GLOUCESTER, VIRGINIA

APRIL 24, 2014 A special work session meeting of the Gloucester County School Board was held on Thursday, April 24, 2014, in the Thomas Calhoun Walker Education Center Conference Room A111. The Chairperson called the meeting to order at 5:30 pm. I. ROLL CALL Roll call was taken by the Deputy Clerk, and the following persons were recorded as present: George R. (Randy) Burak, Chairperson, Troy M. Anderson, Anita F. Parker, Charles B. Records, and Kevin M. Smith, Members; H. Ben Kiser, Ed.D., Superintendent of Schools; and Betty Jane Duncan, Deputy Clerk. Kimberly (Kim) E. Hensley and Carla B. Hook, Members, were absent. Mrs. Hook arrived at 5:35 pm. II. DISCUSSION OF COMMUNITY USE OF SCHOOL FACILITIES – Mr. John E. Hutchinson, Assistant Superintendent for Administrative Services, Ms. Katey Legg, Recreation Superintendent for Parks, Recreation, and Tourism, Ms. Christi Lewis, Director of Community Education, and Ms. Ginny Wilburn, Page Middle School principal, reviewed the cooperative use of school facilities between schools, P&R, and Community Education. The review included the history of community use of school facilities, budget implications for both county and schools over the years, and an update on the current status of programs being offered at the schools. Also discussed were visions for new programs and expansion of current programs in the future and how facilities could best be utilized to accommodate the needs of the public. Potential usage of the new Page Middle School and Thomas Calhoun Walker Education Center were discussed. The Facilities Use Committee will meet to discuss these topics, work with Page Middle School staff, and bring back recommendations to the Board at a later date. Citizens were encouraged to contact members of the Board of Supervisors to make their needs and desires known in order to obtain financial support. It was also suggested that the community use of school facilities be a topic for conversation at the September joint meeting of the School Board and Board of Supervisors. III. PRESENTATION ON PROBLEM BASED LEARNING (PBL) – Dr. Chuck Wagner, Assistant Superintendent for Instruction, introduced PBL Team Members Anne Petersen (GHS), Craig Doolittle (PAG), and Deidre Driver (PES). Team members presented information on the concept of Problem Based Learning (PBL) and how it could be implemented in Gloucester County schools (copy of presentation attached to minutes). The first phase of implementation would emphasize training of staff and designing PBLs to be used within and eventually across subject areas. More information will be made available to the Board at the May work session. At 7:20 pm, the Board took a brief recess. IV. PRESENTATION ON YEAR-ROUND SCHOOL -- Dr. Kiser introduced staff members from Abingdon, Achilles and Botetourt who provided information on a pilot program entitled Full Circle Academy. This pilot program proposes a year-round school calendar for students most at risk of not meeting grade level standards by the time they begin 3rd grade. The two-classroom model program would target 30-40 students at Grades 1-2 and would be housed at Abingdon Elementary School. Teachers and administrators gave a program overview, providing details of the rationale/purpose of the project and how the optional program would work and be coordinated with parents. (Copy of presentation attached to minutes) Dr. Kiser made a recommendation that the School Board support the solicitation of interest on the part of parents to participate in the year round program. A motion was made by Mr. Smith and seconded by Ms. Parker to accept the recommendation of the Superintendent. The Deputy Clerk polled the Board as follows:

