CHAPTER 1 ABOUT THESE GRANT GUIDELINES1.1 Purpose of the Grant Guidelines

The Department of Employment (the Department) is seeking Applications from individuals and non-government organisations for funding to deliver Entrepreneurship Facilitator Services from December 2016.

This document outlines the requirements for Applicants including the process for submitting Applications, timelines and conditions of funding.

This document should be considered together with other information about Entrepreneurship Facilitators on the Employment Services Procurement Information w e b s i te (www.employment.gov.au/procurement).

Any additional information is provided for background purposes only. Potential Applicants must complete their Application based on the requirements outlined in these Grant Guidelines.

In this document, unless a contrary intention occurs, all capitalised terms have the meaning given to them in the list of definitions in App en d ix A G l o ssa r y .

In the event of any inconsistency between these Grant Guidelines and the Draft Funding Agreement, the Draft Funding Agreement takes precedence.

CHAPTER 2 ABOUT ENTREPRENEURSHIP FACILITATORS2.1 Introduction

The Australian Government is committed to encouraging entrepreneurship and self-employment among young people. These are powerful options for overcoming unemployment, however, only a small number of job seekers pursue this pathway. Research shows that many young job seekers have business ideas, but lack the capacity and support to develop these ideas into a successful business. They are often confronted by barriers such as lack of training and access to finance, lack of business networks and an inability to explore and select sustainable business ideas.

In the 2016–17 Federal Budget, the Australian Government provided funding to support Entrepreneurship Facilitators—one measure of the broader Encouraging Entrepreneurship and Self-Employment package.

The objectives of Entrepreneurship Facilitators are to:

promote entrepreneurship and self-employment to young people in identified regions encourage young people to develop new business ideas assist potential young entrepreneurs in accessing assistance to support and establish their own

business provide linkages into existing programs including New Enterprise Incentive Scheme (NEIS)

An Entrepreneurship Facilitator will be appointed in each of three identified locations—Cairns (QLD), Hunter (NSW) including Newcastle, and Launceston and North-East Tasmania.

2.2 Scope

The Department invites Applications to deliver Entrepreneurship Facilitator Services that will assist young people in their region to develop their ideas into successful businesses.

Applicants are encouraged to be innovative and should outline the Services they propose to deliver in their Application. Applicants may apply to deliver Services in one, two or all three of the identified locations.

In particular, Applicants should outline their experience, expertise and achievements in:

providing business advice (individuals with personal experience as an entrepreneur or small business operator are highly desirable)

building rapport with clients to gain an understanding of their needs and provide appropriate support

engaging with the community, and developing and maintaining networks with relevant organisations.

Without seeking to limit ideas, this may include innovative approaches to:

encouraging clients to think about starting their own business promoting the Services to clients through various channels such as workshops, presentations,

social media posts, jobs fairs and local community meetings linking with organisations relevant to entrepreneurship and small business providing mentoring support, or assisting clients to access local mentors, business partners,

office space, equipment and ongoing business training, and working closely with government and non-government services including in relation to regional

grant funding, financial services, training institutions with business courses, accelerator and incubator services, youth organisations and employment service providers.

2.3 Locations and Coverage

Entrepreneurship Facilitators will be appointed in three locations:

Cairns (QLD) Hunter (NSW) including Newcastle, and Launceston and North-East Tasmania.

These areas have been selected based on locations with very high youth unemployment (over 15 per cent) and a lower uptake of youth self-employment.

Entrepreneurship Facilitators will be required to deliver the Services in and around the location(s) for which they have been selected. Please refer to Appendix E.

2.4 Target Audience

The priority target audience is young Australians aged 18–24, including, those not in education, employment or training. Facilitators must actively seek out and assist this priority target audience.

However, Entrepreneurship Facilitators will be required to work with people of all ages and backgrounds including Indigenous people, redundant workers, refugees and people from Culturally and Linguistically Diverse backgrounds.

2.5 Engagement and Marketing Strategy and the Services

Engagement and Marketing Strategy

Entrepreneurship Facilitators will be required to provide an Engagement and Marketing Strategy to be submitted and approved by the Department by no later than 31 January 2017. The Engagement and Marketing Strategy must address promotional activities and services that Applicants intend to deliver and how the Entrepreneurship Facilitator will undertake the Services. This Strategy will be for the period up to 30 June 2017 and must be updated and approved by the Department annually thereafter.

Applicants should note that it is expected that information provided in their responses to the selection criteria will contribute to their initial Engagement and Marketing Strategy.

