.

Unfortunately, the problem is only getting worse and we need to step up our efforts in all three areas. I have a written a letter to Mayor Warren asking for increased enforcement of littering and trash and debris violations. The City has also recently joined the national Keep America Beautiful organization, which is a grassroots network of communities that share anti-littering strategies and ideas, which is another good step. An “engineering” option my Council colleagues and I are currently examining is the implementation of a surcharge on single-use plastic bags. These are the bags that we see stuck in our trees, plastered to fences and clogging up street-sewer drains. They are both unsightly and difficult to recycle. Rather than banning them, as some communities have done, we are investigating a surcharge of .05 - .10 each; revenues from which

could be directed to beautification efforts, shared with business owners, or to fund reusable bags for public distribution. There could be exceptions to the surcharge for food banks and other non-profit uses, people who use SNAP, and one-time events. At the very least, this step could be another way to very publicly highlight the City’s commitment to keeping our streets

clean while reducing our carbon footprint.

NEW MINISTRY

T he Abundant Grace Church, located at 4292 Lake Avenue, is in the process of developing

a new ministry for the cognitively delayed. This ministry is being led by the parents of a cognitively-delayed son named Sean. The meetings will be held in small-group fashion at the church on the 1st & 3rd Wednesdays of each month from 6:30-8:00 PM, beginning in November of 2017. All participants must be accompanied by parent or caretaker.

The mission of Hidden Pearls is to reach out to the cognitively delayed and their families in the Rochester area; encouraging them to be followers of Jesus by living and sharing the good news of God’s love for them.

The vision of Hidden Pearls is to be a Christ-centered, prayerfully-dependent, educational and disciple-centered ministry; actively providing pathways to full inclusion into all aspects of Church life.

Each street is given a one-week timeframe when pickup will oc-

cur. Staff will not know exactly which day your leaves will be

picked up, so make sure your leaves are raked to the curb by 7

a.m. on the Monday of your designated week. Depending on the

progress, the City will pick up your leaves any day that week.

Leaves MUST be placed in the space between the sidewalk and

the curb. They will not be picked up anywhere else.

Have You Seen These Bicycles Around Ontario Beach Park?

T hese Bicycles are part of the Rochester Bike Share

program that began in July, 2017. According to the

City of Rochester website, the program is operated by

Zagster and there are 340 bicycles to rent and 46 bike

stations located around Rochester. Riders use them by

downloading the Zagster app to their smartphones and

create an account. The cost is $1 for 30 minutes.

Charlotte does not have a station at this time. These

cycles were found by Fred Amato on the north side of the

Robach Center.
