It was MOVED and SECONDED That the GVRD Board: a) amend the agenda for its regular meeting scheduled for July 31, 2015 by:

i. adding, in Item Gl.l - Metro Vancouver 2040: Shaping our Future Amendment to Reflect Accepted Regional Context Statements, on-table replacement Schedule F;

ii. varying the order of the agenda to consider Item 2.5 Metro Vancouver Transportation and Transit Plebiscite - Results and Regional Planning Implications, prior to Item H.1 Public Transit Governance Structures; and

b) adopt the agenda as amended. CARRIED

D. INVITED PRESENTATIONS

1. Katherine Woods, Safe Energy Leadership Alliance Coordinator and Megan Smith, Environmental Policy Advisor, Office of King County Executive Dow Constantine, Safe Energy Leadership Alliance Councillor Chuck Puchmayr, City of New Westminster, and Safe Energy Leadership Alliance (SELA) member, informed the Board about SELA's background and mandate to ensure railway safety response capacity and address impacts to quality of life from coal and about the City of New Westminster's efforts to strengthen relationships with local railways.

Megan Smith, Environmental Policy Advisor, SELA, informed the Board about SELA's history, membership composition, meeting format, focus on health and traffic safety, expanded scope responding to expanding rail transport of oil and thermal coal, and interest to protect First Nations treaty rights.

Ms. Smith expressed concerns about the scope of the permit being too narrow for the proposed Cherry Point Coal Facility in Washington, USA, given it is limited to the facility footprint and does not contemplate trains and barges, or long­term community impacts. Board members were requested to consider SELA membership and the Board was asked to consider advocating senior government for expanding the scope of reviews through the air quality permitting process.

1.1 Federation of Canadian Municipalities 2015 Federal Election Platform Report dated June 15, 2015 from Don Littleford, Director, Regional Housing, Planning, Policy and Environment, seeking GVRD Board endorsement of the Federation of Canadian Municipalities' 2015 Federal Election Platform, entitled "Strengthening Canada's Hometowns: A Roadmap for Strong Cities and Communities", specifically the actions that the federal government can take to advance housing supply and affordability, and seeking transmittal of the Board's endorsement to the Federation of Canadian Municipalities, Union of British Columbia Municipalities, and the BC Rental Housing Coalition.

Recommendation: That the GVRD Board: a) Endorse the Federation of Canadian Municipalities 2015 Federal Election

Platform titled "Strengthening Canada's Hometowns: A Roadmap for Strong Cities and Communities," specifically the housing measures contained in the section, "Federal Action Plan for Livable Communities";

b) Transmit a copy of this resolution to the Federation of Canadian Municipalities, Union of BC Municipalities and the BC Rental Housing Coalition.

b) convey the Progress toward Shaping our Future 2014 Annual Report to the Province and member municipalities.

Recommendation: That the GVRD Board receive for information the report dated June 17, 2015, titled "Metro Vancouver 2040: Shaping our Future 2014 Procedural Reporting".

3.2 Metro Vancouver 2015-2018 Board Strategic Plan Report dated July 2, 2015 from Ann Rowan, Sustainability Strategist, Planning, Policy and Environment, presenting the draft 2015 to 2018 Board Strategic Plan for adoption.

Recommendation: That the GVRD Board adopt the 2015 to 2018 Board Strategic Plan attached to the report dated July 2, 2015, titled "Metro Vancouver 2015 to 2018 Board Strategic Plan".

4.1 Provincial Climate Leadership Plan Process Report dated July 7, 2015 from Climate Action Committee, together with report dated June 30, 2015 from Jason Emmert, Air Quality Planner, and Ali Ergudenler, Senior Engineer, Planning, Policy and Environment, responding to the Climate Action Committee's June 17, 2015 request by providing a review of progress to date on the provincial Climate Action Plan adopted in 2008, outlining the process for the development of a new provincial Climate Leadership Plan, and speaking to the implications of the Province's efforts for Metro Vancouver.

Recommendation: That the GVRD Board: a) Send a letter to the Minister of Environment conveying the four

foundational policies identified by Metro Vancouver staff in consultation with member municipalities, as input during the 30 day comment period on the discussion papers associated with the Provincial Climate leadership Plan;

b) Direct staff to report back in September 2015 with a detailed list of policy recommendations for the Climate leadership Plan process; and

c) Share with all regional districts in British Columbia a copy of the letter sent to the Minister of Environment under part a), along with the report titled "Provincial Climate Leadership Plan Process", dated June 30, 2015, and its attachment titled "The Climate Action Plan in Metro Vancouver: Quantifying the Effect of British Columbian Climate Policy on Metro Vancouver's Greenhouse Gas Emissions and Other Air Emissions", dated September 17, 2010.

4.2 Air Quality Advisories in June and July of 2015 Report dated July 9, 2015 from Roger Quan, Director, Air Quality and Climate Change, Planning, Policy and Environment, providing information about air quality advisories issued by Metro Vancouver during June and July of 2015.

Recommendation: That the GVRD Board receive for information the report dated July 9, 2015, titled "Air Quality Advisories in June and July of 2015".

4.3 Update on the Province of BC's Cumulative Effects Framework Report dated July 6, 2015 from Marcin Pachcinski, Division Manager, Electoral Area and Environment, Planning, Policy and Environment, responding to the June 17, 2015 Climate Action Committee's request by providing an update on the Province's ongoing work to develop and apply a Cumulative Effects Framework.

Recommendation: That the GVRD Board: a) Receive for information the report dated July 6, 2015, titled "Update on the

Province of BC's Cumulative Effects Framework". b) Send a letter to Carol Bellringer, Auditor General of British Columbia,

thanking her for undertaking an audit on managing the cumulative effects of natural resource development in British Columbia.