PRESENTATION ON YEAR-ROUND SCHOOL (continued) Mrs. Hook Aye Mr. Andersen Aye Ms. Parker Aye Mr. Records Aye Mr. Smith Aye Mr. Burak Aye V. 2014-2015 BUDGET UPDATE – Dr. Kiser and Ms. Joanne Wright, Director of Budget and Finance, discussed the status of the FY’15 school budget and strategies which may need to be implemented to balance the budget (copy of presentation attached to minutes). The Board also received information on an appropriation by the Board of Supervisors to provide a one-time bonus payment to certain classifications of employees to include paraprofessionals, bus drivers/assistants, custodians, security, and food service. A recommendation on the distribution of the bonus will be made by staff at a later date. It was the consensus of the Board to include in the budget to be considered for adoption at the May meeting. a pay scale adjustment for cafeteria workers and to include the Full Service Academy funding. VI. OTHER MATTERS AS BROUGHT UP BY SCHOOL BOARD MEMBERS Mr. Smith inquired about the inclusion of instructional reports from the schools in the monthly School Board agenda package. Schools are not consistently providing this information, and Dr. Kiser will address the issue with principals. ADJOURNMENT At 9:00 pm, there being no further business, a motion was made by Mrs. Hook, seconded by Ms. Parker, and unanimously approved to adjourn the work session meeting of April 24, 2014, until the next Special Meeting (Closed re: Superintendent Search) scheduled on Friday, April 25, 2014, @ 12:00 pm (conference Room A111) at the Thomas Calhoun Walker Education Center and the next monthly meeting scheduled for Tuesday, May 13, 2014, 5:30 pm (closed) and 7:00 pm (Open Meeting), at the Thomas Calhoun Walker Education Center auditorium. May 2, 2014 A special meeting of the School Board Disciplinary Committee was held on Friday, May 2, 2014, at 8:00 a.m., at the Thomas Calhoun Walker Education Center, Gloucester, Virginia, for the purpose of holding one student personnel hearing. CALL TO ORDER AND ROLL CALL The meeting was called to order by Paul D. McLean, Ph.D., Acting Clerk. Present were: Troy Andersen, Carla Hook and Kevin Smith, School Board Members; Bambi Thompson, Ed. D.; Tyler Ashworth; and John Hutchinson, Assistant Superintendent of Administration. CALL FOR CLOSED SESSION At 8:24 a.m., a motion was made by Mrs. Hook, seconded by Mr. Andersen and unanimously approved to adjourn for a closed session, pursuant to Code of Virginia, 1950, as amended, Section 2.2-3711 (A), Subsection 2, for the discussion of one student personnel matter. RETURN TO OPEN SESSION At 9:37 a.m., a motion was made by Mrs. Hook, seconded Mr. Andersen, and unanimously adopted to reconvene the meeting into open session. The Chairperson called the meeting to order at 5:30 pm at the Thomas Calhoun Walker Education Center. I. ROLL CALL Roll call was taken by the Acting Clerk, and the following persons were recorded as present: George R. (Randy) Burak, Chairperson, Troy M. Anderson, Kimberly (Kim) E. Hensley, Carla B. Hook, Anita F. Parker, and Charles B. Records, Members. Also present for the closed meeting: H. Ben Kiser, Ed.D, Superintendent of Schools, John E. Hutchinson, Assistant Superintendent for Administrative Services and Acting Clerk, and Charles A. Wagner, Ed.D, Assistant Superintendent for Instructional Services. Kevin M. Smith, Member, was absent at roll call and arrived at 5:42 pm. II. CALL FOR CLOSED MEETING At 5:30 pm, a motion was made by Mr. Andersen, seconded by Ms. Parker, and unanimously approved to adjourn for a closed session, pursuant to Code of Virginia, 1950, as amended, Section 2.1-3711 (A), Subsection 1, for the discussion of personnel matters (appointments, resignations, etc. and Superintendent Search) and Subsection 2, for the discussion of student personnel matters (disciplinary matter). At 6:47 pm, the Chairperson declared a recess, and the meeting was relocated to the Thomas Calhoun Walker Education Center auditorium. III. RETURN TO OPEN MEETING/CERTIFICATION Note: Ms. Betty Jane Duncan, Deputy Clerk, recorded the remainder of the meeting. The Deputy Clerk noted that all members were present for the open meeting. At 7:00 pm, a motion was made by Mr. Smith to reconvene the meeting into open session and to certify that the Gloucester County School Board, while in closed session, discussed only public matters lawfully exempted from open meeting requirements provided in Subsection A of Section 2.2-3711 and that only public business matters that were identified in the motion convening the closed session were heard, discussed or considered. VI. ADDITIONS/CHANGES/ADOPTION OF AGENDA Dr. Kiser recommended the following changes to the agenda: Under Staff Presentations: Add VIII.B Recognition of CTE Student Accomplishments. A motion was made by Mr. Smith, seconded by Mr. Andersen, and unanimously adopted to approve the agenda as amended. VII. APPROVAL OF ITEMS CONTAINED IN THE CONSENT AGENDA A motion was made by Ms. Hensley to approve the Consent Agenda including policy manual updates on first and second readings (listed below). Recognition of WXGM as a VSBA Business Honor Roll Recipient – Mr. Burak introduced Ms. Reese Williams, WXGM representative, and recognized that business for being selected to the 2014 VSBA Business Honor Roll. On behalf of the School Board, Mr. Burak thanked Ms. Wlliams and WXGM for their outstanding service and interest in Gloucester County Public Schools. B. Recognition of CTE Student Accomplishments – Dr. Paul McLean, Director of Career and Technical Education, recognized students and sponsors of CTE programs for their accomplishments in the areas of Robotics, FFA Horse Judging, Skills USA Leadership, and Cosmetology. Recognition of Bethel Elementary School as 2014 Board of Education Distinguished Award Recipient – Dr. Wagner congratulated Bethel Elementary School as the recipient of the 2014 Board of Education Distinguished Award for meeting all state and federal benchmarks and making progress toward the goals of the Governor and the State Board of Education. School Principal Eileen Kersmarki and Assistant Principal Shannon Auche were also recognized for this accomplishment. D. Announcement of May 14, 2014, as GCPS “School Nutrition Appreciation Day” -- Mr. Steve Patton, Director of Food Services, apprised the Board of highlights and accomplishments of the Central Food Service Department and staff during the school year. He introduced the cafeteria managers and food service staff present at the meeting. He requested that Wednesday, May 14, 2014, be declared as School Nutrition Staff Appreciation Day. A motion was made by Mr. Smith, seconded by Ms. Hensley, and unanimously adopted to approve May 14, 2014, as School Nutrition Staff Appreciation Day. E. Update on Year-Round School Proposal – Dr. Wagner apprised the Board of the status of enrollment for the year round pilot project and provided information on the meetings and planning taking place to implement this program. F. Updates on Boards/Commissions by School Board Members – Ms. Parker reported on the Education Foundation Teacher of the Year dinner. IX. CITIZENS’ COMMENT PERIOD Mr. Burak asked if there were any persons present who wished