No official business is transacted, a quorum is not required and no attendance record is kept. Meeting the Board of Directors Candidates The December 2013 Forum consisted of questions directed to candidates for the AKC Board of Directors who are to be elected in March 2014. The candidates fielded questions on topics including but not limited to: ideas for new AKC revenue; needed AKC Bylaw revisions, AKC policy development, encouraging new participants in the Sport; and Delegate eligibility. The Chair called the meeting to order at10:00 am. He thanked Jim Crowley andto the Board candidates for the Forum. The National Anthem was played.

The Executive Secretary read the reporton the Nominating Committee and areport on an additional nomination.

address the Delegate body. Gina DiNardowill indicate when the three minuteshave expired. Candidates will speak inalphabetical order, and no questions fromthe floor will be entertained. The Chair introduced the candidates forthe Class of 2018.

James R. Dok representing the GigHarbor Kennel Club, spoke as follows: "Where did everybody go?" "Why arethe AKC's dog show Conformationentries diminishing?" "Why are the litterregistrations dropping?" "What really hashappened to this organization so many ofus profess to be loyal towards?"Mismanagement? Misdirection? Lackingsound governance? Not really. What has occurred is worsethan those often contested, especiallywithin this group setting, with thefoundation of our "core constituency"and business principals. Who are we?More importantly, why?Some would argue, while attempting torewrite history, that our market share hasbeen taken from us by many other formsof dog registration entities, most forprofit! Some would argue that it is dueto the economy, not at all, or at any level.AKC, with all of its governance, stood by,for the better part of the past two years,simply taking ourselves for granted. Thishas to stop and soon! The solutions are obvious to a few. Weeither take market away from others, orwe make markets that are unique to us,and stand the test of fulfilling that newAKC Brand.My dog life has been immenselyrewarding at all levels. My professionallife has been dead centered on turningproblems around. I have a track recordfor that business acumen. Those of uswho are passionate with being on point,often bring a stable sense of leadership tothe table.How can we be so successful reachingout to the very constituency we aspire toenjoy, with AKC CHF, or AKC Reunite,two highly successful assets, and yetignore the very foundation of ourbusiness? Public Relations co-mingled withMarketing, while believing AKC needsto be recognized as all things to all dogs,reflects who we are truly. The returns onthat mission, that business platform areenormous!

I have many friends on the Board ofDirectors, and in this room, people I haveimmense respect towards. Sometimes itrequires an infusion of another, renderinga new aspect of identifying problems;developing real solutions that work, andthose that we can follow through withand be held accountable at the sametime.I appreciate your support with your votein March, and certainly all of your callswith any issues that you have on yourmind.Thank you. The Chair introduced Dr. J. CharlesGarvin, representing the Dalmatian Clubof America, who spoke as follows: Thank you, Dennis. As I offer myservices as a candidate for the AKCBoard, you may ask why I should beconsidered. Here are several reasons. Ihave an extensive background in theSport. In 1965, I got our family's firstDalmatian, starting in Obedience. Sheand I went on to a successful career inJunior Showmanship, including winningthe finals at Westminster. That was just acouple of years ago. (laughter) In theConfirmation ring, she was the topwinning female Dal for five years. Fromher, we have bred nearly 90 champions,including some of the top winners andproducers in breed history. Most of thedogs I showed myself, and that probablywas the most fun I have ever had withdogs. In my heart, I'm a breeder, anexhibiter and an owner-handler. I have been involved as a leader in manyorganizations, both in and out of dogs. Iam serving my 14th year as the presidentof the Dalmatian Club of America; myfifth year as president of the MarionOhio Kennel Club, and more than 30years on each board. I serve on theboards of the AKC Canine HealthFoundation, Dalmatian Club of AmericaFoundation, and the Marion CommunityFoundation. For 25 years, I was presidentof the Smith Clinic, a 75-physician grouppractice. I have taken advanced studies inmanagement, and I'm a CertifiedPhysician Executive. I continue topractice full-time as an ophthalmicsurgeon. I've been a Delegate since 1990,overlapping with my mother, Betty, whowas a Delegate for 14 years, and I have

been judging for 33 years, including atthe Dalmatian National for the seventhtime this spring. This wide backgroundhas given me the perspective to be ableto see an issue from many differentangles. Being able to consider and valueall points of view, to realize there arealways several ways to solve ourproblems, and to be able to see the bigpicture is essential to being a successfulBoard member. Serving on the AKC Board for 12 years,I have always been impressed with thehuge amount of data and informationthat we learn. The great challenge, andtalent I can contribute, is to evaluate newproposals and ideas in the context of thevast mountain of information we have,the historical heritage of AKC and ourbest expectations for our future. Thereare, and there needs to be, several boldstrategies and tactics that will be requiredfor AKC to survive in that future. The AKC Board and the Delegate bodyare filled with remarkable people, andI'm proud to have been a part of thisgroup. I have learned so much fromsitting here, from sitting in the Delegatecommittee meetings, and from sitting inthe Board room. It is a privilege to behere, and I hope I can offer something ofvalue by continuing to serve you on theAKC Board. Thank you. (Applause)

The Chair introduced Ronald H.Menaker, representing the Rockford-Freeport Illinois Kennel Club, whospoke as follows:Good morning, Mr. President andDelegates. I am delighted to be on thisstage once again before this esteemedbody as a Committee-nominatedcandidate for the Board of Directors ofthe American Kennel Club. I have manyyears of experience working with and forthis organization and Sport. I have beenactively involved in dogs for over 40years, as a breeder, Delegate, Chairman ofthe AKC, Show Chairman and Judge.My candidacy is a reflection of mydevotion to the Sport that has given meso much joy over the years. Even though I am by all accounts aveteran of the Fancy, I like to remindpeople, I came into this Sport as an eagerand uninitiated dog owner with a puppyfrom an unknown breeder. Because ofthat, I carry with me a respect for our

constituency and our continuing need toembrace the general public. In the past few decades, AKC has facednew challenges which we began toaddress during my tenure as Chairman,and we are seeing our efforts bear fruit.Thanks to enhancements to ourprograms, hundreds of thousands of newpeople are experiencing, learning andeven 'liking" AKC. As a team-oriented leader,I am one of the most qualified candidatesto help the Board keep the momentumgoing to achieve positive change. I am well-versed in financial andoperations management, after a longcareer at JP Morgan. While on the Board,in partnership with management andStaff, I primed the organization foralternative revenue streams in licensing,sponsorships and affinity marketingwhich accumulated more than $100million over 15 years. These initiativesultimately permitted us to set financialreserves to secure our future. I have a hands-on work style that hasbenefited AKC. For example, in 2003, Ispent three months in the Raleigh office,working side-by-side with managementand Staff to solve an operation crisiswhen the new registration systemcrashed. I assembled a new team of ITexperts to restore working order. Expectthe same level of dedication andcommitment from me, if you elect me tothe Board. We must keep our sights on the fact thatregistration is now less than 40 percentof revenue, and outside corporatefunding is shrinking. Let's continuebuilding strategies to reinvigorate theSport and create value for dog lovers.Let's keep up with changes in themarketplace by developing new forms ofrevenue to diversify our programs andservices for our core constituents andpublic. As you consider your vote, please lookupon my candidacy as a balance of solidexperience - in the Sport and thebusiness world - and a voice for progress.I believe that while we absolutely mustrespect and honor traditions, we mustembrace the future. We have to innovatein order to preserve what we hold dear.As a member of your Board of Directors,you can count on me to turn ourchallenges into opportunities. Thank youvery much.

