This “Guidance Book on Verifica�on of Community-Based

Total Sanita�on (STBM)” is compiled by the Community-

Based Total Sanita�on Team of the Indonesian Health

Ministry that consists of related cross-programs along

with related stakeholders.

This guideline provides informa�on on steps in

performing Verifica�on of Community-Based Total

Sanita�on and becomes a source for healthy

environment officer in the district/city, sanitarians,

community leaders and various par�es in doing

Verifica�on of STBM in the community.

Verifica�on Note:

- Improved Latrine according to MDGs including pour-

flush-latrine connected to the sewer, sep�c tank or

hole; ven�lated improved pit latrines; pit latrine with

slab or a board that covers the hole.

- Unimproved facili�es including public or shared

Why verifica�on is required?

Verifica�on is required to ensure there is a behavioral

change in the village community. This is performed

before declaring STBM village and/or ODF village.

What is verifica�on process?

Verifica�on is a series of assessment performed by a

verifica�on team to a statement of a behavioral change.

Defini�on Limita�on of STBM Declara�on Statement:

1. Behavioral change means as drawn in the diagram

(on page i)

2. STBM Declara�on is a declara�on of STBM 5 Pillars

Pillar 1 – Stop Open Defeca�on, in every houses

Pillar 2 – Hand Washing With Soap

Pillar 3 – Household Drinking Water and Food

Management

Pillar 4 – Household Solid Waste Management

Pillar 5 – Household Liquid Waste Management

3. ODF Declara�on is a declara�on pillar 1 of STBM

Who does the verifica�on?

The Verifica�on Team, whose members are 3-5 people or

more, as needed, performs the verifica�on process.

Village verifica�on teams are appointed and designated

by the Sub-district Government. Sub-district verifica�on

teams are appointed/designated by District/City

Government. Verifica�on Team may be assisted by

various par�es in performing their du�es, where full

responsibility is in the hands of the verifica�on team.

When verifica�on is performed?

• When there is a village sta�ng that they have

reached a status as STBM village, or ODF village (for

example: by mail/oral/electronic form from the Head

of Village to District Government, copied to

Puskesmas or Local Health Authority)

• When there is periodic monitoring to ensure the

STBM Status, or ODF Village status (at least once in

two years).

Verifica�on Target Sampling

• Pillar 1 of Open Defeca�on Free Program has been

reached by 100% of total number of houses located

in that village (sampling must be conducted to 100%

of all houses)

• For STBM, pillar 2-5 has reached all houses

(sampling conducted to minimum 30% of all houses)

Note:1 (one) house could have more than 1 head of family.The requirement of ODF is that 100% community has access to and using the toilet (1 house at least 1 toilet).

How is the verifica�on performed?

Pillar 1 (ODF):

1. Consolida�ng the Verifica�on Team

(Preparing the evalua�on form, equalizing the percep�on

in evalua�on form and 100% of residents has accessed

toilet facili�es for pillar 1, dividing the region and

scheduling.)

2. Verifica�on Process

All members of verifica�on team visit the houses to

assess and interview.

3. Determining the Verifica�on Result

- Recapitulate the assessment result from all

verifica�on team members

- It is verified if all criteria are fulfilled (all answers

are YES)

- Make a verifica�on report signed by Verifica�on

Team Leader

4. Repor�ng to the community the following:

- The criteria of assessment

- The result achieved

- The next step (is it to postpone declara�on, to

con�nue declara�on, to maintain the ODF status, or to

revoke the ODF status)

If the ODF/STBM status will con�nue to declare, what

should be done?

1. Preparing the declara�on celebra�on together

2. Verifica�on Team or Pokja AMPL (drinking water and

sanita�on working group) or SKPD (government

working unit) of Health should provide a cer�ficate

of STBM or ODF Village. This cer�ficate should be

signed by the Mayor/Head of the district or Head of

District Health Department

3. Se�ng up a monitoring mechanism to maintain

ODF/STBM status

Note:ODF/STBM status will be revoked if during the periodic monitoring, the verifica�on team finds there are people who are s�ll doing open defeca�on.

Mechanism in Revoking ODF/STBM status is

performed as the following:

1. SKPD (government working unit) of Health sends a

le�er to the village chief regarding the ODF/ STBM

revoca�on status.

2. Then, SKPD (government working unit) of Health

and Pokja AMPL (drinking water and sanita�on working

group) give workshops and assistance to the village

which ODF/ STBM status has been revoked

This Guidance Book on Verifica�on of Community-Based

Total Sanita�on (STBM) explains a mechanism of

verifica�on and its criteria in conduc�ng verifica�on

process in villages of STBM and/or villages of open

defeca�on free (ODF).

Hopefully this book can be a good reference for planning

and implemen�ng STBM verifica�on and for post

declaring STBM monitoring as an effort to maintain

STBM and ODF condi�on con�nuously.

This guidance book can be used as the reference by

people/ staffs, who will perform a verifica�on of STBM

and ODF villages.