The Services

The Services should include, but are not limited to:

a. engagement with clients—providing individualised and tailored information and advice to clients about business start-up, including: facilitating interactive engagements to provide information and advice addressing clients

individual needs about starting and running their own business providing ongoing mentoring assistance and advice, directly or through a mentor

network, and referring clients to appropriate services.

b. community engagement—marketing, providing information and advice about entrepreneurship and starting a business to clients in the region, including: direct marketing to youth organisations social media, and promotional activities.

c. linking with organisations relevant to entrepreneurship or starting a business—providing a connection between services and to support clients’ access to these services where it would be beneficial to starting their business, including: understanding what services, particularly local services, are relevant to clients knowing what Australian state and territory government and non-government funding is

available and assisting with application processes, and developing contacts with organisations such as accelerator and incubator Services, youth

organisations, employment services providers and New Enterprise Incentive Scheme providers.

2.6 Deliverables

2.6.1 Milestone Reporting

Entrepreneurship Facilitators will need to be able to demonstrate how they have delivered Services, in quarterly milestone reports.

The provision of satisfactory milestone reports over the contract period will form a basis for payments.

Quarterly milestone reports will include the following:

a. a summary of progress and achievements in implementing the Services contained in the Engagement and Marketing Strategy

b. any other Services the Entrepreneurship Facilitator would like to draw to the Department’s attention, and

c. three ‘success stories’—these could include individual client achievements, outcome of a group activity and newly established relationships with support groups.

All Milestone Reporting will be reviewed and approved quarterly by the Department.

2.6.2 Updates to the Engagement and Marketing Strategy

The annual update to the Engagement and Marketing Strategy will include a summary of promotional activities and services the Entrepreneurship Facilitator will deliver and how the Services will be delivered in the upcoming financial year. The provision of satisfactory annual updates will also be a basis for payments.

2.6.3 Key Performance Indicators

Each Entrepreneurship Facilitator’s performance will be assessed against the delivery of all Services outlined in their Funding Agreement and demonstrated in each milestone report.

2.6.4 Financial Statements

Entrepreneurship Facilitators will be required to provide a preliminary written acquittal of funds to the Department prior to the final quarter of the financial year and an audited statement of income and expenditure in respect of the funding within 20 business days of the end of the financial year.

2.7 Funding

Funding is available to engage one Entrepreneurship Facilitator to deliver Services in each of the identified locations for the period December 2016 to 30 June 2020.

Payment under the Funding Agreement will be made as a combination of an upfront payment and quarterly instalments. The first payment will be made as soon as possible after the Funding Agreement is signed. Entrepreneurship Facilitators will need to submit a tax invoice to the Department to claim each instalment.

Applicants must complete a proposed Budget as part of their Application, utilising the Initiative Budget form. Funding must be expended only for the purposes indicated in the approved Budget.

2.8 Evaluation

The Department will evaluate the Entrepreneurship Facilitators measure to determine whether the objectives of the measure have been achieved. The Department will work in partnership with Entrepreneurship Facilitators to capture relevant qualitative and quantitative data for this purpose.

CHAPTER 3 SELECTION CRITERIA ANDREQUIRED INFORMATIONThis chapter sets out the selection criteria against which the Department will assess Applications.

As part of their Application, Applicants must declare in the Financial and Credentials Information Form any other funding they are currently receiving, or expect to receive during the funding period.

3.1 Responding to the Selection Criteria

Applicants are required to respond to the selection criteria and provide all other information required by completing the relevant sections in 360Pro, and uploading the following forms provided as ‘Supporting Documents’ in 360Pro:

Selection Criteria Referee Report Initiative Budget Financial and Credentials Information Form, and any requested documents, and Applicants Declaration.

Applicants that propose to deliver Services in more than one location must complete a separate section in 360Pro for each location.

3.2 Selection Criteria

Proposal to deliver Entrepreneurship Facilitator Services

Weighting: 30 per cent

How do you intend to deliver the Entrepreneurship Facilitator Services? This includes:o engaging with clientso informing and advising clientso engaging with the community to encourage self-employment

How will you market Entrepreneurship Facilitator Services in the community? How does your experience and previous successes demonstrate your ability to deliver this

Service? How you intend to spend the budget (utilising the Initiative Budget Form) and will provide value

for money?

Responses that include innovative ways to use technologies, social media or other options that appeal to and attract young people will be highly regarded.

