KCI Technologies Inc. (KCI) is submitting the following letter report describing the results of thehazardous building materials survey conducted in the 4 DC Village Lane Building in Washington, DC.
Background:
Global Engineering Solutions (GES) is preparing the design for renovations of portions of the DV VillagePhannaceutica1 Warehouse. Areas included in the renovation are indicated in a drawing in Attachment A.GES has retained KCI to identify hazardous materials that may be impacted by the proposed renovations.
Description of the Work Performed:
KCI's accredited asbestos inspector Josh Julius conducted a survey for asbestos-containing materials andlead-based paint on September 6, 2013. The survey included areas of the building included in theproposed renovations.
Asbestos Containing Materials:
Mr. Julius (EPA-AHERA Accreditation # 114469) identified suspect asbestos-containing materials likelyto be disturbed by the proposed project and collected 24 bulk samples of these materials. The sampleswere sent to Scientific Analytical Institute (SAl), located in Greensboro, North Carolina. SAl isaccredited by the American Industrial Hygiene Association (AIHA#173190) and by the NationalVoluntary Laboratory Accreditation Program (NVLAP#200644-0). All samples were analyzed bypolarized light microscopy. The material information and analytical results are summarized in Table 1.Laboratory analysis reports are included in Attachment B.

Based on the laboratory results, it was determined that the following materials anticipated to be disturbedduring the proposed renovations contain asbestos:
• Approximately 600 square feet of 9"x9" floor tile with green streaks located in Room 110 andbeneath 12" floor tile in the corridor
• Approximately 550 square feet of off-white 12" floor tile and associated black mastic located inRoom 119
• Approximately 550 square feet of floor tile located beneath the 12" floor tile in Room 119• Approximately 70 square feet of black floor tile mastic beneath 12" floor tile in the corridor.
The locations of these materials are indicated on the floor plans in Attachment A.
Lead-Based Paint (LBP) Screening
Mr. Julius performed a LBP screening of the areas and materials that are anticipated to be disturbedduring the proposed renovation in order to characterize interior painted surfaces for lead content.
The testing for lead content in paints was performed with Thermo Scientific Niton XLp (model # XLp300) x-ray fluorescence (XRF) Spectrum Analyzer, an instrument which detects lead by reading thefluorescence emanating from a painted surface when exposed to small amounts of radiation. XRFreadings are in rug/ern', a mass per area reading. LBP is defined as >1.0 by the U. S. Dept. of Housingand Urban Development (HUD).

• Based on the results of the LBP screening, it was determined that the metal window componentsin Room 119 contain LBP.
Conclusions/Recommendations
The hazardous building material survey indicated that floor tile and associated mastic in Room 110.Room 119 and the corridor contain asbestos. If these materials are to be disturbed or removed as part ofthe renovations, this work must be performed by a licensed asbestos abatement contractor in accordancewith applicable regulations.

KCI recommends that all contractors bidding on or performing work in this area be notified of thelocations and descriptions of asbestos-containing materials and of lead-based paint.
It should be noted that the Occupational Safety and Health Administration (OSHA) does not recognizethe HUD definition of lead-based paint. The contractors working on renovations should make their owndetermination about compliance with OSHA's lead in construction standard, 29CFR1926.62, based on theresults provided.
