Volunteers Volunteers are an appreciated and valuable part of the Parks and Recreation team! On December 1, 2014, Fauquier County Parks and Recreation implemented a Volunteer Background Check Program designed with measures to protect children, safeguard county resources, and help ensure the overall safety of county citizens. Volunteer positions will require a background check prior to the start of any volunteer duties. If you would like to be a new volunteer or continue your involvement as an FCPR volunteer, please complete the required paperwork and consent form. Learn more about the County’s history with Legends by Lantern Light, Open House at #18 Schoolhouse and Daily Life in the 19th Century living history events. Sailing lessons at Crockett are back, where there are also astronomy viewings and early morning/late evening fishing dates. And explore your creative side with photography, pottery, guitar, racquetball, and jewelry making classes.

And be sure to start making your summer plans with the wide selection of swimming lessons, mini-camps, and a full day camp at Marshall Community Center.

Please remember that the Department wants to be sure that every child that wishes to participate in recreational programs can do so. To that end the Department has a variety of means to help offset fees and has established a scholarship fund to allow participation in many other community recreation programs. Please contact any of the regional offices for more information. And a special thanks to USA Swimming for its contribution to help keep swimming scholarships viable for another year!

Refund Policies:Satisfaction is guaranteed. If any participant is dissatisfied with any program or class, they will receive a refund as follows:

• 100% refund (through the first class) with a prorated refund the second class and beyond.

• Access plans and Pass Plans - no refunds will be given.

Please note: Refunds are determined from the date and time of request.

Credit Card Policy:Due to the increased cost of transaction fees, a $5 minimum is required for all credit card purchases. Debit cards are not accepted.

Pass Plan Policies:

• Pass plans of one month or more are available to residents only.

• Passes may only be used at the designated facility.

• Passes are non-transferable.

• Pass Extensions: Requests for extensions must be made prior to absence for absences of 4 weeks or greater only. One extension per year shall be granted to a pass holder. Pass extensions will only be permitted if the pass holder becomes physically ill, with a doctor’s certification, or military status is modified to active.

On January 6, the Parks and Recreation Board acknowledged individuals, organizations and businesses who made significant contributions during the second quarter of fiscal year 2016. Three organizations reached significant thresholds totaling 400 hours of volunteer time. Eighteen organizations made contributions totaling $3,735 in monetary donations. The Board also gave special recognition to the Northern Virginia Senior Olympics Committee for planning and implementing the 2015 NVSO cycling events held in Fauquier County.

Fauquier County Government, including Parks and Recreation, has been working on updating all departmental websites. The website redesigns should be completed in early spring including a new park finder application that will allow users to find county parks, facilities and greenways by location, name, and activities.

On December 4, 2015 a crowd of theater enthusiasts, patrons, county and town officials gathered for a ribbon cutting ceremony and the unveiling of a fresh new look inside the Theater on the Green at Vint Hill.

Seat cushions, covers, and arms have been replaced, the inside of the building has been painted and new flooring and carpeting have been installed. The interior was intentionally renovated to maintain the theater’s 1950’s retro color, material, fabrics and design themes.

Renovations were the result of a unique public private partnership between Fauquier County Department of Parks and Recreation and the Fauquier Community Theatre. Renovations were funded through the county, and funds

obtained through generous donations from Fauquier Community Theatre patrons and various fundraisers.

to SchoolFauquier County was awarded its 1st Safe Routes to School (SRTS) Infrastructure Grant for improvements around Cedar Lee Middle School. SRTS, a program through VDOT, assists localities in developing plans, activities, and infrastructure improvements to make bicycling and walking to school a safe and appealing transportation option for students.

Construction will include: • Sidewalk improvements• Traffic calming measures• Bicycle racks• Shared- use path constructed along Schoolhouse Road• Shared-use path constructed under Route 17 connecting to neighborhoods on north side of bridge (includes fencing along railroad tracks)• Street crossing improvements• ADA accessible• Connecting school, neighborhoods, businesses, and library by walking/biking routes

Greenways in Fauquier CountyWhat is a Greenway? ….. a strip of undeveloped land near an urban area, set aside for environmental protection that may also be used for recreational purposes. Please enjoy our greenways and enhance the user experience by using common sense and common courtesy. General Rules of the Path:

Trail/Road Intersections: Trail and Road Intersection safety has been an ongoing challenge for municipalities across the country. The Department is studying the issue and revising standards for our greenways and trails. Automobiles and trail users should use caution when approaching all intersections and obey posted signage.

Sharrows Fauquier County Parks and Recreation and the Town of Warrenton now have sharrows installed on Aiken Drive and Walker Drive. Sharrows are bicycle symbols carefully placed to guide bicyclists to the best place to ride on the road. They also serve as a reminder to drivers to share the road with cyclists.