Demonstrated knowledge of and or achievements as an entrepreneur or small business person

Response Character Limit: 8000

Weighting: 30 per cent

You should demonstrate knowledge and, where applicable, achievements in:

establishing small businesses development and assessment of business plans identification of small business support services, including financial support providing sound business advice and/or access to suitable mentors, and understanding a range of client needs.

Responses which demonstrate your experience in providing (or having the capability to provide) information and advice about entrepreneurship will be highly regarded.

Responses that demonstrate innovative approaches in relation to young people will be highly regarded.

Criterion 3

Demonstrated knowledge of local and surrounding areas and the capacity to leverage community partnerships and resources to support clients.

Response Character Limit: 8000

Weighting: 30 per cent

Demonstrate your knowledge of the region, including:

labour market and small business knowledge understanding of the issues facing young people how you would partner with other organisations or networks to support your clients, and how you would link with government programs, financial and insurance services and training

institutions.

Criterion 4

Describe what ‘success’ would look like in the relevant location, where an Entrepreneurship Facilitator has delivered all their Services.

Response Character Limit: 2000

Weighting: 10 per cent

Tell us how your delivery of Entrepreneurship Facilitator Services will enhance:

existing Services establish new support Services, and employment outcomes for clients.

3.2.1 Referees

Applicants must provide one, or up to two, written referee reports. Referees must be able to verify the Applicant’s Application claims.

Throughout the Application assessment process, Departmental staff will seek to confirm the claims made by Applicants in their responses to the selection criteria. This will include ensuring that Applicants have strong connections to relevant organisations that will support the delivery of Entrepreneurship Facilitator Services.

The Department may contact any party, even if that party has not been nominated by an Applicant to confirm claims made in an Application.

Current employees of the Department cannot be a referee for an Applicant.

CHAPTER 4 ELIGIBILITY TO APPLY4.1 Applications from Individuals

Individuals are encouraged to apply.

Applicants must have a current Australian Business Number (ABN).

4.2 Applications from Organisations

Non-government organisations (including current employment service providers) can apply. Organisations must nominate ONE person (a Nominated Person) who will undertake the full-time role of the Entrepreneurship Facilitator in that location.

4.3 Foreign Companies

The Department will only accept an Application from a foreign company if it is registered under Part 5B.2 of the Corporations Act 2001 (Cth).

4.4 Group Applicants and Subcontractors

Group Applicants (i.e. a group of legal entities such as a consortium or joint venture) and organisations that propose subcontractor arrangements are not eligible to apply.

4.5 Organisations not Eligible to Apply

The Australian Government and state and territory governments, agencies, employees or agents are not eligible to apply.

CHAPTER 5 THE DEPARTMENT’S ASSESSMENT PROCESSThis chapter outlines the Department’s assessment process for Applications submitted under these Grants Guidelines.

5.1 Public Governance, Performance and Accountability Act 2013

The Entrepreneurship Facilitators grants process is governed by the Commonwealth Grants Rules and Guidelines issued by the Minister for Finance under section 105C of the Public Governance, Performance and Accountability Act 2013 (PGPA Act).

5.2 Probity

The Department will ensure that the Entrepreneurship Facilitators grants process is fair and transparent, is subject to appropriate scrutiny, and all requirements published by the Department, including these Grant Guidelines, are followed.

The Department has appointed Maddocks as the external Probity Adviser to advise on the probity and integrity of the process. Persons with any concern about the probity or integrity of the Entrepreneurship Facilitators grants process can raise their concerns with the Department’s internal legal adviser, Luke de Jong ([email protected]). Where appropriate, complaints will be referred to the external Probity Adviser.

5.3 Assessment Process

Stage 1—Receipt of Applications

Each Application will be downloaded from 360Pro after the closing date and time, and will be checked to ensure that:

the Application includes all information required, as listed in the Application Checklist at A pp en d ix D of these Grant Guidelines, and

the Applicant has submitted the correct Application form, containing completed information, including responses to the selection criteria.

Note: Incomplete Applications, ineligible or clearly non-competitive Applications may be excluded from consideration at any time during the assessment process. Alternatively, the Department may consider such Applications and seek clarification from the Applicant or any third party.

Stage 2A—Assessment of Applications

All eligible Applications will be assessed against the selection criteria.

The Department will shortlist Applicants.

Shortlisted Applicants will be required to participate in an interview. These interviews will be scheduled for 10–16 November 2016. Applicants must be available for an interview during this period or they may be excluded from this grant process.

Stage 2B—Financial Viability Assessment

The Department will consider the Applicants financial viability and the credentials of key personnel.

