Reading A

Environment and development Each paragraph below is numbered for your convenience. 1 Traditionally, environmental concerns were limited to the effects of urban and industrial waste disposal on local populations. Now, however, the range of critical issues is far wider. Global warming (also known as the greenhouse effect) and damage to the ozone layer threaten unknown climatic changes, while tropical deforestation contributes to climatic change and also removes permanently from the globe an unknown number of potentially useful species. Transboundary movement of hazardous wastes, acid rain, soil erosion, desertification, threats to indigenous people and overuse of pesticides are further environmental threats. 2 This changing agenda of environmental issues has led to a rapid evolution in the way these problems are addressed. Partnership between industrial and developing countries is recognized as indispensible to tackling the problems that know no borders and affects all of mankind. 3 As one of its contributions to the United Nations Conference on Environment and Development, often referred to as the ‘Earth Summit’, which was held in June 1992 in Rio de Janeiro, Brazil, the World Bank devoted its ‘World Development Report 1992’ to the topic of development and the environment. The report’s main message is the need to integrate environmental considerations into development policymaking. It argues that continued, and even accelerated, economic and human development is sustainable and can be consistent with improving environmental conditions, but that this will require major policy, program and institutional shifts. 4 A twofold strategy is required. First, the positive links between income growth and the environment need to be aggressively exploited. For example, this calls for extended emphasis on population programs, female education, agricultural extension and research, sanitation and clean water, and for more local participation in the design and implementation of development programs. Second, strong policies and institutions need to be put in place which help decision makers – corporations, households, farmers and governments – to adopt less damaging forms of behavior.

Christopher Columbus Each paragraph below is numbered for your convenience. 1 Christopher Columbus was born in 1541 in the republic of Genoa, Italy, the son of a weaver. He first went to sea as a teenager, participating in several voyages in the Mediterranean and Aegean seas. Several years later, as an explorer and navigator, Columbus also traveled to Africa, England, and Iceland. 2 During Columbus' lifetime, Muslim forces controlled many of the trade routes throughout the Middle East, and this made travel to India and China extremely difficult and dangerous. Believing that a route west across the Atlantic Ocean would be quicker and safer, Columbus made it his mission to get funding for such a voyage. 3 Columbus encountered a great deal of opposition to his bold plan. He first proposed his idea to the king of Portugal, who rejected it. Columbus met with a similar reaction when he suggested a westward voyage to the leaders of Venice and Genoa. When he took his proposal to Spain, the Catholic rulers were more concerned with reclaiming their territory from Muslim control than visiting far-away lands. It wasn't until a Portuguese explorer made a successful voyage around the Cape of Good Hope in South Africa, thus opening a new trade route to India, that Spanish rulers decided to compete with Portuguese exploration by sponsoring Columbus. 4 In August 1492, Columbus left Spain with three ships - the Nina, the Pinta, and the Santa Maria. After 36 days of sailing, Columbus and his crew were finally able to set foot in what is the present-day Bahamas. There, he came into contact with a timid but open group of natives who were willing to trade with the Europeans. Shortly thereafter, Columbus visited the island of Cuba, as well as Hispaniola (Haiti and the Dominican Republic). Although these places were in the Americas, Columbus believed that he had landed in Asia. 5 Over the next 15 years, Columbus traveled between the Americas and Spain several times. His legacy, however, is a mixed one. Although he opened up the Americas to a lasting European settlement and brought new crops to Europe, he is also blamed for the destruction of the native peoples of the islands he explored. Columbus had a policy of forced labor in his camps, and his ships also brought disease to places that had no natural immunity. 6 This period, now known as the “Colombian Exchange,” is a major turning point in modern world history.