to address the Board. Amy Eaton (Abingdon) spoke on behalf of cafeteria staff requesting that the cafeteria pay sscale be re-evaluated and equalized with other support staff pay scales. X. STUDENT ADVISORY COMMITTEE (SAC) ITEMS) – Mr. Cody Davis, SAC representative, reported on activities and programs of interest at Gloucester High School. He noted that this would be his last meeting as a SAC representative. XI. SUPERINTENDENT’S ITEMS A. Adoption of FY’15 Budget (including 2014-15 /Central Food Services Meal Prices and 2014-2015 Teacher Scale) – Dr. Kiser and Ms. Joanne Wright, Director of Budget and Finance, presented final figures and appropriations for the budget for FY 2014-2015. Ms. Wright noted that the budget included a mid-year bonus as appropriated by the Board of Supervisors for the following staff: custodians, paraprofessionals, bus drivers and assistants, security, and cafeteria workers/ managers. She explained the methodology which had been determined for payment of this 3% bonus in November. In addition, Ms. Wright distributed a handout regarding methods of funding a pay increase for cafeteria workers/managers and recommended adoption of Option 2 to provide a 6% mid year raise to cafeteria workers and managers. (Copy of Central Food Services Budget information attached to minutes) Dr. Kiser recommended adoption of the FY 2015 School Budget Summary as presented, FY 2015 Central Food Services meal prices, and the proposed FY 2015 Teacher Scale. A motion was made by Mr. Smith and seconded by Ms. Parker to adopt the FY 2015 School Budget as recommended, FY 2015 Central Food Services meal prices, and the proposed FY 2015 Teacher Scale (Operating Fund Budget $53,716,880; CIP Fund Budget $5,318,598; Construction Budget $20,000,000; CFS Fund Budget $2,511,143; and Debt Service $3,674,666). Following discussion, Mr. Smith and Ms. Parker withdrew their motion so that bonus methodology and cafeteria pay could be considered separately from the Operating Budget approval. Update on Page Middle School – Mr. Scott Shorland, Construction Manager, and Mr. Hutchinson provided a progress update on the Page Middle School project. Mr. Shorland presented a cost project/expenditure/resources report. (Copy of Cost Projections for Page Middle School attached to minutes) Mr. Shorland also noted the status of the refurbishment of the GHS track. C. Update on Petsworth HVAC/Roof Project – Mr. Shorland informed the Board of the status of the Petsworth HVAC/Roof project. He noted that teachers and staff will need to secure classrooms and materials at the end of the school year for work to begin immediately upon school closing for the summer. Staff recommended that Petsworth be closed one day earlier than other schools in order to accomplish these tasks and allow work to progress on the project as soon as possible. A motion was made by Mr. Smith and seconded by Mrs. Hook to close Petsworth Elementary School one day early (June 10). Upon a voice vote, all members voted in favor of the motion with the exception of Ms. Hensley who voted nay. XII. SCHOOL BOARD MEMBERS’ ITEMS A. Update on Superintendent Search Process – Mr. Burak noted that significant progress had been made in the Superintendent Search, and an announcement will be made in the near future. B. VSBA School Law Conference – Friday, June 6, 2014, 8:15 am, at Hilton Short Pump. Ms. Hensley, Mrs. Hook, Mr. Smith, Mr. Hutchinson, and Dr. Kiser have been registered to attend. C. Discussion of Possible Proposals to 2014 VSBA Legislative Positions – Mr. Burak asked Board members to review the proposals for 2014 VSBA legislative positions and forward any suggestions to him. D. Adoption of Resolution Commemorating the 60th Anniversary of the U.S. Supreme Court’s Decision in Brown v. Board of Education on May 17, 1954 – Mr. Smith presented a resolution for consideration (as previously adopted by the VSBA Board of Directors) and recommended adoption. MAY 22, 2014 A special work session meeting of the Gloucester County School Board was held on Thursday, May 22, 2014, in the Thomas Calhoun Walker Education Center auditorium. The Chairperson called the meeting to order at 5:30 pm. I. CALL TO ORDER AND ROLL CALL Roll call was taken by the Deputy Clerk, and the following persons were recorded as present: George R. (Randy) Burak, Chairperson, Troy M. Anderson, Kimberly (Kim) E. Hensley, Anita F. Parker, Charles B. Records, and Kevin M. Smith, Members; H. ADOPTION OF RESOLUTION RE: VIRGINIA RETIREMENT SYSTEM LEGISLATION Ms. Joanne C. Wright, Director of Budget and Finance, advised the Board that in 2012 localities were afforded the opportunity to elect the actuarially certified contribution rate for the VRS support group or an 80% alternate rate. The Board chose the VRS certified rate for the 2012-2014 biennium. Choosing the lower rate would require the reporting of a liability on the County’s financial report and result in higher rates in future years. Ms. Wright presented a resolution and recommended adoption by the School Board with concurrence by the Board of Supervisor no later than July 1, 2014. The resolution (468H) accepts the VRS certified rate of 8.53% for the support group. PRESENTATION ON PROJECT BASED LEARNING (PBL) Dr. Wagner and teachers from Page, Peasley, and GHS presented an update on the accomplishments achieved under the Project Based Learning program. They highlighted how the program has been integrated into the curriculum and the plans for expanding the concept to other grade levels and further training staff. VI. UPDATE ON YEAR-ROUND SCHOOL PROPOSAL Dr. Kiser noted that the Year-Round School Proposal had been presented to the State Board of Education at a meeting in Richmond, and the division now has approval to move forward with this pilot program. Dr. Wagner apprised the School Board of the status of enrollment and interest in the program at this time. The goal is to enroll 30 students in the program, and currently 21 students have committed to participate. CIP FUND BALANCES Mr. Hutchinson informed the Board that there would be unexpended balances in the CIP fund after completion of the Voice Over IP project and the bus loop project at Achilles. He recommended that the unexpended funds be applied toward the completion of a Maintenance/Grounds facility at the site of the Thomas Calhoun Walker Education Center to include drainage, fencing, and a building package. Funds to be redirected to the project are approximately $35,000-$38,000. A motion was made by Ms. Parker and seconded by Ms. Hensley to redirect the savings in the CIP budget to the Maintenance/Grounds facility. MAY 28, 2014 A special meeting of the Gloucester County School Board was held on Wednesday, May 28, 2014, in the Thomas Calhoun Walker Education Center Conference Room A111. The Chairperson called the meeting to order at 5:30 pm. ROLL CALL Roll call was taken by the Deputy Clerk, and the following persons were recorded as present: George R. Enclosed with this mailing to all VHSL member school principals are the VHSL Membership Application for the school year 2014-15 and the Catastrophic Accident insurance information brochures. In addition, a brief summary of the 2014-15 VHSL insurance program is provided below.