Motorists should:• Expect to see bicyclists on the street• Remember to give bicyclists three feet of

space when passing• Follow the rules of the road

PROJECT UPDATES

Project Updates

The Parks and Recreation Board, with the support of the Board of Supervisors, has been making a concerted effort to improve recreational

facilities in Fauquier County. Some of those that were recently completed or will be completed in the near future include:

• Woods at Warrenton – unfortunately bids were significantly higher than the estimate so the plans are being revised to try to reduce the costs before rebidding.

• Guard rails – replacement of guard rails at parking lots at Cedar Lee and Vint Hill Farms Park have been bid and hopefully will be completed by spring.

• Warrenton Community Center – the first phase of playground replacement is now complete and the first County playground with poured-in place surfacing. The Department is very interested in your opinion! Department conducting study of ballfield lighting, which needs significant repairs on all fields, to determine if repairs are justifiable.

• Monroe accessible routes – Phase I includes paving repairs and installation of additional boardwalk, work is underway.

• Warrenton Branch Greenway – land negotiations nearing completion, interviews to select design firm underway.

• Safe Routes to School – approval from VDOT received with anticipation of bidding in early February.

• Monroe playground enhancements for improved accessibility – slated for initiation in the spring.

• New fencing at Marshall Middle School ballfield and outfield fencing at Auburn ballfield – project has been bid with anticipation of completion prior to spring season.

• Safety netting between ballfields at Pearson and Miller Elementary Schools – project has been bid with anticipation of completion prior to spring season.

• Central Fauquier Sports Complex – project delayed until agency reviews completed

• Construction of additional portable toilet/storage structures for ballfields at PB Smith, Auburn Middle, and Cedar Lee Middle – plans revised during the winter and construction expected to be completed in spring.

• Pierce connection trail – wetland permitting in progress

• Improved accessibility projects – service counter and reworking of auditorium steps at Marshall Community Center, reworking of ramps at Monroe Park, installation of tactile warning strips on steps and reworking door to racquetball courts at Vint Hill Village Green Community Center,

Private Swim LessonsPrivate Swim Lessons for children and adults are offered at the Larry Weeks Community Pool at Vint Hill. Private Individual Lessons are defined as having only one child or adult assigned to an instructor. Private Group Lessons are defined as having two (2) or more children or adults who are in the same swimming skill levels. (Refer to the Swim Lesson Course Descriptios chart on page 17 for more information on determining your swimming skill level.)

Private lessons can be booked any day from 9a-11a and evenings after 5p. Private Swim Lesson Request Forms are available at all FCPRD Region Offices and the Larry Weeks Community Pool at Vint Hill.

• Students must be able to follow and accept directions and be able to take turns to participate in group lessons.

• Ages and skills provided in the Swim Skills Progression Chart are guidelines set forth by the American Red Cross Learn-to-Swim program. In addition to swimming skills, each level will cover basic water safety.

• Children not toilet-trained must wear swim diapers. (Diaper machine located near lifeguard station for your convenience.)

• Students may need to attend several sessions before progressing to the next level.

• Please be aware that some of our classes are offered as combination classes. The instructor will evaluate the participants and divide accordingly.

• If a student enrolls in a lesson that is too advanced for his/her skills, FCPRD staff will make every effort to accommodate the student by placing him/her in the appropriate level. However, if the appropriate level is not available during the same dates, the registration fee will be refunded or the student may register for the appropriate level offered during a later session. The student will not be allowed to participate in a level that is too advanced for his/her skills.

The Fauquier Parks and Recreation Board is pleased to announce the

SWIM FOR LIFE SCHOLARSHIP PROGRAMThe Swim for Life Scholarship Program is committed to teaching the youth of Fauquier County water safety and basic swimming skills. A special trust fund has been established to help fund this effort, the proceeds of which will be available to a limited number youth in-need, for the 2016 swimming season. If you know of a child under age 10 who does not know how to swim, please make their parents aware this program.

Eligibility: Any Fauquier County youth resident under 10 years of age who is unable to afford, based on the honor system, swimming lessons. Only one course per person per calendar year is permitted. This fund is only applicable to Pre-school I, Pre-school II and Level 1 courses. Funding through this fund may not be used in conjunction with any other trust fund account. Applications for scholarships available at any region office.

Level II - Fundamental Water Skills Level I certificate or be able to travel 5 yards, submerge face 3 times, front glide, roll to back and float 3 sec.

Goal is to give participants success with fundamental skills. Learn to float without support & recover to vertical position, beginning of locomotion skills. Develop simultaneous and alternating arm & leg action on front & back. Safety skills.

Level III - Stroke Development Level II Certificate or be able to swim 5 body lengths using combined arms & legs, front and back float 15 sec.

Build on learned skills by providing guided practice. Learn survival float, swim front crawl & elementary backstroke. Introduce scissors kick, dolphin kick, and fundamentals of treading water. Review rules for headfirst entry and begin to learn headfirst entry from side of pool.