The Chair introduced Patricia Scully,representing the Obedience TrainingClub of Hawaii, who spoke as follows:Mr. Chairman, Mr. President, FellowDelegates, Ladies and Gentlemen. I havesome good news for you. As ElizabethTaylor said to her 8th husband, “Do notworry. I will not be keeping you thatlong.”I am honored to be a candidate of theNominating Committee for the AKCBoard of Directors Class of 2018.I have frequently attended venues inCompanion Events and Performance. Iam a strong supporter of the total dog -titles before the dog’s name and after thedog’s name.The primary goals of the AKC shouldbe: To protect the rights of all dogowners. This involves fighting breedspecific legislation, and mandatoryspay/neuter laws. If we lose the right toown and breed dogs, all other issues willbe insignificant. The barbarians areknocking at the door; and, this is onebattle we must win. We have to increaseregistrations, and stop the severe decline.We should be accountable to the needsof our breeders, club members, judges,exhibitors, and all members of the fancy. These are our customers. And somethingvery important to me personally – wehave to keep open and improve the linesof communication and trust among theboard, AKC staff, delegate body, and thefancy. I am a team player, and a consensusbuilder. I am asking you to vote for PatScully because: I possess expertise andknowledge in several areas, and am ableto offer various viewpoints. I have manyyears' experience in the corporatebusiness world. I am retired, and have thetime to devote to the Board. I amdedicated and committed to TheAmerican Kennel Club. We need to think out of the box and notdo business as usual, or we will go theway of the dinosaurs. If a corporation hascash flow problems with reducedrevenues, the business model must beleaner and more efficient if theenterprise is to remain profitable. Pleasevote for Pat Scully for stability and longrange planning. And let’s alwaysremember, “Dogs are not our whole lives;but, they are what make our lives whole.”Thank you.

The Chairman gave his report as follows:Thank you, Dennis. Good morning,fellow Delegates. Everyone who has everproduced a litter of puppies knows thatthis time of year brings holidays cardsfrom puppy buyers with heartwarmingphotos and most-welcome news aboutthe progress and antics of those puppies

during the year. The cards are bothinformative and inspiring as the breederconsiders their accomplishments andwhat they hope to achieve in the year tocome. With that as my guidance, I will firstshare some news about this year. As Imentioned in my November report, thisis the year of relentless positive action.The dozens of initiatives and innovationsoutlined in that report, along with anumber of others throughout the year,have yielded growth in several areas.Assuming December achieves budgetedlevels, we expect to have strongerrevenue in 2013 than 2012, reaching $58million this year. Staff managed expensesextremely well, which should yield anoperating profit also stronger than 2012and should be approximately $7 millionin 2013. Our balance sheet is also strongwith good investment performance andprudent protection of cash flow. The American Kennel Club has grownin participation by clubs and exhibitorsduring 2013. Forty-six new clubs choseto join the American Kennel Club,bringing the total to 5,090 licensed andmember clubs. Those 5,090 clubs created341 events, new events, for a total of22,750 events this year, the largestnumber in the history of the AmericanKennel Club. Exhibitors participatedmore than ever bringing 25,323 newentries through October for a projectedtotal of about 3.2 million this year. Also,the largest number in the history of theAmerican Kennel Club. Breedrecognition continues to grow and thefully recognized breeds and varieties upby three for a total of 190 and FSS addedone for a total of 64. However, as good asour overall performance has been thisyear, we do have several significant areasof concern. Participation in confor-mation, obedience and rally declined inthe past year. As I stated in my November report, theissues impacting our sport today havebeen clearly identified and discussed.They can be collected into threecategories: Societal, economic andlegislative. While the apparent reasons aresimple to discover, the solutions aresignificantly more complex. It will takevery sophisticated marketing to achieveour goal of bringing more participants toour events and more members to ourclubs. We are not only up for addressing

it, we are capable of delivering it. Our litter and individual dogregistrations continue to decline,although at a much reduced rate. Someprogress is being made, but we still havemuch work to do. We have initiatedsome programs to help breeders and wehave several in development. The AKCBreeder of Merit now has 10,000 partic-ipants. These are breeders who aremembers in AKC clubs, participate inAKC events and adhere to the health testguidelines of their parent clubs andregister their liters with AKC. Thisprogram has contributed significantly tohelping slow the decline of litterregistrations. We are currently evaluatingprograms that will impact the other 80percent of breeders who registered litterswith American Kennel Club, but do notqualify for the Breeder of Merit program.In addition, we added Breeder of the Yearrecognition for 12 sports this year, a cleardemonstration of the importance ofbreeders. An important aspect of litter registrationis expanding the base of educatedbreeders. Today marks the inaugural AKCBreeder-to-Breeder seminar, anopportunity to learn from the experts asthey share the thinking behind theirsuccessful breeding programs. Theworkshops start today across the streetand will be available on AKC.org in thenear future. And, yes, you will be able toattend this afternoon as the programrepeats in the afternoon. In addition tomentors, the most valuable resource abreeder can have is a veterinarian withan expertise in reproduction. We haveformed a strategic alliance with theTheriogenology Foundation and theSociety of Theriogenology to helpensure future repro vets for breeders byfunding the first ever residencies in smallanimal reproduction in the United States.We currently have a proposal fromAuburn University, the University ofCalifornia-Davis and the University ofPennsylvania for residencies beginningwith the 2014 academic year. Helping breeders find homes for theirpuppies and buyers find puppies for theirhomes is the goal of the newly-expandedeffort behind the complete redesign ofthe AKC online breeder Classifieds,making this resource the go-to place forprospective puppy buyers. We will belaunching the new site, complete with a

new name and a strong marketingprogram, later in 2014. Makingindividual dog registration more desirableto the general public is a primary focus.We know that communicating AKC'sGood Works increases the likelihood ofregistration by about 4 percent. We willcontinue to tell that powerful story aspart of the registration process. Inaddition, we are exploring a newconcept that adds value to registration,one which has a direct benefit to the dogand the owner, beyond participating inevents. We will be testing that in 2014. We arereaching out to the 99 million dogowners who have not discovered us yet,through a variety of communicationopportunities. This year we added amillion friends we didn't have beforethrough our records on Facebook andour blog, AKC Dog Lovers. We arebeginning to drive our story throughexciting new content, including videos,and one you will see later today, and anew website called Woofipedia.com,aimed squarely at the 99 million. If youhave not been to Woofipedia.com, Iencourage you to check it out. As wepersevere for responsible and reasonabledog legislation, our new friends will helpprotect our rights to own and breed ourdogs. We have begun to see that in thenumber of legislators who have signedup to be Honorary Chairs for the AKCMeet the Breeds in New York, up 25 thisyear, to 113. Our way forward in 2014 demandsdelivering true customer focus for bothour current and potential customers;unleashing greater innovationthroughout everything we do; creatingrelevance and motivation in everythingwe offer; and continuing and improvingupon our good works. We plan to useevery effort to do all of that bychallenging ourselves every day to do theright thing, not the easy thing, ineverything we do. I am positive we cando that. And as Ellen DeGeneres says, itmakes a big difference when you staypositive. Thank you. (applause)

