Foreword
The urban India is continuously showing rapid growth, with expansion in economy, spatial extent and
population. This has led to enormous pressure on infrastructure & services, poor quality of life in urban
areas and deteriorating environment.
Indian civilization has always been alive to nature’s sustainability, even as it has developed over many
millennia. Government of India has decided to develop 100 Smart Cities, which will make the urban
areas more livable in terms of employment, education, health, recreation, and development. We
believe that this will be done according to the basic genius of our way of thinking and living.
Graduate School of Smart Cities Development is one of the initiatives by Gujarat Technological
University. It will contribute to the nation’s Smart City Mission. The Graduate School will work with
the researchers at GTU and outside so that the concepts of smart city development not only develop
a few hundred smart cities in the world but it also helps cities and towns to manage themselves in a
way, which improves the quality of life everywhere.
The smart development goal can only be achieved if all stakeholder of the smart city are involved and
give their contribution. The Graduate School will contribute by imparting education, related to smart
cities development. The Graduate School will also be involved in the research, consultancy and
capacity building activities to support the governments at all levels.
We are grateful to Hon’ble Education Minister of Gujarat Shri BhupendraSinh Chudasama for blessing
this program at GTU Graduate School of Smart Cities Development. We are thankful to all the
associated organization, GIHED, Smart Cities Council India and GTU GSSCD Knowledge Partner

About Gujarat Technological University
Gujarat Technological University (GTU) is India’s most innovate affiliating type University
established by Government of Gujarat vide Gujarat Act No. 20/2007. The University, caters to
the entire field of engineering, architecture, urban planning, business studies (MBA
programs), Computer Applications (MCA) and pharmacy in Gujarat.
Gujarat Technological University (GTU) is the largest technological University in western India
with 450,000 students including foreign students from 31 countries, spread over 486 colleges
in Gujarat. It is a state University with 17,500 Faculty Members in Engineering, Architecture,
Pharmacy, Management, Computer Sciences, and Hotel Management. GTU has fourteen
Post-graduate Research Centers, including Center for Infrastructure, Transport and Water
Management, Center for Environmental and Green Technologies and Center for Environment
and Energy Efficiency. It has sixteen Research Groups and three Boards for studies and
Research.
The Innovation Council of GTU is well known in the country for its initiatives in grass root
innovation work by its engineering students for solving problems of SME industrial units
located throughout Gujarat. Intensive innovation efforts have resulted in many patentable
outcomes. Its programs for student start-up development and its programs for dissemination
of knowledge about IPR are well-known all over the country. It’s Policy Documents for Student
Start-up, Development and Skill Development Mission are being used by universities all over
India.
In the issue of Plexus11 of 1st August 2014, the Vice-Chancellor gave a call to every College to
take up one area of national interest and to study its various aspects in all the departments
of the College. Accordingly 19 Colleges from across Gujarat have taken up the study of Smart
Cities as the area of interest. These Colleges are grouped together as Research Partners of
GGSSCD.
GTU had organized its first seminar Smart Cities-Quo Vadis? on August 30, 2014 at its campus
to create awareness and sensitize on the subject amongst academician, researchers,
businessman, and government officials in the context of 100 new smart cities announced
by the government of India for development.

At the 61st Foundation Day of the Institution of Electronic and Telecommunication Engineers
on 2nd November 2014 at Ahmedabad, GTU’s Vice-Chancellor called upon the electronic
engineers to help develop technologies and products for smart cities jointly with GTU’s
students, researchers and Faculty Members.
Objectives of Gujarat Technological University (GTU) The objective of the university is to develop the knowledge of science, engineering,
technology, management and environment for the advancement of quality of life of the
mankind in general and in relation to the domain of engineering and technological
development and applications. The prime objectives of the university is to create centers and
institutes of excellence in basic and applied science, engineering and technology in particular
and other objects shall be a follows, namely:
1. To create institutes and centers of excellence for imparting state-of-the-art education,
training and research in the fields of science, engineering, technology and
management in general.
2. To create capabilities for upgrading for development of knowledge, skill and
competency at various levels.
3. To create capabilities for upgrading the infrastructure of global standard for
education, training and research in the areas related to engineering technology and
science;
4. To develop patterns of teaching and training at various levels of educational
accomplishments so as to set high standards of education in science, engineering and
technology.
5. To function as a leading resource center for knowledge management and
entrepreneurship development in the areas of science and technology.
6. To provide inter-relationship for national and global participation in the files of
science, engineering, technology and management.
7. TO establish close linkages with industry to make teaching training and research at the
university relevant to the needs of the industry at national and global levels.
8. To make such provisions as would enable affiliated colleges to undertake
specialization of studies.
To establish, maintain or take over by agreement and manage college, department center
and institutes of research or specialized studies.

