Guidelines on Personal Facilities for Workers Required Under Chapter VII - IndustrialHygiene of the Sanitation Code of the Philippines
The Department of Labor and Employment Occupational Safety and Health Standards, as amended,
provides under Rule 1060: Premises of Establishments thereof, as follows:
1060.01: General provisions:x x x
(5) Personal Facilities: Adequate comfort rooms and lavatories separate for male andfemale workers; Adequate dressing rooms for female work ers and locker rooms for male
workers shall be provided, in accordance with Article 132, Chapter I , Tit le I I I Book I I I Of
the Labor Code of the Philippines. The number of comfort facilities for a given number of
workers shall conform with the requirement of the Department of Health. (underscoringsupplied)
The Department of Health's Training Manual on the Implementation of A.O. 111 S. 19941 specifies
the Rules and Regulation Governing Chapter VII-Industrial Hygiene of the Sanitation Code of thePhilippines, P.D. 855.
Under the Training Manual, provision of personal facilities is one of he sanitary requirements within
the premises of establishments. The personal facilities required are toilet and bath, rest rooms,dining facilities/mess halls.
(a) Toilet Facilities Required: Minimum Standards.

Minimum standards for bathing/washing facilities:
1. conveniently accessible2. kept clean and orderly3. sufficiently ventilated4. interior not visible from outside5. separate and properly-indicated approaches6. provided within or adjacent to toilet facilities7. supply of clean, running hot and cold water, soap, clean towels or other suitable means of
drying.
(c) Restroom Facility: Minimum Standards. -

Minimum standards for restrooms:
1. conveniently accessible2. kept clean and orderly3. minimum space for 10 workers - 6.0 square meters4. minimum edition of 0.2 square meter per additional employee
We would like to remind PEZA-registered locator enterprises to fully comply with occupational safety
regulations and the Sanitation Code of the Philippines.
Locator enterprises who are not currently in full compliance with these regulations, particularlyminimum standards for toilet facilities, should submit to PEZA not later than 30 August 2003 a
detailed implementation plan specifying dates for compliance with the regulations.
The PEZA Engineering Services will be available to answer further clarifications on this matter andshall assist locator enterprises to facilitate compliance.
