The minutes of the 4/2014 Academic Committee meeting have been circulated. To be taken as read and confirmed 3.0 DECLARATION OF INTERESTS

3.1 Members are required to identify any conflict of interest, including family or other

personal relationship/s as outlined in the University policies on Conflict of Interest and Personal Relationships in the Workplace, which may exist in respect of any of the items on the agenda.

3.2 When an interest has been declared, the Chair may resolve that the member:

Leaves the meeting while the item of business is discussed; or

Participates in the discussion, but withdraw from the meeting before the vote and/or decision is taken; or

Stays, but does not participate in either the debate or vote/decision; or

6.0 BUSINESS ARISING OUT OF THE PREVIOUS MINUTES

6.1 Changes to Academic Standing, Progression and Exclusion Policy

6.1.1 At the 4/2014 Academic Committee meeting, changes to the Academic Standing, Progression and Exclusion Policy were considered. The Committee,

particularly the student representatives on the Committee, were not supportive of the proposal to remove the appeals provisions in relation to probation. There were concerns raised in relation to the use of term ‘probation’ and the accusatory nature of the term, and that the appeals process is used by students as a means of having the word probation removed from their record. Concerns were also expressed about the wording of probation letters.

6.1.2 As a result of the discussion of the last Academic Committee, changes to the

Academic Standing, Progression and Exclusion Policy are being proposed for semester 1, 2015 specifically in relation to the language used to describe a student’s academic standing status. There is no change to the criteria or the business process. Communications to students in relation to academic standing are being revised and will include a visualisation of the colour coding including their current academic standing position.

6.1.3 A student may be assessed as having an academic standing status of:

Blue Warning Low risk to maintenance of good academic standing status

Amber Probation Medium risk to maintenance of good academic standing status

6.1.4 To support students 'at risk' from losing their 'good academic standing'

systematic assessments of student performance are normally made at least twice throughout each semester:

prior to week 8 - Tier 1 assessment (previously referred to as amber risk assessment)

end of Semester - Tier 2 assessment (previously referred to as red risk assessment).

6.1.5 The Committee is asked to consider the proposed changes to the Academic Standing, Progression and Exclusion Policy as per the marked up attachment (2014/00005180), for implementation in Semester 1, 2015.

6.1.7 Academic Committee, on the recommendation of Learning and Teaching

Committee (4/2104), is asked to approve the changes to the Academic Standing, Progression and Exclusion Policy (2014/0005180), for implementation in Semester 1, 2015.

7.1 The Griffith Film School has now become the largest film school in Australia by enrolment. But, also within the Asia Pacific it has become a major player, and the rest of world starts to become interested. Professor Herman Van Eyken will share the

strategies utilised by the School to attain its level of success both nationally and internationally.

9.0 INTRODUCING A 6 X 8 WEEK ACADEMIC CALENDAR FOR ONLINE

9.1 From March 2015, Griffith will launch a targeted suite of premium quality ‘pure play’

online programs in alliance with a private provider of the highest calibre. This partnership is pivotal to realising the education transformation desired in the Strategic Plan 2013-2017 and the Academic Plan 2013-2017, the principles of which include rapid entry to the market to gain competitive advantage, scalable and sustainable enterprise, student focus, and broadening our reach into the Asia-Pacific region.

9.2 To ensure the success of our online education innovations and achieve the scale and

quality of online education growth required to meet Griffith’s strategic goals, innovative and distinct approaches to delivery are required. The attached paper (2014/0005179) describes the model and the anticipated benefits to the University and its students for implementing a six teaching period academic calendar for a small group of high quality online programs.

9.3 The nature of a ‘pure play’ online delivery model will facilitate a dramatic change to the

curricula and teaching. As a result, only a small group of programs have been identified for release via this approach, the first of which is the Master of Business Administration in March 2015.

10.0 PROGRESS REPORT ON ACADEMIC PLAN 2013-2017

10.1 The Academic Plan is one of two Core Activity Plans interpreting the Strategic Plan 2013-

2017. One year on from the launch of the 2013-2017 Academic Plan, Academic Committee is asked to review progress towards the Plan's goals, targets and strategies.