Stage 3—Final Decisions

The Deputy Secretary of the Department will consider the recommendations of senior Department managers and make the final decisions. Applicants will be advised by email of the outcome of their Application.

5.4 Financial Viability and other Checks

The Department may perform security, probity and financial investigations as it determines necessary in relation to any Applicant, its employees, officers, partners, associates, or related entities. The Department may exclude an Application from further consideration if the Applicant does not provide, at its cost, all reasonable assistance to the Department in this regard.

5.4.1 Financial Viability

Applicants must submit a completed Financial and Credentials Information Form and provide the most relevant information to prove their financial viability. The objective of the financial viability process is to assess whether the Applicant is financially viable to provide the Entrepreneurship Facilitator Services specified in the Application.

Applicants should also provide information on any changes of substance in the Applicant’s financial position not reflected in the most recent financial statements or developments that may affect the Applicants ability to conduct the proposed Services and any other factors the Applicant wishes to bring to the Department’s attention to support its demonstration of financial capacity.

CHAPTER 6 LEGAL AND OTHER MATTERSThis chapter provides information on legal and related matters.

6.1 Privacy

The Australian Privacy Principles in the Privacy Act 1988 (Cth) that apply to the Department will also apply to successful Applicants who enter into a Funding Agreement with the Department. Applicants will be required under the Funding Agreement to ensure that they and their agents comply with the Australian Privacy Principles.

6.2 Discrimination

Entrepreneurship Facilitators will be administered in a way that supports the principle of non-discrimination.

Under the National Disability Strategy 2010-2020, barriers which prevent people with disabilities having access to Services must be removed.

6.3 Working with Children and Other Vulnerable Groups

Entrepreneurship Facilitators will be required to arrange and pay for all relevant Working with Vulnerable People checks and to comply with any other conditions in relation to the person’s participation in the Services, as specified in governing working with children legislation.

6.4 Freedom of Information

Applicants should be aware that all documents created or held by the Department and entities that conduct or provide Services to the public or third parties on behalf of the Department are subject to the Freedom of Information Act 1982.

6.5 Other Matters

6.5.1 Confidential Information

Each Applicant must identify any information provided in their Application (and any attachments) it considers confidential. Where an Applicant has identified information as confidential, the Department will, subject to that information being of an inherently confidential nature, and subject to the following, treat that information confidentially.

The Department will not be taken to have breached any obligation to keep information provided by Applicants confidential to the extent that the information is disclosed in order to administer the Entrepreneurship Facilitators grants measure or in relation to the Department’s accountability obligations to the Government or the Australian Parliament, or as authorised or required by law.

The Department will only keep information contained in, or obtained or generated in performing, any Funding Agreement entered into with the successful Applicant confidential in accordance with the terms of the Funding Agreement.

6.5.2 Conflict of Interest

Where an Applicant considers that a conflict of interest exists or might arise in relation to the Applicant conducting the Services under the Funding Agreement, the Applicant must identify the actual or potential conflict of interest and disclose this to the Department.

6.5.3 Improper Influence or Assistance

In preparing their Application for funding as an Entrepreneurship Facilitator, Applicants must not use information or assistance obtained from a current or former officer or employee of the Commonwealth:

in circumstances that are contrary to the Communication Protocol, available at A pp en d ix B or on the E m p l oy m ent S er v i c es P r o cu r e m ent I n f o r m at i o n website (www.employment.gov.au/ procurement)

in circumstances that constitute a breach of the Crimes Act 1914 (Cth), the Public Service Act 1999 (Cth), the Public Service Regulations 1999 (Cth), or

in breach of an obligation of confidentiality or fidelity

6.6 The Department’s Rights and Liabilities

The Department will not be responsible in any circumstance for any costs or expenses incurred by any Applicant or any other party arising from an Applicant’s participation in the Entrepreneurship Facilitators grants process. No liability arises in relation to the Department’s conduct under, or in relation to, this grant process on the basis of any legal or equitable rights, however based.

Applicants that submit an Application are not guaranteed to be awarded a Funding Agreement.

The Department may, at its sole discretion and at any stage of the Entrepreneurship Facilitators grants process, including during or after the assessment process:

vary the Entrepreneurship Facilitators grants process, including the content, timing and processes referred to in the Grant Guidelines, and the Draft Funding Agreement

forward any additional information or clarification of the meaning of the content of the Grant Guidelines on a non-attributable basis

shortlist Applicants obtain clarification or additional information from Applicants or anyone else and use any such

information for the assessment of the Application negotiate with one or more Applicants, including with or without short listing, or discontinue

negotiations reassess any Application in whole, or in part, at any stage vary the assessment process to conduct a further assessment phase remove any Application from consideration, and terminate, suspend or abandon the Entrepreneurship Facilitators grants process if it considers

that no Application offers value for relevant money, or the Department otherwise determines that it is in the public interest to terminate or abandon the grants process.

