2. Summary of the project

A Gerontechnology Education Network In Europe (GENIE) will be established for the purpose of stimulating the network process that is a necessity in the further development of education in the new area of gerontechnology. Gerontechnology is defined as the multidisciplinary study of technology and ageing for the benefit of the optimal functioning of older people in daily living, and working conditions and where appropriate better care provisions. Gerontechnology is directed towards and guided by the aspirations and competences of older people. Various disciplines contribute to the area of gerontechnology, e.g.

engineering, industrial design, economics, sociology, psychology, and biology and co-operate in research. This is not yet reflected in academic education. Links between these disciplines will widen and increase the qualifications of students. The objective of the network is to improve the quality of gerontechnology education, to increase the European dimension and to stimulate the acceptance of gerontechnology as a part of regular university and higher vocational programs. It will encourage the interaction between teaching staff and students in gerontechnoJogy and stimulate the dissemination of knowledge and the sue of developed course materials in the regular programs of educational institutes. The main results anticipated is the creation of an active and intense network on gerontechnology education, that will exist for a longer period and that produces various deliverables.

The Institute for Gerontechnology has been very active in COST A5 'Ageing and Technology' (DG V). Jan Graafmans, executive director of the Institute was the vice­chairperson of COST AS, Jan Rietsema, co-ordinated the working group on training and education in gerontechnology and other persons were involved in other COST AS working groups, participated in workshops and network meetings. The Institute is a founding member of the Design for Ageing Network (DAN) (DG V) and participated actively in the network and in EU funded DAN-projects. Some members of DAN are participating in GENIE.

The Institute for Gerontechnology initiated the ERASMUS Intensive Programme (IP) , co-ordinated by Jan Rietsema and supported by the EU SOCRATES/ERASMUS Programme in the academic year 1995/96 and 1996/97. A new application for the academic year 199811999 is submitted to the SOCRATES office. All partners if the IP are involved in GENIE

The Institute for Gerontechnology is/was involved in various projects within the TIDE Programme (DG XIII), e.g. SAFE 21, MARTEL, PLANEC, PROMISE, and was involved in the preparation of the TIDE work programme for the 4th Framework Programme.

Jan Graafmans is member of the TSERIETAN expert panel that advises the European Commission about the role of 'technology and ageing' in the 5th Framework Programme. He is also advisor to the Technology Foresight activities of the Dutch, English, French and Italian research councils.

The Institute for Gerontechnology is participant in the Technology, Ethics and Dementia (TED) project, financially supported by the EU BIOMED2 Programme.

Most partners participated in EU funded education and research projects and networks in the area of' Ageing and Technology', 'Disabled and Elderly Persons', 'ICT', etc. Some partners know each other from these international projects and worked together for several years.

B. Purpose, objectives and expected outcomes

B. 1 Explain the rationale of and background to the project (current situation, need for improvement, European dimension, other reasons).

Reasons for creating a Thematic Network By 2020, over 25% of the population in Europe will be over 65; a growing proportion of them be over 80. At the level of society this changing demography has impact on social, political and economic structures, institutions and activities. At the level of individuals and groups, ageing brings about changes in behaviour, roles, status, and attitudes. The objective of gerontechnology+ is to contribute to the well-being of older people. In principle this is achieved by creating equal possibilities at the social and individual level to use technological devices and services. This task is a complicated one. Full participation of all citizens is a notion which is gaining increasing importance in the EU. Developments in technology offer a major opportunity to increase the participation, integration and autonomy of all citizens, including the ageing and the aged (Ageing and Technology: State of the Art, EUR 17285 EN). Gerontechnology is aiming at building a knowledge base and attitude base about the relation between technology and the ageing population for the benefit of the optimal functioning of older people in daily activities. Besides scientific research programmes there is a need for training of young researchers and professionals. Many initiatives in the field of gerontechnology education throughout Europe exist, but to date, a Gerontechnology Education Network In Europe (GENIE), a necessity in the further development of the new area of gerontechnology, is lacking. The problems addressed by the network fall within the scope of issues that get special attention from the European Commission. We name the key action 'The ageing population' within Theme 1 'improving the quality oflife and living resources' and Theme 2 'creating a user­friendly information society' of the 5th Framework Programme.

