Carpet Export Promotion Council (CEPC) has taken initiative for imparting trainings in both the segments of hand-
knotted and hand-tufted carpet weaving to the artisans with the aim of creating skilled manpower in carpet sector.
The training programme will address the current lack of skilled weavers in the cluster as well as upgrade skills sets to
enhance productivity and quality standards, thereby leading to increased production and export potential.
Salient features of the scheme are as under:
CEPC is providing the followings during the training duration:
1. Rs. 2400/-p.m. to all the trainees;
2. Rs. 7000/- p.m. to all the trainers;
3. Rs. 2500/- p.m. as lease rent to the Land lords for Training Centre venues;
4. Rs. 10,000/per year - for 3 hand knotted Looms; and for Rs. 2000/- per year for 6 hand tufted looms;
5. Raw Material, equipments & small tools being used in the hand-knotted and hand tufted carpet weaving trainings are also provided by the CEPC;
We request CEPC Member-exporters to kindly come forward to assist CEPC in undertaking the work of providing
training to artisans in their respective areas in Mirzapur-Bhadohi-Varanasi Carpet Producing belts and help CEPC in
implementing the Council's objective to fill the gap of skilled carpet weavers.
Interested Members may please submit their response to our Bhadohi Regional Office at the earliest possible.

Dr. Anup Wadhawan a 1985 batch IAS officer has taken over the charge of new Director General of Foreign Trade
(Secretary equivalent) in the Ministry of Commerce & Industry. Dr. Wadhawan who succeeds Shri Pravir Kumar, was
serving as Additional Secretary and Joint Secretary in the Ministry of Finance, Govt of India since 18.09.2012. CEPC
warmly welcomes the new Director General of Foreign Trade.
After joining IAS in 1987, he worked as Addl Collector & Joint Secretary at Almora & Chief Development Officer in
Agra. He served as Jt. Secretary in Planing & Prog Implementation at Lucknow. He has served in various capacities
(as Jt. Secretary / Special Secretary / Secretary) in several departments of State Government namely Human
Resource Dev Educations, Energy etc. He has also served as Collector & District Magistrate at Etawah.
For a brief period from 18.03.2011 to 18.09.2012 Dr. Wadhawan also served as DGFT. Before that Dr. Anup
Wadhawan served as Secretary in Urban Development Department and in Forest & Environment Department
in his parent cadre State from 31.10.2008 to 08.03.2011. During the period from 03.03.2006 to 07.02.2008
Dr. Wadhawan was on important foreign assignment and before that he has handled all important portfolio of
Personnel & General Administration as Director, in Office of the Prime Minister.
He has his credit a Doctorate Degree in Economics in Grade “A”. He has done his Graduation and Masters in
Economics with first class from the reputed Institutions.

Dear Friends & Fellow Exporters,
Seasons Greetings! It is high time that few realize the adverse impact of duty discrimination prevailing within Carpet Sector, which is one of the most strategic and labour intensive sectors. The duty bias has been one of the factors discouraging the Indian handmade carpet sector to attain its potential production and growth in exports.
On the export front, the Handmade Carpet Sector had performed exceptionally well, achieving an export turnover in excess of USD 1380.67 Million during 2014-15 as compared to the last fiscal year, despite adverse market conditions particularly in USA, and EU countries. We are confident that we will surpass the targets set by the Govt of
India, I congratulate our Members and request them to keep up the good work going on and think bigger & aim higher in the future. With the active support from the various Central government Departments i.e. Ministry of Textiles, Ministry of Commerce & Industry, Development Commissioner (Handicrafts), Cabinet Secretary Office, State Govts and other governmental departments, through Export Promotion Initiatives, Indian Handmade Carpet exports are set for a fast track growth since last year.
It's due to aggressive growth strategies and plans for continuing growth in the years to come, including participation in important and world famous International Trade Fairs, and India Carpet Expos organized in India. The Council has already drawn up the Impressive Annual Action Plan for the year 2015-16, which includes participation in prestigious fairs i.e. Home Furnishing Expo at Shenzhen (China), Decorex 2015 in Johannesburg (South Africa); Autumn Fair Intl in Birmingham (U.K.), 30th Edition of India Carpet Expo 2015 at Varanasi, India Trend Fair 2015 in Tokyo (Japan); DOMOTEX Intl Trade fair in Hannover, Décor Show 2016, DOMOTEX Asia China Floor in Shanghai (China) in 2016, 31st India Carpet Expo in New Delhi, BSMs in Montreal, Toronto (Canada) and BSM in Mexico in 2016. etc. I call upon all the fellow exporter members to be in touch with the Council Officers and take the opportunity to participate in all these important Export Promotion events, whole heartedly.
The 30th Edition of India Carpet Expo held at Varanasi from 11-14 October 2015 concluding on a very successful note. This year the Expo has a record number of member exporter participants i..e. 303 as against 283 in the previous year and was spread over to 12839 sqmt area. Also a huge number of 354 foreign buyers from around 46 countries had attended the Expo at Varanasi. The Fair was also attended by a large number of i.e. 276 buyers representatives from all over the country.
In the current issue we have published brief reports on CEPC's national & International events. We have also started Articles and current affairs on WTO and Foreign Trade Agreements with foreign countries, for updating our esteemed members on international front. As per our commitment to the Trade and World Body, we are shortly going to start a Child Labour Cell in CEPC Bhadohi Regional Office manning by 3-4 executives. Some of the major role for the personnel of the Child Labour Cell would be to Visit carpet weaving areas all over India, including those described as the new carpet belts, to hold awareness campaigns for loom-owners on existing and new laws specially emphasizing issues of bonded, forced and indentured child labour. The Child Labour Cell will also monitor nearby looms during their visits to check the reports received from the designated agencies as well as the de-registered looms in the areas they visit. They will also, in addition to the agencies, register any un-registered looms which they find.
I also call upon all the Members of CEPC & take pleasure in sharing the information about CEPC run carpet weaving training centres. At present CEPC is having 83 carpet weaving training centres and would like to start more with the active help of CEPC Members who are interested in running these centres. Salient features of the training programmes can be seen in this issue of Magazine at CEPC “CSR Activities for Skill Development on Hand-Knotted & Hand-Tufted Carpet Weaving” to train 5000 Artisans in Mirzapur-Bhadohi-Varanasi Carpet Producing Belt.
I would like to share with my carpet fraternity that with the help of the DC (Handicrafts), we have successfully organized two days Seminars & Workshops at Srinagar and Jaipur on promotion of Indian Handmade Carpets, invited Senior Officers from the various Governmental organizations, including Excise and Customs, DGFT, ECGC, DC (HC) etc. The information shared and disseminated by Speakers of above Deptts were of enormous use of the Member Exporters participants in particular and in general to the gatherings. The seminars at Agra, Panipat, New Delhi are to be arranged and organized in the coming months with the active help of the Assistant Directors of O/o the DC (Handicrafts). We are also going to start Four Months duration of Technical Training Programs to impart training on weaving of Handmade Carpets and Duries i.e. Three Centres each at Jaipur, Dausa in Rajasthan; three centres each at Panipat (Haryana) and Agra (U.P.) with the financial assistance from the office of the DC (Handicrafts), Ministry of Textiles, Govt of India.
The Development Commissioner (Handicrafts) has also approved Organizing of Domestic Exhibition-cum -Sale of Handmade Carpets at Rajiv Gandhi Handicraft Bhawan, Shilpi Haat in New Delhi, during 01-11-2015 to 15-11-2015. We have called for the applications and allotted the stalls to the interested member exhibitors wherein we are also displaying Hand Knotted Carpets and Hand Tufted Carpets weaved by the trainees of CEPC run Carpet Weaving Training Centres, especially from the villages in Jayapur, Varanasi Distt. As the warmer season approaches fast, preparations gain momentum for the next edition of DOMOTEX at Hannover, Germany. Almost all the stalls have been booked by the Members of the Council for the coming mega show. I hope Members plan well in advance so that they draw maximum mileage through various means made available by the Carpet Export Promotion Council.