About GTU Graduate School of Smart Cities Development (GSSCD)
Gujarat Technological University has set up the Graduate School of Smart Cities Development (GSSCD)
so as to create a resource center for the nation which understands the requirement of the cities and
citizens and helps in the smart development by producing required resources. The Graduate School
will contribute by imparting education, related to smart cities development. The Graduate School will
also be involved in the research, consultancy and capacity building activities to support the
governments at all levels.
The Graduate School seeks to involve industries and the society to ensure that its studies and research
have a relevance to the needs of the society and the industries. Therefore, there the graduate school
has invited KNOWLEDGE PARTNERS from industry and from cities to avail of their real life experience.
Currently there are five KNOWLEDGE PARTNERS.
The Graduate School also promotes institutes for research partnership to carry out the research for
the components at grass root level of smart city development. Therefore, the Graduate School Invited
educational and research institutes of GTU and others to become Research Partner with the graduate
school and created the only one of its kind of network of expert from various domain of expertise
having similar interest of contribution in smart cities development. Currently there are 20 institutes
across the states as Research Partners of the Graduate School.

Objectives of GGSSCD Academic
One year full time post graduate diploma (PGD) course on smart cities development.
Conducting short certificate courses on related topics for developing skilled workforce.

To become a national resource center in smart cites development by developing as a point of
confluence for Industry, Academia and Government and help developing policies and plans at
various Governmental levels
Research
To work with universities and research institutions across the globe to develop new
technologies
To conduct research on the requirements of the Indian cities & citizens and help determine
the best of technologies being used across the world in Indian context in collaboration with
GSSCD RESEARCH PARTNERS.
To develop strategies for development, which enhances cultural strength of our diverse
society in the area, where the smart city is located.
To establish integrated smart city research lab for conducting research by GTU research
Partners and others through remote connectivity.

Knowledge Partners GTU seeks to involve industries and the society in all its Post-graduate research centers and schools in
order to ensure that its studies and research have a relevance to the needs of the society and the
industries. Accordingly it is planned to have knowledge partners from industry and from cities to avail
of their real life experience.

Research Partners Research Center for Infrastructure, Transportation and Water Management
(CITWM) at Gujarat Technological University is research partner of Graduate
School of Smart Cities Development (SSCD). The center will conduct research
activities for the graduate school. The Graduate School invited engineering
colleges and research institutes to become Research Partner with the graduate
school. By this the graduate school is attempting to make only one of its kind
network of expert from various domain having similar interest of contribution in
smart cities development. Currently there are 20 research partner institutes.

Development on April 18, 2015 at GTU Chandkheda Campus in Ahmedabad. Shri M Venkaiah Naidu
Hon’ble Minister of Urban Development, Govt. of India was invited as chief guest of the event. The
Graduate School of Smart Cities Development was inaugurated by Hon’ble Minister Shri M Venkaiah
Naidu.

