while we were together in the Palestinian Authority prison - Jneid. The offer was to work in the political media of Hamas. I accepted the offer and joined Hamas at the end of 2000, and I am still a member of Hamas up to this day. Question: Who is Jamal Mansur? Give me some information about him. Answer: Jamal Mansur is a resident of the city of Nablus. He is originally from Balata Camp. He is about 40 years old. He is married, and his alias is Abu Baker. He worked in a Hamas-run office for studies and research in Nablus. The office was bombed and eight people, including martyr Jamal Mansur were assassinated in July 2001. After I joined Hamas, Jamal Mansur introduced me to the leaders of the Movement abroad, among them were: 1. Khaled Mashal in Syria, 2. Osama Hamdan in Lebanon, 3. Abd al-Aziz al-Rantisi in Gaza, 4. Hasan Yusuf in Ramallah, and others. I was appointed as the representative of Hamas in Tulkarem. My responsibilities included participating in activities related to the Intifada, such as demonstrations on various occasions, delivering speeches at festivals, participating in seminars, lecturing, conducting phone interviews with various satellite channels, and representing Hamas Movement in front of popular and official parties. I was in touch with Hamas leaders in the Dakhil [literally: the inside. Meaning the West Bank and the Gaza Strip] and the Kharij [literally: the outside. Meaning the Diaspora]. I also admit that at the beginning of the current Intifada I met with my friend Salah Darwaza. He lives in Nablus, he is married, he is about 38 years old, his alias is Abu al-Nur and he owns a sewing workshop. He is one of Hamas’ leaders. I met him in private at the office of Jamal Mansur during the Intifada and we agreed that it was necessary to start buying weapons, in preparation to the coming period. He agreed to provide me with weapons, as long as I provided him with money for the weapons. I asked him to provide me with M16 rifles. He asked me to pay a price of 19,000 Shekels for each rifle. We agreed on the idea in concept and at the end of the meeting we decided to keep in touch by phone. I bought a mobile phone for the purpose of talking to him using a SIM card different than the one I generally used. He also bought a SIM card especially for this purpose.

In this way my relationship with Salah continued and he started sending me weapons since February 2001 and until his istishhad [death as a martyr] in July 2001. The weapons that he sent me in batches are as follows: 1. six M16 rifles, 2. two small Berettas, 3. two 14 inch caliber guns, 4. ammunition of different types, 5. [illegible] of different types. Question: How did you receive the weapons from Salah? Answer: Salah would usually send me the weapons by taxi. The weapons were hidden in wooden furniture and a fake invoice for wooden furniture was usually sent to the taxi garage in Tulkarem. I used to take the weapons from there and send him the money in paper envelopes with the taxis in the same way. I paid him 3,100 Jordanian dinars for the M16 gun, 2,100 Jordanian dinars for the Berettas, 2,500 Jordanian dinars for the various [illegible] and the ammunition. The last time I sent money to Salah as payment for weapons was in July 2001. I sent him then a sum of 33,000 dollars so that he would send me different weapons and ammunitions with prices that we had agreed on, but he istashhada [died as a martyr] and did not send me those weapons. After the istishhad [death as a martyr] of Salah I asked Ayman Halawa to check what is going on with the weapons that I had paid for, but he also istashhada [died as a martyr] and did not check it for me. Question: Who is Ayman Halawa? Answer: He is a resident of Nablus and is about 27 years old. He is married, and is a member of the military wing of Hamas. Question: Where did you get the money that you paid for the weapons from? Answer: The money that I paid for the weapons was transferred to my private bank account in Arab Bank in Tulkarem. This money was sent from the USA to my account and this was coordinated with Abu al-Anwar in Syria. He is one of Hamas’s leaders in Syria. The money was intended to support only the political activities of Hamas, but I decided on my own to use it for buying weapons to be used by the al-Qassam Brigades