Mr. Kalter: Just a few other comments. Asyou know, Dr. Newman has served themaximum two consecutive terms andwill be leaving the Board in March. Ihave come to know Dr. Bill and I want

to share a few words about the Boardmember who single handily raised thebar for men's fashion for the entire AKC. (applause)

Mr. Kalter: Dr. Bill, for your dedicatedservice during those eight years, whichincluded serving as Board Liaison to theDelegate Health Committee, Chair ofthe Appeals Committee, member of theBoard Compensation Committee and asVice Chairman of the Board, we thankyou. For arranging the largest off-site exhibitof the AKC art collection currently ondisplay at your good friend's home,which just happens to be thePennsylvania governor's residence, whereour art will be viewed by thousands ofdog lovers, we thank you. For your dedication to your belovedbreed, the Mastiff, and your service tothe Mastiff Club of America for 45 years,which included serving as president, vicepresident, secretary, show chair,newsletter editor and delegate, we thankyou. Mr. Sprung: I have another item to sharewith you. Thank you to the entire Board,Steve Gladstone in particular, for makingthis motion, Lee for seconding theBoard’s unanimous action to honor oneof our own is appreciated. For those ofyou interested in knowing what reallyhappens in the board room, this was thefirst time I wanted to leap across thetable and give Steve a kiss.Delegates, please remain until theconclusion of the meeting. We havesomething special later on.

Peter Farnsworth, gave the FinancialReport as follows:…And thank you, Bill [Newman], for

being a challenging Board member and awelcoming Board member to the financeteam. You never let me get away withanything. I appreciate it. Well, we’ll review the “holiday figures”I'm calling them today, since there is aholiday theme here. These are year-to-date results throughthe end of November we are going to gothrough, and as we have done in the past,I'm going to be up here at the end of theDelegates meeting to receive anyquestions you have. This is, of course,because of our limited time; It has to besomewhat of a summary presentation. Sowe are here to answer any questions youhave. I'm also available at any timesubsequent to this. So the good news on several fronts, really,we have nothing but good news really totalk about today. Revenues YTD versus 2012 are up $2.4million. Expenses YTD are down by $2.1million. Net operating income, as aresult, improved four and half million forthe eleven months. Investment gains dueto the benefits of the diversifiedportfolio, investment guidance and healthof a good stock market, are up $11million in that same period of time. Andit was up vs. the year before that, whichwas itself up $6 million. So it really hasbeen about a $ 17 million netimprovement in the last two years. Netincome is $18 million versus $6 millionthis time last year. So that is good news. Tall revenue numbers: So what happenedto those revenues and why did we seethis improvement, even in a decliningperiod of time for numbers ofregistrations? Well, the registration fee forall of 2013 has been $30. And as weknow in 2012, it was introduced, so itdidn't have the full effect in 2012. So itwas sort of a gradual effect that gave us alift. We easily cleared expectations forrevenue numbers versus our budget, eventhough we are expecting lower numberson registrations (numbers of litters anddogs) and we improved versus that.Registration dollars are $1.2 millionabove where they were in 2012 as aresult of those factors. And then we jumped over other last yearin a number of other revenue areas.Revenues for AKC Reunite alsoimproved this year, and as you knowAKC Reunite is a significant contributorto our bottom line.

Let's talk about costs, which are alwaysdepressing at this time of year. “Best tolet sleeping dogs lie” is the way weapproached this one. Controls have keptwage-growth dormant. We have had aquiet pension climate and due to themachinations of the federal government,we were able to reduce the amount ofmoney that we were forced to add to ourpension funds this past year. This was truefor the whole United States, not just forus. But as I think I said at the lastmeeting, there had been a very aggressiveattempt to restore whole pensions,pension liabilities all around the UnitedStates, and it was just straining too manycorporate budgets, so the federalgovernment reduced that fairly aggressiverequirement it had imposed really justtwo years before. Overall, controlling costs brought costsdown $2.1 million, just keeping an eyeon other things, with upward pressuregenerally in this market on wages andother costs, but with all of that, net-net,we were able to keep costs down $2.1million vs. Last year. The balance sheet is what I call “strong”.We are enjoying today some of thesegains that we were lucky enough to havein the investment market and ourunfunded pension liability has dropped(as a result of both rising interest rates,and because of the improvements in ourpension portfolio that has been investedseparately). And so it has given us astronger balance sheet. But things maychange. But we are alert to new threats aswell as new opportunities and youshould know we have a strong balancesheet as we move forward to these otherchallenges. Summary comments: The season'sgreeting us well. Good news all around.Seasons do change. So we don't expectthe stock market to always keep going up$18 million a year. And you can take thatas an investment advice from me if youwould like: It will go down. We have asolid balance sheet again, much improvedfrom where it was just a few years ago,but the lesson of a just a few years ago isthat things do change and the balancesheet can quickly move into a negativedirection quickly. We are alert to newopportunities in the New Year. As I was remarking when I was pullingthis together, I want to remind you alleven in finance we know the holidays is

not all about revenues and costs. This isnothing new to any of you. It is all aboutwhy we do things: for the good of allpeople and for the canine/human bondwhich is terrific. And we want tocelebrate that, too. So Happy Holidays toeverybody. Thank you. (applause)

The Chair called on Christopher Walker,Assistant Vice President of Social Mediaand Communications, and Hillary Prim,Director of Public Relations who sharedtwo new videos and introduced theBailey Awards, which honor clubs fortheir achievements. Mr. Walker: Well, first off, we just wantedto come before you and say thanks for allof the help and support, particularly oureffort to expand audience andengagement within our social mediachannel. We are very grateful and inparticular to the ones of you that are onFacebook everyday supporting andsharing our message. It is just reallyappreciated. So we would like to show alittle thank you video that we puttogether for all of you that leads into oneof our marketing initiatives for next year.(Video shown) (applause)

Mr. Walker: What we want to say is thatthis is just the first step of a longercampaign to market breeders andpromote our sport. Social media is agreat way to awareness, and if ourawareness can grow into interest and wesee people start to engage with us andlike us, then we can turn that into theintent, and ultimately an action to attendour events, to buy our products, or tojust get involved with us. That is reallythe goal here. So on the awareness level,we are reaching 5 million people eachand every week via social media. On theinterest level, we are reaching over 1million, about 1.2 across all socialchannels, and we intend to go after theintent and the action next year. So this isjust the start of something, somethingvery special and we are very grateful forthat. So my father taught me a goodlesson as a child, he said, boy, if you eversay thanks to something, you shouldalways follow it up with an ask. So Ithink what we want to do here is reallyjust show that this is us, this is all of us, soto channel another Irish, Catholic, ask

not what the AKC will do for you, butwhat together we can do to further themission of the AKC. So part of what ourgoals are for 2014 is to really start tomarket the sport and to really start tomarket the breeders because we have todrive people to them and we haveencourage more people to breed. Sowhat we want to show now is a breedervideo, and what the ask here is, for otherpeople to come forward and tell us yourstories, tell us your stories of what gotyou involved in the sport, what got youinto breeding, offer advice and education.We have an incredible subject matter, andwe feel video tells our story the best way.So I'm going to ask all of you tovolunteer after this to see who wouldwant to be part of the next couple ofvideos. (Video plays)

Mr. Walker: So who is next? Our goal isto find people in your clubs and bringthem forward. I will ask them to telltheir stories. It's the only way we canturn things around. That is the only waywe can improve the numbers of peoplein the sport, and we have to do ittogether. Our final piece is to say thanksto some of the people that have reallyhelped us this year and moved somemajor milestones forward. So we areintroducing a new award to the Delegatebody, the Bailey Awards named after ourmascot, Bailey. So I'm going to askHillary Prim, our Public RelationsDirector, to come up and hand out theawards. To give you a little backgroundon this, this will be the first year, and itwill be carrying on from 2014. Our first award today is for “BestPromotion of a National Specialty”,which is awarded to the club or clubmember who best spread the word abouttheir breed and their national specialty.This year's award goes to the GermanShepherd Dog Club of America. (Ms.Prim presents this and the followingBailey Awards.)(applause).