INSURANCE: The League has accepted a proposal for student accident and liability insurance coverage with American Specialty Insurance Services, Inc. The insurance assessment to members for the 2014-15 school year is $5.75 per student. As in the past, these proceeds will be used to pay the premiums on the insurance policies that the VHSL must maintain in order to conduct its programs and activities. These policies include, but are not limited to, Student Catastrophic Accident Insurance, General Liability Insurance, and Directors and Officers Liability Insurance. The same formula used in prior years of counting only athletes and cheerleaders, with each person counted just once regardless of the number of sports he/she plays, will be used in determining the insurance premium to be remitted .

American Specialty's student accident policy has a $25,000 deductible with a $3 million lifetime excess medical expense benefit limit. Schools may individually elect to purchase additional coverage for their student body through the voluntary catastrophic insurance plan that is offered by Mass Benefits Consultants. The contact person at Mass Benefits for the voluntary program is Linda Walker. She may be reached at (800) 221-3083.

MEMBERSHIP APPLICATION SIGNATURES: In 1984, the VHSL voted to require member schools to obtain catastrophic insurance through the League. The Executive Committee voted at that time to require the division superintendent's signature on our membership form , and later unanimously voted to request that the school board chair also sign the membership form. This is not to involve the school board in any way in the day-to-day operations of the League, but to indicate that each board approved its schools' VHSL membership. This reinforces the position that schools join with the expressed written consent of their school board. At the request of the Virginia School Boards Association, the membership form was revised and approved by VHSL and VSBA attorneys. The VSBA executive director indicated that the form is acceptable in authorizing the high school to join the League and abide by its rules in his memo of April 20, 1992. ·

The 2014-15 membership fee is $700 plus $30 for each varsity activity. Remember that the membership application fees payment (which includes insurance premiums for high school athletes and cheerleaders) is due in the VHSL office prior to August 1. 2014. After August 1, schools will be. charged a 10 percent late payment penalty unless they have received an extension beyond the August 1 deadline from either the VHSL executive director or the chief financial officer. Be sure to process the form immediately upon receipt so that the fine does not have to be assessed. Last year there were several schools that had past due payments and we hope to avoid that this year.