of Hamas. I used to receive the money in monthly payments. Each payment was between ten to thirteen thousand dollars. The last time I received money was in February 2002. I sent text messages through my mobile phone to Muhannad al-Taher. He lives in Nablus, he is about 30 years old and is single. He is a military operative and one of Hamas’ leaders. I asked him to send me a sum of 1,000 dollars to my account in Arab Bank in Tulkarem. Muhannad indeed sent me the money. Question: Has your relationship with the Hamas leadership in Syria continued? Answer: In October 2001, I was arrested by the Palestinian Authority for two weeks. After the Israeli invasion of the Palestinian territories, which followed the assassination of Ze'evi, the [Palestinian] Authority released me temporarily from prison. I never returned, although they demanded me to return, and I have been hiding ever since. I also suspected that they illegally tapped into phone calls I made, and that this endangered my life, so I cut off my relationship with the leaders in Syria. Question: How did your military activity in Hamas start? Answer: On 03/04/2001, Fawaz Badran called me. He is a resident of Tulkarem, about 27 years old and was assassinated on 07/13/2001. He became a military operative in Hamas. He asked to meet me, so I invited him to my house. We met and he told me that he was the one who sent the istishhadi [perpetrator of an act of martyrdom] Ahmad Alyan to Netanya in order to carry out the amaliya istishhadiya [suicide attack. Literally: martyrdom operation] on Herzl Street in Netanya, in which 3 people were killed and 70 were injured. In that meeting, Fawaz asked me to claim responsibility for the attack on behalf of Hamas. I agreed and called Abu al-Anwar, a Hamas leader in Syria. I told him that the attack was Fawaz’s own initiative and that he wanted me to claim responsibility for it. I indeed claimed responsibility for it. During one of my meetings with Fawaz in 2001, he told me that a person by the name of Ahmad Jayusi is working with him in the field of military activities. He added that he [Jayusi] was the one who drove the istishhadi [perpetrator of suicide bombing] Ahmad Alyan to the taxis in Netanya inside the Green Line [Israel]. Fawaz also told me that istishhadi [perpetrator of suicide bombing] Ahmad Alyan had a 4-kg explosive belt strapped to his body. Question: Who is Ahmad Jayusi? Answer: Ahmad Jayusi is a resident of Tulkarem. He is about 25 years old, and engaged to be married. He works as an electrician and was recruited by Fawaz Badran to be his partner in military work in Hamas. Question: Is your relationship with Fawaz Badran still going on? Answer: I met Fawaz Badran in the mourning pavilion of istishhadi [perpetrator of suicide bombing] Ahmad Alyan. and we agreed to meet in my house. Beforehand, I had bought two SIM cards; one for Fawaz and one for me so that we could use them to discuss our military relationship. Fawaz told me that he had a permit to enter Israel before the outbreak of the Intifada, and thanks to that he knew of places suitable for carrying out attacks. Q: What military activities did you take part in? A: The first military activity that I participated in as a part of my military work with Hamas was in HaSharon Mall in Netanya. I agreed with Fawaz on carrying out an amaliya istishhadiya [suicide attack. Literally: act of martyrdom]. Fawaz suggested HaSharon Mall or in one of the [illegible] in Netanya. Ultimately we agreed on HaSharon Mall. Fawaz asked Ahmad Jayusi to carry out the attack, but Ahmad offered to recruit another person for this. He chose Mahmud Marmash for this mission. I tried to buy the raw materials from Salah Darwaza, but it did not work out. Fawaz bought the materials necessary for making the explosive device. Ahmad, too, helped him in this. I prepared the materials for the media production through Amer al-Hadiri, who I recruited then to help me with my military activity in Hamas. I prepared a video camera, a normal camera, a green banner of Hamas and an M16 rifle, and gave them to Fawaz. He prepared the istishhadi [perpetrator of suicide bombing] Mahmud Marmash; he strapped the explosive belt on his body, took pictures of him, and videotaped him with the video camera. After the attack, Amer al-Hadiri developed the photos and I sent the videotape to Salah Darwaza in Nablus so that he would send it to the media. Question: Do you