Background The Policy, Performance and Communications Service provides support to Cabinet, ward councillors, the Chief Executive, Strategy Group and service areas in delivering the council’s priorities, taking forward Vision 2030 and the Council Plan.

This service area covers:• Strategic policy and planning framework• Corporate research and intelligence framework• Corporate performance management framework• Corporate digital and online framework

(including website)• Corporate communications framework• Corporate customer strategy

Key activities include:• Developing and supporting delivery of key

strategic plans, predominantly the Council Plan.

• Supporting corporate policy development and contributing to the national policy debates.

• Use robust data and information to form current and future policy

• Managing the Geographical Information System (GIS) and updating the ordnance survey map base and system for use across council.

• Managing the corporate Local Land and Property Gazetteer to ensure accurate information is used in support of other council systems.

• Develop corporate approaches to lead and influence change and deliver positive impact across the whole of the council.

• Lead in developing the council’s relationship with external partners, specifically the Gateshead Strategic Partnership, developing and managing the delivery of Vision 2030.

• Leading and developing the council’s digital and web activity, including contributing to overall channel shift priorities.

• Shaping opinion and behaviours through effective media and stakeholder communication and social marketing.

• Developing a sustainable council-wide customer strategy, that includes consultation and customer insight.

• Developing an internal communications and engagement framework.

• Helping groups and services to identify opportunities for significant change in the services that the council provides and how they are delivered to secure the best outcomes for Gateshead residents.

BackgroundThe Change Programme has been set up to help services identify opportunities to positively drive the council towards organisational transformation needed in order to remain fit-for-purpose as a modern public sector organisation, which is successful and sustainable. The programme is rooted in a five year timespan in order to create an approach which balances short-term imperatives (particularly in terms of securing a balanced budget) with longer term opportunities, e.g. increasing income from economic growth initiatives and trading, re-engineering Social Care, etc. This dovetails with the timeframe of the Council Plan.

The programme aims to deliver new models of delivery as set out in the Council Plan. It should help services and partners secure a transition from the current ‘as is’ state to the desired ‘to be’ state. As the approach gets traction it will become increasingly important to understand the implications of the current savings and their impact on sustainability. This is to ensure that a consistent and coherent approach is adopted where savings are deliverable in the short-term but may have implications for the medium term which are either unknown or unclear.

The Change Programme is made up of four key workstreams. Each workstream covers a range of projects which are critical to delivery of the changes needed. The work streams are:

PeopleThis workstream is about how we can best manage residents’ needs, especially in terms of health and wellbeing. This work recognises the challenges associated with a changing population with rising expectations. It seeks to ensure we support and protect the most vulnerable but also help people to help themselves, both to maximise independence as well as help each other within communities.

PlaceThis workstream focuses on delivery of a Gateshead that is prosperous, with high quality jobs and homes where communities take pride in the place and make sure it is a safe, attractive and welcoming place to be, to live, work and play.

Trading and CommercialisationThis work stream looks at how we increase opportunities to sell more or different services to bring in additional money.

Ways of WorkingThis work stream is intended to make sure the right conditions are in place for the organisation to flourish, despite the difficulty with funding. The work is intended to develop a culture and environment that will deliver better outcomes, through development of the right skills and behaviours, ensuring that we have the right people in the right place doing the right thing with the best possible tools and support.

The Change Programme TeamThe Change Programme Team is a temporary resource (currently until March 2018), supporting the whole council to deliver the changes described in the workstreams, especially to help colleagues identify, develop and implement new ways of delivering services which are efficient, effective and sustainable. The overall aim is to improve outcomes, whilst recognising that the resources at the council’s disposal are reducing. The Change Programme is a whole approach, recognising that whilst opportunities to achieve transformational change may be variable, there needs to be equal effort across the council to achieve the best possible result. The intention is to make every effort to increase income and protect or increase job opportunities.

Key activities include:

• Provide programme and project management support to drive understanding of the opportunities and choices to effect transformational change which are beneficial to residents, service users and the council.

• Work with colleagues across the council and Elected Members to understand, assess and devise new ways of delivering services which seek to protect or improve outcomes for Gateshead residents.

• Support services by exploring, analysing and implementing new ways to bring in more income.

• Provide expertise in business analysis to improve processes, reduce bureaucracy and improve outcomes by diverting resources.

• Engage and communicate with stakeholders around the Change Programme and encourage involvement.