The Department:

is not obliged to fund any proposed Services from the Applicant does not guarantee or represent that any proposed Services will be funded, and may at any time fund proposed Services in any way and from any person, and on such terms and

conditions as the Department deems fit.

6.6.1 Ownership of Submitted Applications

Applications submitted to the Department become the property of the Department once lodged.

6.6.2 Offers to Remain Open

Applications will remain open for acceptance by the Department for a period of 12 months after the closing date and time.

6.6.3 Material Changes

Following lodgement of an Application, an Applicant must notify the Department in writing if at any time during the assessment process an event occurs that has the effect of materially altering:

either the composition or control of the Applicant or the business, or the compliance status of the Applicant against these Grant Guidelines, or the proposed basis on which the Applicant proposes to provide the Services.

If the Department receives notice of a material change, the Department may at its discretion allow the change to be taken into account as part of its assessment of the Application or may exclude the Application from further assessment. The Applicant must provide all necessary information to the Department in response to any request made under this section.

CHAPTER 7 HOW TO LODGE AN APPLICATIONThis chapter provides Applicants with information they will need to successfully lodge their Application for funding to deliver Entrepreneurship Facilitator Services.

7.1 Conditions of Lodgement

7.1.1 Responsibility of Applicants

Applicants are responsible for ensuring that they:

understand these Grant Guidelines and any additional information the Department may provide on its websites and any addenda issued

make their own independent assessment and investigations, and, if necessary, obtained their own legal, business or other professional advice on the Application process

submit their Application through 360Pro by the closing date and time submit a complete, accurate Application which provides sufficient information, and keep a copy of their Application and any attachments for their own records.

7.1.2 Application Lodgement

Potential Applicants must:

prepare a legible Application, in English in 360Pro and on the forms provided with the pack downloaded from 360Pro if applicable

ensure all references to currency are expressed in Australian dollars and all references to measurements are in Australian legal units of measure

take all steps to ensure that their Application is free from anything that might reasonably affect useability, or the Department's computing environment, and

ensure their Application complies with all file type, format, naming conventions, size limitations or other requirements.

Applicants must allow sufficient time to complete the lodgement of their Application and resolve any lodgement-related issues prior to the closing date and time.

7.2 Closing Date and Time

Applicants must lodge their completed Application before 5.00 pm (Canberra time), Thursday 3 November 2016. Applications received after the closing date and time will not be accepted unless the delay is due solely to mishandling by the Department.

An email receipt from 360Pro will indicate the successful lodgement of your Application. Applicants should save and print this receipt as proof of lodgement.

7.3 360Pro

360Pro is the tool the Department is using for the submission of Applications. The Department reserves its right to reject any Application lodged by a means other than 360Pro.

Potential Applicants should read the 360Pro Applicants’ Reference Guide available for downloading as part of the documents that make up the Grant Application pack.

If the Department amends the terms, requirements or the process referred to in these Grant Guidelines prior to the closing date and time, the Department will issue advice to potential Applicants via 360Pro. Addenda for these Grant Guidelines providing details of any alteration, correction or notice in relation to these Grant Guidelines will only be available on the 360Pro website to potential Applicants that have registered.

7.3.1 Changing or Withdrawing Applications

Prior to the Application closing date and time Applicants can re-open their submitted Applications and make any changes in 360Pro. In order to be considered for funding, Applicants must resubmit their changed Application. Note that when opening or re-opening an Application it is no longer considered as submitted. The submit button must be used again to resubmit the amended Application.

Only Applications with a status of ‘submitted’ will be considered by the Department.

Applicants can withdraw from the process by re-opening their Applications and not resubmitting them.

7.3.2 Unintentional Errors of Form

If the Department considers, in its sole discretion, that there are unintentional errors contained in an Application, the Department may request the Applicant to correct or clarify the error, but will not permit any material alteration or addition to the Application.

Unintentional errors of form might include, for example, situations where the Department considers the Applicant has made a typographical error.

7.3.3 Attachments

The Department will only accept attachments to an Application if they have been specifically requested by the Department.

Application An Application for funding under these Grant Guidelines.

