DIRECTOR GENERAL’ S REPORT
The Centre for Disaster Management(CDM), ATI Mysore has been working since last 13 years towards achieving the aims and objectives as envisaged in its mandate. During the year 2013-14, the Centre has trained 19898 officers and functionaries. A total of 65programmes(33 off-campus, 15 ATI and 17 SATCOM )comprising 2192 personnel at District and Taluka level(Off-campus), 349 Officers at ATI Mysore(In-house), 17357 local functionaries through SATCOM (at 177 taluka receiving stations). Five Programmes on Training of Trainers(ToT) on Disaster Management have been conducted in which a total 129 trainers have been developed in Disaster Management who are being deployed as Trainers/Resource Persons at District and Taluka levels. SATCOM based training programmes created awareness among 17357participants from all 177 talukas covering essentially the field level functionaries and elected representatives on issues of community based disaster management and disaster risk reduction at local levels.
The State Disaster Management Plan has been formulated and District plans are being reformulated and updated for which regional and district level workshops have been conducted by the CDM. In order to achieve the objectives and expectations of every training and participants, the faculty of CDM under the guidance of DG and in consultation with vast network external resource persons, technical and professional institutes, Government Departments, Private and NGOs could provide need based inputs by devising most effective training methods. Not only the internal validation but also a third party evaluation of CDM training has been carried out to assess the impact. Feedback of the training conducted by CDM at ATI, Off-campus and through SATCOM has been rated very good to excellent by the trainees all over the state. This has been possible due to continuous redesigning and updating of training modules, methodology, training materials, exercises, case studies, action research, project experiences and credible trainers keeping in view the performance problems and training needs of officers from time to time. The Centre has initiated the task of automation of District DM Plans of all 30 districts by developing a customized software in collaboration with private consultant. This step would pave the way for real time loss and damage assessment, mitigation, relief and response. In view of the significant activity & performance carried out by the CDM, it deserves appreciation and encouragement.

AIM
Centre for Disaster Management aims at building the capacities of the functionaries working in
the Government, Local Bodies and Non-Government organizations who are responsible for the
management of the Natural and Manmade disaster in the state.
VISION
• To be a premier Institute of Excellence for formulation of policy, plans, training and
research on disaster risk mitigation,preparedness and effective response and to be
recognized as a leading Institutionin the State in the field of Disaster Management.
• To strive relentlessly towards making a disaster free Karnataka by developing and
promoting a culture of prevention, Mitigation and preparedness at all levels,

OBJECTIVES
• To conduct training programmes, workshops, seminars/conferences on various issues
of disaster management at the State, District, Taluk, village and Hobli levels.
• To assist the State Government and district administrations in planning for
preparedness, mitigation, relief and rehabilitation for Disaster Management
• To promote implementation of GIS, GPS and customized automation and advanced
technology for management of disasters at the district levels
• To undertake case studies, action research and documentation on disaster
management
• To provide professional support to the district administrations to formulate state,
district and sub-district level disaster management action plans
• To organize mock drills on disaster management in co-ordination with concerned
departments and agencies
• To prepare and disseminate the information, education and communication materials
on disaster management
• To bring awareness among the community through different media such as
TV/Radio/News paper etc.
• To establish networking and partnership with Departments/
organizations/NGOs/Stakeholders/Professionals to share expertise and experience
across the country.
STRATEGIC PLAN
• To develop and create a critical mass of institutions, professionals, trainers across the state and districts for effective Disaster Management
• To undertake quality research covering both natural and human induced disasters, with a multi-hazard approach
• To work as a State Resource Center for the state government through effective knowledge management and sharing of best practices
• To professionalise disaster risk reduction and emergency management in Karnataka and other neighbouring states by developing an independent cadre of professionally trained emergency and mitigation managers.
• To promote formal training and education for disaster management in Karnataka and in the region

• To build working partnerships with the Government, universities, NGOs, corporate bodies and other national and international Institutes of eminence.
• To link learning and action by building a synergy between institutions and professionals in the sector.
ESTABLISHMENT
Centre for Disaster Management (CDM) was established at ATI Mysore in the year 2000-01
under the guidance of Ministry of Home Affairs, Government of India. The centre has been
further strengthened during 2007-08. Four full-fledged Faculty members have been appointed to
the CDM in the disciplines of Civil/Structural Engineering /Housing, Geology, Environmental
Science, etc. The Centre is funded by the Revenue Department(Disaster Management),
Government of Karnataka under the 13th Finance Commission for Capacity Building. The Centre
aims at fulfilling training needs of functionaries in the Government Departments, Non-
Government Organizations, Elected Representatives and the Community for effective mitigation
and management of natural and manmade disasters in the state. The resource persons comprising
senior Administrators in the Government, Disaster managers from Private/Non- Government
Organizations and various other agencies have been constantly invited in the training activities of
the Centre. The Centre has established networking with various agencies for exchange of
experiences and expertise on various disasters in the state.