FOREWARD
The world economy appears to be getting back on its feet as risks from advanced
economies has eased, with European Union reporting modest growth. Growth in
the developing world will remain solid, but slower, as developing countries grapple
with home-grown challenges brought on by capacity constraints in most of the
middle income countries. Global trade, after contracting for several months is
expanding once again. We expect to continue to register 20+ growth momentums
in exports, especially during cut throat competition being faced by the sector from
other developing competitors' economies.
The Indian handmade carpet sector is represented by the small scale and cottage
based sector, yet important from the point of low capital investment, high ratio of
value addition and potential export growth. The handmade carpet sector is highly labor intensive {as confirmed by
the recently announced EXIM Policy} and fragmented, spread all over the interiors of the country in various cities,
town, villages and clusters. The Indian handmade carpet sector is very vibrant and has considerable potential for
growth.
Despite with the emergence of multiple policy challenge due to intensification of global and domestic economic
problems, the Indian handmade carpet industry have given India a place of pride in the world markets with
magnificent share of world exports.
On the export front, handmade carpet exports during the last Fiscal Year 2014-15 have crossed 8441.96 Rupees
Crores, an increase of 21.57% over the same period in the previous Financial Year.
The Secretariat at CEPC is working day and night to bring in various cluster programs to benefit the industry as a whole
by imparting training to 5000 new entrants. Once trained, this will reduce the shortage of trained weavers and will
help the industry in additional production.
We at CEPC always welcome suggestions from our members for worldwide platforms for display of their products and
arrange necessary grants from the Ministries.

Indian Handmade Carpet Sector is very important segment of our economy as it is almost 100% Export Oriented, earning valuable foreign exchange to the tune of USD 1380.67 million during the fiscal year 2014-15. The encouraging participation of exhibitors and overwhelming response of visiting overseas buyers in the fair, from
all over the world has established the fact that ICE is one of the most successful events organized in the Asian
continent. The benefit of course will go first to the participating exhibitors as well as to the visiting overseas buys and
also as a whole to the cottage based Handmade Carpet Sector.

Skill Development is another important initiative of Ministry of Textiles and Carpet Export Promotion Council has
been tasked with Training Women artisans in Jayapur village and its surrounding areas.
This project of Ministry of Textiles is significant for the reason that apart from providing the trainer, the necessary
infrastructure, required raw-material, the trainee also is given a monthly stipend.

These trained artisans are also being linked to the major exporting firms so as to provide them the weaving assignments on job basis. This will help the Handmade Carpet Industry in making up for the shortage of skilled weavers, a major worrying factor for the industry.
The Carpet Export Promotion Council has also been assigned to provide carpet weaving looms and work-sheds to these trained artisans of Jayapur Village with a sole aim of making them self sufficient and entrepreneurs in days ahead. The initiative of Ministry
of Textiles fully justifies the slogan of our Hon'ble Prime Minister “Sab Ka Sath Sab ka Vikas” which is also the mantra of the Indian Handmade Carpet Industry.

Appeal from Chairman - CEPC on “Not to Use Child Labour” anywhere
As you are aware that this Council has also formulated a Code of Conduct, which require its member exporters to ensure that his / her carpets are woven only on the looms registered by this Council having no Child Labour as prohibited by the Child Labour Prohibition & Regulation Act, 1986. Further the Code of Conduct requires that it will also be your responsibility to ensure that no order for manufacturing carpets / durries is given to nor raw material issued for weaving of carpets/durries on the loom which has not been registered or has been subsequently de-registered. The members have also filed necessary affidavit in this regard that they will abide by the “Code of Conduct” of this Council.
We would advise you not to get your carpets / durries woven on these looms as it will be violation of the Code of Conduct of which all Members are signatories.
In case any Member is reported to be getting his / her carpet / durries woven on such looms or on the looms which has not been registered, action will be taken against him / her in accordance with the provisions of Code of Conduct of the Council.
We would request our members to co-operate in strengthening the self regulatory measures initiated by this Council for elimination of Child Labour from the Carpet Industry.
As per our commitment to the Trade and World Body, we are shortly going to start a Child Labour Cell in CEPC Bhadohi Regional Office manning by 3-4 executives. Some of the major role for the personnel of the Child Labour Cell would be to Visit carpet weaving areas all over India, including those described as the new carpet belts, to hold awareness campaigns for loom-owners on existing and new laws specially emphasizing issues of bonded, forced and indentured child labour. The Child Labour Cell will also monitor nearby looms during their visits to check the reports received from the designated agencies as well as the de-registered looms in the areas they visit. They will also, in addition to the agencies, register any un-registered looms which they find.