Current situation and need for improvement After the first decade of development in gerontechnology research, the training of professionals and young researchers became apparent. In the merging area of gerontechnology it is essential to have European co-operation among teaching staff of various disciplines. Gerontechnology is not yet available in textbooks, handbooks or course books. The research activities are stimulated by various national and European Programmes. The main European research programmes in this area are Telematics Applications and BIOMED. There exist many initiatives in the field of gerontechnology education throughout Europe. A good functioning network is necessary to disseminate the knowledge and experience from these initiatives. The development of a gerontechnology curriculum is only possible with good interaction between institutions involved.

+ Gerontechnology is defined as the multidisciplinary study of technology and ageing for the benefit of the optimal functioning of older people in daily living, and working conditions and where appropriate better care provisions. Gerontechnology is directed towards and guided by the aspirations and competences of older people. Various disciplines contribute to the area of gerontechnology, e.g. engineering, industrial design, economics, sociology, psychology, and biology.

GENIE builds on the results of two earlier European initiatives: the working group on gerontechnology education of COST A5 and the special interest group on education of the Design for Ageing Network (DAN) COST A5' was a European co-operation in the field of 'Ageing and Technology' and come into existence in 1991 as a three years project. Due to its success, the action was prolonged for a further two years and finished in September 1996. To satisfy the apparent need for education in gerontechnology, the COST A5 working group on gerontechnology education was established in 1993. The goals of this working group was to establish an educational programme in gerontechnology and to encourage the interactions between teaching staff and students in gerontechnology. The European Design for Ageing Network (DAN) was established in July 1994 and is an organisation committed to raising the profile and awareness of how design can help older people to maintain independent lifestyles and also to ensure that older people participate fully in social and economic life. The European Commission (DG V) has funded the activities of DAN until 1997. A special interest group of DAN on education produced a teaching pack (1996), which is a useful teaching tool for tutors throughout Europe who may wish to incorporate information on age related design issues in their courses. The ambition of GENIE is to become a continuously active, permanent forum. It will make use of the results of the above-mentioned activities, and bring together in an umbrella organisation as many interested partners as possible, and by doing this reduce the energy dispersal and fragmentation.

European dimension It is a necessity for the curriculum in gerontechnology to develop European dimensions in order to do justice to the changing demographics facing all ED countries as well as the integration of the European Market. A Europe wide network in the field of gerontechnology education aims to facilitate the transfer of knowledge and innovations in education and will improve the quality and increase the number of trained professionals in this field. These professionals will contribute to the competitiveness of European industry in this domain and provide a way to take a global leadership role in this emerging large market.

B.2 Describe the general aims and objectives of the project.

Pwpose Many initiatives in the field of gerontechnology education throughout Europe exist, but to date a network on this theme is lacking. GENIE will be established for the purpose of the creation of an intensive network on gerontechnology education, that will exist for a longer period. The network will assist in the enhancement of the European dimension of curriculum and teaching staff development, and student mobility schemes .

• COST is a form of European intergovernmental co-operation in the fields of scientific and technical research. The COST actions are funded nationally. The European Commission funding covers the co-ordination costs: technical secretariat in Brussels, support for seminars and publications COST AS (1991-1996) was focusing on Ageing and Technology.

Aims and objectives The aims of GENIE can be summarised under five headings: 1. the acceptance of gerontechnology as part of regular university and higher vocational programs and as an element of continuous education 2. the creation of the prerequisites for further improvement of the quality of gerontechnology education 3. the development of a European dimension in gerontechnology education 4. the promotion of inter-university co-operation towards the development and dissemination of new teaching techniques and development of curricula and increasing teachers and students mobility and the quality assessment in order to maximise the impact ofthese exchanges 5. the facilitation of the use of open and distance learning methods (ODL)

During the first year GENIE wants to achieve a complete picture of Gerontechnology Education in Europe by studying the state and content of existing educational programmes and training schemes. In the subsequent two years it will: • facilitate the use of open and distance learning methods of education and training. • continuously up-grade and up-date the curriculum of the ERASMUS Intensive Programme in Gerontechnology using the results of the thematic network project. • foster the development of new joint European courses and specialised programmes.