National Professional Training Certificate Course on Smart Cities
Development in India
Introduction There are many speculations about Smart Cities Development in India after the roll out of Smart Cities
Mission for making 100 smart cities by the Central Government. Adopting the concept of smart cities
from already developed foreign smart cities would be helpful but emphasis should be given on
independent thinking to develop strategy as per Indian situation. The course objective is to orient the
policy makers and ULB officials for smart cities.
The Modules covered in the training program were Understanding Smart Cities (Concepts, Dentitions
and Practices); Smart Cities Bench Marks, Standards and Performance Measurement Indicators;
Technological Options for Smart Cities; Financing Smart Cities Development; Road Map and Safe
Guards for Smart Cities; Smart Cities: Issues & Challenges by Smart City Council India; Exposure visit
to GIFT city, Smart Urban Governance and Urban Renewal.
The target audience were Sr. Urban Executive, Officials from State Urban Development department,
Municipal Corporations, Urban/Area Development Authorities, Officials of Proposed smart cities,
Professionals, Researchers, Private sector organizations, and NGOs.
Participants from various states in the workshop Visit to Heritage city Ahmedabad: Group picture of
participants inside Jumma Masjid, Relief Road, Ahmedabad.
The 3 days program included lectures of various modules, exercise on developing smart cities and
exposure visit to understand all the three components, retrofitting, redevelopment and pan city
initiatives, of smart cities development. 57 participants from 8 states of India participated in the
workshop and all felt highly satisfied with the takeaways from the workshop. Gujarat Technological
University received excellent feedback form the participants.

Mr. Pratap Padode started off by appreciating the initiative of GTU-GSSCD as mentioning it as a path
breaking initiative in Smart Cities Development in India. He said India needs its 10% of GDP investment
in infrastructure sector as compare to current trend of investment of 4-5 % of GPD in Infrastructure
Sector. Cities in India contribute 60% of the country’s GDP while on the contrary only 0.6% of GDP is
invested in the cities. Indian cities need investment to improvise the living condition of cities and also
because cities will contribute more and more to the country’s GDP.

Mr. Dhanshkh Bhanderi, Chairman, Gujarat Municipal Finance Board, Gandhinagar started with
mentioning that Shri Narendra Modi, Hon’ble Prime Minister of India, during the launching ceremony
of smart city mission on June 25,2015, said that the smart city we are dreaming of is such city in which
Government will be ready with all the services before the citizens realize the need of it. He further
said that Gujarat Municipal Finance Board (GMFB) on of its kind of board in that whole country in
urban sector. He mentioned that GMFB provides grants for infrastructure development and urban
development to 159 municipalities of Gujarat and GMFB also provides training and capacity building
for the staff of municipalities.

Inaugural Speech by the Chief Guest
Mr. Bhupendrasinh Chudasma, Hon’ble Minister of Education, Govt. of Gujarat, Gandhinagar said that
Gujarat is working on Smart Education, Smart Villages, Smart Towns and Smart Cities and in the next
decade Gujarat will be known as the first Smart State of the country. He said we need smart cities to
meet with the population increase and to compete with the other developed nation. Hon’ble minister
said that GOI has declared humongous financial support to the cities, but the challenge will be to utilize
the finance in efficient way and in due course of time. He congratulated GTU Vice chancellor for
organizing the 3 days smart cities training workshop which will train the participant on how to properly
utilize the finances received from central government.

100 Smart Cities in the context of India’s Urbanization Challenges by Dr. Sudhir Krishna,
Former Secretary, UD, Ministry of Urban Development
This session was consisted of a speech by Dr. Sudhir
Krishna, Former Secretary, UD, Ministry of Urban
Development on 100 Smart Cities in the context of
India’s Urbanization Challenges.
He started with the question that why we should focus
on developing smart cities? Further he added about
the different perspective of smart cities. Economist,
Architect, Sociologist, Planner, and Environmentalist
etc. will have different viewpoint for smart cities. Next
he narrated about the various objectives of smart
cities which includes, Efficiency, Transparency,
Sustainability, Inclusiveness, and Safety in terms of
crime, disasters, contagious disease etc., also Competitiveness and aesthetic aspect. Further he added
about the branding of the smart cities in which he emphasize on the identity and originality of the
cities should be preserved. Then he briefly described the components of smart cities. Afterwards he
expressed his thoughts on the governance challenges for developing smart cities. This portion covers
the about the complications, in which he said that main reason is the absence of master plan or an
outdated master plan. Weak municipality, ageing population, skill deficiency, haphazard housing are
also some other challenges in the development of smart city. Afterwards he talked about the SPV
(Special Purpose Vehicle) of a Smart City, smart planning as per URDPFI, smart drainage planning,
smart sewage management. Afterward he talked about AMRUT mission, making brown field smart
cities, financing urban infrastructure, making betterment taxes, user charges. Lastly he conclude the
session by answering the question that “What to make smart? Old Cities? New Cities? Villages?” better
to make existing cities smart, also same paradigm for new cities and villages too.