Recommendation: That the GVRD Board approve the Corporate Investment Policy as presented in the report titled "Investment Policy Update", dated June 16, 2015.

6.1 An Analysis of A New Direction Report on the Renewed Federal Comprehensive Land Claims Policy in Relation to Local Government Interests Report dated June 29, 2015 from Marino Piombini, Supervisor, Aboriginal Relations, Legal and Legislative Services, providing comments on the report by Douglas Eyford, Ministerial Special Representative to the federal Minister of Aboriginal Affairs and Northern Development Canada, in response to reviewing the report titled A New Direction: Advancing Aboriginal and Treaty Rights. The draft comments identify local government interests that are affected by the revised federal Comprehensive Land Claims Policy.

Recommendation: That the GVRD Board: a) write a letter to the federal Minister of Aboriginal Affairs and Northern

Development Canada to convey Metro Vancouver's dismay and disappointment with the lack of recognition of local government and local government interests included in the report, dated June 29, 2015, titled "An Analysis of A New Direction Report on the Renewed Federal Comprehensive Land Claims Policy in Relation to Local Government Interests";

b) request that the federal government include local governments in the federal government's policy review process; and

c) write a letter to member jurisdictions requesting they endorse Metro Vancouver's report and convey their responses directly to the federal Minister of Aboriginal Affairs and Northern Development Canada.

It was MOVED and SECONDED That the GVRD Board receive for information the report dated June 19, 2015, titled "Inland Terminals Facts in Focus Policy Backgrounder".

3.1 Non-Member Attendance at Board and Committee Meetings Policy Report dated June 22, 2015 from Chris Plagnol, Director, Board and Information Services/Corporate Officer, bringing forward a revised Board policy that sets out a proposed protocol for attendance at committees, and for access to closed agendas as requested by the lntergovernment and Finance Committee's request from its meeting of June 18, 2015.

Members expressed concerns about the portion of the policy related to attendance at committee and discussion ensued about the merits of the existing protocol.

It was MOVED and SECONDED That the GVRD Board approve the Non-Member Attendance at Board and Committee Meetings Policy as presented in the report titled "Non-Member Attendance at Board and Committee Meetings Policy", dated June 22, 2015.

CARRIED Director Dhaliwal absent at the vote.

Directors Drew and Harris voted in the negative.

G. REPORTS NOT INCLUDED IN CONSENT AGENDA

1.1 Metro Vancouver 2040: Shaping our Future Amendment to Reflect Accepted Regional Context Statements Report dated June 11, 2015 from Eric Aderneck, Senior Regional Planner, Planning, Policy and Environment, providing an opportunity to consider first and second reading of a Type 3 Minor Amendment to Metro Vancouver 2040: Shaping our Future to incorporate changes to regional land use designation maps, the addition of Frequent Transit Development Areas, addition and deletion of local centres, and changes to populations and employment projections stemming from seven Regional Context Statements accepted by the GVRD Board and one Regional Context Statement adopted by the Province between early 2014 and early 2015.

On-table replacement Schedule F was distributed to members and is retained with the July 31, 2015 Greater Vancouver Regional District Board agenda.

It was MOVED and SECONDED That the GVRD Board: a) Initiate the Metro Vancouver 2040: Shaping our Future amendment process

for a Type 3 Minor Amendment to the regional growth strategy to incorporate land use designation changes and the addition of Frequent Transit Development Areas and local centres stemming from accepted Regional Context Statements;

b) Give first and second readings to "Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1223, 2015"; and

c) Direct staff to notify affected local governments and appropriate agencies as per Metro Vancouver 2040: Shaping our Future Section 6.4.2.

CARRIED Director Dhaliwal absent at the vote.

2.1 GVRD Security Issuing Bylaw No. 1224, 2015 Regarding GVWD Borrowing Bylaw No. 248, 2015 Report dated July 17, 2015 from Phil Trotzuk, Chief Financial Officer, together with report dated July 10, 2015 from Phil Trotzuk, Chief Financial Officer, seeking to authorize a bylaw for the issuance of debenture debt through the Greater Vancouver Regional District and the Municipal Finance Authority of British Columbia in the amount of $700 million dollars for the Greater Vancouver Water District and to provide the long-term capital borrowing authority for the anticipated requirements of the next five years.

It was MOVED and SECONDED That GVRD Board: a) give first, second and third reading to Greater Vancouver Regional District

Pursuant to Item 1.1 the order of the agenda was varied to consider Item E.2.5 at this point.

2.5 Metro Vancouver Transportation and Transit Plebiscite - Results and Regional Planning Implications Report dated July 10, 2015 from the Regional Planning Committee presenting a GVRD Board recommendation arising from a staff presentation to the Committee on the implications for regional planning from results of the Metro Vancouver Transportation and Transit Plebiscite.

Members discussed the future role of the Mayors Council on Regional Transportation, Metro Vancouver's collaborative role in transportation and land use planning, regional transit history, and the need for timeliness in exploring options.

It was MOVED and SECONDED That the GVRD Board direct staff to investigate options for Metro Vancouver to increase its role for advocacy and planning in transportation.

H. MOTIONS FOR WHICH NOTICE HAS BEEN GIVEN

1. Public Transit Governance Structures

CARRIED Director Jordan absent at the vote.

Director Becker provided the following Notice of Motion on July 3, 2015 for consideration at the next regular board meeting:

Main Motion It was MOVED and SECONDED That Metro staff be directed to prepare a report that investigates alternate governance structures for the delivery of public transit within the region including perpetuation of the current Translink governance structure and a public utility model similar to the current water and liquid waste utilities.

Members considered the need for the Mayors Council on Regional Transportation to consider the matter prior to the GVRD Board to avoid duplication of efforts.
