We are proud to present the Annual Progress Report of Government Hydro
Engineering College, Bilaspur for the year 2018-19. The report summarises the institution
vision, mission and its objectives, student related information, their participation in various
activities and the overall progress, financial status, infrastructure growth, construction status
etc, the institution has made over the last year.
Under the Chairmanship and able guidance of Sh. Manoj Kumar, IAS Additional
Chief Secretary (TE) to GoHP the institution is progressing well in accordance with its
approved objectives. Accordingly, the procurement of infrastructure as per requirement of the
premier institution is in progress. In view of promoting the culture of research and
innovation, faculty members are encouraged to participate and interact with the external
world through conferences, workshops, training within India and abroad. The faculty
members are also encouraged for training through FDPs and MOOCs.
Efforts are in progress to interact with the various power plants and to address their
technical issues in consultation with the industry partners. Efforts are also in progress to
arrange industry meet with all hydro-power plants within the state.
To nurture the talent of the students, the institute encourages students to participate in
technical events, cultural events, sports activities and other extracurricular activities. Further,
for creating the bonding amongst the students, induction program has been organised for the
first-year students.
The institution’s infrastructure and human resources are growing however under
various constraints. The present number of faculty members is quite less and is needed to be
strengthening by recruiting experts in specialised area particularly in Maths, Physics and
Electrical Engineering. The physical space available to the faculty, staff and students is quite
insufficient. Currently the institute is using the infrastructure like laboratories, workshop,
drawing hall and class rooms of Rajiv Gandhi Government Engineering College, Kangra.
The another challenge is to attract the bright students in the newly developed
institution, which is not having currently its own building, lacks infrastructure and
experienced faculty. Although the construction work is progressing well but owing to delay
in demarcation, the work has been delayed for about six months. Approximately 32% area of
the allotted land is un-useful owing to steep slope. Therefore, a proposal for approximate 3.18
Bigha land under FRA is in consideration for acquisition. The construction unit has reported
the progress work approximate up to 7.5 percent.
The institute shall be qualified for AICTE approval once the building is handed over
to the institution and infrastructure for running the classes for first year like laboratories,
computer centre, drawing hall, library and workshop is fulfilled. Till then the degree of those
who were admitted in the past sessions shall be un-recognised from the AICTE.

INTRODUCTION
The idea of Government Hydro Engineering College in Bilaspur district of Himachal
Pradesh was conceived in 2009. After a long wait finally, this ambitious project has matured
on April 27, 2017. On this auspicious day the foundation stone was laid by the Hon’ble Prime
Minister Sh. Narendra Modi.
Himachal Pradesh government in July 2016 had signed special memorandum of
understanding (MoU) with Government of India, NTPC & NHPC for setting up the college.
This ambitious project with the financial support of NHPC and NTPC would be set up at
Bandla in Bilaspur district at the cost of Rs 125 crore. As per Economic Survey of HP, 2018-
19, the state of Himachal Pradesh has hydro potential of 27436 MW, out of which only 10547
MW (38%) has been harnessed so far. It shows the vast scope and possibilities in the hydro
sector. This Institute will cater to the demand of Hydro sector in the coming years.
The institution has its BOG under the Chairmanship of Sh. Manoj Kumar, IAS, Add.
Chief Secretary (Technical Education) to GoHP. The institution in its 4th BOG meeting has
obtained the following.
Institution Vision: To create skilled engineers for energy and other sectors.
Institution Mission: To develop a premier institution equipped with quality infrastructure,
resourceful faculty and skilled students for maintenance of high standards in academics and
research.
Institution Objectives:
• To provide best in class infrastructure as per the requirement for premier institution.
• To make provision to attract best students and qualified faculty to maintain highest
standard in academics.
• To make provision for creating an environment of institutional nurturing of talent and
retain qualified faculty.
• To promote a culture of research and innovation.
The campus is to be constructed by National Project Construction Corporation (NPCC Ltd.)
and is to be handed over by July 2020.
Currently the institution is of HPTU off-campus and its transit campus is at Rajiv
Gandhi Government Engineering College, Kangra. The two branches Civil and Electrical
Engineering, having capacity of 60 each, are currently operative since 2017-18. The
institution was established under society act, having its own byelaws.