Draft Funding Agreement The Draft Funding Agreement issued under these Grant Guidelines which will be available on the Employment Services Procurement Information website (www.employment.gov.au/ procurement) by mid-October 2016.

Entrepreneurship Facilitators Entrepreneurship Facilitators are individuals or non-government organisations that promote Entrepreneurship and self-employment to young people in identified regions.

Grant Guidelines These Grant Guidelines for Entrepreneurship Facilitators.

Probity Refers to procedural integrity of the grants award process, underpinned by the quality of, and adherence to, published process documentation, the evaluation processes used to ensure that there is objective and consistent evaluation at each phase, by appropriately qualified and trained evaluators, and decision-making in accordance with all legal requirements.

Services or Entrepreneurship Facilitator Services

The engagement and marketing strategies and services the Entrepreneurship Facilitator must deliver as set out in these Grant Guidelines, Engagement and Marketing Strategy and their funding agreement.

APPENDIX B COMMUNICATION PROTOCOLThis communication protocol has been established to support the Entrepreneurship Facilitators grants process.

The purpose of this protocol is to establish procedures to avoid any improper practice these procedures also make provision for addressing any allegation of such impropriety.

Those who may be in positions that the public could perceive as having the power to influence the operation of the funding process have been identified as, including:

employees of the Department Ministers, Parliamentary Secretaries and their staff Parliamentarians, whether Australian Government and state and territory governments, or anyone else directly or indirectly involved in the Application process acting for the Department

or with access to information about the Department’s activities that is not generally known (that is, those with ‘inside’ information).

The following procedures have been adopted to minimise the risk of any inappropriate influence on the grants process and must be adhered to.

Contact with Portfolio Minister

During the grants process, the Portfolio Minister will continue to interact with relevant stakeholders for business-as-usual, meetings, conferences and social activities.

However, during these interactions, the only information, if any, that can be provided about the grants process will be limited to information that is already available in the public arena. Applicants and potential Applicants must not seek to elicit or obtain from the Portfolio Minister, or the Minister’s staff, any information concerning the grants process that is not already available in the public arena.

The grants process will be conducted by the Department with all decisions made by the Department in accordance with the approved delegation.

Contact with the Department

During the grants process, the Department will continue to interact with relevant stakeholders as a part of its ongoing business (on a business-as-usual basis), including continuing any regular discussions with a range of interest groups and industry representative bodies.

At these business-as-usual interactions, any discussions relating to the grants process, however, will not be permitted. The following principles will apply:

all Applicants will only use the process set out in the Grant Guidelines to contact the Department for the purpose of querying or clarifying any aspect of the grants process

the Department will not consider unsolicited references or submissions on behalf of Applicants outside those provided for in the grants process, and

Applicants or other persons with an interest in the grants process must not enter into discussions with or otherwise engage in any activity with the Department, persons directly or indirectly involved in the grants process acting for the Department, and other persons who have

Further, the Department will not enter into discussions or otherwise engage in any activity with Applicants or such other persons with an interest in the grants process, where this could be perceived as influencing the operation of the grants process:

views on an individual Applicant or Applicants must not be expressed to the Department in a way that could be perceived as an attempt to influence the Department to favour, or disfavour, any Applicant

details of any approaches by or on behalf of an individual Applicant or Applicants will be fully documented, and

communications or conduct suspected of involving a breach of this communication protocol or of the grants process, including any suspected illegality will be investigated and may be taken into account during the assessment process.

Information

Except as provided in funding documentation published by the Government:

no Applicant will be provided with information about the grants process (including any policy matters relevant to or affecting the process)

no Applicant will receive information about the decision-making processes, and no Applicant will receive information before any other Applicant.

Where, in the opinion of the Department, information provided to one Applicant should be made available to all Applicants, that information will be distributed on the Employment Services Procurement Information website (www.employment.gov.au/ procurement) on a non-attributable basis.

Further Information on the Grants Process Arrangements

The Employment Services Purchasing Hotline (the Hotline) is the primary means of contact during the funding process, and can be contacted on 1300 733 514 (Monday to Friday, 9.00 am to 5.00 pm Canberra time, excluding ACT and national public holidays) or via the Employment Services Purchasing Hotline ([email protected]).

The Hotline will not provide interpretation or advice on how to respond in their Application, or provide information that is not contained in these Grant Guidelines, unless that information is otherwise publicly available. Applicants should note that, during a call to the Hotline, they may be asked to put their question in writing and send it to the above email address.