B.3 Specify clearly the target audience of the project, both within and beyond the Thematic Network itself.

The primary target group of GENIE for which the grants is being requested is the faculty staff of various institutes in Europe with a vested interest in the area of technology and ageing, and involved in teaching and course developments. They will exchange materials, ideas, and experiences. Secondly the students of educational institutes will benefit from the dissemination of knowledge and the use of developed course materials on gerontechnology in their regular programmes.

B.4 Describe by target group the intended outcomes which are to be accomplished within the time frame of the European funding.

The first intended outcome is a continuously active, permanent forum, dealing with all issues in gerontechnology education and didactics. This will be a network between different disciplines, industries and association interested in this area. Other intended outcomes are among others: • a directory with existing curricula and courses in Europe related to gerontechnology • a revised and extended edition of the design for ageing teaching pack • pilot projects on education and training, supported by the partners

• an intra-congress satellite symposium at the 3rd International Gerontechnology Congress, and contributions to other conferences and seminars, to contribute to the dissemination of knowledge and teaching materials, to stimulate academic staff to include gerontechnology courses in the regular programmes and to discuss the possible teaching approaches. • common core curriculum guidelines and teaching materials • materials for Open and Distance Learning • publication of articles, a book, reports and a World Wide Web site to map resources and to create a common 'workspace'

After the 3rd operational year it is envisages to extend the TN Project GENIE and continue as a Standing Committee and Working Group (Education and Training) within the International Society for Gerontechnology (ISG). The ISG has been established recently (9.9.97). It is governed by the Dutch law and aims at building and maintaining networks between intermediaries, researchers, engineers, designers and teachers, both in public and private organisations active in markets related to the ageing population. Being part of the ISG will contribute to the dissemination of the results and offer a guarantee for continuation of activities. Without funding for a Thematic Network Project it is expected that gerontechnology education will not get much attention in the ISG and this attention will only grow very slowly. GENIE will for sure result in a strong and active permanent working group and strengthen the European dimension in gerontechnology education,.

Among the indirect results of the activities of the network are the exchange of course materials, increased students mobility and the further development of a gerontechnology curriculum with a European dimension.

B.5 Indicate any additional benefits and spin-otIs expected.

It is expected that the partners who participate in GENIE will start research projects together, as a result of the collaboration in education. Many grant proposals will be submitted to the EU Programmes under the 5th Framework Programme in which 'the ageing popUlation' , 'the city of tomorrow' and 'creating a user-friendly information society' are major topics.

Another additional benefit is that GENIE will contribute to education of people who will have a better understanding of societal changes and business transformations resulting from the fact that Europe is ageing quickly. This is a challenge, because ageing is a opportunity in all industrialised countries and it will become a problem in the developing countries. Therefor the European solutions should find markets also elsewhere thereby contributing to the improved competitiveness of European companies to those in USA, Japan and other countries.

c. Project approach

C.l Indicate the main pedagogical and didactic approaches and concepts which will be used.

There are two major goals for education in gerontechnology: (1) creation of a knowledge base of principles, methods and facts about ageing and technology; (2) creation of an attitude base, the convictions, beliefs and goals for society that are embedded in the concept of gerontechnology. Project-oriented education (POE) as an educational method will be used as leading didactic approach in the activities of the task oriented working groups of GENIE. POE is an attractive tool for teaching gerontechnology and the creation of an attitude base. POE is an organisational format in which the students, preferably with different backgrounds, collaborate as a team on a case. Cases differ from exercises in that the outcome of an exercise is predicted by a tutor and under his control whereas in a case, the students are responsible for making decisions which affect what they do. POE is strongly real-life oriented. Relevance to society is a leading factor for the definition of the cases. The cases are relatively open ended, multifaceted and complex. This often requires a multi­disciplinary approach. In fact, POE is one of the few ways in which knowledge from different disciplines and cultures can be combined. A case-study provides a context for integration of disciplines and of theory and practise. POE stimulates students to apply knowledge and skills and makes learning active rather than passive. It permits students to look deeply into fields of knowledge reflecting their interest. This stimulates intrinsic motivation. Increasing intrinsic motivation stimulates interest of a type that is comparable to that of a researcher working in his own field.