Reminder: All insurance premiums must be paid to the VHSL office. If your school board will be paying the insurance premium for you, it is still each principal's responsibility to guarantee that the application form and payment for your school are mailed so as to arrive at the VHSL office no later than August 1.

The consolidated application process requires comprehensive program planning and service delivery across Title I, Title I lA, and Title Ill programs, as well as programs supported through local and state funds .

Title I funds are used to support the teaching and learning of at-risk students in order to meet academic standards developed by the state. Gloucester currently uses Title I funds to supplement reading/literacy materials and personnel support in four elementary schools and math/numeracy materials and personnel support at two of the highest-risk elementary schools.

Title IIA fund used to ensure that students are taught by highly qualified and effective teachers, who are supported by effective school leaders, in order to improve student achievement. Gloucester currently uses Title IIA funds to supplement training and professional development for teachers and school leaders.

Title Ill, Part A helps English language learners attain English proficiency so they may access the academic curriculum and obtain the knowledge and skills to meet state academic standards. Beginning this year, Gloucester will be part of the newly-developed statewide Title Ill consortium. Virginia Polytechnic Institute and State University, in collaboration with the Virginia Department of Education, will develop a separate 2014-2015 Title Ill application for the statewide consortium.

The 2014-2015 federal program application will be submitted using the Web-based Online Management of Education Grant Awards (OMEGA) System. The signed application cover page will be retained at the local level and the online certification by the Superintendent will indicate compliance with application assurances.

RECOMMENDATION: That the School Board approve the Local Consolidated Application in the amount of $721,009 (based on preliminary allocation for Title I and last year's allocation for Title II). The final allocations for 2014-2015 have not been released by the Virginia Department of Education.

PUBLIC CONDUCT ON SCHOOL PROPERTY All visitors shall must register at the school office on arrival.

No one may possess or consume any alcoholic beverage in or on the grounds of any public school during school hours or school or student activities. In addition, no one may consume, and no organization shall serve, any alcoholic beverage in or on the grounds of any public school after school hours or school or student activities, except for religious congregations using wine for sacramental purposes only.

ADVERTISING IN THE SCHOOLS The display of advertising matter on bulletin boards, in the classrooms, and other places in school for the express purpose of advertising any product or service is prohibited. Notices concerning community projects generally recognized as suitable for school display may be approved by the principal. Materials which contain advertising and are found useful in the classroom may be used with discretion, when there is definite instructional value in their use.

Individual schools may not endorse or imply endorsement of any product. All requests for endorsement should be directed to the superintendent or his/hersuperintendent’s designee. In order to solicit advertisements from merchants and business establishments for school publications, school organizations must secure approval from the principal. If there is need for policy clarification, the principal shall consult with the superintendent. Commercial establishments whose source of revenue is the sale of intoxicants may not advertise in school publications. Any parent, custodian, or legal guardian of a pupil attending Gloucester County Public Schools who is aggrieved by an action of the school board may, within thirty days after such action, petition the local circuit court to review the action of the school board. Parent-Teacher Organizations 1. It is the policy of the Gloucester County School Board to cooperate fully with the parent-teacher organizations. 2. Each school in the county may have a parent-teacher organization to coordinate the home and school efforts to educate children. 3. The county may have a council composed of local association presidents, school principals and officials, and members appointed by the school organization. The purpose of the council will be to coordinate the work of the member organizations. Booster Clubs or Other Parental Support Organizations 1. COMMERCIAL, PROMOTIONAL, AND CORPORATE SPONSORSHIPS AND PARTNERSHIPS

Generally The Gloucester County School Board recognizes that corporate and other private sponsorship of programs and activities related to education can provide valuable enhancement of the educational program offered by the Board. For that reason, the Gloucester County School Board may enter into commercial, promotional, and corporate sponsorship and partnership arrangements under certain conditions. Definitions An “educational partnership” is a mutually beneficial, co-operative relationship in which partners share values, objectives, and/or human or financial resources to enhance learning for students. An “educational sponsorship” is a an arrangement pursuant to which the sponsor provides money, price reductions, equipment, materials, services, or other benefits in exchange for recognition of its products or entity for a specified period of time. Authority to Enter into Agreements On behalf of the school board, principals may enter into sponsorships and partnerships for their schools when the sponsorship or partnership does not extend beyond a single school year or exceed $5,000 in value to the school. On behalf of the school board, the superintendent may enter into sponsorships and partnerships which will benefit more than one school or the division as a whole. The Superintendent may also enter into sponsorships and partnerships when the sponsorship or partnership extends beyond a single school year or exceeds $5,000 in value to the school. The school board may create a Sponsorship Review Committee to approve any sponsorship or partnership which the Board determines should be considered by the Committee. The school board shall establish criteria identifying proposed sponsorships and partnerships which must be approved by the Committee rather than by a principal or the superintendent. If the Committee’s decision regarding the proposed sponsorship or partnership is not unanimous, the decision may be appealed to the school board by either the potential sponsor or partner or by a member of the Sponsorship Review Committee. Requirements

Any agreement to enter into an educational sponsorship or educational partnership will be in writing.