The Organizers have allotted 10 booths of 12 sq.m.
each to CEPC in Grill Room which was an isolated
place and not connected with the main Exhibition
Halls. On the 1st day none of the visitors moved CEPC's
pavilion, which was reported to Ms. Sian Gutstadt,
Director and Ms. Angela Chatfield, General Manager of
Thebe Reed Exhibitions (Organizers of the Fair) during
their visit to CEPC's Pavilion and asked them why CEPC
was not allotted space in the main Exhibition Halls
despite the fact that CEPC booked the space well in
advance. They informed that at the time of booking of
space by CEPC there was no space available in the
main Halls though CEPC made booking of space well in
advance. However, after great persuasion and
requests the organizers have placed some signage
outside the Grill Room as well as at the Entrance of Hall
No.3, which resulted that on the second day more
visitors visited CEPC's pavilion in Grill Room, which
does not includes Carpet & Floor Coverings buyer.
On the third Day of the Fair i.e. on 8th August 2015
again we met the Director of the Organizers and
informed that none of the Carpets & Rugs buyers (as
per the list provided by the Organizers) visited CEPC's
pavilion. On our persistent requests the Organizers
have again provided a list of the buyers and their
Telephone Nos. who were contacted by the
participants but none of them were visited.
On 6th August 2015, the first day of the Fair, Her

Commissioner, High Commission of India,
accompanied by Mr. Randhir Jaiswal, Consul General
and Mr. Naresh Kumar, Consul of Head of Chancery
visited CEPC's Pavilion and interacted with CEPC's
Exhibitors. Mr. P.D. Chatterjee, Assistant Director of
the Council was deputed to South Africa to help the
participants in Decorex 2015. He introduced the
exhibitors to the High Commissioner and facilitated her
visit to the stalls. The Indian Exhibitors were displayed
wide variety of Handmade Woollen Carpets, Durries,
Bath Mats, Handloom carpets etc which was well
appreciated by the High Commissioner. Publicity
materials and profile of the Indian participants were
provided to the High Commissioner for her information.
The High Commissioner of India desired that in the next
Fair there should be India Pavilion in the main
Exhibition Hall where CEPC & EPCH should be allotted
space by the Organizers for proper branding of Indian
products and to create India's identity. The publicity
materials were distributed amongst the visitors during
the fair and briefed them about forthcoming India

visitors visited the fair. The extensive trade marketing
campaign supported by South African Tourism,
consisted of partner website advertising. The buyers
were mainly from interior decorators, designers and
architects, to specifiers, hospitality buyers, retail
buyers and property developers from South Africa,
United Arab Emirates, Botswana, India, Switzerland,
Mauritius, China, United States, Australia, New
Zealand, Netherlands, France, Ghana, Namibia,
Kenya, Nigeria and Switzerland.
Themed the 'Home of Great Ideas', Decorex Joburg
brought a decor-hungry public more inspired ideas
than ever before. In addition to the comprehensive
showcase of the latest products and services from the
décor and design fraternities, the exhibition also laid
on a number of unique platforms to give visitors a taste
of the very latest décor, design and lifestyle trends...
Dedicated to all things interior, from lighting and
furnishings to wall décor and accessories, the newly
revamped Home Décor Hall was where visitors got to
see the classic-contemporary and impeccably
proportioned interiors that have made Patron of
Decorex, Stephen Falcke, world famous. It was also
here that Slate Interiors' Kirsten Di Clemente, who was
awarded this year's coveted Designer Spotlight feature,
got to show off her decorating stripes. Sponsored by
renowned textile and wallpaper house, Home Fabrics,
Di Clemente's stand comprised a sophisticated living-
room scene – complete with elegant fireplace – in a
smart palette of black, camel and soft pink, a triumph
in modern layering and textures that had visitors visibly
wowed.
A major crowd-puller, too, was the unveiling of the very
latest colour trends for 2016, courtesy of the show's co-
headline sponsor Plascon, which revealed – for the
first time – its much anticipated colour forecast for next
year in the vibrant Plascon Spaces installation. Firmly
rooted in the 21st century, with its pervasive sense of
adventure, and underpinned by an innate yearning for
social interaction, the Plascon 2016 Colour Forecast
was complemented by a display of the very latest paint
techniques–everything from gradated finishes,
weightless ombrés and powdery effects to floor-to-
ceiling all-over colour and carefully balanced light and
dark tones.
After its successful introduction last year, the Art
Gallery in the Ballroom was back, with its vast
collection of fine art and photography. Featuring the
pre-launch of the Nelson Mandela Opus.