The CDM is headed by the Director General, Administrative Training Institute, Mysore. Four
faculty members in the disciplines of Civil Engineering/Housing/Planning, Geology,
Environmental Science, GIS/Remote Sensing are responsible for implementing the entire training
and research plan of the CDM under the guidance of Director General. Documentation Officer
and Research/Data Entry Operator/Course Assistant provide professional support to the faculty
members for documentation of Case Studies, Action research and Best practices on Disasters.

PROFILE OF TRAINEES At ATI, Mysore The CDM conducted training programmes at the State, District, Taluk and Village levels. Group A and B officers of the state Government are trained at ATI Mysore. 23 line departments of the state Government are identified as responsible for preparedness, mitigation and relief & rehabilitation and the trainees include DC/AC/Tahsildars, SP/DSP/ACP/PI/SI, Commandants of Civil Defense/Homeguards, DHO/THO/MO/Paramedics of Health Department, Joint Directors, Deputy Directors, Assistant Directors of Agriculture, Animal Husbandry, etc. CE/SE/AEE of PWD, ZP, Local Bodies and all Technical Departments. The officers in the similar grade working in other line departments have been invited to attend the training at ATI.
District Level District and taluka level officers including elected chairpersons of local bodies are trained at District Training Institute. There are 30 District Training Institutes in the State.
Taluk Level All Taluk Level Officers such as Tahasildhar, TPEO, TMO, AEE/AE, Taluk Welfare Officer, CDPO, CO & elected Councilors. are trained at Taluk.
Village Level Elected members of the PRIs, Representatives of NGOs, Anganwadi Workers, Village Accountants, Community Leaders, Members of the Local Committees, Members of the Self Help Groups, etc. are trained at village.
SATCOM Training In order create awareness among large number of community level workers, staff and elected representatives of PRIs and ULBs, community based training on Disaster Risk Reduction at local level has been organized through SATCOM Centre at all tuluka receiving stations in the State.
Training Programmes : 2013-14 A total of 65 training programmes have been conducted by CDM and the programmes conducted off-campus were distributed across the state with more thrust on north Karnataka region. As seen from the table, these programmes were organized at various venues viz. ATI, district, taluk, village, SATCOM Centres and Karnataka Police Academy.

TRAINING NEEDS
CDM has conducted a TNA study to assess the training needs of 17 different
departments and a training plan was prepared. Training Modules are prepared on key areas of
DM training. Based on the outcomes of the study, the CDM has taken up need based training
programmes to enhance the skill and knowledge of various levels of functionaries at ATI,
district & sub-district levels. This training plan was updated based on revised training needs
of the officers in the year 2013-14

TRAINING METHODOLOGY
The CDM has adopted appropriate training methods in order to facilitate transfer of
skills and knowledge in relation to the field problems and solutions. Following methods were
used in the programmes

2. Table top exercises
3. Case studies
4. Project experiences
5. Short films
6. Group exercises
7. Mock drills
8. Field visits
9. HRVC analysis
10. Role play
11. Demonstrations
12. Games
Above methods were used after preparing designs, exercises, and formats, instructions
for the trainers and trainees. Case examples from the field were documented and used in the
training for table top exercise and action planning. In all programmes, these methods were
suitably modified to meet the objectives of the programmes and the participants.
TRAINING EVALUATION
Evaluation of training programmes was done for all conducted both at ATI, SATCOM
Centres and Off -Campus. Participants of the programme have expressed the following
points at the end of each programme.
1. Participatory methods, Mock drills, group activities & presentations were useful.
2. Table top exercises have provided skills