The written agreement shall include: • A statement of the educational purpose for the relationship. • A statement that the school board has the right to terminate the agreement without penalty if it determines that

the agreement is having an adverse impact on the educational experience of students. • A statement that if an agreement is terminated because of an adverse impact on the educational experience

of students, no other agreement for an educational partnership or sponsorship will be entered into between the school board and the partner or sponsor whose agreement has been terminated for a specified period of time.

• A statement detailing the specific benefits to the school or school division from the agreement. • A statement clearly defining the roles, expectations, rights, and responsibilities of all parties to the

agreement. This statement shall include a statement of whether the agreement permits the sponsor or partner to advertise in connection with the agreement and if so, the extent of such advertising.

• A statement clearly defining whether the agreement creates any exclusive rights for the sponsor or partner and, if such rights are created, clearly defining those rights. If no exclusive rights are created, the agreement shall include a statement that the existence of the sponsorship or partnership will not limit the discretion of the school board or its personnel in the use of sponsored or non-sponsored materials.

• A statement that the school or school board retains the exclusive right to authorize the use of its name, logo, or other similar information.

• A statement that the school or school board must approve its identification as a partner or co-sponsor in all publicity materials.

• A statement of the monetary value to be received by the school or school division pursuant to the agreement.

• A statement defining how the benefits arising from agreement will be distributed. • A statement of the basis on which students will be permitted to participate in the program or otherwise

benefit from the agreement. • A statement that the sponsor or partner assumes the responsibility for obtaining the consent of any student

or school board employee whose likeness may appear in any materials disseminated by the partner or sponsor.

• A statement disclosing any relationship between the sponsor or partner, or any of its employees or major stockholders, and any student, school board employee, school board member, or the superintendent.

• A statement that all partnerships and sponsorships will be consistent with all federal and state laws, local ordinances and school board policies and regulations and with all preexisting school board contracts. If the terms of the partnership or sponsorship agreement establishes that the employees, contractors, or others acting on behalf of the partner or sponsor will have direct contact with students on school property during regular school hours or during school-sponsored activities, the school board will require the partner or sponsor to provide certification that all such persons have not been convicted of a felony or any offense involving the sexual molestation or physical or sexual abuse or rape of a child.

• A statement that no partnership or sponsorship shall exploit any student or school board employee. • A statement that no sponsor or partner shall be permitted to collect personal information, including names,

addresses or telephone numbers of students or school board employees because of the partnership or sponsorship.

• A statement that any curriculum materials provided pursuant to the agreement will be held to the same standards as other curriculum materials.

• A statement that any participation by any student or school board employee in any activity established pursuant to the agreement will be purely voluntary. If a student or school board employee wants to participate in any sponsored or partnered activity but objects to using the materials provided by the sponsor or partner, the sponsor or partner must supply substantially similar materials to which the student does not object for that student to use in the activity. If a student objects to using materials provided by the sponsor or partner, the school board employee in charge of the activity shall provide for a means by which the student’s objections are made known to other students involved in the activity and by which those objections are discussed in an educational manner.

Prohibitions No agreement shall be entered into if the sponsorship or partnership involves or gives the appearance of involving any activity which could result in the following: • promotion of hostility or violence; • an attack on ethnic, racial, or religious groups; • discrimination prohibited by any law or school board policy; • promotion of the use of drugs, alcohol, tobacco, or firearms; • promotion of sexual, obscene, or pornographic activities; or • promotion of any image that is not in keeping with the established goals and purposes of the school board. Instructional Report May 2014

