Executive Summary

The work load on Revenue Administration is increasing day-by-day along with population increase as well as addressing of complex issues like land resources management and sustainable development planning for Tripura.

Information and Communication Technologies (ICTs) offers a unique

opportunity to lead effective changes in the Revenue Administration process. Government of Tripura is taking various initiatives to empower Revenue

Administration both functionally and financially, improve their capacities and provide enabling environment for Revenue Officials to function efficiently, effectively, in a transparent and accountable manner.

It is understood that the help of the ICT tools, various services offered by Revenue Administration can be provided from a single window/channel by integrating and streamlining various activities and

process. Revenue Administration has already attempted and implemented IT enabled services through http://jami.tripura.gov.in. Citizen centric information rich web-site with downloadable forms etc.

Revenue Department, Govt. of Tripura has successfully deployed ICT solutions, called Jami(Land Records Information System, TORS (Tripura Online Registration System) designed and developed by NIC, Govt. of India for Revenue Department for providing and managing of various Revenue services to citizenry. Operational staff and deployed system in Revenue Department has stabilized and benefits in the areas of turn around time for various revenue services, revenue management and records management are significant and impact is visible.

Under Digital India Land Records Modernization Programme

(DILRMP) Land Records and Property Registration system has been converted from paper based system to digital format. ICT infrastructure has been set up and integrated various Offices of Revenue Department at Revenue Circles, SDM Offices, Sub Registrar Offices, District and State HQ. Tripura State wide area Network has been utilized and ensure delivery of e-services through DC Revenue Circles, Sub Registry Offices and Common Service Centres ( CSCs) with least time.

1. Our Vision

1. The vision of the Department is to ensure door step delivery of e-Services

to the citizen.

1.2 To help in bringing total transparency in land records administration with added advantage of security and reliability.

1.3 To help in maintaining an accurate land records system to further the objective of land reforms, protection of legal rights over land and efficiency in maintenance and updating of these records.

2. Our Mission

2.1 To encourage the scientific Management, Administration and Conservation

of land records all over the state.

2.2 To promote friendly relationship between the Village accountant (Tehsildar) and the common man with a perspective to attain prompt disposal of land related matters.

2.3 To encourage online mutation and updation of land records.

2.4 To help in developing greater professionalism and a scientific temper among all the Revenue officials and users of records for administering transparency & accountability.

3. Our Activities

3.1 Land is the most prized possession of individual and next only to water, the land is largest single natural resource available to the humanity. It is not only important economic asset in an agrarian economy but an essential resource for

one’s existence & livelihood. Without land there can be no groundwork for carrying on human activities.

3.2 Computerization of Land Records & Registration. The Land Records & Settlemennt Department, Government of Tripura, manages land records of entire State and as a custodian of Land Records of the State is also responsible for maintenance, preparation/updating and revenue generation through various forms of collection. Record of Right (RoR) also called Khatian and map. Now the RoR are made available online for the common man through http://jami.tripura.gov.in

3.3 Preserving the old basic records of the state in digital form and make it accessible to the public for inspection and for reference under the provisions of the Tripura Land Revenue and Land Reforms Act, 1960.

3.4 Preparing amendments to the Tripura Land Revenue and Land Reforms Act, 1960 and Rules 1961; Tripura Land Revenue and Land Reforms (Allotment of Land), 1980.

3.5 Providing training to the revenue officials and unemployed youths of the state for upgradation of land records through conventional survey methodology and also provide technical know-how to maintain Land Records under eJAMI web platform.

3.6 Spreading awareness about the importance of Computerised Land Records (CLR) and its impact on socio-economic status of the state.

3.7 Providing digital and paper based records to the stakeholders as per requirement.

(a)The preservation of land Records in digital format. Preservation is required for two reasons (i) To protect the records against possible deterioration from constant wear and tear and (ii) to preserve the informational contents of records against destruction and eventual loss. (b) Most of the records are in paper and may not last for longer period. Due to the inherent acidic contents of the paper records it becomes brittle after some years and due to the decomposition of carbon compound of the ink, the impression goes faded. Documents are even destroyed by natural disaster, such as fire, flood and earthquake or when they deteriorate through decay, insect damage or humidity. Moreover, due to frequent handling of paper records by research scholars, there is a possibility of physical damage of the paper records. Therefore, paper old records need some special care and it must be preserved in a scientific way. Digital Preservation deals with ensuring that digital data stored today can be read and interpreted tens or hundreds of years from now.

4. Our Commitment

4.1 Complete dedication and devotion to the procedure for preparation and final publication of record of rights and supply of certified copies in exchange of nominal fees.

4.2 Same dedication and devotion is infused in the preservation of Land Records (Khatian, Maps etc) and the supply by extracting nominal fees.