10.2 The document Reporting on Academic Plan 2013-2017 Transforming the Student

Experience Progress Reporting – 2014 (2014/0005186) is attached for the Committee’s consideration. This report informs the Academic Committee on the status of the overall Plan and provides information to the Academic Provost on those strategies that need to be refined or realigned or provided with additional support. The Progress Report evidences a strong focus on implementation of the goals, targets and strategies with a number already completed.

10.3 It is recognised that reports of a number of recent Commonwealth and State Government

reviews of teacher education, secondary education and the Higher Education and Research Reform Amendment Bill 2014 may require a recasting of the Academic Plan’s themes and strategies under each of the goals. The Academic Provost will speak to this item.

10.4 The Chair will introduce this item. Recommendation 10.5 Academic Committee is asked to recommend to Council the document Reporting on

Academic Plan 2013-2017 Transforming the Student Experience Progress Reporting – 2014 (2014/0005186) for noting.

11.0 DISESTABLISHMENT OF UNIVERSITY ASSESSMENT COMMITTEE

11.1 At the 7/2014 meeting, members of University Assessment Committee raised the issue

of whether the Committee should continue in its current form, given that it was primarily established in response to recommendations made in the September 2008 AQUA audit report of Griffith University. The Deans Learning and Teaching expressed the view that they are seeing the same documentation in a number of Committee fora (University Assessment Committee [UAC], Learning and Teaching Committee [LTC], Programs Committee [PC] and Academic Committee [AC]) and that assessment is a core function of learning and teaching and logically fits within the ambit of the Learning and Teaching Committee.

11.2 The Committee noted that UAC has played an important role in quality assurance of

assessment and if UAC did not continue then consideration would need to be given to the number of times LTC meets to ensure adequate discussion of assessment issues.

11.3 Members agreed that three steps of governance in this area is more than necessary and

that prior requests to report directly to Academic Committee to minimise the duplication had not been successful.

11.4 An amended constitution for the Learning and Teaching Committee (2014/0005178)

which includes responsibilities for the conduct of assessment is attached for consideration. The revised constitution allows for up to two members of academic staff with specialist expertise in learning, assessment and teaching to be appointed by the Chair.

11.7 Academic Committee, on the recommendation of Learning and Teaching Committee

(4/2014), is asked to approve the disestablishment of University Assessment Committee, together with the revised constitution for Learning and Teaching Committee (2014/0005178).

12.0 THE GRIFFITH GRADUATE

12.1 Academic Committee is asked to consider the attached revised Griffith Graduate Statement (2014/0005607). The Statement has been reviewed against the TEQSA Course Accreditation standards and AQF Levels 5-9 (excluding Masters by Research) to determine whether the graduate attributes can be extended from the current undergraduate student focus to postgraduate students, and to determine whether Griffith Graduate Attribute #1 "Knowledgeable and Skilled in their Disciplines" is sufficiently addressed in its current format to ensure AQF compliance. A background paper which supports the proposed revisions is also attached (2014/0005612).

12.2 The Committee is asked to note that Higher Degree research students are covered by a

separate Higher Degree Research Graduate Attributes statement.

12.3 The Chair, Programs Committee will introduce this item.

12.4 Academic Committee, on the recommendation of Programs Committee (8/2014), is

asked to approve the revised Griffith Graduate Statement (2014/0005607), for implementation in Semester 1, 2015.

SECTION III: MATTERS REQUIRING RATIFICATION OF EXECUTIVE ACTION

13.0 MED NEW PROGRAM PROPOSAL (2014/0005586) 5581 MASTER HEALTH SERVICES MANAGEMENT 3317 GRADUATE CERTIFICATE IN HEALTH SERVICES MANAGEMENT 13.1 The Chair, on the recommendation of Programs Committee (4 September 2014), has

executively approved the proposal to introduce a new Master Health Services Management (5581) and Graduate Certificate in Health Services Management (3317), as contained in 2014/0005586, for introduction in Semester 1, 2015.