Gloucester High School Foreign Language Happenings Students in Ms. Blanton’s Spanish classes enjoyed working on an art project in which they re-created their own house, labeled the different rooms, labeled the chores which correspond with the rooms, and then wrote sentences describing their house using the prepositions and the verb “estar” which is specific to location. After completing their projects, the students shared the visuals and read their descriptions to the class. Mrs. Anderson’s Spanish III students projected into the future by creating projects that tell us what they will do and what they will have done in the future! Her Spanish IV Honors students researched a contemporary Latino singer of their choice. They shared with their classmates several interesting facts about their singer and his/her country, led the class in singing one of his/her songs and then translating it, and also researched, prepared and served dishes typical of that country. Gloucester’s History Comes Alive On Tuesday, May 6, 2014, Dr. Wesley Wilson and Mr. Chauncey Herring spoke to Mrs. Rowe’s History of Gloucester class. Mr. Herring began by describing how he came to be a civil war re-enactor and then in character told the story of Thomas Morris Chester, the only black war correspondent for a major newspaper during the civil war. Thomas Morris Chester followed the Army of the James throughout the war. Dr. Wilson spoke about naval action in our area. He portrayed Beverly Jones, who worked for James Daniel Gardner’s (Gloucester’s only Medal of Honor recipient) father. He shared information about medical treatment and food for naval and army units. On May 8th students in Mrs. Rowe’s History of Gloucester class attended a field trip to Werowocomoco, home of Chief Powhatan and his daughter Pocahontas. Students were given a tour of Werowocomoco by Mr. Thane Harpole of the Fairfield Foundation. Students were given the opportunity to step back in time as the visualized the native village that once sat on the York River. Students then visited Fairfield Plantation. After a short tour around the remains of the house, students were given the opportunity to do and archeological dig on the site. While digging students found numerous items including old nails, pottery and a piece of copper. Students Headed for Summer Governor’s School Victoria George will be representing the GHS theatre program as she spends a month at Summer Governors School in theatre arts! Sara Kladler will attend for Visual Arts. Congratulations to these talented young ladies! GHS Band members Eric Keeter and Savannah Williams were selected to participate in the Summer Governor’s School for the Arts. High School Musical a Success High School Musical was a huge success! Over 60 students were involved in the production and put on several awesome performances during its play time from May 1st-May 4th. Greenhouse Certification Ms. Staples’ Greenhouse class students took their Greenhouse Certification test! While results aren’t in, we’re confident that most, if not all of the students will earn their certification. Math Set in Motion Ms. Johnson’s Calculus AB students built catapults! They had limited supplies, limited budget, and absolutely no instructions. Students were to build catapults that would not only catapult different mass balls and different size balls (plastic golf, golf, tennis, racquetball, baseball, soccer, kickball, and large plastic ball) but also hold them at

rest. The longest ball launched, a racquetball, was launched 542 inches with the golf ball coming in second at 519 inches. Students’ catapults will be redesigned and rebuilt after the SOLs and then they will be retested. We will also be calculating the equation, quadratic, of the flight of the ball. My calculus students will be calculating the velocity of the ball and the acceleration at different times. My algebra II students will also be designing and making catapults. They will use the quadratic equation from their launch to calculate the distance of the ball. They will use this and see how accurate the answer is compared to the actual answer.

Writing the Perfect College Admissions Essay Mitch Cox, GHS Dual Enrollment English 12 instructor and Academic Director for Duke University’s Young Writers’ Camp, offered two sessions of a college admissions essay workshop to GHS juniors on May 22 from 3 to 4 PM and 4 to 5 PM at GHS. Mr. Cox has previously taught college admissions essay writing classes for Duke University’s Young Writers’ Camp, a summer creative and academic writing program for middle through high school students; he has also previously led four high school students’ college admissions essay workshops with Duke University admissions officers. SeaPerch National Championship The competition is an underwater robotics National Championship called Seaperch. Four GHS robotics teams attended the SeaPerch National Championship in Hattiesburg, MS on the campus of Southern Mississippi University. A total of 7 students (4 with parents) and Mr. West, their coach, attended. The team who took a 1st and 3rd were Dwight Keener ( senior ) Payton Blodgett, Charles Milroy, and Mae Dye ( 8th grader ). This is the second consecutive year that GHS has qualified for the national tournament. Additional information can be found at http://www.seaperch.org/seaperch_challenge Gloucester students Show Off their Art Skills 114 students displayed over 400 works of art in the 10th Annual Student Art Show presented by the Gloucester High School Fine Arts Department. The show ran from May 7th through May 29th at the Gloucester Public Library. A reception, sponsored by The Friends of the Library, and attended by 467 people, was held May 7th from 4 to 7 pm. Young GHS Scientists present at VJAS Five students from Gloucester High School had their independent research papers accepted by the Virginia Junior Academy of Science and were asked to present their work before experts in the field. Caitlin Cain won 3rd place in chemistry. Those that competed were Rebecca Freeman, Thomas Woods, Taylor Dough, Caitlin Cain and Savannah Williams. Savannah Williams is not in the picture.

