Good morning ladies and gentlemen.

I would like to take this opportunity to discuss safety performance and key safety initiatives with a specific focus on Africa.

• On a global scale, even if there an upward tick compared to the overall results of 2012, the Western-built jet safety performance continues to be very good

• The industry has experienced three Western-built jet hull losses so far in 2013, compared to two at the same time last year.* This is reflected by an increase in the Western-built jet hull loss rate from 0.20 accidents per million flights to 0.30.

• The hull loss rate for IATA member airlines is 0.00 (vs. 0.00 in 2012)

• *2013 Western-built jet hull loss accidents: Scat (CIS) CRJ 200 (fatal); Lion Air (Indonesia) 737-800; National Airlines (NAM) 747-400F (fatal)

• Looking into 2013 regional safety performance and more specifically, the Western-built jet hull losses up until 30 April:

• Latin America and the Caribbean, Europe, Africa, the Middle East and North Africa and North Asia have zero Western-built jet hull losses

• North America and CIS had more Western-built jet hull losses than at the same time in 2012

• Asia-Pacific is doing slightly better than at the same time in 2012

• Just as a reminder, a hull loss is an accident in which the aircraft is destroyed or substantially damaged and not subsequently repaired for whatever reason including a financial decision by the owner

• Now if we look into the 2013 total accident rate (includes all Western- and Eastern-built aircraft) per region of operator up until 30 April, the picture changes:

• North Asia had no accidents

• North America, Latin America and the Caribbean and CIS had more accidents than at the same time in 2012

• Europe, the Middle East and North Africa, Africa and Asia Pacific are doing a little better than at the time in 2012

• Overall, the global total accidents rate as of April 2013 is better than at the same period in 2012 (1.73 vs. 2.00) and IATA members also have better performance compared to April 2012 (0.97 vs. 1.16)

• The total accident rate for Africa has improved compared to last year, but at 7.98 accidents per million flights, they are still more than four times the global average

The focus in Africa is on safety and we are working to bring the safety performance at par with the rest of the world.

IATA and the International Civil Aviation Organization (ICAO) in partnership with the African Airlines Association (AFRAA), the African Civil Aviation Commission (AFCAC) and Airports Council International (ACI) established a Task Force to address the high African accident rate.

The Task Force analyzed 56 African accidents (mainly commercial) and other statistics.

The main influencing factors responsible for accidents in Africa were:

•Lack of effective regulatory oversight

•Lack of implementation of Flight Data Analysis (FDA)

•Lack of Safety Management System (SMS) implementation

Two predominant accident types were:

•Runway excursions

•Loss of Control (LOC)

• Mindful of the pivotal role played by aviation in African economies, IATA and ICAO together with AFCAC, AFRAA, l’Agence pour la Sécurité de la Navigation Aérienne en Afrique et Madagascar (ASECNA), Air Traffic and Navigation Services (ATNS) , the Airline Association for South Africa (AASA), ACI, European Aviation Safety Agency (EASA), Federal Aviation Administration (FAA), the Civil Air Navigation Services Organisation (CANSO), the International Federation of Airline Pilots’ Association (IFALPA), International Federation of Air Traffic Controllers’ Associations (IFATCA), Boeing & Airbus convened the Africa 2012 Aviation Safety Summit for key decision makers in May 2012 in Johannesburg, South Africa

• An African Strategic Safety Improvement Action Plan for 2012-2015 was developed by all the industry stakeholders present

• The Africa Strategic Improvement Action Plan is supported by the AFRAA, ASECNA, AASA , ACI Africa, AFCAC, CANSO, IFALPA, Airbus and Boeing

• The Africa Safety Improvement Plan become part of the “Abuja Declaration” on Aviation Safety in Africa endorsed by African Ministers responsible for transport in Abuja, July 2012

• African Union Executive Council endorsed the Abuja Declaration and associated Plan of Action on Aviation Safety in Africa and Aviation Safety Targets for Africa during 22nd Ordinary Session in Addis Ababa, January 2013

The Africa Strategic Safety Improvement Action Plan 2012 – 2015 aims at tackling the poor safety performance of the region. It will also incorporate some best practice and safety tools to be implemented over the three year period:

1. Implementation of runway safety measures

2. Training on preventing Loss of Control

3. Implementation of Flight Data Analysis (FDA) by all African operators

4. Implementation of Safety Management Systems (SMS) by all African airlines, air navigation service providers and airports in accordance with the IATA Operational Safety Audit (IOSA) and ICAO requirements

5. Adoption and implementation of a transparent regulatory oversight process that will address states’ causal factors and shortcomings that led to restrictions on international operations for some African based carriers

• IATA has also been working on several key initiatives for the industry – which are very important to tackle the key safety issues in Africa

• Runway excursions are still the most common type of accident. IATA continues to work with ICAO and all major industry partners to support regional runway safety seminars and enhance the IATA Runway Excursion Risk Reduction (RERR) toolkit