Background ICT Services provide strategic planning, development, implementation and support of information and communication technology solutions for the council, The Gateshead Housing Company (TGHC), schools and other key customers.

This service area covers:

• ICT strategy, business change and service improvement

• Application development and support

• Infrastructure, systems support and data centre management

• Network support and development

• ICT security

• ICT service desk and desktop support

Key activities include:• Development and implementation of the

corporate and curriculum ICT strategy, work programme, and associated policies to support the aims, objectives and business priorities of the council and other service customers.

• Ensuring ICT systems and infrastructure are secure, resilient, optimised and are strategically developed to support current and future service delivery.

• Working in partnership with ICT service users to make optimum use of existing and emerging technologies to deliver effective and efficient services, maximising the opportunities technology presents to transform service delivery.

• The provision of an ICT infrastructure and associated systems and policies that is compliant with relevant government and industry compliance regimes and legislation (Payment Card Industry Standards, PSN etc.)

• The cost effective development, implementation, integration and database support of ICT solutions.

• Effective management and utilisation of ICT assets through their whole lifecycle, from ordering and licence compliance to disposal and data cleansing to comply with legislative, regulatory and industry best practice.

• The provision of technical support to ensure optimum availability of ICT systems.

Legal, Democratic and Property Services

Martin Harrison Service Director 433 2101

Background Legal, Democratic and Property Services (LDPS) provide a number of services within the Council and to external clients (eg The Gateshead Housing Company and schools). It provides a comprehensive legal service in the areas of contracts and procurement, property and development, planning and highways. It also advises on the establishment and governance of the diverse range of legal relationships through which the council and other client bodies may optimise service delivery including PFI/PPP, partnerships, companies, charities and trusts.

The Democratic Services team provide administrative support and advice to Councillors, council services and the public.

The Corporate Asset Strategy Team provide clear forward looking strategies for the council’s land and property assets and ensures that any developments are in line with that vision.

Property Services is responsible for managing the council’s operational and non operational property portfolio, providing a comprehensive property management service to the council ensuring that property is fit for purpose, of the right type and size and in the right location to meet their operational needs.

PrintPoint, the council’s internal print unit, is managed within LDPS and is the first port of call for all of the council’s print requirements.

This service area covers:• Corporate governance (the constitution and ethical framework)

• Democratic services (including member support)

• Scrutiny (including statutory Scrutiny Officer)

• Complaints (including Local Government Ombudsman liaison)

• Legal advice and support (commercial and development)

Key activities include:

• The achievement of its objectives through the optimum use of its powers within the legal framework for local government as prescribed by legislation, case law and the council’s constitution.

• What is required for the council to satisfy its statutory duties; and the risks involved in proposed actions.

• Reviewing the council’s decision-making structures and processes and maintaining the council’s constitution.

• General land and property advice.

• Estate management and development including the council’s investment portfolio and surplus property.

At an operational level:

• Providing a full legal service, including advice and drafting, to services within the council and other clients regarding contracts and procurement of works, goods and services.

• Advising the council and other clients on all conveyancing and matters of property law, including conducting acquisitions and disposals.

• Advising the Planning and Development Committee, Rights of Way Committee and council services on all aspects of planning, highways and traffic law, and administrating and conducting (including advocacy) public inquiries.

• Advising on the potential for creating or using companies, charities and trusts.

• Along with the Litigation Service, protecting the interests and resources of the council, including defending and asserting its rights in the courts and other tribunals.

• Providing secretariat services to the council and the Police and Crime Panel including arranging meetings, preparing and dispatching agendas, taking follow-up actions and providing general administrative support.

• Providing administrative support to bodies where the council acts as Company Secretary.

• Providing procedural and corporate advice on matters relating to the constitution, the management of the council’s business and the council’s Code of Conduct.

Background The service provides a range of support services including human resources, litigation, workforce development, occupational health and health and safety. The service also delivers civil registration and electoral services.