GENIE has been set up in response to the need to serve more effectively the teachers of Europe through the transfer of examples of good practice and innovation in gerontechnology education. The network will develop Europe wide actions and means of identifying and disseminating such good practice and provide an overview of the area of common interest within a European context.

The approach to achieve the aims of the network includes • establishment of task oriented working groups, dedicated to a specific horizontal or vertical issue as part of the overall programme. The preliminary idea is to have working groups in a.o. the following fields: (a) didactics, (b) education and Information- and Communication Technology (Open and Distance Learning), (c) curriculum guidelines, teaching materials and teaching pack, (d) the gerontechnology career aspects. • the organisation of an annual plenary meeting to exchange information and share experiences between all partners and to disseminate the results of the working groups. These meetings will have the character of a regular meeting combined with a workshop-type activity focusing on specific aspects of gerontechnology education. One of the partners will be responsible for preparing and organising each workshop. The meetings will be organised at different locations, to make it possible to visit various institutes and to have interaction with teaching staff of host institutes. External experts will be invited to contribute to some of these workshops.

C.2 Indicate the extent to which new information and communication technologies are to be used within the project or to assist in the dissemination of its results.

In addition to the above-mentioned elements of the approach, GENIE includes an intensive use of the Internet to achieve its aims. This will be essential, considering the number of partners and the geographical coverage. The creation of an electronic common workspace is considered of high priority because this will facilitate all follow-up activities. Electronic mail via the Internet will be the preferential means of communication between the partners. A list server has been set-up to support this ([email protected]).

News on the network is broadcasted to the partners and other interested persons in a Newsletter, both bye-mail and by post.

Results of the network activities, e.g. a course directory, will be published and made available through Internet. A special website for GENIE is already implemented and can be used for this purpose (http://www.tue.nl!gerontechnologie/edulgenie).

C.3 Specify how, why and to what extent, open and distance learning is used.

One of the task oriented working groups is dedicated to the issue of Open and Distance Learning (ODL). This working group will focus on the investigation of the use ofODL, and the development of ODL modules. Existing modules from the Erasmus Intensive Programme on Gerontechnology will be used as a starting point for ODL modules and the Intensive Programme will also be used to evaluate developed ODL modules with an international group of students. Eindhoven University of Technology has experience with distance learning. Mathematics courses are given using videoconferencing in Antwerp and Eindhoven at the same time. The jointly established curriculum on Biomedical Technology (Eindhoven university of Technology and Maastricht University) is making use of this technology for its students. Another project provides all students from the Eindhoven University of Technology with a notebook computer and teachers are stimulated to adapt their teaching methods. These experiences combined with the experiences from other partners will be used in GENIE. ODL will be used to strengthen the European dimension in gerontechnology education. The advantages of these new education methods are quite obvious from the point of view of the increase of access to higher education and to high quality education, but there may be disadvantages as far as intercultural interactions between students and internationalisation of higher education institutions is concerned. In addition to this the social interaction between the teacher and the student is an essential part of gerontechnology education, particularly because the creation of an attitude base is a major goal. The development of a mixed mode operation concept which combines traditional education with open and distance learning will be the approach of the working group to exploit the advantages of the new education method and to minimise the negative effects.

D. 1 Overall work plan.

D.2 SpecifY the main responsibilities of the Co-ordinator and each of the partners in the project. Indicate clearly how the project will be managed.

