NOTICE INVITING TENDER

Sealed tender on plain paper affixing non-refundable court fee stamp of Rs, 8.25 only(Rupees Eight and Twenty Five Paisa) in two-bid system are invited from registered reputed creativefirms having experience for the job of production of quickies and documentaries/docu-feature.

Estimated value of work is Rs, 16,67,500/- (Rupees sixteen lakhs sixty seven thousandfive hundred) only.

The tender proposal must reach the undersigned within 2.00 PM on 7" January, 2017.Tender received thereafter will not be accepted and the undersigned shall not be responsible for anydelay in submission of tender. All tenders received after the due date & time shall be returned to therespective tenderer without opening the same. Intending tenderer(s) shall submit tenders into theTender Box kept in the office of the Commissioner, Panchayat & Rural Development, Assam, Juripar,Panjabari, Guwahati-37.

The Tender Box will be opened on the same day or on subsequent working day if it falls onGovt. holiday at 3.00 P.M. in presence of tenderers or their authorized representatives present at thattime for Technical Bids. Commercial Bids will be opened only of those who qualify in TechnicalBids.

Intending tenderer(s) may collect Tender PaperlDocuments on payment of non refundable Rs,200/- (Rupees Two Hundred only) by cash along with written application with seal & signature onany working day during office hours till 7" January, 2017 up to 11.00 am. TenderPaperslDocuments are non-transferable.

A. The tenderer must submit tender in two bid system i.e. Technical Bid andCommercial Bid. Both the Technical Bid and Commercial Bid will have to besubmitted separately in two sealed covers super-scribed as "Technical Bid" and"Commercial Bid". Both the Bids should be put in another sealed envelopesuper-scribed as "Tender for production of quickies, documentaries anddocu-feature," on the top of the envelope. The name, address with telephoneor mobile number of the Tenderer should also be written legibly in all threesealed envelope.

SCOPE OF WORK

Production of-

a) 10 Quickies: i) 5 Nos on Scheme-60 sec

ii) 5Nos on achievement-45sec

b) 1 Docu-Feature on scheme-25 minutes

c) 2 Documentary on achievement-25 minutes

B. Technical Bid:1. Up-to-date Trade License must be submitted.2. Up-to-date VAT Clearance is mandatory.3. PAN Card must be submitted.4. Service Tax Registration Certificate is mandatory.5. tenderer.9. The tenderer must enclose valid proof of having minimum turnover of Rs.

30,00,000/- (Rs. thirty lakhs) only during last financial year.10. Earnest Money: 2% of quoted amount in the form of Bank Draft payable

11. The Eamest Money of the successful tenderer will be adjusted withperformance security deposit. The Eamest Money of unsuccessfultenderers will be returned after observing formalities.

12. Proof of previous experience in similar works, (copy of Work order, etc.),are to be enclosed with the technical bid.

13. The tenderers have to make a PPT presentation on detail production planalong with previous work done during the technical bid evaluation. Thedate of technical bid evaluation will be intimated on the day of opening ofthe bid.

c. Financial Bid

b) The Commissioner is not bound to accept the lowest rate(s) quoted by thetenderer.

D. Other Conditions:

i) The work is to be completed by the tenderer within one month after givingwork order. For time delay due to any reason by the tenderer, penalty willbe imposed accordingly.

ii) No price estimation or price enhancement will be considered for the worksunder any circumstances.

iii) Penalty will be imposed on tenderer doing sub-standard works or for timedelays if any as deemed fit and proper by the Commissioner,Panchayat&RuralDevelopment,Assam.

iv) The tenderer will be responsible for the work from the date of issue of thework order till completion.

v) The selected tenderer will have to deposit 5% of approved value of thework as performance security in the form of Bank Draft payable atGuwahati duly pledged in the favour of the Commissioner,Panchayat &RuralDevelopment,Assam,Juripar,Panjabari,Guwahati-37.

vi) The Earnest Money submitted along with the tender may be taken intoaccount for calculating the performance security amount.

vii) If the tender opening date falls on holiday, bandh etc. for any reason thesubsequent working day will be the tender date.

viii) Payment will be made subject to availability of fund. Taxes asapplicable under State and Central Govt. norms will be deducted from thebills as applicable as per rules.

ix) The party which is awarded the work will have to take approval of thescript first. Then has to submit first cut of every production. Finally it hasto submit master CD (3Nos) along with triplicate bill.

E. SELECTION CRITERIA

Preference will be given to the Firms which have experience of carrying out similarwork.

Only those firms who score 60% marks in presentation will be eligible for FinancialBids.

Evaluation of the Bid:Evaluation criteria of proposal to be adopted will be based on the quality and

superiority of the Technical Bid of the bidder. Evaluation will be carried out on theavailable information in the bid.

The evaluation would consist of following phases:

Phase I : Evaluation of Technical Bids

Phase II : Evaluation of Financial Bids

Phase III : Combined Evaluation of Technical and Financial Bids.

It is mandatory for the bidder to obtain minimum qualifying marks in Technicalbid to be technically qualified and for being considered for opening of their FinancialBid and evaluation thereof. However, the bidders who do not meet the eligibilitycriteria, their Financial Bids shall not be opened.

Phase I: Evaluation of Technical Bids

a) The Authority will first open the Technical Proposal and will assess the meriton the basis of Technical competence and capability.

b) Lack of any document mentioned in Sl No. 1-10 under Terms and Conditions,B. Technical Bid' the technical bid will be summarily cancelled and no chancewill be given for PPT presentation.

c) The Presentation will be evaluated by the Technical Committee and markswill be awarded thereof. The total mark for this stage will be 50.

Analysis of Technical Bid

1. In this part, the technical bid will be analyzed and evaluated and the technical bidmarks (S1m)shall be assigned to each bid on the basis of above evaluation matrix.

2. The technical evaluation will have minimum qualifying score and only thoseTechnical Bids receiving marks greater than or equal to cut-off marks will be eligiblefor consideration in fmancial bids. If required, the authority may seek specificclarifications from any or all bidders at this stage. The Authority shall determine thebidder that qualifies for the next phase after reviewing the clarifications provided bythe bidderlbidders.

3. Technical Bid score: The Technical bid score St of the bidder shall be derived asunder

St= (Stm/SH),whereS, is the Technical Bid Score.Stm=Total Technical bid marks of the bid under consideration.SH= Highest total technical bid marks amongst all evaluatedbids.

4. The authority reserves the right to modify the evaluation process at any time duringthe bid process, without assigning any reason, whatsoever and without anyrequirement of intimating the bidder of any change. At any time during the process ofevaluation, the authority may seek specific clarifications from any or all bidder.

Phase D: Evaluation of Financial Bids

In this phase, the Financial Bids of the bidder, who are technically qualified in PhaseI, shall be opened. Formula to determine the scores for the fmancial Bids shall be asfollows:

Phase ill: Combined Evaluation of Technical & Financial Bid

1. The Total score of the bidder will be determined as under

Total Score (Ts) =40% of financial score (Fs) + 60% of technical score (Ts)

2. The Bid of the bidder, who obtains the highest Ts value, will be rated as the bestBid. In the event of a tie, the bid with the highest technical scores (St), will berated as the best bid. Beyond that, Authority will decide the matter in its fulldiscretion.

3. The Authority will award the contract to the successful bidder whose bid has beendetermined to be substantially responsive and has been determined as the best bid.The Authority shall however not bind itself to accept the best bid or any bid andreserves the right to accept any bid, wholly or in part.