AN OVERVIEW OF ENGINEERING DEPARTMENTS
The institute is currently offering B.Tech courses in Civil and Electrical Engineering.
Department of Civil Engineering
Civil Engineering is a professional engineering discipline that deals with the design,
construction, and maintenance of the physical and naturally built environment, including
works such as roads, bridges, canals, dams, airports, sewerage systems, pipelines, and
railways. Civil Engineering is considered to be the most versatile branch among all the
engineering branches. It is the branch with lot of diversity right from structural to
transportation engineering, environmental to hydrology to hydraulics engineering, geology to
Geo-technology to earthquake engineering. Civil Engineering can be considered as a single
largest branch among all the engineering branches. Currently 05 posts of Assistant
Professor are filled out of 08 allocated posts. The department has recently purchased
instrument for survey lab to the tune of ₹ 4, 96,124/-
Department of Electrical Engineering
Electrical engineers work in a very wide range of industries and the skills required are
likewise variable. These range from basic circuit theory to the management skills required for
a project manager. The tools and equipments that an individual engineer may need are
similarly variable, ranging from a simple voltmeter to a top end analyser to sophisticated
design and manufacturing software. The department is having three faculty members
deployed from various Engineering Colleges / Polytechnics. Therefore there is need to recruit
faculty members along with the senior faculty members. Currently no post of Assistant
Professor is filled out of 08 allocated posts. The department has recently procured software
and hardware items costing ₹ 1,36,800/-
Department of Applied Sciences & Humanities
Science is a systematic enterprise that builds and organizes knowledge in the form of
testable explanations and predictions about the universe. The department of applied sciences
and humanities is catering department for all other engineering departments right from the
beginning. Teaching Engineering Chemistry, Physics, Mathematics and Communication skill
mainly to the first-year engineering undergraduate students is the main academic activity of
the department. Post of Maths and Physics faculties are still vacant.

SCHOLARSHIP
Our institute is successfully registered on National Scholarship Portal and HP ePass portal.
There are 03 nos. of students registered under various scholarship schemes. Efforts are going
on to register the students under the Higher Education Scholarship Scheme in October and
November. Girl students are to be registered under Kalpna Chawla Scholarship scheme
through HP ePass portal.

CLASS-ROOM EXPENDITURE
The institution has been temporarily allotted only four class rooms in RGGEC campus.
Keeping in view the strength of the students, space available is quite less. Efforts shall be
made to accommodate the students in the same available classes by adjusting their timings in
shifts. The necessary furniture for the class rooms costing ₹ 12,25,505/- has been procured
from the Government fund through GEM.

LIBRARY
The Library is the backbone of any educational institution and should be enriched with all the
resources. Currently the students are using the Library facilities of RGGEC. In order to meet
the demands of the students, recently the text books and reference books costing ₹ 1,23,000/-
have been procured from the Government fund. The librarian is yet to be appointed for
looking after the work of Library.

WEBSITE
College website with domain name ghec.ac.in was made online in the month of December in
the year 2018 with the cost of ₹50,000/-. Hosting is purchased from company godaddy for 3
years and its domain with .ac.in is purchased from ERNET, New Delhi for ₹1,100/- for 10
years.
SPORTS & CULTURE
Various sports kits have been purchased for students sports activities of worth ₹99,543/- . For
sports practice playground of RGGEC is used by students of GHEC.
Various Cultural activates were organized by students and till date the expenditure under this
is ₹23,057 /-

INDUSTRY INTERACTION
Efforts are being made to collaborate with the industries. To cater the need of Hydro-Power
Plants, we are offering specialized subjects which were designed by industry partners
especially Hydro power industry.
• With a view to interact with various industries and academia, an industry institute
interaction was organised at Chandigarh Sector 7C. Members of various industries
commonly amongst from HIMUDA, Indian Oil, HPCL-Mittal Group, JCB, GAIL,
Infosys, Plastics and Paint related industries, Manufacturing industries, ISRO and
members from Academia like NITTTR, NIT Jalandhar, GHEC Bilaspur participated.

• One day workshop on “Status of Hydro Power Sector in India, Challenges and
Opportunities” was organized on 10th April 2019 for the 2nd year students of Civil
Engineering and Electric Engineering disciplines. Mr. S. N. Pandey (Dy. Director,
National Power Training institute, Nangal) and Mr. Saurabh Mahajan (Assistant
Director, National Power Training institute, Nangal) were the keynote speakers. They

enlightened the students about the technical aspects and components of a typical
Hydro power project.