3. Field visits and HRVC analysis were helpful for preparation of DDMP or Local
Plan
4. Case studies and project experiences provided practical exposure
5. Group exercise helped learning from each other
6. Group presentations and role plays have provided team building skills
7. Short films followed by discussions have helped to understand better
8. Handbooks provided adequate guidance and information
9. ToT programmes provided trainer skills and designing skills to officers for
conducting DM Training at Local levels
10.SATCOM based training provided awareness on CBDM to large number of Field
functionaries across the state
Overall all the training programme including trainers, reading materials (soft & hard copies),
hostel facilities, library, class room & other facilities have been rated between very good to
excellent. The written and oral evaluation feedback as suggested by the Participants of each
course was duly considered to improve the effectiveness of subsequent courses. A 3rd Party
evaluation of CDM training programmes has been completed during 2013-14. Action has
been taken to incorporate the evaluation points.
OUTCOME OF THE TRAINING The CDM has been exploring all possible innovative training methods not only toensure transfer
learning but to facilitate them practice and apply the skills and knowledge back home. Efforts are
made to develop skills by devising exercises, cases studies, mock drills, field visits, disaster scenarios
and TTX etc.The participants after undergoing training have expressed that the training
imparted by CDM would help them in initiatingtimely and adequate preparedness and to take
up mitigation measures. The safety drills organized as part of training could expose them to
the nitty-gritty of risk and response management during disaster events particularly at
schools, hospitals, Offices, public places and community levels. Participants were given tasks
of formulating and reformulating disaster action plans at the end of training programmes.
The faculty of CDM could follow up in facilitating the officers to complete the preparation of
plans by conducting remedial training at District & Taluk levels. Participants were able to
prepare HRVC analysis and fill the templates distributed to them. Awareness, knowledge on
DM, preparing workable DM plans, conducting regular safety drills, dos and donts during

disaster, SOPs, roles and responsibilities of officers are some of the important inputs that
have createdpositive impact among the Officers. Village & Taluk level training programmes
have helped the grass root functionaries to be aware of the community based disaster
management. SATCOM programme has reached PRIs and field level officials.The CDM has
produced e-learning materials on GIS, School Safety, DDMP, Loss & Damage, Workbook on
DDMP, Handbook on CBDM(Revised), 1 action research on Fodder Minikit, 11 training
modules as a result of feedback given by the participants to improve the effectiveness of
training and for use in all training programmes. The TNA has been carried out to assess the
training needs in DM on a continuous basis.Many Hospitals, schools and colleges have prepared
DM action plans followed by training at ATI Mysore. All Districts could prepare the district DM
plans. It can be seen that the CDM has been working constantly to bring positive attitude, necessary
skills and knowledge among the functionaries and institutions.

Documentation/Research/Publication
The Centre has been actively involved in various other activities like documentation of past disasters,
action research, publication of hand books, pamphlets and articles in English and Kannada for the
benefit of the trainees and State Govt. The faculties have collected different kinds of information on
the past history of disasters in the state from various sources and have made a proper record for
further reference. And also the Centre has conducted action research and case studies on different

Institutional Networking
The centre has expanded its networking with various organizations such as Karnataka State Natural
Disaster Monitoring Centre, Karnataka State Remote Sensing Application Centre, Geological Survey
of India, Educational Institutions, Fire and Emergency service, NIDM, NITK Surathkal, NIMHANS,
IISc Bangalore, Factories and Boilers, Red-Cross, Bomb squad, MEG, CGWB and NGO’s etc., to
share experience and expertise on Disaster Management. Centre is closely working with Government
departments and other private organizations.
Infrastructure
CDM shares infrastructurefacility of ATI Mysore. There are totally 13 air conditioned class rooms in
two blocks with a minimum capacity of 30 participants each. Two Hostel complexes with 160 rooms,
a branch of State Bank of Mysore, Library, Computer Centers with 25 terminals each, Dispensary
and an Administrative Block are available in the campus. One GIS laboratory has been established
with financial support of Department of Revenue(Disaster Management), GoK. The class rooms have
latest facilities like multimedia projector, overhead projector and all other electronic gadgets. In
addition, the CDM has advantage of SATCOM studio facility of ANSIRD in the campus.
Library
The ATI Library has a rich collection of more than 70000 plus records comprising printed documents
and also Online Public Access Catalogue (OPAC) and networking. During the year 2013, 25books
related to Disaster Management were purchased at a cost of Rs.1,18,638.00. The list of books is

ATI Library
Geographical Information system (GIS)– Laboratory
The CDM has set up a GIS laboratory with latest GIS software Arc GIS Server-enterprise and
networked with all District Training Institutes in the state. The laboratory is used extensively for
conducting training programmes on preparation of Disaster management plan, HRVC analysis,
mapping etc. The participants of all the training programme conducted by CDM have been
provided hands on training on vulnerability mapping, inputting and retrieving of relevant data for
managing disasters at village, taluk and district levels. We have trained 86 officers of the
Departments of Town planning, Urban Development Department, ULBs, Police, Civil Defense,
Homeguards, Revenue, PWD & Water Resources by conducting one week courses and
workshops exclusively on GIS and all other 2541 officers who have participated in the remaining
48 courses were given general orientation on the applications of GIS during the year under
report.