The Home Furnishing Expo was organized by China Guangdong Home Textiles Association at China Shenzhen Exhibition & Convention Center and sponsored by China Hometextile Association Fabric & Shenzhen Bo Ao Exhibition Co.Ltd. The Home Furnishing Expo Shenzhen is the professional exhibition for Curtain Fabric and Home Furnishing Item. This exhibition has been held since 18 years (begin in 1997). The Exhibition was held in 80,000 sq.m. exhibition area covering 7 Halls and over 1000 exhibitors from China, Germany, Italy, Turkey, Korea & India showcased various range of products in this fair.
More than 30,000 professional buyers from China, Korea, Russia, UAE & Dubai visited the exhibition. Shenzhen Home Furnishing Expo is No.1 exhibition in China's Home Furnishing and has become the ideal platform for fellows and designers in home textile industry to share their experience and to promote industry growth. Council was allotted 180 sq.m. ( 15 booths of 12 sq.m. ) in Hall No.1 for 15 participants. The fair was inaugurated by Mr. Huang Jinquan, President of China Guangdong Home Textile Association. The Organizers offered one complimentary booth to CEPC
Brief about Home Furnishing Expowhere CEPC displayed posters and banners and distributed brochures to the visitors during the Fair. Home Furnishing Expo is also known as Shenzhen Hometex 2015. China Guangdong Hometextile Association (CGHTA) organized the Home Furnishing Expo from 07 August 2015 to 09 August 2015 at Shenzhen Convention & Exhibition Center (SZCEC), Futian District, Shenzhen, China.
Home Furnishing Expo 2015 showcased the Home Decor Items such as curtains, bedding, towels, tablecloths, hotel textiles, fabrics, bedding fabrics, furniture fabrics, curtains, sofa, bedding accessories, accessories, fabric sofa, soft bed, carpet, wallpaper wall covering, home accessories, ornaments, textile fabric design, textile production machinery, tools, computer design systems, textile books, magazines, textile intermediary services.
In the previous Home Furnishing Expo 2015 held in 07-09 March, over 1,000 exhibitors participates in it and approx. 80,000 professional buyers visited from home country and abroad.

Early at 1997, China Guangdong Hometextile Association (CGHTA) was founded in Guangdong Province, the cradle of
China's modern home textile industry.
CGHTA is the first non-governmental organization of home textiles in China composed of home textile enterprises.
After more than 10 years' development, almost 300 home textiles enterprises have become our members, whose
product line includes curtain, upholstery fabrics, bedding stuff, tracery accessories, house decoration, interior
design, and trade media, etc.
Nowadays, CGHTA has carried weight in the Chinese home textiles industry and maintained good working
relationship with home textiles associations home and abroad.
Ever since the foundation of Guangdong Hometextile Association (GHA), all member units were working strikingly
under its leadership on planning a national textile and fabric exhibition.
In August 1997, the first National Textile and Fabric Exhibition was grandly held in Foshan City, Guangdong Province
by GHA and its members, opening a new era of the textile and fabric exhibition history for the whole country. The first
exhibition united trading, communication, information release, property protection and instructive consumption,
which turned it into a big success. The first trial resonated immediately around the line and public, arousing great
public attention from then on.

In 2004, the exhibition moved from Foshan to Guangzhou and renamed as “Hometextile China(CantonTex)”. Its function and scale were both greatly promoted. In 2007, the exhibition moved to Shenzhen, renaming “Interhometex Shenzhen Hometex”. The land scale was extended from about 30,000 square meters in Guangzhou to over 90,000 square meters in Shenzhen, while business scale from original home textile and fabric to other home decoration fields, making the exhibition functions more comprehensively. The exhibition in 2012 is confirmed as “Home Furnishing Expo- Shenzhen Hometex”. It will be the most influential exhibition in line that “incubates textile brands and leads fashion consumption”, witnessing the history of development of textile industry.

Brief about the FairThe 27th Autumn Fair International is organized by i2i
Events Group, London, UK from 6-9 September 2015 at
NEC, Birmingham, UK. This is the largest retail trade
exhibition in UK and one of the largest in Europe. The
Exhibition is covering 13 key product areas in the Home
and Gift Industry including Carpets & Floor coverings.
The Exhibition was held in 5 major halls of the NEC,
Halls 1,2,3,4 & 5 around the main Piazza in the total
gross area of 85,000 sq.m. There were 1,450
Exhibitors showcased their products in this Exhibition.
28000 trade visitors from 76 countries such as USA,
UK, France, Holland, Japan etc. visited the Exhibition. In
addition 76 of the top 100 retailers from UK visited the
Exhibition. There were 20 Indian companies selling
floor coverings as their principle or combined range of
products, all dispersed in home interiors section and
volume gift and home hall at the show excluding CEPC's
participants. Mr. P.K. Arora, Accountant of this Council
was deputed to coordinate Council's participation in the
above Exhibition . The fair was officially inaugurated by
Mr. Mark Shashoua, Louise Young, Naomi Barton
Mr. Kuldeep Raj Wattal, Chairman of this Council
facilitated the visit of Shri R.B.S. Mani, Dy. Secretary
(IFW), Ministry of Textiles, Govt of India in the Exhibition.

The participants were of the opinion that the Organizers should give wide publicity for the future Exhibition and invite more Carpet Buyers for next Exhibition so that more Japanese buyers of Handmade Carpets visit the Show since this is not a specialized Fair for Carpets & Floor Coverings. The visit of the Officials from Embassy of India, Tokyo, Japan encouraged the CEPC's participants in the INDIA TREND FAIR 2015. The participants felt that the INDIA TREND FAIR 2015 provided an opportunity for promoting their exports in Japan.
INDIA TREND FAIR 2015 was the 1st Fair organized by JIIPA. Council's participation in the above Show, along with 10 Member-Exporters provided an opportunity for the Buyers & Suppliers to come together for 3 days to network with their Suppliers, Indian Exporters and other floor covering professionals to discuss current Industry issue and get business done.
The CEPC's Participants have not received any Orders on the spot, but they have received some enquiries from the visiting Buyers and negotiated some business. The participants felt that the INDIA TREND FAIR 2015 provided an opportunity for promoting their exports in Japan.