13.2 The School of Medicine proposes to introduce a new Master Health Services

Management and Graduate Certificate in Health Services Management in Singapore. This proposal is a result of discussions with Kaplan Higher Education Academy Pte Ltd and Kaplan Higher Education Institute Pte Ltd (Kaplan). Kaplan and Griffith Heath have identified the academic program demands and market needs for a comprehensive program in this discipline area, given the demand for early and mid-career health professionals to advance both vocational careers in health and the local demand for well-prepared leaders and managers into the Singaporean and Asian healthcare systems. The proposed Singapore program has been developed to meet the requirements of the

13.3 To be eligible for admission to the Graduate Certificate in Health Services Management,

an applicant will normally hold: - A bachelor degree in any discipline; OR - A health-related diploma PLUS two years relevant work experience in the health

or aged care sector; OR - Have a minimum of five years equivalent full-time work experience in

administrative, management and leadership roles within healthcare organisations. Students would be expected to have career goals to work in health-related organisations.

13.4 To be eligible for admission to the Master of Health Services Management (MHServMgt),

an applicant will normally hold: - A bachelor degree in a health-related field (such as Public Health, Health

Services Management, Environmental Health, Allied Health, Medicine, Nursing, Psychology, Clinical Research and Biomedical Health); OR

- A suitable Level 8 qualification (Graduate Certificate, Graduate Diploma or Bachelor Honours Degree) in a health-related field (such as Public Health; Health Services Management; Environmental Health; Allied Health, Medicine, Nursing, Psychology, Clinical, Research and Biomedical Health). Students admitted with one of these qualifications will be admitted to the Master of Health Services Management with specified credit of up to 40 credit points depending on courses completed in the prior qualification.; OR

- have completed the 3082 Graduate Certificates in Health Services Management offered by the School of Medicine at Griffith University. These students may be eligible for up to 40 credit points of Advanced Standing.

13.5 To be eligible for admission to the Master of Educational Studies an applicant must:

- have successfully completed an undergraduate degree of at least three years duration.

13.6 The University’s standard minimum English language requirements for admission to

postgraduate programs apply.

13.7 To be eligible for the award of Graduate Certificate in Health Service Management, a student must acquire 40 credit points as prescribed below:

- gain a minimum of 20 credit points of courses from List A; and - gain a maximum of 20 credit points of courses from List B.

14.2 The School of Nursing and Midwifery proposes to introduce a new suite of postgraduate

programs in Primary Maternity Care. The postgraduate program suite includes three program options to meet the needs of the markets that have been identified:

- A Graduate Certificate in Primary Maternity Care (40 CP) to meet the needs of market 1 by providing four industry relevant courses for students who wish to improve health outcomes in their chosen field.

- A Graduate Diploma in Primary Maternity Care (80 CP) exit point from the Masters program to meet the needs of market 2 by providing innovative courses to prepare students for expanded roles in their practice setting.

- A Master of Primary Maternity Care (120 CP) to meet the needs of market 3 by providing innovative courses and a flexible program where students can choose a standard pathway or dissertation pathway.

1500 BACHELOR OF LAWS WITH HONOURS 15.1 Academic Committee, on the recommendation of Programs Committee (31 July 2014), is

asked to consider the proposal to introduce a new Bachelor of Laws with Honours (1500), as contained in 2014/0005502, for introduction in Semester 1, 2015.

15.2 The Griffith School of Law proposes to introduce a new AQF compliant Bachelor of Laws

with Honours. This program will allow Bachelor of Laws students to upgrade to the Bachelor of Laws with Honours program following an application and selection process. The Honours program will be a 4 year full-time 320CP program covering all areas required for professional admission to the accrediting body. Students who successfully complete the Bachelor of Laws with Honours will be eligible for entry into higher degree research programs.

15.3 To be eligible for admission to the Bachelor of Laws with Honours, students must meet

the following criteria: - completion of Years 1, 2 and 3 of the Bachelor of Laws (1483 or 1484); - overall achievement of a GPA of at least 5.5 in the Bachelor of Laws (1483 or

1484); - the suitability of the proposed dissertation topic; - the resources available to support the candidature including availability of

appropriate supervision. Note: Entry is competitive and will be determined by order of academic merit and is subject to available supervisory resources.