Prof. C. N. Ray took the session after break. A group
exercise was given to all the participants, to know
everyone and to know about the perspectives of
participants for smart cities. They were ask to write few
points about what they mean by smart city? And then one
of the team member described to everyone. All the teams
present their thoughts on the concept of smart city with

behind this exercise, that it was conducted to show that the thoughts will reflect the perspective
according to their work background.
Urban Sanitation Challenges for Smart Cities by Prof. Srinivas Chary, Director, Centre
for Urban Governance, ASCI, Hyderabad
Prof. Srinivas Chary initiated the speech by
highlighting the importance of “sanitation”.
According to him sanitation shouldn’t be at the
bottom in the hierarchy of the smart city
components. He added that public health is the
fundamental building block for doing business,
creating opportunity, and creating wealth and
public health can only be achieved by providing
high quality service delivery. Further he defined
what public health is and what sanitation is and
then he talked about the two approaches for safe
disposal of solid waste which were reticulated
system and on site sanitation. Then he continued
the session on the septic tank. He also commented that most of the 100 Smart Cities do not have
sewerage system. Lastly he conclude the session by mentioning the challenges for urban sanitation
and drivers for change and stating the scope for innovation and gave the best example where the best
practice is carried out.

Promising Cities, Mr. Pratap Padode, Founder Director, Smart Cities Council India
Mr. Pratap Padode started the session by
introducing himself and briefing about the
Smart Cities Council India. He stated that while
everyone is talking about Smart Cities, why not
talk about Basic City? As basic amenities of the
cities are still not there and Government wants
to build up a Smart City. In January, 2015 Smart
Cities Council-India made a report on Promising
Cities, way before the guideline of Smart Cities
were announced. He concisely explained about
how the idea of Promising Cities came up and
how they have short listed such cities. He added
that smart practices in India has been scattered
all around the country, as small initiatives are
successfully done in various cities of India. But they all don’t happen to be in one city. There is a need
of technology when the city gets denser. Technology has to be specific to your need and fulfilling it,
and be able to make efficient use of our resources. The opportunities coming in the form of “HRIDAY”,
“Swachch Bharat”, “Digital India”, “AMRUT”, “Housing for All” these collectively are contributing to
rejuvenating the Urban India, which contributes to the whole bulk of GDP. Lastly he added that the
problem will arise at the integration of smart solutions. There is need to have an open source kind of
a platform so that no propriety solutions are used, such that integration becomes possible then.

Indian Cases and IBM Solutions for Smart Cities India by Neelesh Kelkar, Sales Leader-
Integrated Cites, IBM
After the brief introduction of IBM, Mr. Neelesh
Kelkar started the presentation in which he
described that IBM is Ranked Number 1 among
Smart City Suppliers, and Best-in-class Global
Smart City Integrator. IBM brings all the pieces
of Smart City Puzzle together. IBM’s experience
also covers brownfield cities. In India IBM is not
covering the whole city but components of it. He
further explained that cities are a complex
system of ecosystem. All the components of a
city are interconnected and they don’t work in
isolation. There are multiple domains need to be
integrated. There are 3 basic elements when
considering how to create a smarter city, and they are Visio, Domain specific solutions and roadmaps;
and Integration and Collaboration. Further he explained about the Actionable Business Architecture

