    Implementation Options Option I:

    State/UT and NIC (National InformaticsCenter) together form a composite team forthe State Data Centre. While sovereign control ofthe data/ applications shall be with the State

    (both de- jure and de-facto);

    NIC through its dedicated core team (6-7 domainexperts /professionals) which may be speciallycreated for each State, shall provide completehandholding for infrastructure up-keep,

    operations & management including issuesrelated to business continuity.

    NIC Data Centre team would further be supportedby domain specialists and support staff that

    would to be recruited by the Centre/State forthe State Data Centre.

    The Data Centre administrativeresponsibility shall be with State ITSecretary

    Day to day operations shall be theresponsibility of the designated NICData Centre Project Manager.

    While the Project Manager shallfunctionally report to State ITSecretary; for all matters related toState NIC team, he/she shall report

    to DG NIC.

    Option II: Option II :

    The State/UT leverages the capabilities ofexisting commercial Internet Data Centers(IDCs) for which different deployment models areavailable i.e. Co-located services, DedicatedServices and Managed Services.

    Under this option, the State may identify a suitablemodel (confined to either co-located services ordedicated services only keeping in view the

    security implications) to select an appropriateagency through a suitable competitive processfor outsourcing.

    The entire process of outsourcing, includingadvising on the most appropriate model, would

    unless one of the following two criteria is met:

    1) The Core Data Centre team is headed by a ProjectManager drawn

    from the NIC. For this arrangement a mutualagreement between

    the State Government and NIC shall be worked out.

    Committee set up by DIT, regarding their technical

    cost of establishment, operation andmaintenance of the State DataCentre for a period of five years on100% grant-in aid basis.

    Data Centre Management

    and Monitoring

    A centralized management andmonitoring system (tool) capable ofdoing fault, configuration management,

    security management, reportgeneration, alerting, monitoring thecritical servers, log monitoring and DataCentre network and security

    infrastructure etc. would be part of theData Centre.

    Service Availability & its

    Monitoring

    End-to-end service availability of the SDC andits independent monitoring is the primerequirement to have reliable, seamless,

    smooth delivery of the services to the citizensand other G2G & G2B applications meetingthe objectives of this core e-Governanceinfrastructure.

    It is, therefore, necessary that appropriateService Level Agreements (SLAs) be workedout between the States and theImplementing Agency and that anIndependent Agency would be appointed to

    monitor the performance with reference tothe SLA and related as ects.

    Disaster Recovery andBusiness Continuity Plan

    Initially, State should plan for off-siteBack-up mechanism for their DRstrategy and depending uponmission critical requirement theBCP requirement would be met

    through the design architecture ofthe primary Data Centre itself.

    Data Retention Plan

    The Data Retention Policy would beguided by

    the following factors:a. Data classification and risk

    assessment of data.b. Data Retention Period.c. Data Security aspects.d. Disposal of data once the retention

    period is over.

    Data Centre Protection

    The data centre shall have therequired protection and safeguard

    mechanism for physical security,network security and facilityinfrastructure requirements

    including protection against fire,natural calamity and man maderisks.

    Security Audit

    The State shall get the security auditedby third party expert periodically(once in six months) and as and when

    there is significant up gradation ofsystems which include hardware,software and network resources toensure and guarantee security of the

    Data Centre.

    The audit shall bring out any securitylapses in the system and establish

    that the system is working as desired

    Management andAdministrative Control

    The overall management controlshall be with the State Governmentboth de jure and de facto.

    The State will be responsible forcompliance with all guidelinesthrough its designatedDepartment/Agency. However,appropriate agreements to giveeffect to this, may be worked outbetween the State and the

    outsourced vendor whereverre uired.