Mr. Walker: Carmen Battaglia, will youaccept this award? So the GermanShepherd Dog Club of Americaorganized major press for their event, acelebration of the Club's 100thanniversary entitled a Century of Serviceto Mankind Honoring Military and

Service Dogs Among Others. Coverageof the event was picked up by mediaoutlets like the Philadelphia Inquirer. (applause)

Mr. Walker: Our next award is for BestClub Spokesperson, which is awarded tothe AKC club member who bestrepresents his or her club in the localand/or national media. And that awardfor 2013 goes to Jeffrey Ball, theDelegate from the Ramapo Kennel Club,New Jersey. (applause)

Mr. Walker: He's done wonderful things,particularly with RidgewoodResponsible Pet Ownership committeein New Jersey, organizing the microchipclinic that provided free microchips andimplantation and AKC Reuniteregistration for the first 75 dogs inattendance. As spokesperson for thecommittee, Jeff has promoted thecommittee's work on social media inmedia outlets like the Suburban Newsand the Ridgewood News. Thanks, Jeff. (applause)

Mr. Walker: Our next award goes to theBest Breeder Spokesperson, and the 2013Bailey goes to Patti Strand, the Delegatefrom the Dog Fanciers Association ofOregon. (applause)

Mr. Walker: This year Patti was quoted inthe Oregon News in a piece about thenew regulations established for breedersby the United States Department ofAgriculture, where she educated readersabout the practices of responsiblebreeders. Our next award goes to Best Club PublicRelations. It is given to the club thataccomplishes outstanding promotionalclub events in local and/or national press,and that Bailey goes to the Trap FallsKennel Club. (applause)

Mr. Walker: To follow up, Trap Falls,actually Chris Sweetwood also, we havean award that goes to Chris, an award forjust the great work that they have donewith AKC Reunite, the local clubsassisting the New Town canine unit,sending out a new police dog afterretirement of the previous police dog,with major media pick-ups in the New

Mr. Walker: As you know, the Task Forceconceived of the new AKC Pet DisasterRelief Program, which was just localemergency management organizationsand being prepared during the first 72hours following a disaster. News of thefirst trailer appeared on WRAL and inthe News Record in North Carolina.Thank you all very much. (applause)

Mr. Walker: And our final award is for“Best Outreach to the General Public”,which is awarded to the club or clubmember that performs successfuloutreach to the general dog-lovingpublic. The 2013 Bailey goes to PeggyWampold, the Delegate from the SouthWindsor Kennel Club, a member of theConnecticut Dog Federation. (applause)

Mr. Walker: I'm going to have tosummarize Peggy's achievements thisyear. There are many, and I'm not toogood reading off a page. But Peggyvolunteers for the Connecticut DogFederation and rallied over 38 AKCKennel Clubs, presented an AKCshowcase of breeds in October at theConnecticut Pet Show. Photos of thedogs meeting the public were put in slideshows. Peggy also organized the annualMeet the Breeds presence inMassachusetts each year. We are just verygrateful for everything that you havedone, Peggy.

Ms. Wampold: I have to tell you the clubs

in Connecticut and Massachusetts allwork together to do these things. (applause)

Mr. Walker: And then just a final roundof applause for all of you, for all of thegreat work you have done. (applause) Mr. Sprung introduced Doug Ljungren,Vice President of Sports and Events andDr. Mary Burch, Director of our CanineGood Citizenship program to talk aboutthe launch of the AKC CommunityCanine.

Mr. Ljungren: Good morning. TheCanine Good Citizen program started in1989. It has grown now to a compre-hensive three-level program consisting ofAKC STAR Puppy; the CGC test,which is now a titling activity, and therecently introduced Community Caninetest, which can be thought of as theadvanced CGC, which carries the titleCGCA. We heard from many of theBoard candidates this morning aboutways that AKC can reach out to thegeneral dog-loving public. This programis one of the ways we can do it. And it isa program that we have had for 25 years.It has certainly been a successfulprogram, but I think it can become agiant program. And the giant has startedto stir in the last couple of years, withsome fresh thinking and a little moreenergy. There was an article in AKC Family Dogentitled Community Canine, the GoodManners Master's Degree. And there wasan article in Dog News. The CommunityCanine test has been very well received. Iwould like to share with you thebeginning of the Dog News article. Itsays, "It seems there is always a fun newevent in which members of the dog-owning public may participate, thanks toAKC. In addition to being a great wayfor owners to spend time with their dogs,the substantive training that these eventsrequire also enriches the other aspects ofliving with our four-legged friends. Forexample, the AKC recently developedguidelines for earning its latest title, theAKC Community Canine title.”The Sports Department views the CGCfamily of activities as a logical beginningstep into additional AKC activities. Thisis Dorice and her Soft Coated WheatenTerrier named Krista. Krista is the first

dog to earn the CGCA title. Dorice is aCGC evaluator. The following areDorice's comments from the Dog Newsarticle. She said, "The CGC programshould be part of the training that everyfamily dog receives. Its goals areattainable, the sequence is logically basedon age and appropriate behavior. Itbuilds dog and handler confidence, andthe bond that they share. STAR Puppy,CGC and CGCA are one of the bestways to introduce new owners to all theycan do with their dogs and attract newparticipants to AKC events. Many dogowners are so motivated after passing theSTAR Puppy or CGC test, that they takean additional obedience, rally or agilityclass with the hope of competing.”The CGC program provides anopportunity to reach many new dogowners that otherwise would neverconnect with AKC. Once thisconnection has been made, informationwill be provided to these owners that canpotentially result in more participation inAKC events and more association withAKC clubs. In order to tell you moreabout the CGC family of activities, Iwould like to introduce the individualthat is largely responsible for the successof the CGC program through herinsightful and skillful leadership - Dr.Mary Burch, Director of the CanineGood Citizen program. Dr. Burch: Good morning. I’m heretoday to talk about my favorite topic inthe world—the American Kennel Club’sCanine Good Citizen program.My story began as many stories do,which is Once Upon a Time. Once upona time, before the internet, before I knewabout the American Kennel Club, beforeI knew about the benefits of trainingyour dog, and before I knew aboutresponsible breeders, when a belovedSiberian Husky died, we decided to getanother dog.My husband ultimately became what wecall a dog person, but at that time, heknew so little about the breed he saw ontelevision that he thought I should have,he had to write the name of the breedon a piece of paper. He said we weregoing on Saturday, and we were going toget a Bor-DERR Coll-lie.I don’t have to tell this audience aboutthe breed characteristics of Border