of IBM which provides details of each township function. Finally he concluded that apart from cities,
IBM is focusing on other parts which includes, Conventional Hubs, Sports, Energy, and Water etc.
Urban vision for the city, Moderator: Sudhir Nair, Director, CRISIL
He initiated the conversation with indicating
that CRISIL is looking at real estate and allied
aspects of urban infrastructure as sectorial
point of view. They have been looking at trends
of smart cites, for example, what is the solution
it’s time to provide, what kind of investment
will come into the economy? Etc. He further
continued the session on the aspects which we
can’t afford to overlook as a country that we
are. By 2050, 80 Crores population will be
residing in urban areas, to handle this
incremental growth of population country will
need another 500 cities according to some
rough calculation. Obviously one just cannot put up 500 cities which will be like dots everywhere.
Which is why we believed that smart cities which are far more efficient, will be a proper solution for
this incremental growth of population, as it can accommodate more population, can function far more
efficiently. So you don’t need to put up 500 cities. For this first and foremost thing is to decide the
guidelines on what a smart city is? Second thing is to put an Audit guidelines clearly into the place.
This has to work very closely in conjunction with land acquisition policies also. Lastly smarter building
materials, processors, smarter concepts need to come in. Also, financing needs to get smarter as most
of this is going to be invested driven, there will be private participation enlisted. All these things need
to put in place, so that it becomes affordable and people kind of move in and make it effective.
Presentation on “Dholera- The green field Smart City Initiative” by Vishal Kundra,
Associate Director, Design Planning & Economics, India, AECOM
Mr. Vishal Kundra gave an overview of one of their
project on which they are currently working. The
project which is a case study based, a realistic
example on how they are trying to implement or
say sort of build a smart city from ground. He
further threw some light on the Project Dholera-
Special Investment Region, which is on a Delhi-
Mumbai Industrial Corridor which is a National
Level Initiative by the Government of India.
AECOM is the Program Manager of the Project.
City is going to build from scratch all the way from
vision, planning etc. Then Mr. Kundra went to

Lastly he concluded the session explaining the smart city characteristics and described the Dholera
project’s characteristics in detail with context of Smart city characteristics.
Support for Smart Cities by US Government- Madam Camille Richardson, Principal
Commercial Officer, U.S. Consulate- Mumbai, US Government
Madam Camille began her speech by talking
about the trade section. She mentioned that
India is the Second largest operation of network
they have outside the United States and she
works in the Mumbai, it is the second largest
office in operation located in the business and
financial capital. She added, Infrastructure and
smart cities are the big priorities for the country
and for us. The main focus of their work is
economic partnership, trade in investment
opportunities for mutual benefits, to increase
that flow of trade in investments. They have
been asked to reach out to partner with the
private sectors, the partner with each other;
Government to Government, to try to increase that flow trade in investment to $ 500 billion. Overall,
she explained the list of opportunities the country will be having with the support of US Government.
In conclusion she emphasized on looking forward to support Government of India in the mission of
Smart City India Initiative with partnership of US and Indian Companies, also development plan in
setting priorities.

Group Exercise on Indian Smart Cities Challenges Facilitated by Prof. C. N. Ray, Prof.
Sejal Patel, and Prof. Saswat Bandhopadhyay
Prof. Saswat Started the session with the highlights of the
activities of earlier day, in which he mentioned about the visit to
Old City of Ahmedabad and the study and the observation from
the visit. How the Old City is under Heritage conservation and how
slowly piece by piece retrofitting is being done. Also, he
recapitulated about the visit to Sabarmati Riverfront and GIFT
City. He added that these two days were more about discussing
and exposing to the larger happening about the Smart City. Then he explained about the group
exercise on Indian Smart Cities Challenges. Before begging the
group exercise he gave a brief presentation, in which he covered
about various topics like how urbanization is taking place in the
world as well as in India, Water and Environment challenges, how
much investment is needed to build up the infrastructure which we
have planned, what is a definition of smart city in India and in other
countries, Core Smart City Infrastructure, Smart Solution, Smart
City Development Strategy, financing smart cities, E-Governance etc. Then, Prof. Sejal Patel carry
forward the session and gave details about the basic
components, which includes performance measurements
framework, benchmarks, practice codes, how do the cities and
governments evolved up etc. Lastly she concluded the session
with a note that ICT is not the focus but it is the means, and also
we need to look at what Digital India is doing and we should
integrate our proposals of smart cities with respect to the Digital
India Campaign. After that, students were given a group exercise in which the groups had to submit a
vision statement of their own city as a Smart City, at least one idea of retrofitting/ redevelopment/city
extension, also one PAN city solution and one possible financing solution. They were given a time of
an hour in which the groups had to discuss internally and at the end they had to present their idea in
front of everyone.