Level IV - Stroke Improvement Level III Certificate or be able to swim 15 yds. front crawl with rotary breathing, tread water and swim elementary backstroke 15 yards.

Develop confidence in the strokes and improve other aquatic skills. Increase endurance & distances by swimming familiar strokes. Add arm action to the scissor kick for sidestroke. Learn the back crawl, breaststroke, & butterfly; basics for turns at the wall. Safety skills.

Level V - Stroke Refinement Level IV Certificate or be able to swim 25 yds. front crawl, change direction and swim elem. backstroke 25 yds. Swim breaststroke and back crawl 15 yds.

Coordinate and refine strokes. Refine performance of all strokes – front & back crawl, butterfly, breaststroke, elementary backstroke & sidestroke and increase distances. Flip turns on front & back introduced. Safety skills.

Level VI - Fitness Swimmer Level V certificate preferred.

What’s New at the WCC?The playground behind the Warrenton Community Center is in the very beginning stages of a facelift that started with the removal of the geo-dome jungle gym and the installment of a new play structure. The playground surface is a first for Fauquier County Parks & Rec, called Pour-In-Place, and is made up of a surface layer of bonded rubber pellets and a sub-layer of bonded, shredded rubber that makes a safe, spongy surface to land on.

A master plan is currently being worked on that will help include the recreational needs of the community, Head Start, Senior Center, individuals attending training at the Central Complex, and visitors at the Community Center. The plan will also include a connecting trail to the Warrenton Branch Greenway and to Brumfield Elementary School, along with any future development behind Home Depot.

How Can We Serve You?The Department relies on trends, input from county residents, and an educated opinion that a program might be a good match for the community. However, we often lack sufficient input to ensure the success of any given program. Parks & Recreation is responsible for providing workshops, classes, activities, clinics, programs, special events, group and private lessons. Each region has a programmer that is responsible for planning, scheduling, and implementing programs in their respective region. However, all four programmers collaborate on county-wide, special events and programs such as summer camps.

We need your help to ensure we are serving you and your family. Get Fit this Spring with Swing and Retro Big Band Music

The swing dance style evolved alongside jazz music in the 1920s. Swing dancing provides an effective aerobic workout that raises the heart rate and burns calories. It also strengthens bones and builds muscles. Swing dancing is a vigorous aerobic workout that raises your heart rate

and can leave you breathless. The average person burns nearly 300 calories per hour swing dancing. Like many other styles of dance, swing dancing is a weight-bearing exercise, which strengthens your bones. Dipping and twirling also help to build muscle density and upper-body strength.

In February 2012, Marshall Community Center held its first Swing Dance and now holds dances all year long. Please see page 12 for more information on Spring Dance which will feature a Swing Dance Contest. The music is performed by The Silvertones Swing Band and there is a complimentary lesson at the beginning of every dance.

Looking for historical stroll, add Schoolhouse #18 to your walking route at Northern Fauquier Community Park and bring history to your fitness routine. Public School Number 18 stands as sentinel to schooling as it used to be. Immediately following the American Civil War, the Commonwealth of Virginia dedicated itself to the concept of free public education. Small community schools, such as Number 18, dotted the countryside. Visit the old school and step back in history and enjoy a guided tour of education the way it once was decades ago. To get Spring started right, the park’s nature trail is nearly 1-mile long through the woods. The park’s cross-country trail traverses 1.5 miles in mostly open terrain. The fish in Germantown Lake are hungry, growing bigger, and just can’t wait to take your hook. Enjoy some leisurely boating, have a get-together in one of the shelters, play volleyball or horseshoes, do some wildlife or bird-watching, or just sit under a tree and read a book. The concession stand is now open Saturday & Sunday and then daily beginning Memorial Day weekend. The concession stand sells live bait, fish license, tackle, snacks, pizza, ice cream, healthy-option snacks and cold drinks. You can rent a boat there as well! Crockett Park is open 365 days a year!

Region NewsFriends of Monroe ParkSince the establishment of Monroe Park, home of the Gold Mining Camp Museum, the only gold mining museum in Virginia, one of the primary reasons for the park’s success has been the community support group The Friends of Monroe Park. Members of FOMP initially raised $10,000 for the construction of the park and they continue to be active in fundraising, lending a hand with the park and community activities, and supporting the long range goals for the continuing development of the facility. FOMP’s two main activities are the Spring Egg Hunt, a free event for the children of the community, and the Goldvein Jubilee, their signature fundraising event for the park in September. These events require lots of planning and event volunteers so FOMP is always on the lookout for people who want to get give their time and talents to benefit the park. Call the Monroe Park office should you wish additional information about how to become a member of the Friends of Monroe Park and help out at these amazing events.
