Associate Trainers Name Biography
Clive Bolton Clive has been involved in education for over 30 years covering the primary, secondary and tertiary sectors. His work has ranged from teaching mathematics and computing to being the director for curriculum and quality of a large further education college. He was an Ofsted inspector and more recently has been employed as a consultant for the National College. Having originally trained as a statistician he enjoys working with data to bring about school improvement. He is currently vice chair of governors at Benfield Primary School and chairs the Strategic Action Committee, using data to scrutinise pupil progress.
Jenny Barnard Langston
Jenny has been involved in education provision locally for more than thirty years, as a policy maker and Chair of governors in all school phases. As well as being a current chair and she is also involved with Brighton & Hove Learning Partnership Strategic Board and Brighton & Hove Governors’ Association Steering Group. Jenny works as a relationship Counsellor and Life Coach and is a Patron and Trustee of a number of charities. She founded the Tony Barnard Foundation which seeks to enhance the quality of life for children and adults with learning difficulties and where appropriate, their carers. Jenny is a National Leader for Governance, Central Sussex Magistrate, Chair of the Youth Panel and member of the Training and Development Committee. She not only delivers a range of training but also regularly participates in training to develop her skills. She is passionate about equity of education for all youngsters, offering them the optimum life chances.
Linda Newman Linda became a governor in 1991. Firstly Woodingdean Primary and now Longhill. She has been an Associate Governor Trainer since 1994, delivering induction training to new governors, so she keeps her skills up-to-date. Linda acknowledges that it is a privilege to meet so many enthusiastic new governors and to watch and share their experience of governance. Linda has worked in higher education since graduation, first as a librarian, then senior administrator and project manager. She became President of the University and College Union in 2007, returning to her career as national Head of Resources for the union in 2008.
Karen Wicker Karen has been a Headteacher in both East Sussex and Brighton. Whilst leading an Infant School in Brighton she also worked as a Consultant Leader and during a secondment as a School Workforce and Leadership consultant. This gave Karen the opportunity to work across the education spectrum and she was involved in developing and delivering a number of training and development strategies and programmes. Since retiring and now a chair of governors, she is pleased to work with the LA on a key area of governor training - Safeguarding and Child Protection
Gordon MacRae Gordon has worked in and with schools for over forty years. Gordon was a teacher for 35 years, twenty of which as a headteacher. Gordon was a Local Authority principal inspector and part of his remit was governor services. Over the past couple of years he has been self employed working with school leadership teams and governing bodies. Gordon is or has been a governor of three schools, one of which as the chair.

As school governors, the dedication, energy and commitment that you bring to the role, as part of the strategic leadership of the school, is highly valued. The quality of leadership in our schools which includes the strategic leadership of the governing body is crucial to the success of the school. Ofsted acknowledges the impact that appropriate training and support has on the effectiveness of governing bodies. The Governor Support team ensures that appropriate support is included in our programme to support the specific needs of all schools. It is a high priority for us to continue to develop this range of support as new guidance becomes available. Our wide ranging training programme is excellent value for money. When you subscribe to the Governor Support Service Level Agreement (SLA) all members of your governing body, including the clerk, are able to access the training programme and support service. This will enable clerks/academy secretaries and governors/academy directors to quickly develop the essential skills and knowledge needed to fulfil their roles and to make a real contribution to improving outcomes for children. We are aware that people like to learn in a range of ways, with different methods of delivery. Therefore the provision covers:

Governor Representative Groups These are some examples of the groups representing governors across the city:
Brighton & Hove Governors’ Association Brighton & Hove Governors’ Association is an independent, non-party political body which aims to maximise the contribution made by school governors to advance the quality of education and the interests of every child in the city. Membership of the association is open to all governing bodies and governors in Brighton & Hove. The association works in partnership with Governor Support to recruit and appoint governors to committees, working groups and appointment panels. It also supports the Governance, Strategy & Partnership Meeting (GSP) each term. The association is affiliated to the National Governors’ Association (NGA), and ensures the voice of governors in Brighton & Hove is heard at a local, regional and national level. Learning Partnership The Learning Partnership has a range of partners from across the city involved in creating effective educational strategy by bringing together those with responsibility for policy with those experienced in implementation. The strategic board of the Learning Partnership has governor representation from each of the phases - primary, secondary and special. Parent Governor Representatives
What does a parent governor representative do? A parent governor representative (PGR) will represent the views of all parents in the area of the local authority. He or she will attend local committees dealing with education and vote on all matters to do with schools and pupils. A parent governor representative will not represent the interest of any particular group, school or locality, or any party political interest. Parent governor representatives will find out the views of parents in their local authority area. They will keep parents informed about what issues the authority is discussing, and what decisions they have made or are planning. A parent governor representative is responsible for:
• Keeping in touch with general views of parents. • Speaking for parents and pupils on education matters at local authority meetings • Voting in key decisions. • Feeding back the local authority's discussions on education to parents. • Acting as a sounding board for the local authority when it wants to get a feel for whether