• IATA’s strategy to assist the industry in Safety Management System (SMS) implementation is focused on two primary areas: alignment with the ICAO SMS framework and associated guidance, and advancing implementation of this ICAO framework through IOSA. An IOSA SMS Strategy was recently developed at the beginning of 2013

• The Flight Data Exchange is another initiative aimed to collect data that can help improve safety in Africa. A major expansion of FDX membership is underway in Africa throughout 2013

• Loss of Control (LOC) was also identified as a major cause of accidents. IATA is working on a new LOC Prevention (LOCP) toolkit to be integrated with ICAO, Boeing, Airbus and Flight Safety Foundation LOC guidance materials. This new LOCP toolkit will be released in 2014 and implemented through a global LOC Symposium hosted by ICAO. The new LOCP Toolkit will be implemented via LOC prevention workshops in Africa in 2014

One of the 2013 IATA Board of Governors priority for Africa is: “Gain ratification of Africa Strategic Improvement Action Plan and develop plans to bring 10 additional African-based airlines to IOSA registry status by 2015.”

The Africa Strategic Improvement Action Plan - Abuja Declaration was ratified in January 2013, and the first steps of the plan to bring at least 10 new have been underway – I will talk to you about details of actions steps bit later, but let me take you to reasons why African Governments have recognized how their operators could benefit from the IOSA

• Why IOSA?

• IATA members and other IOSA-registered carriers in Africa had zero accidents through 30 April 2013

• The trend for the past few years shows that African IOSA carriers have better safety rates than non-IOSA African carriers

This chart shows the safety performance over the last five years for all aircraft types accidents and for African Operators.

The blue line indicates all operators and the red line the IATA members (all on the IOSA registry)

There were no accidents of an IOSA registered carrier in 2012 and 2013. While this is good news and IOSA certainly achieved its goal, we saw room for improvements.

Note about historical rates:

The rates for previous years have been calculated using the latest information available at the time of production. As more detailed results become available over time, it is normal for these rates to vary from previously published rates.

• To support the Abuja declaration, IATA together with AFRAA and ICAO has:

• Conducted workshops for regulators attended by 40 African states/regulators which are now empowered with knowledge on how IOSA can assist them to strengthen their regulatory oversight. This will also enable them to guide their airlines towards obtaining IOSA registration.

• Non member airlines (33 African carriers participated)

• Conducted IOSA awareness workshops for airline CEOs with 13 airline CEOs attending workshops

• To continue to support the Abuja Declaration in 2013, IATA will:

• Provide sponsorship for IOSA in-house training to 10 African carriers - 10 operators were selected to benefit from the program

In house training has been rolled out in May and up to date 6 operators had received 1st out of 3 workshops each operator will receive enabling them to prepare for successful IOSA audit outcome.

• IATA will still do its level best to further assist all other interested operators in preparation for IOSA and sustain the gathered momentum

IATA will continue supporting FDA & FDX implementation as well promoting Runway Safety and other safety initiatives such as SMS

• Together with IATA Operations Committee, we looked into areas that would enhance IOSA

• The primary goal of IOSA is unchanged—to improve safety and reduce the number of audits

• With Enhanced IOSA (E-IOSA) we focus on constant conformity with the IOSA Standards and Recommended Practices (ISARPs). Under E-IOSA, an airline will conduct internal quality assurance activities against the ISARPs during the 24 months in between two IOSA audits

• Ensuring the ISARPs are engrained in day-to-day safety performance will strengthen airlines’ internal quality programs

• The focus on ISARPs will also promote the further standardization of auditing principles and techniques throughout the industry

• E-IOSA will become mandatory for all IOSA renewal audits after 1 September 2015

With this guiding principles the benefits for E-IOSA are as follows:

• Further increase effectiveness of evaluation of operational practices

• Supports airlines embedding ISARPs in daily operations

• Improves regulatory interface through confidence in airline’s management system and eventually reduced government audits

Regulators recognition:

•The Federal Aviation Administration (FAA) accepted E-IOSA methodology, and together with the European Aviation Safety Agency (EASA) observed trial audits

•ICAO, the European Civil Aviation Conference (ECAC), and the Agência Nacional de Aviação Civil(ANAC) are supportive and regularly updated on developments

IATA will support members and regulators in the transition process:

• Training (two online training modules launched - free of charge)

• Airline Procedures and Guidance Document to be published August 2013

• Airline workshops (eight workshops planned in the regions)

• Partnership for Quality initiative (support airlines quality personal - auditors to assess implementation of ISARPs)

• IATA is moving to the next level for safety via the Global Aviation Data Management (GADM) platform

• GADM leverages IATA’s global positioning and is built on a comprehensive data warehouse, integrating data from all possible sources and areas of aircraft operation

• IATA’s Global Safety Information Center (GSIC) is providing the backbone of the GADM platform with its focus on safety data