1.2 A luncheon meeting was held with Dr. Giacomo Oliva, Vice President for Academic Affairs, FIT, New York. During the meeting the Dean of International Education, three Departmental Chairs and the Registrar were present. The meeting started with Dr. Giarcomo Oliva, Vice president of Academic affairs at FIT welcoming the Indian delegation and dwelling briefly on the long standing ties between FIT & NIFT. Therefore, Dr. S.K. Panda, Secretary, Ministry of Textiles, Govt of India, made a Power Point Presentation on “Evolution of Fashion in India through interplay of Tradition and Modernity” as well as on the growth of NIFT over last three decades from modest beginnings in 1986 to its present position, as the premier fashion institute of India with professionally managed 15 campuses across the length and breadth of the country. The focus of the presentation was on the Indian Fashion tradition, which has emerged out of culture and folklore of India and how NIFT has emerged as a leader in fashion education integrating the tradition with modern creative thinking. During the meeting, it was noted that the collaboration which began in 1997 focused on faculty training and curriculum up gradation. From 2011, under the revised MoU, the focus has been on student exchange with a dual degree for the NIFT Under gradating Programme. Under the MoU, to be signed in August 2016, the Vice President for Academic Affairs was requested that efforts be made to include faculty training and curriculum upgradation once again under the revised MoU. After discussions, it was decided that FIT and NIFT will work on draft of a MoU for a wider academic collaboration which would inter-alia, include:
(a) Extension of existing Dual Degree Programme (b) Extension of Dual Degree to Masters in Fashion Management and Masters Level Design Progarmmes (c) Broader academic collaboration including Student Exchange (of flexible durations), Faculty Exchanges, Support on Syllabus / Curriculum restructuring, Appropriate Technology Transfer etc. (d) Customized Textile and Craft cluster Study tour in India for FIT students
1.3 Tour of FIT Campus: Accompanied by Ms. Susanne Goetz, Prof of Textile Surface Design and Mr. Rajasekhar Vangapaty, Registrar, the delegation toured the campus of FIT and saw the facilities relating to Textile Development and Marketing, textile samples design and fashion design labs. During the tour, it was noted that apart from being equipped with the latest machinery, the labs provided free access to students to use the machinery as well as the material required for their work. In this context, it was felt to explore possibility of collaboration between NIFT and Textiles Committee for usage of labs.
1.4 Interaction with NIFT students at FIT: The visit to FIT culminated in the interaction with nine (out of total ten) students of NIFT doing the dual degree programme at FIT presently. The students mentioned that the existing facilities in FIT are highly conducive for the students to do creative work in areas of their interest. They mentioned that the labs were open till 2 am and that IFT “Black Board” platform provided for a sound communication system with the students who can check the academic requirements on the website and also submit their assignments on-line. In this context, the students suggested that NIFT faculty who visit FIT, in order to appreciate the possibilities of adopting the similar practices which merit emulation by NIFT.
1.5 The visit to FIT was found to be useful. DG, NIFT was requested to take steps for consolidating and taking the existing level of engagement between NIFT and FIT for benefit of the institutions and students.

2.0 Meetings with BMT Commodity Corporation and Oriental Rug Importers Association (ORIA) on 22nd October 2015:
2.1 Meeting with BMT Commodity Corporation: BMT Commodity Corporation located in New York which was founded in 1922 is a diversified international merchant with present emphasis on importing crude, semi- manufactured, fully manufactured raw materials for industry in USA. This Corporation used to be among the largest importers and distributors of jute products in North America. The primary imports of jute goods included hessian, cloth, hessian bags, specialty products, jute yarn and jute Carpet Backing Cloth. During the interaction with Mr. John, the present COO of the Corporation and Mr. William D Yaffa, who is head of jute trading operations, it was noted that the present trade of the Company is confined to cloth and bags for erosion control and for nursery. He mentioned that the imports have reduced because of replacement of hessian by synthetics. He further mentioned that owing to the cost advantage of synthetics and the direct import of jute products by the retailers, the number of jute importers in the country have reduced from 125 to 4, at present. In the context of the number of importers reducing to 4, the group noted that the impact of e-commerce and direct access to retailers has become very important. The National Jute Board and Indian Jute Mills Association should focus on targeting retailers directly under the Export Market Development Assistance Programme while conducting road shows, Buyers- Seller Meets, etc.

2.2 Visit of ABC Carpet Showroom: ABC Carpet and Home is a major carpet importer in the US, with a massive presence in the US market in terms of inventory and sales volume. The delegation visited the ABC Showroom in Broadway and interacted with the Managing Director of ABC Carpet and Home, Mr. Talal Zubair, who informed that this Company has several manufacturing / sourcing units located in India and other places for sourcing carpets from across the world. It was noted that there is considerable scope for increasing the carpet exports to USA. The Chairman, CEPC explored the prospects of increasing the volume of carpet exports to USA with Mr. Zubair.
2.3 Meeting with Mr. Reza Momeni, President, Oriental Rug Importers Association (ORIA), New Jersey: During the luncheon meeting with ORIA, Members of the Oriental Rug Importers Association highlighted two issues, viz., the strategy for carrying forward “Rugs of India” brand and resolution of issues by ORIA and CEPC through collaborative efforts. A presentation on the proposed Ad Campaign was made by Mr. Stu Herman. Thereafter the issue relating to generalized System of Preferences (GSP) wherein it was noted that the hand-tufted carpets have not been included in the cleared list by USA under GSP, which issue has to be taken up with the American Government by the ORIA in association with CEPC. Secretary (Textiles) mentioned that while the matter will be pursued through the Indian Embassy, the ORIA and CEOPC may also take up appropriate legal counsel recourse on the issue.

3.0 Meeting with Mr. Joseph Hakimian, Proprietor, FJ Hakimian Inc., New York and meeting with Mr. Davir Kuan of Jute, USA LLC on 23rd October 2015:
3.1 Meeting with Joe Hakimian: FJ Hakimian Inc. is a gallery focusing on handmade carpets and non-woven textiles and plant-fibre mats. This Company is exploring scope to market products made with exotic fibres. The discussion was held on sourcing of natural fibre mats from India. Mr. Joe Hakimian was interested in interacting with textile experts in India, who have a fair knowledge and expertise in working with natural fibres, jute and banana fibre, coir etc. A list of firms who supply natural fibres (as in available with NJB) was handed over to Mr. Joe Hakimain. Mr. Hakimian stated that he shall mail the pictures of samples of woven carpets to the MOT and the National Jute Board for pursuing the matter. Mr. Hakimain was informed of the MoU with National Institute of Design (NID) and was also advised to mail the details to NJB who could then place the requirements on the web site / blog for sourcing such expertise / products.