The network will be co-ordinated by the Eindhoven University of Technology Institute for Gerontechnology. The co-ordinator will be responsible for a smooth communication between the partners, liasing with national and international organisations, the delivery of reports, the project administration, and accounting for the money spent. A Steering Committee (SC) will monitor and evaluate the execution of the activities proposed, guarantee the coherence of all actions and ensure continuation of the project after 3

years, embedded in the International Society of Gerontechnology (ISG). For this reason a board member of the ISG will be member of the GENIE SC. The SC has the responsibility for allocating the budget and presenting policies and action plans to the European Commission. The SC will chose its own chair. It will be the leading force of the network and will meet 3 times per year. The current members of the Steering Committee are: 1. Mr. Jan Rietsema, GENIE co-ordinator (a short professional description is given at D4) 2. Mr. Roger Coleman MA. Hons. Edin., FRCA.

He is Senior Research Fellow at the Royal College of Art (RCA) and director of DesignAge, an action-research programme exploring the implications for design of ageing populations around the world. In 1994 DesignAge was instrumental in the establishment of a European Network specialising in design and ageing with partners from fourteen of the fifteen EU member states and funded by the European Commission. Roger Coleman is co-ordinator of the network and editor of its newsletter. In February 1995 the RCA was awarded a Queen's Anniversary Prize for Higher and Further Education in recognition of DesignAge's many achievements. Trained at Edinburgh University and College of Art, Roger Coleman is a Jury member for the RSA Student Design Awards in the international New Design for Old section.

3. Mrs. Marie-Louise Paqvalen, co-ordinator and lecturer in physiotherapy in the Masters course on Human Ageing and Elderly Care, at ARCADA Polytechnik, School of Health Care and Social Work, Helsinki.

She is trained in physiotherapy, organised physical training camps for elderly from 1980 - 1994 and was member and chairperson of the committee for training for elderly of the Finish Association of Gymnastics (1988-1994).

4. Mr. Jan Graafmans, Secretary General of the International Society for Gerontechnology. He is the executive director of the Centre for Biomedical and Health-care

Technology and the Institute for Gerontechnology at Eindhoven University of Technology. He initiated the development of the new field gerontechnology as a new interdisciplinary research and education programme. He was vice chair of COST-AS 'Ageing and Technology'(199 1-1996), programme chair of HUSITA 1996 (Human Service and Information Technology Application, section IT and independent living), active member of Design for Ageing Network, elected programme chair of IEA 1997 (International Ergonomics Association, section Ageing and Ergonomics). He is the co-editor of the proceedings of the two international conferences of gerontechnology.

5. One vacancy gives the opportunity to introduce another active and knowledgeable person in a later stage

Each partner will have a local co-ordinator nominated by the institution to co-ordinate the participation in the network activities. In the first year task oriented working groups (WG) will be established. Each working group will elect a WG co-ordinator, who will be responsible for the dissemination of the results and for the feed-back to the Steering Committee. More closely involved partners with direct interest will become active in one or more of these WG's.

D.3 Explain how each of the partners will contribute to the implementation of the project, distinguishing when appropriate between specific project partners and the 'network' as a whole.

Specific project partners will contribute at different levels to the project.: The Steering Committee members will carry out the management, monitoring and evaluation of the project. Partners who participate in each of the task oriented Working Groups will implement the specific activities within the Thematic Network Project. All the other partners will assess existing local/regional situations and assist in assessing national situations, identify existing 'examples of good practice' and provide input to the Steering Committee and Working Group activities. They use and disseminate the results of the project.

D.4 Demonstrate that the Co-ordinator and each of the partners have adequate competence and experience in order to fulfil their role in the project.

The network will be managed by the co-ordinator: Dr. Jan Rietsema. He is involved in gerontechnology education and research for many years.

As assistant professor of gerontechnology he is responsible for the development of an educational curriculum on gerontechnology at Eindhoven University of Technology. He implemented and offered an introductory course gerontechnology for students of all engineering faculties. He was course leader of the first international post-graduate course and of two national post-graduate courses. From 1993 until 1996 he was the co-ordinator of the COST AS working group on gerontechnology education and participated in the DAN special interest-group on education from 1994-recent. He is the initiator and co-ordinator of the ERASMUS Intensive Programme Gerontechnology. This programme offers a four week introductory course on gerontechnology for students from the 7 participating European universities. The results of these activities are presented at various congresses and in publications

The members of the Steering Committee are chosen on their curriculum vitae and their record of competence and experience. For short professional descriptions of the members of the SC, please refer to D2.