Collies…if they don’t have jobs, they canbe maniacs, and so on. BEHOLD…theBorder Collie. But that’s not what I got.Here’s what I got.This is a purebred Border Collie. Fourmonths old, never been in a house, neverbeen in a car, had every parasite knownto man. Full of fears and phobias, thislittle dog had too many behaviorproblems to list. I’d never seen anythinglike it.I called a trainer who came and lookedat my puppy. He said, “you’ve made onemistake by getting this dog, don’t make asecond one by keeping him.” The traineroffered to go with me to do the verydifficult thing that he thought should bedone and then he said he’d help me findanother dog.The problem was, I’d already looked intothis puppy’s eyes and said, “You’re mydog now,” and he wasn’t going anywhere.I called a second trainer who said hecould indeed fix my dog, but this wouldneed to be a Board and Trainarrangement. He would keep my dog for6 weeks and I wasn’t permitted to watchthe sessions. Now, I didn’t know what hewas going to do, but I had a hunch itwasn’t going to involve a lot of cookiesand kind words.I called a third trainer. As luck wouldhave it, for me, the third time was thecharm. I ended up in the hands of anAmerican Kennel Club obediencetrainer. I took private lessons and groupclasses. I socialized my dog. And withinabout 2 years, Laddie had the AKC’sUtility Dog title. (applause)

Dr. Burch: American Kennel ClubObedience training saved my dog's life,and I believe in what we are doing inour clubs and our training classes all theway down to the bottom of my guts. Youknow, there are a lot of dogs and dogowners out there like me and Laddie, andfor them, we now have the Canine GoodCitizen program that provides awonderful starting point in training. Canine Good Citizen started in 1989.Since then, more than 600,000 dogs havepassed the CGC test. Canine GoodCitizen classes provide in-person trainingusing evidence-based procedures that weknow work. Canine Good Citizen hasbeen become and will remain the goldstandard of behavior for dogs in our

communities. In January 2013, we gavedog owners an option. They could have aCGC as a certificate only or CGC as anofficial title. We are not quite at the one-year mark and we already have morethan 15,000 dog owners who chose theCGC official title option. For 20 percentof those titles, the dog owners had hadno previous connection with theAmerican Kennel Club. So that meansthese dog owners registered or listedtheir dogs with AKC by getting an AKC,PAL or Canine Partners in order to getthe title. Canine Good Citizen testing has beenadopted by search and research groups,housing organizations, veterinarians,there is a Boy Scout merit badge relatedto CGC, and many therapy dog groupsuse CGC testing as a prerequisite. And ithas never been announced before, wejust found out, Delegates, you heard ithere first, we are extremely proud to tellyou that United States Department ofAgriculture will be using the CGC testwith dogs in America's airports, seaportsand mail facilities. (applause) These arethe dogs referred to as Detector Dogs. In 2009, we decided we needed to reachdogs and owners when the dogs werepuppies. We started AKC STARPuppy… STAR is an acronym thatstands for socialization, training, activity,(which is exercise), and responsibleowner… all of the things every puppyneeds to get started on the right paw inlife. In STAR Puppy, owners attend asix-weeks training class. When dogsgraduate from STAR, all puppies canreceive a gold medal from the AKC. The newest level of Canine GoodCitizen is AKC Community Canine.This is advanced CGC and owners canearn the CGCA title. We announced thisprogram in October and within five days,we sold out of three months' worth ofmaterials, showing the enthusiasm. Weare really looking forward to what isgoing to happen with CommunityCanine in 2014. To develop theCommunity Canine test, we observedthe data on 100 dogs in the community,so we can say that the test items areempirically derived. A major goal indesigning the test was to build a hardbridge to our other dog sports. So if youlook at No. 7, “leave it,” that actually isan item in rally. Walking on a loose leadis in both rally and obedience. And the

“stay” in AKC Community Canine isrelated to the pause table in agility. When you look at the three skill levelstogether, you can see that none of thetest items are random. Each skill areadirectly relates to the skills in the othertwo areas. So, for example, in STARpuppy, a very young puppy simply has totolerate distractions 15 feet away. By thetime he gets to CGC, he has to walktoward a distraction dog in a simulatedsetting like in a ring. In CommunityCanine, the dog has to walk by adistraction dog in a real situation such asin the community or at a crowded dogshow. So there you have the three levels ofCGC. One of the most important thingsabout CGC is how we can use theprogram to promote our clubs andtraining classes. For example, here are thebrochures for STAR, CGC andCommunity Canine. On the back, weprovide the dog owner with the link tofinding a local club. Earlier this pastsummer, on the CGC Find an Evaluatorpage, we listed clubs who offer STAR,CGC and Community Canine. If youwould like to have your club listed,please let us know. There are a few morethings we are doing to promote clubswho do STAR, CGC or AKCCommunity Canine training and testing.We also provide dog owners with thebrochure called Recognized Events. Thisbrochure gives a nice description in veryuser-friendly language about all activitiesin which new dog owners canparticipate. Finally, this is another new product thatwe have added to STAR, CGC andCommunity Canine. This says, “You areinvited to join an AKC club near you.”This brochure lists the top 10 benefits forjoining an AKC club. On this flyer, wesay, “At a AKC club near you, we canhelp you earn titles that show yourtraining accomplishments. Titles meanthat the dog you love is listed in theAKC records forever.” This invitation ishaving a good response for us; more dogowners are becoming interested intraining titles. So those are the threelevels of Canine Good Citizen. If youever have any questions or need helpsetting up STAR, CGC and CommunityCanine, I would be delighted andhonored to help you. The Chair called on Carl Ashby whoshared information on the AKC PAC asfollows:Good morning. I would like to bringyou up to date on where we are in termsof the PAC, and tell you a little bit aboutwhat is coming up and ask for your helpas you go into your dues collection cycle.Let's harken back to 2012 when we hadthe President’s Challenge. Thanks to theefforts of folks in the room and thosewho aren't with us today, we raised$44,000 to support candidates. As a resultof the challenge we contributed $46,000to candidates with 80% of our supportedcandidates winning! We now have 72people in those various campaigns thatare now sitting in legislatures who shareour values. About 1,611 peoplecontribute to the AKC PAC. Weaveraged about $27 a person. This yearwas an “off ” year and we really didn'temphasize our PAC. In 2013 we wentlow key and collected about $14,000 forPAC. But, remember, PAC money doesyou no good unless you are supportingcandidates who support our positions sowe did contribute $22,000 to 34candidates. Our low key campaigninvolved 262 donors and their giftaveraged $53. But the fact is we have areally untapped potential out there. Manyof them sit in your clubs and all of theother clubs, 5,090 that were mentionedearlier today. As your Club sends out its dues noticesconsider a check off donation to thePAC.As you know there are strict rulesregarding record keeping and who candonate to our PAC. In order to assure wedot the I’s and cross the T’s I would askyou contact Government Relations.They will help you know how toproperly collect money with all of therequired FEC information, so that wecan get a head start on the 2014President's Challenge, which will kick offat the March meeting. Any contributionsthat your members chose to makethrough your due collection process willapply to your club's total, as you rise tomeet the challenge of 2014. So I willhope you take that back to your club.I will have recognitions of the 2012 and2013 PAC Pacesetter Clubs in Marchand details of the 2014 PresidentsChallenge.

