COMMUNITY CONSULTATION: (commenced at 5.04pm)

Mr Mercurius Goldstein addressed Council on behalf of community members regarding the establishment of a New England Rail Trail, and presented a letter to Council that has been endorsed by many organisations, community groups, clubs, hotels and major landholders within the community. The letter requests Council to include the development of a Rail Trail network within the regional plan, to boost tourism, economic development and improve recreation facilities and quality of life for residents, ratepayers and visitors to our district; work with neighbouring Councils in Guyra, Tenterfield and Armidale-Dumaresq to develop a joint proposal for the consideration of the State Rail Authority and NSW Parliament; seek the support of the State representative, Mr Adam Marshall, in promulgation of the Rail Trail concept; and to prepare an economic and environmental impact statement to ascertain the ways in which a Rail Trail will diversify our local economy and provide greater options and amenities for ratepayers, residents and visitors. Mr Goldstein further outlined some of the benefits of the proposal and stated that acceptance from within the community would be important for the success of this project.

Mr Carl Cree addressed Council regarding the Public Art Policy; specifically regarding the Public Art projects in relation to the CBD revitalisation.

Mr Cree raised his concerns regarding the figures published on Council’s website regarding the Public Art component of the CBD project, stating that these amounts did not reflect the amount that had been verbally advised to him. Mr Cree stated that this may lead community members to draw negative conclusions if the public art works do not match the published figures, and requested Council to update the website figures.

Mr Cree acknowledged the high percentage of artists living in the Glen Innes Local Government Area and mentioned that other Councils have Local Artist Registers.

Mr Cree commended Vanessa Menzie, Graham Price and all involved in the announcement for Expressions of Interest from local artists in the July 18 ‘Grey St Beat’ and the initiation of an across-Council Public Art Reference Group and asked if some ‘Art savvy’ people will be included on this Reference Group, if the members of the group will be made public, and if the members will be subject to the same personal interest rules as the Councillors.

Mr Cree suggested that a specific CBD Public Art brief be drafted and publicly advertised for Expressions of Interest, and local artists be encouraged to register with Council and submit CV’s and their Public Art ideas and concepts. Mr Cree advised that he is happy to promote any such brief and stated that this is a big opportunity for Glen Innes.

Ms Jane Creagan commended Council on the “Spend in Glen” Christmas in July initiative and addressed Council regarding a “No Empty Window” policy for the main street. Ms Creagan suggested that mini displays, creating an ‘instant’ business card could fill the dead spots. Organisations such as the History House, Antique shops, Glen Innes Opportunity Shop, Chapel Theatre, Men’s Shed etc could have something suitable to display in the empty shop windows and that this would be more interesting for visitors rather than the perception of the ‘struggling country town’ feel that the empty shop windows provide.

Ms Creagan advised that she has forwarded her suggestion to the Manager of Tourism and Events and that he has advised that he would like to forward the information on to Business in Glen (BIG) for further discussion. Ms Creagan further advised that her experience in good ideas can be found on the Breeza Artist Camp Facebook page.

2014 and forthcoming Glen Innes Examiner Business Awards, and that this particular award be known as the Glen Innes Severn Council’s Outstanding Contribution to Business Award.

2. That the cost of $615 for this particular sponsorship package in the 2014/15 financial year be funded from the Contingency Fund (Job cost number 0520-2266-0070), and that adequate provision be made in future budgets for this purpose.

Wullamulla Street block (Lot 1 on DP874181) for $36,500.

2. That Council approves the affixing of Council’s seal on the contract of sale for the Tindale Units (Lot 133 on DP704052) for $480,000.

3. That Council approves the affixing of Council’s seal on any legal documents required for a boundary adjustment as advised by Council’s solicitors, Marsdens, for the settlement of the Tindale Units as identified in Annexure A attached to the Business Paper.

4. That Council approves the refund of any moneys earned as interest on the Deposit for the sale of the Tindale Units to the Purchaser for the four (4) month settlement period.

5. That Council authorises the General Manager to, in conjunction with Diana Corcoran Real Estate, determine a realistic and market related revised selling price for the “Highwoods” property, and that the agent be requested to market and sell the property at this revised price.

Street Glen Innes from the existing Residential Zone (R1) to General Industrial (IN1) under the Glen Innes Severn Local Environmental Plan 2012, subject to the inclusion of Lot 5 and Lot 6 DP592608 and Lot 2 Section 52 DP758447.

2. That Council undertakes the necessary housekeeping amendments to the Glen Innes Severn Local Environmental Plan 2012 in conjunction with the proposed Planning Proposal to rezone Lots 3 and 4 DP 758447, Grafton Street, Glen Innes.

Discussion was held by Councillors about the events that initially prompted the Code of Conduct investigation, culminating in the meeting agreeing that the determination made by the Office of Local Government is, considering current circumstances, a good outcome. Councillors expressed their sentiment and commitment of looking forward to working and achieving together in the best interest of the community into the future.