know how the attack in Netanya was carried out? Answer: Fawaz told me that he was the one who put the explosive belt on Mahmud Marmash and explained to him how to get to HaSharon Mall in Netanya. He also told me that Ahmad Jayusi was the one who drove Mahmud Marmash to al-Taiba Checkpoint. From there Mahmoud took a taxi to Netanya. Question: Did you see the explosive belt? Answer: No, but Fawaz told me that it weighed 9 kg. Question: What can you say about the production of explosives and explosive devices? Answer: Before Fawaz Badran died he taught me how to prepare explosive devices. I remember that the preparation method was as follows: we put 1,100 mm of sulfuric acid and add 750 mm of nitric acid in a plastic jar placed in ice water, and then we stir. We then gradually add 250 mm of glycerin and stir continuously. We should make sure that the temperature does not exceed 37°C. When it's done, we pour the mixture into a bucket of cold water and the glycerin sinks as a white transparent liquid of about 200 mm. It weighs about 350 grams. We then add to it a tablespoon of sodium bicarbonate in order to reduce the [illegible] of the mixture. Then the mixtures are kneaded with [Signature] Abbas Muhammad Mustafa al-Sayyed Time of completion of statement M-3007 (9.2001) 2600x50x2

flour and we get a paste. That is how explosives are produced. This material is called [illegible]. To complete the preparation of the [explosive] device we need blasting caps with a catalyst such as Umm al-Abed or mercury fulminate. Question: Did you participate in amaliyat istishhadiya [suicide attacks. Literally: act of martyrdom] or in sending ishtishhadiyin [perpetrators of suicide attacks] to Israel? Answer: I admit that after the istishhad [death as a martyr] of Mahmud Abu Hanud I started planning a huge revenge attack inside Israel. This was during the month of Ramadan, and the plan was to carry it out on the Day of Waqfa [an Islamic holy day] before Eid al-Adha [a Muslim holiday]. However, due to lack of explosives, the attack was postponed to 03/27/2002. At the beginning, I planned to execute the attack all alone, but at some point I shared my ideas with the military operative Muhammad al-Shahruri, who is a resident of Tulkarem. He is about 25 years old, single, and has been a member of the Izz al-Din al-Qassam Brigades of Hamas since 2001, when he was recruited to Hamas by Amer al-Hadiri. The plan was to send two ishtishhadiyin [perpetrators of suicide attacks] to carry out amaliyat istishhadiya [suicide attacks. Literally: act of martyrdom] but without specifying a place. It is worth mentioning that we were about to carry out two amaliyat istishhadiya [suicide attacks] in August 2001. We had previously planned for them after the assassination of Fawaz Badran, Salah Darwaza, Jamal Mansur, Jamal Salim and others. They were postponed as a result of the assassination of Amer al-Hadiri, and we have been trying to carry out an attack ever since. It should be noted here that Abd al-Baset Odeh and Nidal Qalaq (Abbas) were recruited in July 2001 by Mu'ammar Shahruri in order to carry out amaliyat istishhadiya [suicide attacks]. I asked Muammar Shahruri to prepare an explosive belt with help from Ali al-Hadiri. I also went to Muhannad Sharim, who is a resident of Tulkarem, and asked him to bring what is necessary for filming the ishtishhadiyin [perpetrators of suicide attacks]. The plan was to send the ishtishhadiyin [perpetrators of suicide attacks] to carry out attacks at the beginning of August 2001. The istishhad [death as a martyr] of Fawaz Badran and Amer made us postpone the attacks because Fawaz was the one who had to prepare the explosive belt, but he was killed. At the same period of time, Jamal Salim, Jamal Mansur, and Salah Darwaza were killed and my name was published as a person wanted by Israel. When this happened, I decided to limit my movements to the minimum. Thereafter occurred the 9/11 events in the USA and Hamas (Abbas) promised not to carry out amaliyat istishhadiya [suicide attacks] inside Israel. However, Israel returned to the policy of [Signature] Abbas Muhammad Mustafa al-Sayyed Time of completion of statement M-3007 (9.2001) 2600x50x2

assassinations and so we decided to resume the attacks. Therefore, I asked Muammar Shahruri to prepare two explosive belts with help from Ali Hadiri, Amer's brother.