There was a vote on the proposedamendment to Chapter 3, Section 22,Dog Show Classification of the RulesApplying to Dog Shows, which providesfor a Bred-by-Exhibitor Class for eachsex of each Miscellaneous Class breedconsistent with the requirements asdefined in Section 8. The amendmentwas brought forward by the AKC Staff.The amendment was read at theSeptember meeting. It was published intwo issues of the online Gazette. Therewas a standing vote with over 2/3 in theaffirmative and the amendment wasadopted, to be effective April 2014.

The Executive Secretary read theproposed amendment to Chapter 8,Section 9 of the Field Trial Rules andStandard Procedures for Pointing Breeds,which would allow a club at itsdiscretion to provide lower entry fees forJunior Handlers. Patricia Laurans, Delegate for theGerman Wirehaired Pointer Club, spokeas follows:I'm speaking now for the trailer taskforce. Three months ago at ourSeptember meeting, we saw a presen-tation that kicked off the pet disastertrailer project. Today, thanks to you andyour clubs, we have monies and pledgesof well over $200,000. (applause)

Ms. Laurans: Six trailers have either beencompleted or are close to beingcompleted. This is wonderful. You guyshave done a great job. We hope that youand your clubs will continue to supportthe mission that helps to provide petdisaster trailers for areas that really needthem. We would like to thank AKCReunite for their commitment of$250,000 in matching funds and theirwonderful Staff. Dallas [Harsa] and Tom[Sharp] have been just unbelievable. Mostof all, we want to thank you, we want tothank your clubs. Please come and visitthe pet disaster trailer that will be on thefloor of the show, today, tomorrow andthe next day. Your support of this projectwill save the lives of people and theirdogs. To help the general public knowthat AKC and its clubs and the clubsmembers really care about dogs. Thankyou so very much.

Michael Houchard, Delegate for theConyers Kennel Club of Georgia,expressed his concern and his club'sconcern over the recent decision topartner with Petco for the administeringof the Canine Good Citizenshipprogram.

The Chair asked Mr. Ljungren torespond and he spoke as follows:Mr. Ljungren: I think we share acommon goal here and that is to get thiswonderful product that we have out to aswide of an audience as we can. So let me

share with you how we have been doingtoward that end, the way we are goingabout it right now. Currently there areapproximately 3,600 STAR PuppyClasses offered in a year; 15 percent ofthose are offered by AKC clubs; 85percent are offered by somebody otherthan an AKC club. There are many areasof the country where AKC clubs simplydon't offer classes at all or don't offerthem on a consistent basis. There areabout 1,000 Member or Licensed clubs(excluding Specialties) that are licensedfor Obedience. 125 of these clubscurrently offer STAR Puppy or CGC.We wish more of our clubs would offerit. Mary has surveyed the clubs manytimes asking - Why don't more clubsoffer CGC testing? The answer was,because it doesn't count. In AKC lingothat means it is not a title. Well wechanged that this last year. Now it counts.We are watching to see if there are moreAKC clubs in fact offering it. There hasbeen a slight increase. Most recently, weare up to 18 percent of CGC testsoffered by AKC clubs. The STAR PuppyProgram currently tests about 13,000dogs a year. That is a lot of dogs. Butthere are millions of puppies born in theUnited States every year. From a businessand a public relations point of view, wehave to ask ourselves, is the currentsystem adequately reaching its targetaudience? Our market share is less than 1percent. Management believes thathaving STAR Puppy Classes in Petcostores provides an opportunity to reachmany new owners that otherwise wouldnot be engaged with AKC. With thisconnection, information will beprovided, as Mary just demonstrated, tothese owners. The CGC family ofactivities is an important means for AKCto get involved early in the life cycle ofthe dog, thus potentially resulting inlong-term membership in AKC clubsand participation in AKC events. Pamela Stacey Rosman, Delegate for theCanaan Dog Club of America, thankedthe Chairman for his words delineatingjust a few of Vice Chairman Dr. WilliamNewman's multifarious personal andprofessional accomplishments. She alsoexpressed concern over the absence oftelevision coverage at theAKC/Eukanuba National Championshipshow this year.

Frances Stephens, Delegate for thePuyallup Valley Dog Fanciers, spoke as aproud St. Bernard owner. She explainedthat she was speaking as a proud St.Bernard owner. That week, in New YorkCity, two St. Bernards were traveling allover the city being photographed. Theirnames are Rosy and Clarence. Rosy is aGrand Champion. They were beinghonored by the American MedicalCenters 2013 Top Dog Awards for thefirst official police comfort dogs for thework that they did last year in Newtownafter the Sandy Hook shootings.

Barbara Shaw, Delegate for the GreaterCollin Kennel Club, expressed her pridein the Greater Collin Kennel Clubwhich tried to celebrate its 40th birthdaythis past weekend, but was hit by an icestorm. She outlined her club's outreachefforts, including a website page for theirthree-show cluster that linked themtogether with their superintendents and aFacebook page. She also praised theCGC presentation made by Mary Birch.

Julian Prager, Delegate for the CentralFlorida Kennel Club, expressed concernsover the lack of television coverage forthe AKC/Eukanuba show. He also urgedAKC to partner with groups like 4-Hand arrange to promote CGC, as itwould increase our ability to work withthem on other issues.Bruce Voran, Delegate for the AmericanBoxer Club, expressed concern over

owners abusing the Service dogdesignation to fly with their dogs.

Sherry Wallis, Delegate for the AkitaClub of America, spoke about thedifficulty in promoting an event in a citylike Orlando where there are so manyattractions and conventions. She alsothought that there was a great benefit tohaving television coverage.

The Chair recognized Mary LouOlszewski, Delegate for the AmericanBloodhound Club, who emphasized theimportance of promoting the trailerproject.

Karen Spey, Delegate for the AmericanPointer Club, thanked the Board forreducing the fee for Juniors transferringon to papers and off papers and to put aJunior's name on a dog or remove aJunior's name from the dog will now costthat Junior $10.

Pam Goldman, Delegate for theChaparall Kennel Club, spoke as follows:I want to remind everybody here that weneed to vote for AKC CHF online. Weare behind in votes. I'm alwaysimpressed and amazed at the passion anddedication in everyone connected withour Sport and with the American KennelClub, whether they be a judge or anexhibitor, breeder, Staff person, aDelegate. It is just inspiring to see it.Sadly, though, we lose some of thosepeople every year. And this year is wehave lost some very good people. posed the following amendment toChapter 8, Section 9, of the Field TrialRules and Standard Procedures for PointingBreeds, to be voted on at the March 11,2014 Delegates Meeting.