Asia and what it mandates? Letter he explained Why
CDIA is needed? And how it will finance Asia’s urban
challenge and India’s urban challenge. Further he gave
the details about CDIA Development Principles which
includes, Urban Environment Improvement, Urban
Poverty Reduction and Inclusiveness, Climate Change
Mitigation and Adaption, & Good Governance. The
next point he discussed about was what CDIA can do for Smart Cities in India and what CDIA has done
with city interventions in Asia? Lastly he finished the lecture by delivering way forward of CDIA.

Innovative Solar Energy Solutions in Smart Cities, and in

topics, Smart city and smart grid, Rooftop solar and
connectivity basics, Evolution of rooftop PV models:
Indian perspective, Policy, regulatory and
implementation of a net metering program, Solar as
jump start to smart grid/city. He mentioned how
rooftop solar PV can be beneficial to us in social,
technical and administrative aspects. Additionally, he explained about the function of Net Metered
System with various cases. Lastly, he elucidated what are the challenges in these solar energy solution
at different level.

Efficient Water Supply and Disposal for Smart Cities by Prof. Dr. N S Varanadani, GERMI
Dr. N. S. Varanadani kick off his session with a thought
provoking statement that everyone could have
reached to this destination because of enough water
supply at their places. “What if there was no water
when you woke up?” The local authorities are doing
an excellent job by providing adequate quantity of
water, at adequate pressure with appropriate quality.
Life will be miserable if you talk about the smartness
of any city if you don’t address these components
smartly. Dr. Varanadani talked in detail about The Possible Smart Liquid Infrastructure and their two
components, namely, Water supply and Drainage. Further Dr. Varanadani spoke about to important
components of Smart City, which are Smart Environment and Smart Governance and finished his
session with a note that how we can produce an effective smart liquid infrastructure system.

Shri Bhupendrasinh Chudasama
Honorable Minister for Education, Government of Gujarat.
Shri Bhupendrasinh Chudasama is in Council of Ministers of Gujarat in
13th Gujarat Legislative Assembly. He is the cabinet minister of Education
(Primary, Secondary and Adult), Higher and Technical Education, Food
and Civil Supplies, Consumer Affairs and Science and Technology in 13th
Gujarat Legislative Assembly. He is a lawyer by profession.
He is a firm believer of Ekatm Manavavaad of Pandit Dinadayal Upadhyay.
He has envisage the importance of the Narmada Project for the State and
played a crucial role for the Narmada Dam. Water conservation has been his area of interest. He
studied the problems and solved it by experience in the rural area. The best example of that can be
seen at Dholka Primary School, where he had developed rain water Harvesting System since 1995. He
is pioneer for the Horticulture in the Gujarat State. He established the Horticulture Department,
separately from the agriculture.

Shri Dhansukh Bhanderi is holding Position as a Chairman of Gujarat
Municipal Finance Board, Gandhiagar. He joined BJP in the year 1982 and
took active part in Yuva Morcha at Ahmedabad. In 1983, he became G.S.
of Bhavan’s Science Collage and was elected as Senator in 1986 at Gujarat
University. He worked as Co-in-charge of BJP YUVA MORCHA of Saurastra
Region in 1990. He was elected as a Counselor in Rajkot Municipal
Corporation in 1995 to 2010. He has worked As a Chairman of Standing Committee in Rajkot Municipal
Corporation, in 1999. He was nominated as an Executive Member of Gujarat State BJP Committee. He

Companies of Bangalore, Chennai, Delhi, Kolkata and Kochi and the Urban
Mass Transit Company, a PPP venture.
He has held other senior positions also in the Central Government in the Ministry of Panchayati Raj,
Ministry of Fertilisers, Finance Commission and LBS National Academy of Administration, Mussoorie

Saswat Bandyopadhyay, is a Civil Engineer with advance qualifications in
Urban Planning and Infrastructure Management. His ongoing doctoral
research work focuses on Climate Change and Urban Vulnerability in India. He
is presently a Professor and Head of Infrastructure Planning program at the
CEPT University.
Saswat Bandyopadhyay has over 22 years of experience in the Urban Development sector in South
Asia with a focus on City Development Planning and designing of environmental infrastructure. Since
2007, he has been spear heading urban capacity development activities in several Indian JNNURM
cities in India, extending support in City development Planning and Infrastructure prioritization.
As a Team Leader, he has been involved preparation and appraisals of several city and comprehensive
development plans across various regions of India. He has also leaded the roll out of National Urban
Capacity development initiatives such as RTP and RCBH under the JnNURM by Government of India.