GIS-Laboratory
Karnataka State Disaster Management Plan(KSDMP)
The CDM has prepared the State Disaster Management Plan:2013 in line with the national policy
on disaster management and guidelines of NDMA New Delhi. The SDMP was reviewed by the
Revenue Department, GoK and NDMA and has been appreciated.
Reformulation of District Disaster Management Plan
The CDM has conducted workshops in all 30 districts of the state covering the functionaries
responsible for preparation of DDMP. The Revenue Department (DM), GoK had entrusted the
CDM, ATI, Mysore to formulate and update the DDMPs of all 30 districts in the State. The
CDM in collaboration with district administrations could formulate and update the DDMPs of all
the districts. The reformulation and updation would be taken up every year for all district DM
plans.
Automation of District Disaster Management Plans: Technology Automation for Emergency Management of Disasters(TAMED)
The process of automation has been initiated in all 30 districts with the support of technical
consultant M/s Whitesun Technologies Pvt. Ltd., Bangalore. The steps include collection of the
available resource information of the district followed by field survey for HRVA data in the
prescribed formats/templates of the district covering at least 50 villages. Later the data

collected/generated will be integrated into the software along with mobile devices. TAMED system
has capability to receive real-time information’s transmitted from mobile device from remote
locations, analysis, generate and sends the disasters event information to concerned officers for
quick responses. In this connection, the district officers/staff of all the line departments will be
trained for successful execution the TAMED software at different levels. The work of digitization is
in progress in all 30 districts in the state. The CDM has purchased 38 numbers of GPS enabled
mobile handsets to be used by the identified operating staff of Kodagu and Bagalkote districts
during the year 2013-14 at a cost of Rs.5300/- per set.

Short Films/Documentory
2. Fire Disaster & Management 3. Urban Flood Management
The short films produced above provide the participants field problems, situations and explain
the possible solutions for fire and urban flood management. The duration of each film is 20 mins.
These films are used appropriately in the Disaster Management training programmes. After
screening the films, participants will be asked to give their immediate reactions and based on the
feedback, suitable measures will be elicited and action plans prepared in groups taking the
examples of their own situations. This will be followed by presentations. Class room training is
conducted by inviting field experts from Army, Government, Paramilitary Class Room
Training
Forces, Hospitals, Fire Services, Major Hazardous Industries, Technical, Research & Training
Institutions, NGOs & Community Based Organizations and other Private Organizations. The
trainers a carefully selected based on the feedback and credibility. Trainers were given
instructions and guidelines on how to conduct class room training before they come to the class.
All the training programmes and the trainers have been evaluated and the performance as rated
by the participants in the scale of 1 to 4 are used for continuous improvement of quality of

Group Activities/Exercises/Demonstrations
The participants were grouped based on the entry behaviour and were asked work in group on specific
areas of Disaster Management Action Planning with reference to disaster scenarios such as Urban Flood,
Drought, Building collapse, Air Crash, Epidemic situation etc. After the Group Activity, each group was
asked to make presentation in the plenary. The lessons are drawn by the Faculty during debriefing.

Every programme conducted by CDM had Group exercises. Group exercises were designed
keeping participant profile and purpose. Participants after doing the Group exercises were asked
to make presentations. Feedback and modifications were given by the Resource persons. The

Awareness on Bombs, disposal and Safety
The Bomb squad was asked to provide awareness on the types risks involved in bomb threats including dos and donts for the public while coming across bomb threats.
Medical Officers doing table top and Functional Exercise on Mass Casualty Management
Mock drill organized in collaboration with hospitals, fire service, home guards, police, media. This mock drill provided practice on how to handle mass casualties during disasters. At the end of the mock drill, feedback& corrective actions to be taken by the hospitals, doctors, police, and other stake holders was given by the observers designated in the exercise.