3.2 Meeting with Mr. David Knigt of Go-Jute: Go-Jute USA is a subsidiary of Go Jute International based in
England and it currently dealing with import of jute products from Kolkata. Mr. David Knight, Managing
Agent mentioned that the scope for sale of jute diversified products is likely to increase in the USA as
some of the States such as California and Connecticut have banned the use of plastics and some other
States are likely to follow suit. As a result, the use of bio-degradable shopping bags is likely to increase
substantially after an year or two, as the implementation will take effect after two years. Go-Jute is a
major importer of Diversified Jute Bags. At present Go-Jute is paying money in advance and is importing
four containers of diversified jute products in a month. When asked of the suggestions for improving
export of jute diversified products to USA, he mentioned that the existing quality is very good. However,
there are problems relating to assured delivery in quality and time. He also mentioned that customs duty
issues are required to be resolved as, at present, there are some fluctuations based on the type of
product. For instance the import Duty on Jute Bags is 7.2% and Jute Rugs is 3.3%. for coir rugs it is 0%.
These issues are required to be taken up with the American Government through the Embassy.

4.0 Meeting with Empire state Development on 23rd October 2015: The delegation, accompanied by Ms. Pervin Press of the Indian Consulate, then met Ms. Claire McLeveighn, Vice President, Trade and Investment, Global New York and Mr. Lennox W. Ruiz, Director, International Division of the New York State Government. Empire State Development is the New York's Chief Economic Development Agency which is promoting investment, new entrepreneurs and start-ups through interventions such as tax benefits, foreign trade shows and export assistance for business. Secretary, Textiles referred to the emphasis laid by Hon'ble Prime Minster on promoting “Start up” entrepreneurs in India and about various possibilities of working together with the Indian Textile Industry for setting up of ware-housing and importing goods for manufacture of export oriented goods in areas relating to jute geotextiles, carpets and garmenting. It was noted that ESD's initiative of “STARTUPNY” Progarmme allow for no taxes for 10 years for qualifying businesses. In addition, such businesses are allowed to partner world class Universities to take advantage of expertise of the faculties and the energies of the students. It was noted that this model enables start-ups to benefit from then hand-holding with academic and research institutions.
5.0 The tour of the delegation concluded with the final meeting held with the ESD on 23rd October 2015. In the evening, a dinner was hosted by the Consulate General of India, New York for the Indian delegation.

The tax department has said that Goods and Services Tax (GST) can be implemented anytime in 2016, once the Bill is passed. Speaking at the 3rd CII Global Tax Summit organized in Delhi, Mr. V.K. Krishan, Member Service Tax, CBEC, Ministry of Finance clarified that missing the 1st April, 2016 deadline does not mean going to 1st April 2017. GST can be implemented anytime during the year, once the Bill is passed.
Assuring that the revenue neutral rate would not exceed 20 per cent, Krishnan said a committee is already working on the Goods and Services Tax (GST) rate structure and is expected to submit its report very shortly.
In addition, the empowered committee is working with think-tank NIPFP on the revenue neutral rate based on a fresh set of data, he said.
GST, once rolled out, will subsume various levies like excise, service tax, sales tax, octroi, etc, and ensure a single indirect tax regime for the entire country. Mr. Krishnan reiterated that drafting of the GST law has already been done and it will be forwarded to the empowered committee for its inputs.
Then, it will be put up for public comments. In addition, the draft Place of Supply rules will be made public for feedback.
Although the government had planned to roll out GST, which is touted as the most comprehensive indirect tax reform since Independence, from April 1, 2016, it looks difficult as the Constitution Amendment Bill is stuck in the Rajya Sabha.
"Industry needs to identify challenges in the transitional provisions to the new GST legislation as well as suggest solutions to the problems," he said.
He also spoke of the need to create a state-level GST secretariat in which senior officials from the Centre and states should come together for interactions in institutionalized arrangements.

SEMINARS / WORKSHOPS TO BE UNDERTAKEN BY CEPC
The Indian carpet industry is very vibrant and has considerable potential for growth, especially in the area of carpet exports. The industry is growing with its utmost glory from the states of Uttar Pradesh, Rajasthan, Kashmir, Madhya Pradesh, Haryana, Uttarakhand, Andhra Pradesh and Himachal Pradesh. However, outdated technology, labour law issues, lack of knowledge and design innovation and infrastructural facilities in some of the rural areas in these states are major barriers that have been making this industry less competent as compared to other carpet supplying countries. In order to salvage this situation, the Office of
the DC(Handicrafts), Government of India decided to conduct Seminars / Workshop programs under the Research and Development Scheme.
The Carpet Export Promotion Council (CEPC) was sanctioned a total seven Seminars / Workshops to be undertaken at six different locations across five States. Prior to the start of the Seminars / Workshop programs in these states. Out of the allotted Seminars, one in Srinagar has been taken up in June 2015 and 2nd one was held at Jaipur in October 2015. Seminar at Panipat, Agra, Varanasi and at New Delhi will be held in the coming months.

Industry is placed themselves in the Map of Indian Handmade Carpet Industry by producing unique types of carpets and other floor coverings which is a great demand in the world market and suggested that it should go further in this path. He also mentioned that the Rajasthan Carpet Industry at present facing problems on account of shortage of weaver and informed that with the vigorous efforts by the Council, the Ministry of Textiles, Government of India has sanctioned Carpet Weaving Training Centres in Jaipur, Dausa etc. and CEPC in association with RCMEA will open these training centres for produce new weavers of handmade carpets in Rajasthan.