Governor Representative Groups Schools’ Forum The role of the Schools' Forum is to advise the Assistant Director Children’s Services (Education & Inclusion) on various matters relating to school budgets. These include changes to the spending formula and services to schools. The group is made up of approximately 25 members and meets four times a year. ‘I was pleasantly surprised with the training as I thought I might find it repetitive have attended 1& 3 of the old training. I found it more practical in terms of the information that was conveyed and the subject areas that were focussed on. I think that it was a better training format for new governors. Booking Information How do I enrol on a governor training course? To book a place on a course please email the School Workforce and Governor Support Team at: [email protected] or tel (01273) 293466 or complete and return the enclosed booking form. How I will I know my place has been confirmed? On receipt of your booking we will email you a training confirmation including the joining details for the session and send venue directions. If you have not heard anything one week before the event, please get in touch so we can check we have your booking. What if I need special requirements? Please let us know of any special requirements when you book on your course. Many of our venues are fully accessible, and we do our very best to ensure wheelchair access, provide large print copies of handouts, or find rooms with induction loops. The more notice we have the better in order to fully meet your needs. Refreshments We provide tea and coffee at all our events. We only provide food at all day events, conferences, Governance, Strategy & Partnership Meetings and where stated. Closing dates and viability Please aim to book on governors courses as soon as possible as we assess the viability of the event two weeks before the scheduled date. If numbers are fewer than 12, we will usually cancel the event. We feel that a lower number than this will not provide governors with a worthwhile training experience. Please Note from September 2014 Late Cancellation / Non Attendance Fee For late withdrawals (within ten working days of the course) or non-attendance at an event the there is a late cancellation / non attendance fee of £25. No charge will be incurred if a delegate is substituted by another governor. The cancellation fee will be waived in exceptional circumstances. Please note this charge in is line with other local authorities What happens if I need to cancel? If you are unable to attend an event for which you have enrolled, please call us on 01273 293466 or email us at: [email protected] We require to be notified of cancellation at least ten working days in advance of your course. Online Resources Governor E Learning (GEL As part of the Governor Support Service Level Agreement we provide access to GEL free of charge. The training modules are designed to allow governors to work at their own pace to improve skills and knowledge in key areas. They are not intended to replace Hface-to-face trainingH but are a useful option for governors to support our current programme. We use the National Training Programme for New Governors’ on GEL as pre course reading for our induction programme. To register with GEL visit - HUhttp://www.elc-gel.org/registerU Once you have completed the simple registration process you can fully access their website. The School Workforce and Governor Support Team will need to approve the registration request before you will be able to log in. They check applications regularly during office hours from Monday to Friday. The type of training available on the GEL website A wide variety of learning modules are available on the HGEL website H, with more being added regularly. You are free to complete the modules that you feel are most relevant to you. You can even dip into specific sections of each learning module so you can quickly find out about a topic without needing to complete the whole module. The site also contains a range of documents to support learning and provide useful information.

Local Authority Support for Governors
In addition to training, support is available for all governors and clerks to governing bodies across Brighton & Hove. This includes:
• Regular e-mails to clerks and chairs of governors with local and national information • Governance, Strategy & Partnership Meeting with briefing from local authority officers • Governing Body Self Evaluation Toolkit • Clerks’ Forum • Training Link Governor Network • Telephone helpline for governors and clerks
Time off work Employers may give employees who are school governors ‘reasonable time off’ to carry out their duties. The employee and employer must agree on what is ‘reasonable time off’. Among the points they should discuss are:
• how much time is needed overall to perform the duties; • whether the employee is also being given time off from work for other activities; • the particular circumstances of the employer’s business; and • the likely effect that the employee’s absence may have on it.
Employers may give time off with pay but do not have to do so. This is for discussion between the employee and the employer. Guidance on time off for public duties is available on the https://www.gov.uk/time-off-work-public-duties website.

