Raporti vjetorGodišnji izveštaj Annual report

message of the general director of kosovo police

In order to fulfill its mission, Kosovo

Police has determined its short-term,

mid-term and long-term goals, preceded by

comprehensive analysis regarding current

capacities within the Kosovo Police and ca-

pabilities to sustainably provide qualitative

services, analysis of crime in Kosovo con-

sidering the criminality in Kosovo in gen-

eral, demography, geographic zone, regional

and global security threats and challenges;

as well as analysis of citizens’ needs regard-

ing the internal security of Republic of Ko-

sovo. As a result of those comprehensive

analysis there has been drafted the Strategic

Development Plan of Kosovo Police for the

period 2011 – 2015 as well as the Kosovo

Police Work Plan for 2013, which have been

guidelines of Kosovo Police activities dur-

ing 2013.During this year, police officers

have shown a high level of professionalism,

integrity, and police ethics. In close coopera-

tion with citizens and local institutions, as

well as through a close partnership with in-ternational institutions, there has been man-aged to effectively and efficiently address security challenges in the Republic of Koso-vo. There was no lack of results in the field of public safety, prevention and combating of crime, with special emphasis to organized crime, control and surveillance of the state boarders, strengthening the cooperation with local and international security institutions, increasing the cooperation between the po-lice and citizens in problem solving, as well as strengthening capacities of Kosovo Police

in order to ensure its sustainability. I am ful-

ly convinced that with a joint constant ap-

proach in addressing all security challenges,

we will continue to enable the maintenance

of a peaceful environment with a sustain-

able security in the Republic of Kosovo, for

which members of Kosovo Police are com-

mitted.

INTRODUCTIONThe year 2013 has been characterized as

a year of commitments and successes achieved by Kosovo Police, as a result of a joint approach of providing internal security in the Re-public of Kosovo, which approach is character-ized with the increased support and cooperation with citizens as well as local and international institutions, in addressing common security chal-lenges. During this year, there was a variety of commitments by Kosovo Police, beginning from the commitment of improving the life of citi-zens of Kosovo, through promotion of commu-nity safety and security, as well as increasing the welfare and life quality, to the implementation of many operations, which resulted successful in all fields of law enforcement, especially in the field of organized crime and corruption. From this con-text, it is worth stressing that the joint operation of international character, where Kosovo Police together with other counterpart agencies of the re-gion and Europe, managed to successfully destroy several criminal groups of trans-border organized crime In order to be more successful in address-ing challenges of internal security in the Republic of Kosovo, Kosovo Police operates in accordance to the contemporary policing approach, such as: The new work methodology with the concept of Community Policing within the strategy and ac-tion plan 2012-2016, as well as the Intelligence Led Policing. It is worth mentioning that experts of those fields within KP have intensively worked in identifying all important issues within the con-ceptual reforming process of Kosovo Police, in order to advance the police work, giving priority to the proactive approach, where we have man-aged to change the existing paradigm both within

KP and also among our society, in general. At the same time, it is worth mentioning that in accordance with the SOCTA model, Kosovo Po-lice makes assessments regarding threats of seri-ous crimes as well organized crimes, which model helps in identifying risks and planning approach-es to certain tenders which are considered as con-cerned not only for Kosovo and the region but also beyond. Establishment and operationalization of the Regional Directorate of Police for the region of north Mitrovica, is one of the achievements of Kosovo Police and local and international institu-tions, during 2013, through which it is required to build capacities of Kosovo Police in provid-ing sustainable security in the region of the north of Mitrovica. Given the importance of providing border security for the sustainability of the secu-rity in the Republic of Kosovo, Integrated Border Management (IBM) has also been one of the pri-orities and achievements of KP during 2013. This process supported the free movement of citizens and goods, as well as prevention and combating inter-border crime. Advancement and carrier de-velopment of KP members has also been one of the priorities of 2013, where there were conduct-ed transparent promotional processes on the bases of the standards determined by law, where after a relatively long period every member of KP had the opportunity to present values and professional knowledge, thus being part of the promotional processes. As a result of joint activities in provid-ing security in Kosovo, it can be concluded that Kosovo is not only a country which consumes se-curity, but also a country which generates security not only for our country but also for the region and beyond.