In tune with the Government of India initiative on ease of doing business and Prime Minister's digital India programme, the Customs department has taken up many new steps for facilitation of imports and exports as a Regulator and Facilitator.2. The Customs Department already makes available facilities for one E-filing of export documents through the ICE GATE portal and als9o from service centres functioning at the concerned ports.3. The system provides for disbursement of drawback online as per drawback rates displayed on site.4. Similarly the exporters may indicate their preference for availing benefits of exports promotion schemes. Presently, exporters of carpets can avail reward rates prescribed to the particular ITC (HS) codes of the carpets under MEIS Scheme.5. Status holders have been permitted custom clearances for import and export on self- declaration basis.6. In line with the objectives to facilitate trade and improve ease of doing business many major measures have been taken by CBEC during last one year viz; i. 24X7 Customs Clearance. ii. 7. Apart from the above Grievance redressal and trade facilitation mechanism in Customs has been set-up which deal with the following I. For addressing grievances relating to the complaints against corrupt practices by officers, delay in decision making against merits of the decision taken by the officers of the customs department have a vigilance organization headed by DG (Vigilance). ii. Each customs office has got Public Relation Officers for providing information on technical or administrative matters. iii. The trade can meet senior officers on matters on delay in customs clearance. iv. A Public Grievance Committee also exists in each Commissionarate and this Committee is

holding regular meetings with the trade at Custom Head Quarter at Jaipur. Similarly, permanent Trade Facilitation Committee having representatives of trade, stake holders like custodians, airlines etc. is held at regular intervals to address the problems faced by the importers and exporters. v. The trade can also avail online filing of Grievance through the CPGRAM PORTAL which ensures time bound reply by the senior officers. The department has also got post of Ombudsmen at major places with defined jurisdiction to address the problems faced by the importers & exporters. On the query of members, Mr. Yadav informed that his office is available for any clarification and ready to redress the problems faced by the exporters or importers in this regard.

Turkey etc. Therefore, there is a need for new innovations in the Indian Carpet Industry with minimum cost component.

He also suggested the members that as and when the same is received by them, they should give their inputs in the matter.

But at the present the most crucial challenges for the CEPC in terms of promoting the handmade carpet sector which had made substantial progress in exports. Therefore it demands that the Government should consider restoration of “Interest Subvention” scheme which was started by the Government for the handicraft carpet sector was helpful and exporters were getting competitive but suddenly it was withdrawn last year without any consultation with CEPC and any valid reason. Interest subvention scheme of 3% for employment oriented export sector was discontinued from 31st March 2014. Again, in the new foreign trade policy 2015-20, announced on 1st April 2016, it is stated that this scheme would be restored from 1st April 2015 and to be notified later, however, till now no such notification has reportedly been issued. Since the exports are declining continuously, this scheme should be started and restored immediately with retrospective effect from 1st April 2015 to boost the exports as the high interest rates are making our exports uncompetitive in the global market.
The Hon'ble Member of Parliament Shri Virender Singh has requested to consider the request of CEPC and issue the necessary notification for restoration of 3% Interest Subvention with immediate effect. FTA Section
India is likely to sign the comprehensive Free Trade
Agreement (FTA) with and soon following Australia Chile
a renewed push to the pacts.
"We are very close to signing with Chile. We are also FTA
having next level discussion with Australia for FTA
agreement and we hope to conclude soon," Department
of Commerce Joint Secretary Mr. Dammu Ravi told
reporters.
He was speaking on the sidelines of industry
consultation meeting on Regional Comprehensive
Economic Partnership (RCEP) Negotiations organized
by CII here. He interacted with industry members to
better understand the Indian industry's concerns.
Mr. Ravi also said that the Centre hopes to sort out
problems in Broad-based Trade and Investment
Agreement (BTIA) with European Union (EU) and FTA
with the European Free Trade Association (EFTA).
FTA allows duty-free or low-duty trade in merchandise
between the signatories.
Mr. Ravi said that the Euro crisis, Yuan devaluation and
slowdown in global economy may hit India's exports and
government is taking measures to boost exports.

According to Mr. Ravi, the next round
negotiations on RCEP agreement is
scheduled to be held at Busan in
South Korea in October this year. The

advanced stage as members are now
finalizing the tariff modalities.
Mr. Ravi emphasized that around the
world tariffs have come down and hence tariffs are not a
major issue these days and said non-tariff barrier is
emerging as a major roadblock and this needs to be
tackled through these trade agreements.
"RCEP will help India further the aims and objectives of
its own "Look-East Policy. If RCEP materializes, it is
supposed to be one of the most vital free-trade blocs in
the world," Member of the Group Executive Board,
Mahindra & Mahindra Mr. Anish Shah said.
"The combined geo-political resources would put the
grouping into a totally different league, making it the
most important economic grouping of the world," he
added.
RCEP negotiations involves 10 members ASEAN
regional block and its six FTA partners that includes
India, China, Japan, South Korea, Australia and New
Zealand.
RCEP negotiations have become extremely important
for Indian industry because of the presence India's
major trade and investment partners such as China,
Japan and South Korea in it.