This service area covers:• The development and delivery of human resources and workforce development services

• The development and delivery of employee health, safety and welfare services

• A comprehensive legal service in relation to ‘contentious’ matters

• A full civil registration service

• A full electoral service

• Town twinning activities

• Group projects as well as corporate systems for door access, identity and flexible working

Key activities include:

• Developing and implementing the council’s Workforce Strategy and associated frameworks, policies and procedures

• Devising and maintaining fair and equitable pay structures, terms and conditions of employment and other employee benefits

• Providing strategic and corporate direction on workforce planning and development in relation to the skills and diversity of the workforce

• Identifying corporate learning and development needs and designing, procuring and delivering interventions as appropriate

• Providing advice and guidance on service delivery models and organisational restructuring, including appropriate change interventions and advice on matters such as lean management techniques, transfer of undertakings, employee engagement and culture change

• Providing advice and guidance to managers on matters including employment legislation and best practice; discipline and grievance cases; pay and grading; union and employee relationships; absence management and appraisal and performance

• Developing and implementing the council’s procedures for recruitment & selection, including employer branding. Providing employee health, safety and wellbeing services, including safety audits and inspections, health assessments, health and wellbeing campaigns and support for disabled employees

• Leading the Public Service Academy and developing its shared learning programmes

Adult Social Care and Independent Living

Background Adult Social Care and Independent Living offers a variety of care, support and advice services to ensure the council meets its legal requirements to adults in urgent need of help i.e. people who are homeless and/or those in critical need of adult social care.

The service also provides a range of preventative services, supporting people to live independently, improving their overall wellbeing and avoiding reliance on social care. People accessing adult social care and independent living may often have one or more of the following needs; physical disability, learning disability, autism, mental health, care leaver, ex forces, carer, homelessness, drug and alcohol misuse, debt issues and unemployment.

This service area covers:

• Adult Social Care – assessment and personalisation. Assessment, care planning and management services.

• Adult Social Care - provider services. Supporting older people to remain in their own homes by facilitating hospital discharges and preventing unnecessary admissions to acute hospital wards. Furthermore, supporting people with disabilities (learning disabilities, physical disabilities or mental health conditions) to be active in their local communities through citizenship, employment, enterprise or volunteering opportunities.

• Adult Social Care - Care Call. Technology enabled support services and supported housing.

Key activities include:

• Our adult social care direct team is the first point of contact for members of the public requiring care and support advice.

• Social care teams assess an adult’s care and support needs to see if they are eligible for social care services. A care and support plan will be developed to meet eligible needs which will then be reviewed on a regular basis.

• Provision of domiciliary care, short stay residential establishments (promoting independence centres), day service provision for people with autism and high complex needs, learning disabilities, physical disabilities, mental health conditions and older people, independent supported living schemes, community bases, GATES employment service, ‘Next Steps’ enterprises, shared lives, community links and respite service for people with autism and complex needs.

• Our care call service offers technology enabled support to give peace of mind for both service users and their family members. Telecare and telehealth services are able to provide innovative technological solutions to enable higher levels of user independence. On site residential support is also provided within our council sheltered housing schemes providing emergency response and support to our older vulnerable tenants.

• This service has responsibilities for developing and maintaining Adult Social Care strategies such as the Autism Strategy, Older Persons Strategy, Carers Strategy and the Dementia Strategy.

• The Youth Service provides a more targeted approach to youth work activities. This includes one to one and bespoke interventions. Work is also being developed with vulnerable adolescents and in schools.

• Connexions Service provides information, advice and guidance to targeted young people in schools across the borough. It also works closely with those young people who are Not in Education, Employment or Training (NEET).

• Family Intervention Team provides a Tier 1 and Tier 2 Family Support Service. The work is aligned to the FamiliesGateshead agenda and provides early intervention, prevention and intensive support to families across the borough.

• The Youth Offending Team provides statutory and preventative services to young people in Gateshead to prevent offending and re-offending. They are a multi-agency team with staff seconded from partner agencies. The YOT also commissions services to provide a holistic service to young people and their families through the FamiliesGateshead programme. The YOT works in a restorative way with all young people and families which include victims of offenders.

Background The Public Health function supports Gateshead Council in exercising its legal duty to improve the health of the local population, deliver specific public health services (some of which are mandated) and provide specialist advice to NHS Commissioners. It also supports the council’s health protection assurance role, which is a new responsibility under the Health and Social Care Act 2012.

The service supports the delivery of Vision 2030 especially Active and Healthy Gateshead and also contributes to delivery of the other big ideas. Improving and protecting health, and addressing health inequalities, requires action across all public and private sector organisations and also by communities and individuals.

Within the Council Plan, the service has a particular lead role in relation to driving strategic interventions to improve health and wellbeing, thereby contributing to the overall outcome of sustainable economic growth and wellbeing.

The team operates through developing strong partnership links with other council directorates, Public Health England, the NHS and other public and private sector partners, as well as the voluntary sector.
