Objectives

The webinar will support evaluators as they:

• Assign evaluation ratings that reflect student progress and hold high expectations for educators

• Facilitate end-of-year conversations that include reflection on prior year performance and time to plan for 2014-15

• Manage Compass end-of-year deadlines

Louisiana is transitioning to higher standards.

In order to ensure all students are ready for Louisiana’s economy, Louisiana is moving to higher standards. By 2025, we aim for an “A school” to be one where students on average are achieving at the mastery bar. This means that educators, too, will be held to higher expectations.

The Department recognizes that educators need increased, intensive support in planning for and instructing toward these higher standards.

During this time of transition:

Educators will receive feedback and an official evaluation. However, value-added data will not be produced in 2013-14 and 2014-15. Instead, transitional student growth data will be provided.

The Classroom Support Toolbox includes a variety of resources to support educators in making curricular, planning, and instructional decisions. These can be used during the Compass end-of-year conversations as educators reflect on 2013-14 and plan for 2014-15.

Through the Compass Final Report, published in September, the Department will report on the extent to which educator evaluations reflect student progress.

The Compass Final Report, published in September, will include data on the extent to which evaluators held educators to high expectations.

• School 1’s educators are held to relatively high expectations: student growth is among the highest in the state, yet teacher evaluations create room for continued improvement.

• School 2’s educators are held to high expectations: student proficiency is among the highest in the state, educators continue to make progress, and yet evaluations create room for improvement.

• School 3’s educators are held to relatively low expectations: student proficiency and growth are low yet evaluation ratings are among the highest in the state.

Compass Evaluations: Reflecting on Student and Educator Progress

Meaningful Compass evaluations and end-of-year conversations are an important part of the Compass process.

The evaluation communicates the extent to which educators made progress with students.

The end-of-year conversation is an opportunity to reflect on educators’ and students’ progress toward expectations, and plan for 2014-15.

During this conversation, evaluators are responsible for leading conversation focused on these questions:

Did students meet their goals for this school year?

What did the educator do that led students to meet their goals? In cases where students did not meet their goals, what could the educator have done differently?

What does this mean the educator should focus on when planning for next year?

Evaluators can use the sample end-of-year agenda to help plan for these conversations. The agenda includes links to resources that will help evaluators plan for these conversations.

The End-of-Year Conversation: An Opportunity to Reflect and Plan

The Compass end-of-year evaluation and conversation is an opportunity to reflect on each educator and student progress toward expectations, and plan for 2014-15.

During this conversation, evaluators and educators together should assess the extent to which students and the educator met expectations by reflecting on and answering these questions:

Did students meet their goals for this school year?

What did the educator do that led students to meet their goals? In cases where students did not meet their goals, what could the educator have done differently?

What does this mean the educator should focus on when planning for next year?

These questions should form the basis for end-of-year conversations. They are outlined in the Compass End-of-Year Sample agenda, which also outlines specific resources evaluators can use in facilitating conversations.

The End-of-Year Conversation: Review Student Growth

Did students meet their goals for this school year?

Consider• What do the educator’s SLTs, transitional student growth data, and student performance on state tests or

district benchmarks show about students’ mastery of priority content (CCSS, if applicable)?• Did certain students meet their goals and not others?• Were there specific areas in which students did or did not meet goals?

• What do the educator’s SLTs, transitional student growth data, and student performance on state tests or district benchmarks suggest about the educator’s areas of strength and development?

Resources• SLT results• Transitional student growth data• Assessment data

• District benchmark data• State test results

The End-of-Year Conversation: Discuss Educator Practice

What did the educator do that led students to meet their goals? In cases where students did not meet their goals, what could the educator have done differently?

Consider• What are the educator’s areas of strength and development based on observations or site visits?• Did the educator use observation or site visit feedback to make improvements?• What curricular and instructional decisions did the educator make this past year? What worked and what

didn’t?

Resources• Feedback from observations and site visits• Compass Rubric• Curriculum Guidebooks• Unit Assessments and Planning Resources• Instructional videos aligned to Compass and Common Core

Sample agenda is available here.

The End-of-Year Conversation: Plan for 2014-2015

What does this mean the educator should focus on when planning for next year?

Consider• What do the areas of strength and development suggest about the educator’s curricular decisions,

planning, and goal-setting for next school year?• What learning needs to take place this summer to ensure that the educator is able to teach rigorous

content aligned to CCSS?• What resources are available to support the educator’s improvement in specific development areas?• If applicable, when should you reconvene to discuss transitional student growth data?• If applicable, what should be included in the intensive assistance plan?

Resources• Compass evaluation

• SLT results• Transitional student growth data• Feedback from observations and site visits

• Assessment data• District benchmark data• State test results

• Curriculum Guidebooks• Assessment Guidance• Unit Assessments and Planning Resources• Instructional videos aligned to Compass and Common Core

Evaluators can assign holistic student growth ratings instead of averaging the

student learning targets.

Evaluators can view transitional student growth data. Only percentile rank will be available. Performance levels will not be

provided in 2013-14. There is no requirement to use these data in the

evaluation.