In the last few months, the growth of textile and apparel exports from India had slowed down on account of various
internal and external factors. Realizing the turmoil that Indian exporters were facing in global markets, Shri Santosh
Kumar Gangwar, Union Minister of State for Textiles (I/C) had recommended a number of corrective actions to the
Ministry of Commerce and Industry in consultation with industry stakeholders. One of the major recommendations
was related to the enhancement of market coverage under Merchandise Exports from India Scheme (MEIS). The
Textiles Minister would like to express gratitude to Smt. Nirmala Sitharaman, Minister for Commerce and Industry, for
taking due note of the recommendations and amending MEIS as requested. The Export Promotion Councils and other
trade bodies have also appreciated this timely action, which will lead to improvement of textile and apparel exports
from India.
A Public Notice dated Oct 29, 2015 has been published by Director General of Foreign Trade (DGFT) regarding
extension in duty incentives under the Merchandise Exports from India Scheme (MEIS). The duty benefit amendments
as part of the allocation have been increased from Rs 18,000 crore to Rs 21,000 crore for MEIS. Textile and apparel
sector has emerged as one of the major beneficiaries of the latest amendments in MEIS.
Launched in April 2015, the MEIS provided duty reward to eligible textile and apparel categories to an extent of 2% of
FOB value in countries falling under Group A (Traditional markets - USA, EU-28 and Canada) and a single country in
Group B (Emerging markets) viz. Japan. Later in July 2015, the scheme was amended wherein countries of Norway,
Switzerland, Iceland and Liechtenstein were shifted from Group C (other markets) to Group A and 2% duty benefit was
provided for fabric exports to Bangladesh and Sri Lanka.
Despite these additions, many important markets for handicrafts / carpets, yarn, fabrics, made-ups and garments
like Latin American countries, Russia and CIS countries, Turkey, etc. remained uncovered for duty reward. Indian
textile and apparel exporters had been demanding more comprehensive market coverage to set off the disadvantage
that they faced due to factors such as lack of FTAs with EU and USA, and higher interest and power rates than
competing countries. The recent amendment in MEIS has addressed these concerns of industry, thereby improving
industry sentiments.
In the recent amendment, the country coverage for all eligible textile and apparel categories has been extensively
extended. Eligible categories under HS Code Chapters 50 to 63 are now eligible for duty reward of 2% to all countries
of Group B, Group C and Group A countries. This means that the duty reward is now available to textile exporters in any
country globally. For eligible apparel and made-ups categories under HS Code Chapters 61 to 63, the duty reward has
been extended to all Group B countries in addition to Group A countries. Group B comprises of 140 countries covering
important emerging apparel and made-up markets like South Africa, Russia, China and Hong Kong, East and West
African countries, etc. Incentives in these additional markets would prove extremely beneficial to exporters.

Prime Minister, Shri Narendra Modi on his visit to Jammu and Kashmir announced a development package of Rs 80,000 crores for the state.
The Prime Minister said his government worked for 'Sabka Saath, Sabka Vikas,' and therefore it is essential for development to reach all parts of the country.
"The biggest task at hand here is to find work for the youth of Kashmir and Ladakh ... our youth should get the cheapest and the best education, and of global standards," he said, promising to create jobs for Kashmiri youth by improving education and promoting industries, including tourism and cashmere wool.
Jammu and Kashmir should return once again to the days when people from all parts of India saved money to visit the state. Besides tourism, attention was being given to sectors such as Pashmina, and Saffron, said Mr. Modi.
In his address at the Sher-e-Kashmir stadium in Srinagar, he recalled former Prime Minister Shri Atal Bihari Vajpayee's message of “Kashmiriyat, Jamhooriyat, Insaniyat”..Citing that the atmosphere of gloom that pervaded India till recently has lifted over the last 17 months Mr. Modi said India is now considered the fastest growing major economy in the world.
The Chief Minister of Jammu and Kashmir, Mufti Mohammed Sayeed, Union Minister, Nitin Gadkari, and Union MoS Mr. Jitendra Singh were also present on the occasion.

The new format of online application form for issue/modification in IEC has been notified vide Public Notice No. 76 dated 27.11.2014. Subsequently online application for IEC was operationalised w.e.f. 01.02.2015 vide Public Notice. No.83 dated 30.01.2015.
2. Now, in exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy (2009-2014), the Director General of Foreign Trade hereby notifies operationalisation of modification in e-IEC's as well as the IEC's issued in physical format from the 21st of September, 2015.
3. Applicants seeking modification in their IEC's may log on to dgft.nic.in and click on Importer Exporter Code (IEC) under Quick Links and select “Modify your IEC” to amend their e-IEC's and IEC's in physical format. Henceforth all modifications in e-IEC's/ IEC's would be done online only.
4. The fees for modifications in e-IEC's/IECs is Rs.200/- and fees can be paid online through net banking or through credit/debit cards.
5. Effect of this Public Notice: Modifications in Electronic IECs as well as physical IECs will now be carried out online. Applicants can seek modifications in their e- IEC's/ IEC's by paying a fee of Rs.200/- online from the 21st of September, 2015.

(a) For the goods exported or services rendered upto the date of notification of current Foreign Trade Policy, which were otherwise eligible for issuance of scrip under erstwhile Chapter 3 of the earlier Foreign Trade Policy (ies) and scrip is applied on or after the date of notification of current Foreign Trade Policy against such export of goods or services rendered, the application shall be made to jurisdictional RA in the form with documents as prescribed in the Hand Book of Procedures, v1 2009-2014. (b) Deleted. (c) Applicants shall continue to file applications in respect of FPS/ MLFPS/FMS/VKGUY/SFIS/SHIS/IEIS and Agri Infrastructure Incentive Scheme Scrip in the application form and manner prescribed in the corresponding Hand Book of Procedures.
Effect of this Public Notice :
Facility has been provided for exporters to continue to file applications for benefits under Chapter 3 schemes of the earlier Foreign Trade Policy (ies), as per procedures prescribed in the corresponding HBPs.

Subject: Export of Carpets – reg. This Directorate has observed a case where some exporters in connivance with one Customs House Agent were
cheating the Government by mis-declaring the goods are “Hand knotted / Tufted Carpets / Floor Covering” and
exporting them at highly inflated prices and were availing huge amounts of drawback in excess of their entitlement.
2. During the investigations, some systemic loopholes have come to notice of D.G. (Vigilance). In order to curb these loopholes, the field formations are directed to take following measures to be followed scrupulously –
(I) A suitable Public Notice may be issued immediately advising all carpet exporters to the effect that in a carpet consignment, all the bales should be serially-numbered. All the carpets in a particular bale should also be serially numbered. Systems should select the carpet number and the bale number for examination and drawl of sample.(ii) When the export consignment is given LEO provisionally and sample is drawn for market inquiry, the export benefits from the DGFT or Customs should not be sanctioned till the market inquiry report is approved in writing by an officer of the rank of Joint Commissioner/Addl. Commissioner of Customs or above.