Prof V. Srinivas Chary is the Director, Centre for Urban Governance,
Environment and Infrastructure Development at the Administrative Staff
College of India (ASCI), Hyderabad, India. ASCI is a leading think in India
specializes in water and sanitation. He specializes in institutional reforms, PPP and capacity building
for improvements in urban service delivery with particular reference to water and sanitation sector.
Prof Chary has over 24 years of work experience in the areas of urban governance, urban data systems,
service delivery improvement (24-7 water supply), pro poor strategies, PPP and ICT for urban
development. He is leading the campaign for continuous water supply (24-7) and open defecation free
cities in India and is providing handholding support to service delivery agencies. He was conferred
Ashoka Fellowship for this endeavor. An engineer, urban planner and management professional by
training, Prof. Chary, had education at University of Pennsylvania, Philadelphia, University of Bradford,
UK, and Water Engineering Development Centre, UK. Prof Chary has lead over 150 advisory, consulting
and research assignments both in India and South Asia. As a member of the urban sanitation taskforce
of the MoUD, he played a catalytic role in the formulation of the National Urban Sanitation Policy of
the Government of India. He was a member of the Steering Committee on Urbanisation established
by the Planning Commission for drafting approach paper for the 12th Five Year Plan (2012-2017). He is
also a global steering committee member of the City Protocol and Smart City initiative of Barcelona.

Prof. Sejal Patel is Associate Professor and was the Coordinator of
Undergraduate Program in Planning. She has 17 years’ experience in
professional practice, research, training and teaching during which she has
worked with National, State and Local governments, Multilateral Agencies
and collaborated with National and International Institutions/ Universities. She focuses on
professional practice and research on urban development plans and legislations, urban regeneration
and gentrification policies, housing policies, urban poor and slum redevelopment programs and

Dr. Omkar Jani is currently the Principal Research Scientist (Solar Energy) at
the Gujarat Energy Research and Management Institute (GERMI). He initiated
solar energy-related activities at GERMI, and today GERMI provides advisory
for various solar and renewable energy-related government initiatives, policy
and regulation; undertakes or supports pilot programs in renewable energy
for renewable energy for the Government of Gujarat; conducts fundamental and applied research;
and undertakes capacity building at both professional and vocational levels. Dr. Jani is the main
architect of the 5 MW Gandhinagar Photovoltaic Rooftop Program that has transitioned rooftop solar
programs in India at the megawatt-scale, and responsible of setting up solar technician programs in
several ITIs of Gujarat; both these initiatives are the first of its kind in India.
Dr. Jani is a member of the State Advisory Committee of the Gujarat Electricity Regulatory
Commission. He is also an advisor to several clean energy-related companies and NGOs. Prior to his
work with GERMI, Dr. Jani founded and headed the Kanoda group of companies, which is
comprehensive solution provider in the field of solar and smart technologies.
During his research, Dr. Jani has worked on programs funded by U.S. Defense Advanced Research

Camille Richardson Principal Commercial Officer, US & Foreign Commercial Service,
Mumbai, India.
Camille Richardson has worked for the U.S. Department of Commerce since
1993 with assignments in Washington, DC; Miami, FL; Buenos Aires,
Argentina; Rio de Janeiro, Brazil; and Nairobi, Kenya. In September 2013, she
began a three-year tour of duty as the Commercial Consul at the U.S.
Consulate in Mumbai, India where she serves as a resource for U.S.
companies pursuing commercial interests in Western India.
A native of Washington, DC, Camille earned a B.A. in International Relations from Brown University in
1989, and an M.A. in International Relations from Johns Hopkins/SAIS in 1993. She speaks Spanish
and Portuguese.