5. Our Services

5.1 Land Records are probably the most important public documents in any governance system. A vast number of people depend on land records as a proof of title to establish himself/herself as a legal owner of land and for obtaining Electricity connection, Water connection, Gas Line connection, Trade Licence, Municipal Holding Certificate, Citizenship Certificate, Permanent Resident Certificate, Bank Loan etc. 5.2 Tripura has made substantial progress in Modernization of Land Records and Registration process throughout the State under Digital India Land Records Modernization Programme (DILRMP). Textual as well as spatial data of land records has been uploaded on the web platform for online inspection by the citizen & web based operation by the land administration

5.3 Revenue Department, Government of Tripura has successfully created a web based single window solution, called Jami Software for Land Records Management System to handle land records including the maintenance and updating of textual records(RoR), Land Mutation, Maps, survey and settlement operations and registration of immovable property.

5.4 Home page of jami software:- web address http://jami.tripura.gov.in . There are two operational platform in this software one is Citizen Centric (for

citizen view) and another is Online Application Link (for Revenue Officials with User ID, Password and biometric logging). Online Land Records computerized process has been commenced w.e.f 01.09.2011:- 5.5 The web-enabled Land Records Computerization system has been found

advantageous for the citizens as landholders will get the updated land records from any CLR centre in a quick manner and will get the accessibility to digitized land record data bank from any place for cross checking.

5.6 Directorate of Land Records & Settlement, Government of Tripura is sole responsible for management of conclusive Land Records for the State of Tripura under the Digital India Land Records Modernization Programme (DILRMP). Paper based services are now converted into digital format. The following web based facilities are available for citizen on Computerization of Land Records and Property Registration.

05 VIEW PLOT HISTORY Transaction history can be viewed for a particular

Hal/New Plot number.

06 CHECK MORTGAGE STATUS Mortgage status of Immovable, Moveable, Intangible can be viewed.

07 KNOW MUTATION STATUS Status of mutation can be tracked by inserting MR. No. [eg. MR 202101287]

08 PLOT UNIT CONVERSION This is a conversion tool. Citizen can convert land area Acre to sq.ft, ha or local measurement like Kara,Ganda & Kani.

09 KNOW DEED STATUS Status of Registered Deed can be viewed by the citizen/common man.

10 CALCULATE FEE Stamp duty and Registration fee can be calculate.

11 MUTATION ONLINE Online application for mutation can be submitted by the citizen.

12 MOUJA LIST/ TEHSIL LIST List of Mouja (Revenue Village) & Tehsil can be search out.

13. REVENUE COURT CASE MONITORING SYSTEM (RCCM)

Revenue Court case Monitoring System has been introduced for submitting online application by the

Citizen (U/s. 95, 92, 96 20 etc)

14. e-STAMP e-Stamp has been introduced and Citizen can obtain e-Stamp from 185 numbers Authorized

Collection Centres throughout the State. (e-Stamp collection Centres: State Co-operative Bank 21 Branches, Stamp vendor-29 , Tripura Gramin Bank-3 Branches, CSC-128, Stock Holding Corporation-3,(including Land Records HQ-1, Sub Registrar Office SADAR-1, )

6. Citizen centric other benefits under DILRMP

• Mutated cases are incorporated by the Revenue Officers

through online https://jami.tripura.gov.in operational site.

• 60 days time bound Mutation service. After preparation of khatian, same is informed through mobile SMS.

• Computerized RoR and Maps are available for delivery through 45 CLR Centres and State Facilitation Centre in the State. Now

it is extended up to CSC level. • Online application for mutation and delivery of e-ROR module is

introduced to submit online application by the land holders for

mutation and to obtain computerized Khatian. • Digital Signature and barcode has been introduced for issuing

of computerized RoR in the circles. • All digital Khatians(RoR) are authenticated by the Revenue

Officials. The name of the official as “compared by” and “authenticated by” shall be recorded in the computerized khatians.

• Complete stoppage of issuance of RoR through manual procedure

• Mortgage information are being captured in Khatian.

• All Govt./Departmental land, Tea garden land are out of purview of registration.

• Digitization of maps and integration of textual and spatial data • Online Registration system

• e-Stamp has been introduced • Online payment system has been introduced • Integration of registration and land records transactions are

recorded in the sellers khatians (RoR) through inbuilt integrated

system.

• 3 days time bound Registration services. • SMS alert to the beneficiaries

• Diverse set of Land & Registration related meaningful MIS. • Unemployed youths have been trained under DILRMP Cell for

self employment.

• Revenue Court case Monitoring System has been introduced.

7. Next three years plan:- 1. Consent based Aadhaar authentication system in the Land Records

management system and Property Registration. 2. Insertion of RoFR Patta information in computerized Khatian.

3. Scientific management of RoFR land through GPS survey.

4. Survey of abadi area land in village areas by using modern technology

under SVMITVA 5. eJAMI Mobile App: Now with popularity of smart phones and

dissemination of mobile internet up to village level, an Android Mobile app shall be created to provide the user with transparency and ease

(to access). The vision of the Department is to ensure door step delivery of e-Services to the citizen. Keeping in mind of COVID-19 pandemic situation, eJAMI Mobile App may relieve the citizen for avoiding

physical visit of Govt. offices.