CHAPTER 8Section 9. No Special Inducements A field trial-giving club shall not

accept an entry fee other than that pub-lished in its premium list or entry form,or in any way discriminate betweenentrants. No club or member of any clubshall give or offer to give any owner orhandler any special inducements, such asreduced entry fees, rebates, allowances forexpenses or other incentive of value for acertain number of entries. Except a club,at its discretion, may allow for a reducedentry fee for dogs handled by juniors.The reduced entry fee may only apply tospecific stakes or may apply to any stakein the trial. The reduced entry fee shallbe published in the premium list. A jun-ior is defined as someone less than 18years of age on the first day of the event.The junior must handle the dog in theevent to qualify for the reduced entryfee. If the dog is entered under this pro-vision but the junior does not handle thedog, the owner must pay the regularentry fee as published.

Proposed Amendment to Field TrialRules and Standard Procedures forPointing BreedsThe Board of Directors has brought

forward the following amendment toChapter 10, Sections 2 and 3, of theField Trial Rules and Standard Procedures forPointing Breeds to be voted on at theMarch 11, 2014, Delegates Meeting.

Chapter 10 - Protest Against DogsSection 2. If such a written protest isreceived, the Field Trial Committeeshall hold a meeting as soon as possible.In order to ensure impartiality, no personwho owns or co-owns the dog beingprotested or a dog that will move up in theplacements if the protest is sustained, or anymember of their household, and no profes-sional trainer who has trained or handledthese dogs within the past year, may serveon the Committee hearing the protest. TheCommittee may vote to excuse anyone fromthe Committee if there are uniquesituations that cause the Committee toquestion an individual’s ability to beimpartial.The person who has made the

protest must be present, and theCommittee shall give all parties con-cerned an opportunity to be heard andto present witnesses and evidence. TheCommittee may call for additional evi-dence from other qualified personspresent at the trial. After hearing all theevidence, the Field Trial Committeeshall consider the matter and shall, ifpossible, reach an immediate decisionand inform the persons involved.A report of the meeting, giving all the

essential evidence and the Committee’sdecision, together with the original writtenprotest, must be mailed to The AmericanKennel Club within 7 days of the trial.Section 3. A written appeal to The

American Kennel Club from a decisionof a Field Trial Committee on any suchprotest may be made by either theowner of the dog protested or the per-son who made the protest. The writtenappeal must be received by TheAmerican Kennel Club PerformanceEvents Department within 30 daysafter the date of the Field TrialCommittee’s decision, and must beaccompanied by a deposit of $25.00which shall be forfeited if the decisionis sustained.

Board Meeting, publication notice inthe Gazette was combined into onenotice, therefore the judging approvalprocess continues to include an oppor-tunity for the fancy to respond to eachpermit judge.Letters concerning judges and per-

mit judges should be addressed to theJudging Operations Department at POBox 900062, Raleigh, NC 27675-9062.Letters concerning Agility, Obedience,Rally, Tracking, and VST applicantsshould be addressed to the CompanionEvents Department in North Carolina. The American Kennel Club will, at

the request of a judge or judge appli-cant, provide that individual withcopies of letters received by AKC con-cerning their qualifications. As a result,it should be understood that any suchcorrespondence will be made available,upon request, to the judge. It is the responsibility of all

The Board convened on Wednesday,December 11, 2013 at 8:00 a.m. AllDirectors were present. Also present werethe Executive Secretary, the ChiefOperating Officer, and the AssistantExecutive Secretary. Upon a motion byDr. Battaglia, seconded by Mr. Arnold,the October 2013 Board minutes, copiesof which were made available to allDirectors, were unanimously adopted.

CHAIRMAN’S REPORT2014 AKC Canine Health FoundationDonationThere was a discussion on AKC's

matching funds donation to the AKCCanine Health Foundation.AKC will provide a 1 to 1 dollar-

amount match for any cash contributioncollected from a new donor in 2014 upto $500,000. AKC matching dollars willbe only used for grants, however, regard-less of the type of donation made by thenew donor. A new donor is defined as adonor who has not contributed to AKC-CHF in the past 2 calendar years (i.e.2012 and 2013) including their immedi-ate family members or corporations orfoundations for which they control or areon the board of. AKC will only matchcash contributions or amounts that arereadily convertible to cash within 30days.The funding will be based on quarterly

statements to AKC with payments madeeach time as soon as possible, except forthe last statement which is funded afterthe KPMG confirmation with a listing ofnew donors who qualify for the match asof December 31, 2014 together with a

report from KPMG verifying the match-ing criteria was met for the year isreceived. Costs related to such servicewill be borne by AKC-CHF.Theriogenology ResidencyThe Chairman reported that AKC had

received proposals for a residency inTheriogenology at three veterinaryschools at a cost of $100,000 each. TheAmerican Kennel Club will fund thisprogram beginning in 2014. The universities are:• Auburn University• University of California, Davis• University of Pennsylvania

EXECUTIVE SESSIONThere was a lengthy Executive Session

to discuss sensitive business matters.Nothing was reported out of ExecutiveSession.

APPEALS COMMITTEEMr. Arnold, Chair of the Board

Appeals Committee, gave the followingreport:Elaine Richman, appealed a suspen-

sion of AKC privileges for five years anda $2,000 fine for violation of the AKC'sUnauthorized Use of Club Funds Policy.The Appeals Committee determined thatMs. Richman's conduct was prejudicialto the sport of purebred dogs and herpenalty was properly imposed. Thereforeher appeal was denied.Charlotte Chauvin appealed a suspen-

sion of AKC privileges for ten years anda $2,000 fine for violation of the AKC'sInappropriate Treatment of Dogs Policy.The Appeals Committee determined thatMs. Chauvin's conduct was prejudicial tothe sport of purebred dogs and herpenalty was properly imposed. Thereforeher appeal was denied.

JUDGING OPERATIONSTim Thomas, AKC Staff, participated

in this portion of the meeting.Group Judging PolicyThe Board adopted a policy at its

October 2013 meeting enabling judgesapproved for breeds comprising of 80%of the entries in the group the previousyear the ability to request approval tojudge the group competition. An effec-tive date could not be determined atthat time as input from ISD wasrequired. Following a motion by Mr.Gladstone, seconded by Mr. Wooding, it

was VOTED (unanimously) to establishan effective date of April 1, 2014 forthe 80% policy adopted by the Board atits October 2013 meeting. After thefinal calculations have been made for2013, the percentage of each breedcomprised in each group will be madeavailable.Judges Task ForceDr. Garvin gave a report on the Judges

Task Force. There were over three hun-dred responses to the previously distrib-uted proposal for an "AKC CanineCollege," which would provide onlineeducational opportunity for AKC judges.He reported that from 80 - 85% of thoseresponding were positive. The initial bidto create this program was not financiallyfeasible. Staff was directed to pursue thisfurther to find something more cost-effective. A few volunteer Parent Clubswill be sought to help in the develop-ment of a small pilot project, whichwould include submission of photo-graphs, videos, and details on any breed-specific examination techniques. Staffwas to explore less costly ways to developthe "AKC Canine College."Proposed Bylaw Amendment (DelegateEligibility)The Board reviewed a request from

the Delegate Bylaws Committee toamend ARTICLE VI, SECTION 5 ofthe AKC Bylaws to remove a number ofoccupations and activities which wouldmake an individual ineligible to becomeor continue to serve as a Delegate underthe current Bylaw. The recommendation is to remove

from the list:1. Professional judges2. Professional handlers and trainers3. Employees of a dog food or dogsupply company