15.4 To be eligible for the award of Bachelor of Laws with Honours (LLBHons), a student must

acquire 320 credit points as prescribed below: - gain 80 credit points for the prescribed law courses in Year 1 as completed in the

Bachelor of Laws (1483 or 1484) (it is a general requirement that students must have successfully completed all courses in the first year before proceeding to second year courses)

- gain 160 credit points for courses in Years 2 and 3 as completed in the Bachelor of Laws (1483 or 1484) which include: o 90 credit points for prescribed law courses and o 70 credit points of law electives

16.2 The Griffith School of Law proposes to introduce a new AQF compliant Bachelor of Laws

with Honours. This new program will affect the above listed double degree programs. The Bachelor of Laws with Honours program will allow Bachelor of Laws students to upgrade to the Honours program following an application and selection process. Application for and selection into the Honours program will take place during the third year of the Bachelor of Laws double degree program. Students will apply for admission based on a minimum GPA of 5.5 over the first three years of the program and if successful will transfer into the relevant Bachelor of Laws with Honours double degree program that they are currently undertaking.

19.2 The Griffith Sciences Group proposes to introduce a new Graduate Diploma of Research

Studies in Science to replace the non-award Research Higher Degree Qualifying Program (5361). This program is being introduced to provide an alternative research pathway for entry into HDR programs and address the recent increase in the number of students applying for higher degree by research studies without sufficient research experience for direct entry into a Higher Degree by Research program. Students who have completed 40CP coursework can exit the Graduate Diploma with a Graduate Certificate in Research Studies in Science. This is not a direct entry point.

19.3 This proposal was considered at the 5/2014 meeting of Programs Committee, where

members requested that the proposal be revised to include the Course Structure in Section 10.15 and the PLOs be reworded to be specific to the field of Science.

19.4 To be eligible for admission to the Graduate Diploma of Research Studies in Science, a

student must: - hold an undergraduate degree in a related discipline from a recognised University

(or another tertiary education institution of equivalent standing) with a minimum grade point average of 5.0 (using a 7.0 point scale) over the last 2 years of the Bachelor degree, OR

20.2 The School of Criminology and Criminal Justice was recently approached by key staff in

the Queensland Department of Justice and Attorney General (DJAG) to discuss the possibility of developing a postgraduate qualification for their staff working with sex offenders. As a result of this meeting the School is now proposing to develop a Graduate Certificate in Sexual and Violent Offender Treatment to respond to the growing demand in offender treatment and training in the corrections sector. This program has been designed in consultation with DJAG and Corrective Services. The program aims to provide those currently working with sexual and violent offenders (both youth and adult) in correctional and community settings with specialist postgraduate training in offender assessment and treatment.

38.0 NSC MAJOR CHANGE PROPOSAL (2014/0004946)

1517 BACHELOR OF AVIATION 38.1 Academic Committee, on the recommendation of Programs Committee (9 October

2014), is asked to consider the proposal for changes to the Bachelor of Aviation (1517), as contained in 2014/0004946, for implementation in Semester 1, 2015.

38.2 The New Program Proposal for the Bachelor of Aviation (1517) was approved at the

7/2014 (September) meeting of Programs Committee. Further to this submission, the School of Natural Sciences proposes to remove the Aviation Reference Number (ARN) and Class 1 Aviation Medical Certificate as admission requirements for entry to the program. These admission requirements are relevant for the current Bachelor of Aviation program (1028) which offers two streams: a Pilot stream and an Aviation stream. However the Pilot and Aviation streams will be removed from the new Bachelor of Aviation and all students will complete the same program structure. These admission requirements are considered more appropriate for admission into the Graduate Diploma of Flight Management.

38.3 The only entry requirement for the Bachelor of Aviation program is for students to meet

academic requirements of the OP entry requirement plus the high school prerequisites (i.e., English [4SA] and Math B [4SA]).

39.0 QCM PROGRAM WITHDRAWAL PROPOSAL (2014/0004204) 3282 GRADUATE CERTIFICATE IN MUSIC STUDIES (OUA) 39.1 Academic Committee, on the recommendation of Programs Committee (9 October

2014), is asked to consider a proposal to withdraw the OUA offering of the Graduate Certificate in Music Studies (3282), as contained in 2014/0004204, with a last admit term of OUA Session 2, 2014.

39.2 The Queensland Conservatorium proposes to withdraw the OUA offering of the Griffith Certificate in Music Studies. This program was scheduled for offer from Session 2, 2015. The Conservatorium has advised that its focus has shifted since this initiative was first proposed and they no longer have the staffing capacity to enable the offering of this program.

39.3 This program was to have a first admit term of Session 2, 2015, therefore there are no

students enrolled in this program.