• We are also committed to work in close collaboration and offer consultancy in solving
technical issues to run the Industries efficiently and to minimize power generation
cost. We, therefore, are constantly trying to interact with Hydro power sector for a
close tie-up in understanding technical knowhow to serve the Hydro sector effectively

• The earthwork excavation work and PCC is completed.
• RCC of Academic Block footing 124 out of 126 (98.41%) is completed.
• Plinth beam is 90% completed and stitching slab is 85% complete
• 23 columns casting out of 120 (19.16%) is completed.

• The earthwork excavation of Boys and Girls Hostels is going on.
• The earth excavation work of 4 footings out of 23 (17.39%) of Girls Hostel is

Technical Activities
• Principal cum Director Delivered a keynote address /planetary talk in an International
Conference on Tribology “Tribo India – 2018” at VJTI, Mumbai, Dec 13-15, 2018.
• Workshop on Earthquake Management was attended by 03 faculty members of
Civil Engg. branch at Himachal Pradesh Institute of Public Administration, Fairlawns
Shimla, March 27-29, 2019.
• Workshop on 5G Communication at NIT Hamirpur attended by Ms. Aditi Mahajan
which was conducted by EICT Academy IIT Roorkee, June 11 – 15, 2018.
Social Activities
Trees represent life, growth, peace, nature. They give us hope, insight and courage to
persevere. They teach us to nurture, stay rooted and soar to great heights. With the same
motive for our Institution tree plantation activity was carried out by the Director cum
Principal and faculty members at GHEC site at Bandla in Bilaspur.

Induction programmes
Induction program of 10 days was organized by the faculty members for fresher students.
Various activities including expert lectures on different technical and social issues were
delivered. Different activities were as follows:
• Orientation by Director cum Principal , Dr. R.K Awasthi.
• Information about various scholarship schemes by Ms. M.S.Pal ,AP RGGEC.
• Expert Lecture on Human Values by Dr. K.S. Dhadwal.
• Session on Oscar nominated motivational short movies.
• Informative lecture on research prospective for Engineering students by Mr. H.K.
Nirala , AP RGGEC.
• Session on law & order by Mr. Bharat Bhushan , SHO Nagrota bagwan.
Sports Activities
• RANN-NEETI Sports Meet at IIT, Mandi held w.e.f. 30th September to 2nd October,
2018. 27 Nos. of students participated in the event securing 4 bronze medals in
various events i.e. Discuss Through, 100 meter race, 400 meter race, 5000 meter race.

• HPTU sports meet was held in the month of May, 2018 at Dehra(H.P). GHEC
students participated in various events of Basketball, Badminton, Kabaddi and Volley
ball along with students of other engineering colleges of HPTU.
• NIFT (National Institute of Fashion Technology) Spectrum, 2019 was held w.e.f. 7th
to 8th March, 2019 at NIFT Kangra. GHEC students participated in various events and
won 1st prize in Content Writing and Carom. Our teams of Gully Cricket and Chess
were in Finals.
• HPTU sports meet was held w.e.f.3rd to 5th May, 2019 at SIRDA Institute of Eng.
Tech at Sunder Nagar. 34 students participated in various events of Basketball,
Badminton, Kabaddi and Volley ball
Cultural Activities
• Fresher cum Cultural Programme was held on 10th October, 2018 in which students
participated and organized the event. Guest of honour in this event was Dr. D.P
Tiwari, Director cum principal RGGEC.

• NIFT (National Institute of Fashion Technology) Spectrum, 2019 held w.e.f. 7th to 8th
March, 2019 at NIFT Kangra. GHEC students participated in Shimla Nati event.

• TECH NITI Event, 2018 held w.e.f. 2nd to 4th November, 2018 at NIT Jalandhar. The
students of GHEC participated in the event.

• An Earthquake mock drill was carried out on 4th of April, 2019 to commemorate the
disastrous earthquake of Kangra in 1905. The students were briefed about do’s and
don’ts during earthquake by Director cum Principal GHEC, Dr. R.K.Awasthi.