Because the expertise required to cover the area of gerontechnology is not available in one setting, co-operation is necessary. The various knowledge domains, will be introduced by the partners. The group of participants has been constituted with various institutions combining expertise in a number of engineering, behavioural, and biological disciplines. Some partners know each other and worked together for several years in other networks or projects. The RCAIRSA co-ordinated the first edition of the Design for Ageing teaching pack and this experience will be used to publish a revised edition of this pack in the first project year. All partners will co-operate on a equal basis and will introduce the experience and knowledge available in their respective institutions.

D.S Indicate the working language(s) ofthe project.

The working language of the network is English. All deliverables will be published in English. One of the selection criteria of the partners' local co-ordinators has been to be able to work in this language. Translation of the deliverables in any other language will be the responsibility of the partner who needs the translation.

D.6 Describe the arrangements for disseminating the results of the project.

The results of GENIE will be disseminated via the participants. At the moment a listserver ([email protected]) on the Internet with e-mail addresses of the local-co-ordinators allows partners to communicate very easily with each other. This listserver will be open for anybody interested in the topic. News on the network is broadcasted to partners and others interested in a Newsletter, both bye-mail and by post.

Other results, e.g. course directory, will be published and made available through Internet. A special website for GENIE is already implemented and can be used for this purpose (http://www.tue.nl/gerontechnologie/edulgenie ).

In 1999 a intra-congress satellite symposium at the 3rd International Gerontechnology Congress will be organised (Technische Universitat Mlinchen, 10-13 October, 1999). The objective of this symposium is to present the state-of-the- art in gerontechnology education and contribute to the dissemination of knowledge and teaching materials.

D.7 Describe how the project will be monitored and evaluated, in particular as regards its specific and European impact.

The Steering Committee will continuously monitor and evaluate the execution of the activities proposed. After the first year of GENIE a self-evaluation will be organised. The opinion of all partners involved in GENIE will be included in the evaluation by a questionnaire. The results of the self-evaluation will be analysed by some invited experts. The exchange of course materials between the participating universities in the various European countries and the increase in possibilities for students mobility will be the first point of attention. The second point of attention is the use of the knowledge and insight, gained by participation in GENIE, in the regular programmes of the partner institutions. The planning of the activities in the following year will be adjusted according to the results of the evaluation.

An annual activity report will be produced at the and of the year, including a overview of all activities and the results and a reproduction of the findings of the evaluation.

E. Other issues

E.1 Specify, when applicable, how and to what extent the needs of disadvantaged people have been taken into account. State the nature of the disadvantage (geographical location, socio-economic context, disability, etc.).

It is obvious that in an ageing society the need for gerontechnology research and education is growing. Older people (and handicapped people) will benefit from gerontechnology, an area that is directed towards an innovative technological environment for elderly that fits their daily activities and over which they have a perfect controL From this point of view well educated professionals and researchers are a necessity. The increasing role of information and communication technology in society has the risk of exclusion of older and handicapped people. Special attention and trained people are necessary to use the opportunities of information and communication technologies to create a Society for All. GENIE can contribute to the education and training of these professionals.

E.2 Specify, when applicable, how and to what extent the project will actively promote equal opportunities between women and men.

The topic gerontechnology refers to a field of technology that finds its applications in situations of daily life of older people. It has proven that applied fields of technology attract more women than basic engineering and that applications used to improve health and comfort of people are favourite among women. Gerontechnology for this reason is expected to be very popular among female students and the >50% female students participating in the gerontechnology courses at TUE (where the total percentage of female students is about 15%) endorses this expectation. In conclusion gerontechnology is a new area that will increase the involvement of woman in technological sciences and will promote the equality of opportunity between men and women. This is also reflected by the significant amount of women among the local co-ordinators.