3166 GRADUATE CERTIFICATE IN EARLY CHILDHOOD EDUCATION 40.1 Academic Committee, on the recommendation of Programs Committee (9 October

2014), is asked to consider a proposal to withdraw the Graduate Certificate in Early Childhood Education (3166), as contained in 2014/0004188, with a last admit term of Semester 2, 2014.

40.2 The School of Education and Professional Studies proposes to withdraw the Graduate Certificate in Early Childhood Education as this program will be replaced by the new Graduate Certificate in Early Childhood Education and Care (3327). The change in title and content of the program was required in order to meet Australian Children’s Education and Care Quality Authority accreditation requirements.

40.3 There are six students enrolled in this program. Four students are expected to graduate

at the end of the year. Students will be counselled regarding what courses they should undertake to complete their program. Individual study plans will be completed for each student.

Certificate in Early Childhood Education (3271), as contained in 2014/0004197, with a last admit term of OUA Session 2, 2014.

41.2 The School of Education and Professional Studies proposes to withdraw the OUA offering of the Graduate Certificate in Early Childhood Education. In the process of becoming AQF compliant the Early Childhood offerings within Griffith have been revised. The Graduate Certificate offered through OUA previously aligned closely with other course offerings but this is no longer the case. Given the low enrolment numbers of the OUA program and the shortage of staff with relevant expertise who are available to teach these courses it is necessary to withdraw the offering.

41.3 The four courses will be offered in 2015. There should only be 2 students who potentially

have not completed the program by the end of 2015. One course will be made available in 2016 if required.

5410 EXECUTIVE MASTER OF PUBLIC ADMINISTRATION 42.1 Academic Committee, on the recommendation of Programs Committee (9 October

2014), is asked to consider a proposal to withdraw the Executive Master of Public Administration (5410), as contained in 2014/0004347, with a last admit term of Semester 1, 2014.

42.2 The Griffith Business School proposes to withdraw the Executive Master of Public Administration from offer and replace it with the AQF compliant 5669 Executive Master of Public Administration. The Executive Master of Public Administration is a cross-institutional venture involving the partners within the Australian and New Zealand School of Government ANZSOG). The current program is not compliant with the requirements of the strengthened AQF.

42.3 This program is completed in part-time mode over two years. There are currently 14

students active in the program. The majority of students are expected to complete at the end of 2014. All continuing students will be able to complete. No changes have been made to their program.

43.2 Griffith Sciences proposes to withdraw the Graduate Certificate in Research Studies (SEET) and Graduate Diploma of Research Studies (SEET) as these programs will be replaced by a number of new AQF compliant Level 8 programs from Semester 1, 2015. The programs were proposed for introduction in semester 1 2013 as the Group’s replacement programs for the non-award Research Higher Degree Qualifying Program but were never offered for intake due to compliance issues.

43.3 There are no students enrolled in these programs and therefore no transition

arrangements are required.

48.0 GUIDLEINES FOR UNDERTAKING A DISSERTATION IN BACHELOR HONOURS AND MASTERS DEGREE PROGRAMS

48.1 Revisions have been made to enable the Guidelines to apply for Masters Coursework

programs where the research component is equal to or greater than 30CP.

48.2 The Guidelines were originally intended to apply to Bachelor Honours and Masters Extended degrees where there was a significant research component. Now that the University offers Coursework Masters degrees with a research component of 30CP, it is appropriate to extend the application of the Guidelines to Coursework Masters degrees. Masters Research degrees are covered by the Higher Degree Research Policy.

Recommendation 48.3 Academic Committee, on the recommendation of Programs Committee (8/2014), is

asked to approve the revised Guidelines for Undertaking a Dissertation in Bachelor Honours and Masters Degree) Programs (2014/0005605).

49.0 UNIVERSITY APPEALS COMMITTEE CONSTITUTION

49.1 The University Appeals Committee was originally established under the Student Grievances and Appeals Policy approved by Academic Committee in 2001, and is the body within the University responsible for making a determination following the lodgement of an appeal by a student under the University’s Student Review and Appeals Policy and Student Review and Appeals Procedures.

49.2 In considering a revised set of student appeals documentation, which will be considered

at the next meeting of Academic Committee, Executive Group determined that it would more appropriate for the University Appeal Committee to report to Academic Committee as a sub-committee.

49.3 The University Appeals Committee Constitution (2014/0000542) is attached for

consideration.