NASA HUNCH PROGRAM RECOGNITION CEREMONY The Phoebus High School Theatre was the site for the NASA Langley Research Center’s 2014 HUNCH Program Recognition Ceremony. Gloucester County Public Schools students and staff joined their International Space Station (ISS) Destiny Module Mockup Project team members from the New Horizons Career and Technical Education Center and the Denbigh Aviation Academy to share ts.

and celebrate their experiences, challenges, and accomplishments working on the three ISS Destiny Module racks. Representing Gloucester High School were students Elizabeth (Liz) Safranek, Luke Herrman, and Shelby Giddings, and staff Dr. Paul McLean, Catrona Hill, Dan Holloway, and Craig Smith. Twelve (12) other NASA projects were showcased that afternoon as well, including: The Governor’s School for Science and Technology (The CleanBot—a microgravity research experiment—this team included Gloucester High School project member Christopher (Chris) Feigh); The Governor’s School for Science and Technology (Artificial Photosynthesis—an Extreme Science experiment); Kecoughtan High School (Can Crusher); Phoebus High School (ISS Stowage Locker Machined Parts); Phoebus High School (Portable Can Crusher); Phoebus High School (NASA Langley Research Center HUNCH Banners); Denbigh Aviation Academy (NASA HUNCH Program Website Enhancements); Passage Middle School (ISS Destiny Module Miniature Replicas); Grafton High School (Can Crusher); Tabb Middle School (Clothes Washer); Tabb Middle School (Item Attachment Block); and Tabb Middle School (Clothes Washer with Item Attachment Block). Welcoming remarks were made by Tammy Cottee (HUNCH Program Manager) and Timothy (Tim) Wood (HUNCH Program Lead). Additional remarks were made by Clayton Turner (Engineering Director) and John Miller (Virginia State Senator). Johnson Space Center’s NASA HUNCH Founder and Program Manager, Stacy Hale presented recognition awards to the students, staff and NASA mentors. Mr. Hale was joined by Mr. Turner in the award presentations to the school divisions. There was a brief video shown of each school’s NASA HUNCH Project before the students, staff, and NASA mentors were recognized. Ms. Vikki Wismer (Director of The Governor’s School of Science and Technology) called off the names of the New Horizons Regional Education Center students and staff. Dr. Linda Shifflett (Division Superintendent of Hampton City Public Schools) called off the names of the Kecoughtan High School and Phoebus High School students and staff. Dr. Crystal Taylor (CTE Instructional Supervisor) called off the names of the Passage Middle School and Denbigh Aviation Academy students and staff. Dr. Kipp Rogers (Director of Secondary Education) called off the names of the Grafton High School and Tabb Middle School students and staff. Dr. Paul McLean called off the names of the Gloucester High School students and staff. Mr. Bruce Schaffer called off the names of the New Horizons Career and Technical Education Center students and staff. Lastly, Dr. Crystal Taylor (CTE Instructional Supervisor) called off the names of the Denbigh Aviation Academy students and staff for their work on the ISS Destiny Module racks. After formal recognition ceremony concluded, all participants and guests were invited into the large atrium adjacent to the theatre to view the actual NASA HUNCH projects. Students and staff were on hand to answer questions about their respective projects. Additionally, NASA Langley Research Center provided an electronic pictorial slideshow on top of the display tables which showed the school’s progress during each stage of their projects. The ISS Destiny Module Racks were quite impressive and drew a lot of attention.

It was a spectacular afternoon! Gloucester County Public Schools was honored to be selected to partner with NASA’s Langley Research Center, the New Horizons Career and Technical Education Center and the Denbigh Aviation Academy to collaboratively work on the International Space Station (ISS) Destiny Module Mockup Project—a real-world learning experience in science, technology, engineering, math, as well as problem solving, teamwork, and communication. Thank you NASA Langley Research Center, Mr. Stacy Hale, Ms. Tammy Cottee, Mr. Tim Wood, and Mr. Clayton Turner. It was an awesome experience!

Join hundreds of school division leaders from across Virginia at the 29th annual VSBA Conference on Education (formerly the VSBA Governor’s Conference on Education) on July 22, 2014 at the Grand Ballroom of the Richmond Marriott. September 30, 2013. A substantial rate reduction was provided at that time. The RFP allowed for a one year initial award and the option for four successive one year renewals. Two one-year renewals remain at this time. The STD coverage is on an Administrative Services Only (ASO) arrangement at a rate of $1.43 per person per month. This rate has remained unchanged since inception in 2005. On April 15, 2014, the School Board approved a recommendation to include Hybrid employees under the Dearborn short term disability plan during the first year of employment.

Plan 1 and Plan 2 VRS employees are covered under the Dearborn National product and eligible to participate in the voluntary

long term coverage. STATUS: Over time the LTD claims have increased significantly. KSPH, our insurance consultants, are negotiating the renewal rates at

this time for the FY 2014-2015 plan year. Information will be forwarded to the School Board as it becomes available. RECOMMENDATION: A recommendation will be provided at the School Board meeting.