4. Publishers and those solicitingkennel ads

5. Superintendents

The section as it would be amended inits entirety follows: Any person in good standing with theAKC who is a resident citizen of theUnited States, its territories orpossessions, or has permanent residentalien status as defined by theImmigration and Naturalization Act,shall be eligible to become or remaina Delegate, providing this personmeets the criteria for occupational

No person iseligible to become or remain aDelegate if he or she is engaged intrade or traffic in dogs, which includescommercial breeders or brokers ofdogs for resale, has a significantinterest in a dog registry, dog eventgiving organization or any organi-zation deemed to be in competitionwith AKC or in conflict with itsobjects. Significant interest wouldinclude but not be limited to,ownership in, employment by, adirectorship of, and holding an officein. No person may become or remain aDelegate if convicted of amisdemeanor or felony involving thetheft, embezzlement, or misappro-priation of funds or property fromThe American Kennel Club, any AKCsubsidiary, or affiliated organization, oran AKC sanctioned, licensed ormember club in a civil court actionwithin the previous ten years. Aconviction or admission of guilt orfinding of liability in a court ofcompetent jurisdiction within the lastten years, shall be deemed conclusiveproof and shall be grounds for thedisapproval of a Delegate candidate orthe removal of a seated Delegate.

There was a motion by Mr. Gladstone,seconded by Mr. Amen, to send the pro-posal to the Delegates with Boardapproval. The motion failed with theVOTE (affirmative: Mr. Gladstone, Mr.Wooding, Mr. Amen, Mr. Kalter, Dr.Garvin, Mr. Powers; opposed: Mr. Feeney,Mr. Arnold, Dr. Battaglia, Ms. Cruz, Mr.Arnold, Ms. Scully, Mr. Ashby.)There was a motion by Mr. Ashby, sec-

onded by Mr. Feeney, and it was VOTED(unanimously) to send the proposal tothe Delegates for a vote with no Boardrecommendation.Criteria for Licensing Specialty ClubsThe Board reviewed a request from the

Pekingese Club of New Jersey for anexception to Board Policy in order toprogress from Plan A status to Licensedstatus. The current Board policy does notpermit a Local specialty to be firstapproved for licensed events if it is withina 100 miles of the territory of an existingSpecialty Club of the same breed. ThePekingese Club of New Jersey territory isabout 30 miles from another PekingeseSpecialty club’s territory. There was no

motion to modify or to make an excep-tion to the current policy

CONFORMATIONAlan Slay and Bri Tesarz, AKC Staff,

participated in this portion of the meet-ing via telephone conference.Multiple All-Breed or Limited-BreedShows in One DayThe Board reviewed a recommendationfor a pilot program which will allowclubs with relatively small entries to holdtwo shows in one day. There was amotion by, Ms. Cruz, seconded by Mr.Powers, and it was VOTED (affirmative:Mr. Gladstone, Dr. Newman, Mr. Amen,Mr. Kalter, Mr. Powers; Mr. Feeney, Mr.Arnold, Dr. Battaglia, Ms. Cruz, Mr.Wooding, Ms. Scully, Mr. Ashby; opposed:Dr. Garvin) to approve the implemen-tation of the following pilot programwhich allows multiple All-Breed orGroup shows in one day.The shows may be held by the sameclub or multiple clubs. The number ofpoint shows for an individual breed islimited to two per day. Club(s) mayhold two all-breed shows in one day,two group shows of the same groupin one day, or a combination of all-breed and group shows. Consecutivedays of multiple shows in one day areallowed. After one year of implemen-tation, the success of the pilotprogram will be assessed and a reportwill be presented to the Board with arecommendation for future shows.

PILOT PROGRAM

The following limitations be placed onthis pilot program:• Available for shows held after May 1,2014.• Clubs that had a show of 500 entriesor less the previous year are eligiblefor the pilot program. Appeals forexceptions will be reviewed on anindividual basis.• All-breed shows must offer groupand best in show competition.Group shows must offer groupcompetition.• The use of multiple group rings atall-breed shows is encouraged.• No concurrent or evening specialtiesmay be held in conjunction with theshows.• Junior Showmanship competition isallowed.

• Obedience and Rally competitionsare allowed, and encouraged, butmust have their own ring(s) forcompetition. • Ownership of the correspondingdate must be agreed upon in writingand submitted to AKC prior toevent approval if two clubs areholding the same type of events onthe same date & site.• Clubs that participate in the pilotprogram will have the right toreturn to their original(corresponding) date(s) the followingyear. Failure to return to theiroriginal date the following year willresult in forfeiture of ownership ofthe date. Other clubs may use thedates that are available due to partic-ipation in the pilot program, on aone-time approval basis.

Regulations for Lure Coursing Tests andTrials, and Regulations for Coursing AbilityTests, to allow clubs holding Herding,Earthdog and Lure Coursing events, attheir discretion, to provide lower entryfees for dogs handled by Juniors. AJunior Handler must be younger than18 years of age. This change becomeseffective immediately for events thathave not yet published their premium.

HERDING REGULATIONS SECTION 13. CLOSING OF ENTRIESA club must treat all entrants in asimilar manner. No club or memberof a club shall offer special consid-eration to an entrant. This includesbut is not limited to special treatmentregarding entering an event, specialtreatment during the draw or anyfinancial or in-kind incentive.Exception – with regard to enteringan event, specialty clubs may givepreference to their breed.Except a club, at its discretion, mayallow for a reduced entry fee for dogshandled by juniors. The reduced entryfee may only apply to specific classesor may apply to all classes in the trial.The reduced entry fee shall bepublished in the premium list. Ajunior is defined as someone less than18 years of age on the first day of theevent. The junior must handle the dogin the class to qualify for the reducedentry fee. If the dog is entered underthis provision but the junior does nothandle the dog, the owner must paythe regular entry fee as published.

review the penalties set forth in the AKCDiscipline Guidelines for the violation ofattempting to influence a judge, in orderto make the mitigated penalty less puni-

tive. Staff recommended that the rangeof penalties for this violation be modifiedto the following:Mitigated Standard AggravatedReprimand/ 1 year/ 5 year/$200 $500 $1000Following a motion by Mr. Powers,

seconded by Ms. Scully, it was VOTED(unanimously) to adopt it.

BREEDER RECOGNITIONMark Dunn, AKC Staff, gave a presen-

tation on initiatives being taken to recog-nize all breeders who complied withAKC best practices, but who might notbe able to meet the Breeder of Meritrequirements.Following the Board’s request, Mark

Dunn, AKC Staff, gave a presentation oninitiatives being considered to improvethe overall health and well-being ofpurebred dogs and to increase thechances that a buyer will receive ahealthy puppy from an AKC breeder.Staff plans to present a program businesscase to the Board as soon as February2014.

REGISTRATION TRANSFER FEESThe Board considered a proposal from

the Delegate Parent Clubs Committee toreduce the transfer fee to add or removea Junior Handler as a co-owner of a dog.Following discussion, there was a

motion by Dr. Battaglia, seconded by Ms.Scully, and it was VOTED (unanimously)to make the transfer fee to add orremove a Junior Handler as a co-ownerof a dog $10.00, effective February 1,2014.
