3. SUBMISSION OF e-BIDS:-

a) E-Bids are invited in two Bid System. (1) Technical and (2) Financial and shall be submittedelectronically (online) on www.eprocure.gov.in. for undertaking the work of 'Conceptualizing,Designing, Execution and Supervision and other services required during MSME-EXPO -2016 (Hall No.7-FGH) Tender N0211IITF-Exhb/2016.

b) E- Bids shall be submitted on or before last date 27th October. 2016. No hard copy of e-Bids will beaccepted. This office will not be responsible for any reasons beyond the control of this office.

c) EMD of Rs. 20,000/- (Rupees Twenty Thousand Only) and Tender fee of Rs 500/- (Rs five hundredonly) in form of a Bank Draft/ Banker's Cheque only issued by any commercial Bank in favour of PAO(MSME), payable at New Delhi shall be submitted in the office before the last date and time ofsubmission. The e-bids will be opened only bidders those who have submitted EMDs on or before thescheduled date and time.Technical Bids of all the received tender will be opened on pre scheduled date,time & venue. The benefits provision of Public Procurement Policy -2012 of Mlo MSME will beapplicable to the desired bidder as per norms.

4. ELIGIBILTY /QUALIFICA TION CRITERIA FOR TECHNICAL BID( ANNEXURE' A'):-

The bidder has to submit the documentary evidences for the following:

a) The bidder shall have minimum three years of experience in organizing Trade Fairs and Exhibitions etc.Please enclose registration/work order etc. in support of aforesaid work experience.

b) The bidder shall have an experience of designing and implementation of theme and sectorial pavilions intwo international trade fairs. The firm shall enclose necessary supporting documents including workorder.

c) The bidder shall have minimum total turnover of Rs. 1.0 Crore in the any of last three years and minimumRs.20 lakhs in every year. The firm shall enclose necessary supporting documents for aforesaid turnover.Confirm Assessment order/IT return for the last three years i.e. 2013-14, 2014-15 & 2015-16 to befurnished. (In case balance sheet for the year 2015-16 is not finalized, balance sheet for the year 2012-13shall be considered subject to CA certificate to this effect).

d) All bidders must enclose copy of VAT Registration! Services Tax Registration Certificate along with thetender documents.

e) Tender fee of Rs 500/- in form of a Bank Draft! Banker's Cheque only issued by any commercial Bank infavour of PAO (MSME), payable at New Delhi.

f) EMD for Rs. 20,000/- (Rupees Twenty Thousand Only) in form of a Bank Draft! Banker's Cheque onlyissued by any commercial Bank in favour ofPAO (MSME), payable at New Delhi.

g) The bidders should submit a detailed proposal with for the Scope of work which should include thedetails of concept, creativity, design, quality, material used, detailing of deliverable and overall executionof work. Detailing of signages, bunting and gates etc. is also necessary. Bidder has to provide at leastthree 3D-design with views from different angles for the space in CD/pen drive and Hard copy also(Inside the envelope containing technical bid). The design should be in accordance with the regulation ofthe IlTF/ITPO. The theme is "Digital India".

6. INSTRUCTION / CONDITIONS:

a) DC (MSME) reserves the right to modify or change any of the terms & conditions applicable tothe offer at any time without prior notice.

b) If at any point of time, any items is/are deleted or added during the exhibition the contractamount shall be re-calculated accordingly, as per the price quoted for individual item inANNEXURE 'B'.

c) DC (MSME) reserves the right to accept or reject any bids and to annul the bidding process andreject all bids at any time prior to award of contract, without thereby incurring any liability to theaffected Bid de r or Bidders or any obligation to inform the affected Bidder or Bidders of thegrounds for the DC (MSME) action.

d) The acceptance of tender will rest with DC (MSME) who does not bind himself to accept the lowestbid and reserves himself the right to reject any or all the tenders receive without the assignment of anyreason. All the bids in which any of the prescribed conditions are not fulfilled or are incomplete in anyrespect are liable to be rejected.

e) The DC MSME does not bind himself to accept the lowest or any tender and reserve to himselfthe right of accepting the whole or any part of tender and bidder shall be bound to perform the same atthe rate quoted.

f) Canvassing in connection with tenders is illegal & strictly prohibited and the tenders submittedby the bidders, who resort to canvassing, will be rejected.