Training needs analysis My training needs and the Training Link Governor In the same way that all schools have a Staff Development or Continuing Professional Development (CPD) Lead Teacher, we advise governing bodies to nominate one governor as a Training Link Governor. This person’s role is to ensure that governors are aware of available training and to help identify needs both of individuals and of governing bodies as a whole. The following brief questionnaire is provided to assist in that process. Reconstituting your governing body Course Objectives By September 2015, all governing bodies in maintained schools must have reconstituted in line with the 2012 Constitution Regulations. At these workshops we will be clarifying the procedures and also the opportunities that reconstituting can bring to enhance the effectiveness of your governing body. At the sessions we ran in the Summer Term, participants found it particularly useful to share ideas and practice with colleagues and discuss skills audits, structure of meetings, governor roles and succession planning. This programme is also useful for new clerks so they are able to advise their governing bodies on effective governance. Before attending this programme We recommend that governors carry out a school induction first (usually with the Chair of Governors) and attend at least one full governing body meeting. This helps put the contents of this programme into some context. It is also helpful to look at ‘Welcome to Governance’ by the National Governors’ Association – this booklet is purchased by the Governor Support Team and sent to all new governors via the school (for schools purchasing our Service Level Agreement). Format of the programme The programme gives governors an overview of the basic principles of school governance and looks at their main roles and responsibilities. There is a lot to fit in, so the trainers will be staying focussed and offering suggestions to governors who wish to find out more on certain topics. The team also subscribes to GEL (Governors’ e-Learning) for all governors, where you can carry out e-learning on a range of topics http://www.elc-gel.org/register/. The programme is in two parts, but there are also opportunities to attend both in one day. If attending on separate days, they do not need to be attended in the same term, although it is always advisable to attend Part 1 first. Clerks’ Accreditation We are now in our third year of offering this programme in partnership with Hampshire County Council to recognise clerks’ excellence and competence. The programme has been running for over 10 years in a number of LAs, with over 500 clerks taking part. The external moderation and verification of this programme is carried out by the ISCG (Information for School and College Governors) and is supported by the National Governors’ Association. Participants in our first cohort valued the opportunity to develop and refine their skills and working practices, through being part of a network and sharing queries and ideas. Participants will attend an initial briefing meeting where they will be provided with copies of the competence standards and resources to help them to identify relevant evidence to demonstrate their competence. They will also be given guidance on how to build their focused portfolio of evidence against the criteria for assessment. Each participant will be allocated a named mentor/assessor who will guide them throughout the programme. The mentor/assessor will provide developmental feedback to ensure participants are building their portfolio to an appropriate standard. The programme takes approximately 12 months to achieve. It is most suitable for any clerk who has been carrying out the role for at least a year and can show they are committed to their continuing professional development. For clerks who have been in post for less than a year, it is unlikely they will have enough evidence to meet all the competencies, but this can be discussed further. What is the cost? The cost is £400 per person, but we are currently able to offer a bursary of £250 towards this. Therefore, the cost to the school is £150. We cannot confirm yet whether a bursary will be available in the future. Better Benchmarking Course Objectives Benchmarking can be an important way for schools to analyse their own performance, and to challenge the status quo when their spending decisions and outcomes appear to be out of kilter with their peers. However only 39% of school governors who responded to the 2012 governors’ survey said that they use the DfE financial benchmarking website and many schools do not necessarily understand or make use of benchmarking. Benchmarking is a tool to help governing bodies achieve value for money. The DfE publish schools’ spending data annually in the performance tables. The data is grouped into categories of income and expenditure alongside measures of attainment. This allows schools, parents and the wider public to compare how schools spend their money with the outcomes they achieve. The Schools Financial Benchmarking website enables schools to compare their spending in detail with other schools, consider their comparative performance and think about how to improve their efficiency. You also have important responsibilities as a member of your governing body to make significant decisions that will set the course of leadership and direction of the school, through your involvement in the recruitment and selection of a new headteacher. This session will:
• Examine the key strategic issues to consider when recruiting the lead professional for your school
• Consider the roles and responsibilities of governors through the recruitment process • Discuss the legal requirements of the appointments procedures.

Headteacher Appraisal & Objective setting for Governors Course Objectives On 28 May 2013 Brighton & Hove Human Resources for Schools circulated the new model Appraisal Policy and Capability Procedure for B&H schools. This followed work undertaken by a Schools’ Appraisal/Capability Review Working group including heads, trade unions and LA/HR representatives. The new model policy can be accessed via the Wave for Schools at: HUhttp://wave.brighton-hove.gov.uk/schools/HR/Pages/PerformanceManagement.aspxU Wave > Schools > HR for Schools > Performance Management The sessions aim to provide advice and guidance about the governors’ role in the performance management cycle, monitoring and evaluating the headteacher’s performance and agreeing new objectives for the forthcoming year. Governors will understand how to gain the necessary skills to carry out the review meeting, handling any issues that may arise. Bespoke Governing Body Development Training Bespoke training for whole governing bodies or for clusters/partnerships of schools can be provided by our trainers as an in-house session. The Governor Support Team can provide the following services to schools at an agreed additional day/part day charge:
• Attendance at governing body meeting to provide feedback and advice on the practice and procedures of the governing body (Health Check)
• Audit of governing body effectiveness • Preparation for Ofsted • Facilitation of Governing Body Self-Evaluation • Understanding Data • Induction training for governors at academies and free schools.
The sessions are delivered by one of our experienced associate trainers in school on an agreed date. The topics for these sessions can be tailor made to suit your needs.