g) The DC (MSME) reserved the right to increase or decrease the order value up to 25% depending onthe needs.

h) All the materials to be provided shall be without any defect and shall be scratch less, stainless. In case of supply of sub-standard/ defective materials, furniture etc., amount will bededucted/recovered for the respective items against the payments due to the contractor.

i) The amount of work is inclusive of design fees, execution, hiring, transportation,conveyance, handling, loading, unloading, fabricating, erecting, installation, dismantling, commissioning,supervising, overheads, services, other infrastructure, housekeeping, taxes including sales tax, servicetax, excise, full insurance for any risk prior to & during the event etc.

j) The site is located at Pragati Maidan, New Delhi (IlTF-20l6) in Hall No.7-FGH, TheFloor Plan is at ANNUXURE 'C' . Bidder is advised to visit the site and familiarize oneself of theexisting facilities & environment and shall collect all other information, which may requirepreparing and submitting the bid. Claims & objections due to ignorance of existing conditions orinadequacy of information will not be considered after submission of the bid and during implementation.

k) As the items are interlinked to each other therefore comparison of the financial bid shall be onthe basis of Total Price (inclusive of all taxes etc) quoted by the bidder. As all item are interlinked toeach other, no comparison of individual items will be made .The individual item charge is only forreference purpose of this office and may use in case any item is increased/ decreased during the IITFperiod.

I) Financial e-bids of the technically found suitable shall be opened electronically.

m) Any additional information should be enclosed separately and referred to in the relevant column ofthe e-bid form. All relevant product literature must be enclosed with the bid.

n) The successful bidder has to depute a team of expert persons of each field at IITF 2016,forcompleting the all activities timely.

0) The bidder / or representative will be expected to be present during the opening of bids so thatany clarification regarding technical bid is explained then and there. In absence of any representative thedecision of the tender evaluation committee shall be final and binding.p) Late e-bids shall be rejected.q) No modification in the bid shall be allowed after the deadline for submission.r) DC MSME reserves the right to make the minor changes in the work order after awarding the workto successful bidder within expenditure & specification etc.

s) All the pages of the technical and financial bid should be numbered and duly signed by authorizedsignatory.

7. TECHNICAL & FINANCIAL BID OPENING AND EVALUATION

EVALUATION PROCEDUREThe bids received shall be assessed and evaluated based on the qualification criteria. An evaluationcommittee will undertake the screening of aLIthe tenders based on the Eligibility/qualification criteriafor technical bid. The bidders must meet all pre - qualifying criterion. Any agency not meetingany of the requirements for technical bid will not be short-listed for the opening of Financial Bid.The Financial bid will be eval uated for selecting L-1 bidder on total price based only. After opening oftechnical bid and before opening of financial bid , all successful bidders have to demonstrate apresentation about the proposed layout plan / gate/ VIP Lounge etc. to the committee and after necessaryevaluation of presentation, the financial bid will be opened. Secondly, if Committee observes thatpresentation of 'X' firm is not better than 'Y' firm and 'X' is L-I, then 'X' is bound to do the work asper the 'Y' firm subject to mutual consent.

8. RESOLUTION OF DISPUTES

If a dispute of any kind whatsoever arises between the DC{MSME) and theAgency(bidder/contractor) in connection with, or arising out of, the execution of the works or after theircompletion and whether before or after the repudiation including any disagreement by either party withany action, inaction, opinion, instruction, determination, certificate, the matter in dispute shall be settledby arbitration in accordance with the Indian Arbitration and Conciliation Act, 1996 or any statutoryamendment thereof.

9. APPLICABLE LAW

The Contract shall be interpreted in accordance with the laws of the Union of India and willbe under the jurisdiction of court in Delhi.

10. TAXESANDDUTIES

Supplier shall be entirely responsible for all taxes, duties, license fees, etc, incurred of theContracted Goods & services to the Purchaser. No tax or duty will be payable by the purchaser.

11. PAYMENT

The mobilization advance of 20% of the total work order may be provided to the successful bidderand against bank guarantee valid till 31st December, 2016 in favour of PAO (MSME), New Delhi ofequivalent amount. Balance payment and release of bank guarantee, EMD will be made on successfulcompletion of the work successfully.
